OKNA Holiday Party: Join Us For Merriment!
The time is nigh for the annual Overlook Neighborhood Association (OKNA) Holiday Potluck Party!
Our traditional midwinter potluck dinner is scheduled for Tuesday, December 15, 6:00pm-8pm in lieu of our monthly General Meeting.
Come meet and make merry with your OKNA friends, enjoy a delicious dinner and still be home early.
The OKNA supplies drinks, silverware, plates, and napkins.
You should bring a potluck dish of your choice, everything is welcome. Please bring a serving spoon if your dish needs one.
The Mad Scientists will be there to entertain one and all with their brand of educational fun and in keeping with an annual tradition for the OKNA Holiday Potluck we'll have door prize drawings, with prizes generously donated by Overlook businesses. There is a liquor license application for Anna's Island Café on SwanIsland. It's for a full bar. They plan to apply for Video Lottery as the only entertainment and have outdoor seating for 8 patrons. It's not posted on the Office of Neighborhood Involvement notifications website yet but the comment period ends on Christmas. If you want to provide feedback or want to see the application, let me know and I can send it to you.

4. Emergency Warming Center Volunteer Opportunities (1/18)

It's cold outside and winter is here. Now is the time to start preparing for winter weather and Emergency Warming Centers. The City of Portland will partner again this winter with the American Red Cross to open and staff an EmergencyWarmingCenter to shelter hundreds of Portland 's most vulnerable citizens.
The EmergencyWarmingCenter will once again be at the PortlandFourSquareChurch in Southeast Portland , opening on nights when severe winter weather poses an immediate threat to the health and safety of unsheltered people who are experiencing homelessness. The Red Cross needs the help of community volunteers to run the warming center. Anyone 18 and over is encouraged to volunteer, and several shift opportunities are available, including evening set-up and greeting, overnight, and morning clean-up.

Proceeds from sales of raffle tickets for items donated by venders and home baked goods donated by neighborhood supporters, will benefit future programs for children at the Overlook House.

This is a reminder that PortlandPublic Schools and the Portland Council PTA invite you to join the conversation about the future of the high school system. Come to any of eight community meetings -- running through Dec. 17.

Meeting content
Each meeting will include a presentation and discussion of a proposed high school system model that includes community schools, focus (small) schools and education options (charters and alternative schools).
Participants will have a chance to give feedback on the proposed model, and to offer their specific thoughts about the academic program that should be offered at all community schools. School district leaders will be available to answer questions and to hear concerns and ideas.
Next steps
These conversations at every neighborhood high school are the next step in refining the model and implementation plans. Your feedback about what academic program should be offered in each community high school will inform Superintendent Carole Smith as she prepares to recommend to the school board early next year how many community high schools the system should have and the enrollment size at each.
Early next year, the school district will again invite community engagement on the next important choices: which current high school campuses will house community schools, which will become smaller focus schools and which might have other uses. At that point, the discussion will move from the abstract model to allow community members to weigh options for specific campuses and possible boundary changes.
Major changes not until fall 2011
In mid 2010, the Portland School Board will be asked to make a series of critical decisions to implement the new High School System. The first improvements to high schools will start in the fall of 2010, but major changes including closing current neighborhood high school campuses, implementing new high school attendance boundaries or opening new focus schools will not occur until the fall of 2011.

Theatre/Dance/Performance Applications are now available for IFCC's 2010-2011 Season.
Applications are accepted beginning December 4th, 2009 through 5:00pm, January 1, 2010. Inclusion in the IFCC Season ensures priority booking dates for 1-5 week runs as well as some assistance with marketing including inclusion in our IFCC Season Catalog. (If you are unable to meet the deadline, you may request a booking at any time based on IFCC's remaining availability.)
Priority will be given to work that embraces IFCCs mission as well as full Thursday- Sunday runs. Our Creative Director and Programming Committee review all applications and curate the theatre based on the projects relationship with IFCC's Mission and Values.

4. Tack warning for bikers in St. Johns
There have been reports of nails, screws, tacks, etc. being strewn along the bicycle and parking lanes near Willamette and Carey (by the bridge over the railroad cut in St. Johns) at an Bureau of Environmental Services construction site. They know about the problem and are working on keeping it clean.

My name is Gregory Harpel. I am a senior at PortlandState's School of Urban Studies and Planning. I am currently working on a project where I, along with my team, will be discussing the possible effects of two MAX light rail stops in the Brooklyn neighborhood, an area where a new line has been proposed. We have been contacting neighborhood associations who have experienced MAX line installations in the past. The information we are looking for includes (with reference to the yellow line):
1. What plans were made in preparation for the Max instalation to support the neighborhood residents and businesses?
2. In retrospect, how has the neighborhood been affected by the max stop since the installation?
3. Has this alternative form of transportation affected residents' interaction?
I realize that your time is limited and valuable. If it is all possible to get this information or propose an alternative contact, we would really appreciate it.

5. Actors Needed for "Coup de Théâtre" — A Comedic Heist Film (auditions 11/20-22)
Directors Sean Parker and Austin Hillebrecht are seeking actors for "Coup de Théâtre," their third feature-length comedy. A wide variety of actors (of all experience levels) are needed to portray members of a fictional movie crew for a filmmaking-focused heist comedy.
The film follows Miles Smith, an ambitious but naive film student whose misfortunes in finding work in the film industry result in him being hired at a shockingly low-quality production company. Rather than sit idly by and help make awful films, Miles stages a daring takeover of the current production, working behind the director's back as he recruits disillusioned veterans of the company to help improve the film.
Several major parts, in addition to minor and non-speaking roles, will be available. Shooting will begin either in mid-December or early January, and will take place over a three-month period.
Acting roles are non-paying, but we will gladly supply a copy of the film for your demo reel. Most of the production will happen in Portland, OR, but all major character actors will need to travel to Olympia, WA (we will arrange transportation, cover all traveling costs and supply lodging) for a several-day shoot. Actor availability will determine when the Olympia shoot will take place, but availability from Dec. 12-18 is preferred.
If you would like to play as a minor character instead of those listed above, please contact us anyway. There are many small characters who may only be required for one day of shooting, as well as some who will be needed for several days.
Also required are acrobats/stage fighters/stuntmen/dancers to serve as minor characters in Dorian's acting troupe. Fight scene experience and/or acrobatic ability a plus.
Auditions will be held on the following days: Friday, November 20th (4 PM - 9 PM) Saturday, November 21st (4 PM - 9 PM) Sunday, November 22nd (11 AM - 4 PM)
All auditions will be held at The Overlook House (3839 N. Melrose Drive, Portland, OR97227 — see www.historicoverlookhouse.org for more details). Please note that these are not walk-in auditions, so please notify us beforehand to schedule an audition time.

6. Help replant elms on Omaha Blvd (11/14)
Technically this planting will take place in Arbor Lodge. However, Omaha Blvd in Overlook (south of Ainsworth) is also heavily planted with elms, therefore those trees are at risk for contracting Dutch elm disease. In the near future, Karl Dawson and our Parks and Trees chair plan to meet with other neighbors interested in tree preservation to discuss preventative measures.

2. Public Art Planning Meeting for Pittman Addition HydroPark (Wed., 11/4)
Calling all Overlook art lovers!
Come learn about the next steps for turning the new Pittman Addition HydroPark into a place for temporary public art installations. Developing a jury process and gathering funds will be a long term effort, but we now have a beautiful "canvas" and there are several community members ready to make the commitment. 3. Volunteer Mediation Training and Mentor Program (application deadline 11/20)
Learn Conflict Resolution Skills While Serving Your Community!
Resolutions Northwest (RNW) is now accepting applications for our annual Volunteer Mediation Training and Mentor Program. This 38-hour basic mediation training is FREE in exchange for a one-year weekly volunteer commitment to help neighbors and communities in Portland resolve conflicts with each other. 4. Neighborhoods Small Grants applications due 11/2
This is an announcement and reminder about this year's Neighborhoods Small Grants Program offered through North Portland Neighborhood Services and the Office of Neighborhood Involvement. Grant applications are due November 2nd at 2:00 pm at North Portland Neighborhood Services, Historic Kenton Firehouse.
NPNS and the Office of Neighborhood Involvement are excited to announce the fourth year of the city's Neighborhood Small Grants Program, with $178,831 in grant funds available to neighborhood and community groups across the city. 2. The Mindfulness Meditation, Psychology and Philosophy Group, aka "Mindfulness Group", will continue meeting at Overlook House. (Mondays)
When: Every Monday (7:00 PMto 9 PM), ongoing until otherwise indicated.

Fee: No money involved. You can show your gratitude by committing to being loving and compassionate to yourself and others.
These gatherings aim to engage people in meditation and create conditions for enriching and open dialogue. No prior experience necessary. We will discuss Buddhist concepts but there are no doctrinal requirements. Each gathering starts with a five-minute calming exercise, followed by 20 minutes of meditation, a 40-minute lecture on a specific topic relevant to mindful living, and then group discussion.
Note: Bring a cushion, or zafu, if you have one or something comfy to sit on.

3. Trillium in Bloom: TrilliumCharterSchool 2-day Community Appreciation Event (10/9,.10)
An exciting event for North Portland is coming up on October 9th and 10th at TrilliumCharterSchool. (Interstate and Killingworth)
Friday, October 9th: musical performances by students from 7-9pm. Food and beverages will be available at this all-ages event.
Saturday, October 10th: There is something for everyone from 10am to 3pm including workshops, an art sale, performances, a carnival for children in the primary grades, and lunch will be available.The workshops are themed around the TCS mission and will focus on sustainability, community building & service, and alternative transportation issues.
Saturday's Trillium in Bloom evening bash brings the event to a close with music, hors d'oeuvres, and drinks. Adults only, 7pm-11pm.

8. St. Johns Art Show (storefronts, through 10/24)
The storefronts of downtown St. Johns will be turned into an art gallery this fall with the first St. Johns + Art Show!
Starting on September 19th and running through October 24th, local artists from St. Johns will have works on display in businesses and storefront windows in downtown St. Johns . This one-of-a-kind art show, part of a grassroots effort to encourage awareness of local artists and the businesses that support them, features over 30 artists with works from all manner of media, including paintings, photography, sculpture, ceramics and multimedia installations. This new project is based on efforts by local arts groups and marks another milestone in the expansion of community-building activity in St. Johns .
There will be walking maps available listing the locations of storefronts and the artists' work.

What? Portland's Planning Commission will consider zoning code amendments for schools and parks at a public hearing on Sept. 22, 2009, on the following topics: • enrollment fluctuations; • change of grade level; • recreational field uses; and • conditional use status for vacant school property.

Important Information from your Fire Bureau LIVE FIRE TRAINING EXERCISE or "BURN-TO-LEARN" TRAINING
Dear Area Resident: Portland Fire & Rescue is being afforded the unique opportunity to conduct a live fire training exercise in your neighborhood. This event is extremely important to the training of our firefighters.
Live fire training sessions are conducted safely and with the utmost consideration for neighboring homes. However, occasionally, a sudden wind shift can produce smoke and ash in the area. We recommend that during the exercise you keep the doors and windows to your house closed.
Residents may experience some water discoloration for a short time after the burn. This is due to the operation of your neighborhood fire hydrants.

What a great party we had for our Annual Picnic/August OKNA meeting this past Tuesday evening! If you were there, you know that we enjoyed a delicious meal, chatting with each other, watching the kids and sampling an adult beverage or two. If this was your first visit to DiPrima Dolci or Hop & Vine, we're willing to bet it won't be your last!
Members of the OKNA Board had hoped to say hello to the group during dinner and thank you in person for coming, but the opportunity never presented itself; we're using email instead and hope you'll come say hi in person next time you see us (maybe at September's general meeting).
First, a special thank you to Pat, Yetta and Ella, our hosts from DiPrima Dolci, Hop & Vine and Queens Mab. They and their teams pulled out all the stops to ensure we had a nice evening and the variety of venues offered something for everyone. And it was all delicious! Coming up, we've got another special OKNA General meeting on September 15, 7:00-9:00pm at the Kaiser Town Hall on N Interstate Ave. This meeting sets aside time for the election of officers for the Board and we invite you as always to come to a fairly small, interesting and fun meeting where we have guests from the community speak and find out what's happening around the neighborhood. It's a low key way for you to keep tabs on what's going on in Overlook and if you've got something on your mind, a good place to let others know.
REMEMBER: the OKNA Board is looking for a Secretary, a Transportation Representative and an Environmental Representative, among other positions.

Finally, we are approaching the Friends of Trees season in Overlook. Cynthia Sulaski is once again organizing a tremendous tree planting which will take place this winter, but we have to plan ahead! Trees will be available again at a steeply discounted $15 each (subsidized by OKNA, grants and area businesses) and the time to reserve your trees is coming up fast. Yard and street trees will be available again and even if your lot is already full, you can participate on the tree committee to plan the event, or volunteer to plant trees (this is really a lot of fun!). Come learn about the proposals for arterial crossings, traffic speed management and other features for the North Concord Bicycle Boulevard to make this street more friendly to families, cyclists and pedestrians.
This project is the segment of North Concord Avenue between North Skidmore and North Fenwick/Argyle [up in Kenton]. The project will help to provide a family friendly route to OverlookPark and connections to commuting routes into downtown Portland.

Hello all, This Monday, August 3rd, we will continue our Series "Intention & Motivation".
Starting at 7PM, we will practice some centering for a few minutes and then meditate for 20 minutes.
In our Lecture/Discussion segment, we will address the central importance of intention and motivation in sustaining change. We are all familiar with the one-month honeymoon with diets, gym memberships, personal growth ideas, and else. What makes motivation sustainable? is it having the 'right intention'?, is it developing techniques for support? what else could be involved?
We will explore some concepts from various mindful traditions, particularly the Eightfold Path in Buddhism. We will also discuss Abraham Maslow's popular pyramid of needs and other concepts in psychology (some not so well supported by empirical evidence)
Finally, we will go back again to some of the philosophical issues around motivation, intention and change, particularly involving truth, virtue, and ethics.
I invite you to meditate or find some time to stay still and contemplate your experience around these topics, and bring your questions and thoughts to share.

This August 7th from 4:00-6:00 p.m., Portland State University students would like to invite you to Kaiser Town Hall (3704 N. Interstate Ave.; rooms C&D) for the final presentation of the Creating Livable Communities for an Aging Society course – light refreshments will be provided.
In addition to the presentation of the work completed in the community (with lots of photos!), this meeting will be an opportunity for you to give feedback regarding issues pertaining to aging and older adults in the Overlook neighborhood. The course instructor, Alan DeLaTorre – who is also an Overlook resident – will be gathering ideas about the formation of an "Intergeneration Committee" that will aim to carry on work from the PSU, NORC, and GOAH programs, as well as the Elder Support Neighborhood Conversations that Our United Villages conducted in 2006.
If you are interested in aging in place or livable communities, if you are older or know someone who is older in the community, or if you just want to add your two cents to the conversation, please join the group. Projects that the students have been working on with residents and leaders in the community include: identifying age-friendly features, barriers and solutions; a walking assessment with older adults and persons with disabilities; connecting medical and church services to older adults; and safety and crime prevention issues.
The outcomes of this project are to inform the neighborhood of opportunities to create a more livable community for those of all ages and abilities, and to organize a neighborhood committee that can carry out future action pertaining to the aging of the neighborhood. In addition to the Overlook presentation, students will be giving a presentation at PSU ( Urban Center , room 250; 506 SW Mill St. ) regarding their work in the Overlook and Hollywood neighborhoods that will summarize all of the efforts to date. The Overlook House is hosting an eight-week meditation class dedicated to cultivating mindfulness and exploring psychological and philosophical aspects of mindful living.
Each 90-minute gathering starts with a 20-minute meditation, followed by a 20-minute lecture on a specific topic relevant to mindful living. The second half of the gathering -about 50 minutes- involves sharing knowledge and experiences, with some emphasis on the psychological and philosophical issues involved.
These gatherings will help both new and old practitioners develop and strengthen their mindful practice while engaging in enriching dialogue.
No prior experience necessary.
No Fee. Meets every Monday until August 31st, 2009;
7 to 8:45 PM; Access through the basement. Bring a cushion if you have one.
In preparation for the Burn to Learn event at N Prescott, Portland Fire & Rescue would appreciate any help neighbors can offer in getting the word out in the 8-10 block radius around the burn site at N Prescott & Interstate.

Many of you have asked about time-limited action-oriented events that you can be involved with in the neighborhood; here's one that anyone can do!
The Overlook Neighborhood Association (OKNA) will host an information table at the upcoming Overlook Village Celebration, and we'd like you to join us! We will share our table space promoting the Overlook House and the next day's Ice Cream Social, the upcoming OKNA Picnic and our ongoing Overlook Social Club as well as the other fun and important events that the neighborhood association takes care of.
You can commit for a half hour or hour of saying 'Howdy, Neighbor!' and do something to get involved with OKNA like you always wanted to. The Overlook Village Celebration includes Beaterville's 15 year celebration car and bike show on N Omaha, 60+ artists and non-profits and a farmers market on the corner of N Denver and Killingsworth, sidewalk sales and food and drink specials from the businesses along Killingsworth (west of I-5).

LIVE FIRE TRAINING EXERCISE: BURN TO LEARN TRAINING
Portland Fire & Rescue is being afforded the unique opportunity to conduct a live fire training exercise in the Overlook neighborhood. This event is extremely important to the training of our firefighters.
Live fire training sessions are conducted safely and with the utmost consideration for neighboring homes. However, occasionally, a sudden wind shift can produce smoke and ask in the area. We recommend that during the exercise you keep your doors and windows to your house closed.
Residents may experience some water discoloration for a short time after the burn. This is due to the operation of your neighborhood fire hydrants.
LOCATION: Prescott Project 1400 N Prescott at N Interstate Ave. TENTATIVE DATES: July 27 - Aug 5 2009 Date are subject to change due to weather conditions. Due to our recent heat spike, PFD will not burn if temperatures are too high. TIME: 9:00am to 4:30pm

Single-directional closures planned this summer for I-405 paving project
The schedule of single-directional closures of Interstate 405 between the Marquam and Fremont bridges has changed. The contractor on the project will postpone by one week the start of the single-directional closures (they were previously scheduled to begin the weekend of July 24-27).
**Following is the revised closure schedule (these dates may change due to weather or other factors. A traffic advisory will be sent out if further changes are made):
Friday, July 31, 10pm, through Monday, Aug. 3, 5am: all lanes on northbound Interstate 405 will be closed between the Marquam and Fremont bridges. All ramps connecting to northbound I-405 also will be closed during these work hours. Lanes and ramps on southbound I-405 will remain open during the northbound I-405 closure. The Fremont and Marquam bridges will remain open during this work
Friday, August 14, 10pm, through Monday, August 17, 5am: all lanes on southbound Interstate 405 will be closed between the Marquam and Fremont bridges. All ramps connecting to southbound I-405 also will be closed during these work hours. Lanes and ramps on northbound I-405 will remain open during the southbound I-405 closure. Traffic Impacts and Detours Due to high daily volume of traffic on I-405, ODOT is allowing the contractor to use a total of four weekends of full directional (north or south) closures as noted above to complete the paving project. Two weekends will be allowed for each directional (I-405 north or south) closure. During the weekend closures, one direction of I-405 will be completely closed to all traffic from 10 p.m. Friday night to 5 a.m. Monday morning (the other direction will remain open during the work period).
During the full directional closures of I-405, motorists will be able to use Interstate 5 as an alternate route to reach their destination. Detour maps are available on ODOT's project web site listed below.
Project Background ODOT contractor Kerr Contractors Inc. of Woodburn, Ore., is working on the $11.6 million project to repave Interstate 405 from the Fremont Bridge to the Marquam Bridge. Work includes repaving the ramps to and from I-405, relighting the freeway corridor and tunnels, and upgrading freeway signs.
Federal Stimulus Funds Approximately 30% of the $11.6 million I-405 paving project uses federal stimulus funds through the American Recovery and Reinvestment Act.
