I do want to take this opportunity to thank everyone who helped during the Felicia Hurricane preparedness in your various capacities from helping set up the lawn antennas (VHF and HF) to standing by to respond if needed. I also want to graciously thank those that ran net on behalf of the DEM. Additionally, I want to thank all those that helped work on the portable repeater project that we got kicked off this year.

Department of
Emergency Management seeking public input on Multi-Hazard Pre-Disaster
Mitigation Plan
The Department of Emergency Management is updating the
Cities Multi-Hazard Pre-Disaster Mitigation Plan. In order to ensure that the
plan is as complete as possible the department is asking Oahu
residents for their input as to what hazards natural or human caused they feel
should be addressed.
“The multi-hazard plan identifies disasters that may impact the residents of
Oahu; such as Flash Flooding, High Winds, Tsunami, Hurricanes,
etc.”, said Melvin Kaku, director for the Department of Emergency
Management.
“We have developed an on-line survey form that residents can quickly
complete and submit via our website to give them a voice in the planning
process.”
Oahu residents who would like to participate
can access the survey form by going to the Department of Emergency Management
website at www.oahuDEM.org and
clicking on the Disaster Preparedness Survey
link. The survey is very simple and should take no more than five minutes to
complete. Data gathered from the survey will be used in updating the plan.
“The Federal Emergency Management Agency requires
governments to have a Multi-Hazard Mitigation Plan as a condition to receiving
federal preparedness and disaster assistance funding”, said Kenneth
Gilbert the departments disaster preparedness officer. “An integral part of the plan's
approval is public input.”
The survey period will end in February 2010 with the revision
scheduled for completion by April.
Department
of Emergency Management to open High Surf evacuation shelters for LeewardCoast
and NorthShore residents
Beginning at 2:00 PM this afternoon
the Department of Emergency Management in coordination with the City Departments
of Parks and Recreation and Transportation Services, American Red Cross, Oahu
Transit Services – TheBus, Hawaiian Humane Society and H5 Hawaii will
open three evacuation shelters on Oahu.
High surf evacuation shelters are
being opened as a precaution due to the National Weather Service forecasting a
period of extremely
hazardous high surf that could pose a threat to Oahu’s
north and west facing shores beginning later tonight and continuing through Wednesday.
Residents going to a high surf
evacuation shelter must bring all of their emergency supplies with them. Shelterees
will need to provide at least two days worth of food, water, clothing, medical
supplies and other personal items.
Shelters will be available to
anyone needing refuge should the high surf become hazardous along the NorthShore
and LeewardCoast areas. Shelters will remain open
until the high surf hazard has subsided.
NorthShore residents in need of emergency shelter can go to:

oPets may be brought to the
shelter but they must be on leashes or in pet carriers or cages and

LeewardCoast residents
needing transportation assistance to the shelter should look for two evacuation
shuttle busses that will begin roaming a circuit of Farrington Highway from YokohamaBay
to NanakuliBeachPark
from 2:00 PM to 6:00 PM this afternoon.
Designated shuttle busses will
display the word “EVACUATION”. The shuttle service is being provided free of charge and
individuals requiring transport need only flag down the bus anywhere along the
route. The following evacuation shuttle guidelines will apply:
·Individuals can only bring
what they can carry in one (1) trip onto the evacuation shuttle
·Should there be more
belongings than can fit on the evacuation shuttle H5 Hawaii will be contacted to provide assistance
·Pets may be brought on board the
evacuation shuttle but they must be on leashes or in pet carriers or
cages
The City’s EmergencyOperatingCenter located in the FrankF.FasiMunicipalBuilding has been activated
and will remain operational throughout the high surf event.

Department of
Emergency Management urges residents to be cautious of hazardous high surf over
the weekend
The National Weather Service in Honolulu advised the Department of Emergency Management
that extremely hazardous high surf could pose a threat to Oahu’s
north and west facing shores beginning early Saturday and continuing through
next week Wednesday. North Shore Surf heights could build from 20 to 30-feet peaking
at more than 40 to 45-feet by Monday. West facing shores will experience slightly
lesser heights but the surf may still be capable of causing damage and injury.
Additionally, a 2 ½ foot high tide
early Saturday morning could combine to increase the coastal flooding
potential, cause damage to homes located on or near affected beaches, create
road closures and other problems and hazards.
The Department of Emergency
Management urges everyone to be aware of the following high surf precautions
and actions:
Residents
and visitors are asked to avoid affected beach areas and to comply with
life safety instructions issued by Ocean Safety Lifeguards, police and
other emergency responders.
·Beach goers should stay well
out of the water, away from peninsulas and reef areas over looking the ocean
and be aware of sudden hazardous changes in ocean behavior.
Motorists
driving along affected shores should exercise caution as roads can become
blocked with sand and debris. In addition, motorists should also be
cautious of pedestrians crossing roads or highways to view the surf.
Campers
at county, State or private facilities located on the shoreline should be
aware of and ready to respond to high surf hazards.
Consider
measures to protect your property and prepare to evacuate to a safer
location if necessary. Listen to your radio or television for specific
emergency information and instructions.

If you
have a high surf related emergency call 9-1-1 immediately.
The Department of Emergency
Management has been actively coordinating response actions with county, State
and non-government organizations such as the American Red Cross and the Hawaiian
Humane Society in preparation for the high surf period.
Department staff and emergency responders
are on stand-by and prepared to activate and staff the City’s EmergencyOperationsCenter
if needed.
Emergency Management Reserve Corps
volunteers will be activated to assist with traffic control, public warning and
other duties.

This e-mail appears to only be going back to you, but the simple answer is if you want to have access to this facility after the ACAMS program is in place and the building is shut down, you will need to have the new id card. As a RACES volunteer as with the district volunteers you are able to file for mileage and meals when activated.
The only way the city can account for the cards is to put the information in HR and that requires this form. Should you ever file for mileage and/or meals, you will be required to fill out this form.
Now, if you choose not to comply with the city requirements, you will be removed from the roster and denied access.
Also, one must remember as I said earlier, you will be given an employee id number thus not needing your SSAN again when dealing with the City & County of Honolulu

Per the National Weather Service this AM the forecasted period of North
and West Shore high surf will more than likely have a wrap around effect
that could also bring increased surf heights to Marine Corps Base
Kaneohe and Makapu'u Beach areas. This is new information that was not
discussed previously.
Oahu and Kauai will see the highest surf heights of the two significant
swell events:
Swell Event One
* Surf will begin to rise after midnight tonight
* 30' near shore for North Shore
* 10'-20' near shore for West Shore
* 2.5' high tide Saturday AM will increase risk of debris and wave
action on coastal roads and hazard to beach goers
* Should begin to decline below warning levels by Saturday night
Swell Event Two
* Much larger event beginning Sunday night
* 30' to 35' near shore - North shore
* 45' to 50' off shore - North Shore
* Possible 20' to 30' surf heights West Shore
* Monday and Tuesday
* 30' to 40' near shore - North Shore
* 1.5' high tide Tuesday AM
* Wednesday - 25' plus near shore - North Shore

* Larger than December 2004 high surf event
* NWS will keep HS Warning in effect thru weekend even though surf

An example of the phishing email is below:

that click on the embedded link in the email are at risk of having malicious
code installed on their system. CDC reminds users to take the following steps
to reduce the risk of being a victim of a phishing attack:
Do not open or respond to unsolicited email
messages.
Do not click links embedded in emails from
unknown senders.
Use caution when entering personal information
online.
Update anti-virus, spyware, firewall, and
anti-spam software regularly.
The W9 can be found at IRS.gov. Go to the
forms section and click on the W9. Once you fill it out and sign it, either

The official hurricane season ended on November 30. However, hurricanes can still occur, although not as likely. The season was not as bad as some past years. Although Hurricane Season has ended, we still need to be on the lookout for winter storms.

districts in regard to the January DEM Party, as requested in the below email

DEM NEEDS a head count for this event to ensure that

corps don’t want to shortchange any of our reservists or their families. In
order to avoid this, I need you to call each of your reservists and query them

I will be at Chaminade by about 1630-1645. The assembly is supposed to
start at 1700, so please try to be there by then. As we will be in the
Chaminade area only, we will be using a simplex frequency -- probably
146.550 or 147.550, depending on interference. The Red Cross repeater will
be the backup -- I forget the exact frequency as I am having one of those
senior moments. We will also use that for talk-in if anyone needs it.

Note: The significance of the Red Cross and DEM relationship can not be over emphasized. We both work together in planning and responding to disasters.
Understanding the communication role of each during various disaster scenarios and technical approaches to establishing
and maintaining communications is essential to an effective response that benefits our island community in general and the participating amateur radio community in particular.
The Kaimuki Christmas Parade will be held on Thursday, Dewcember 3, 209,
starting at 6:00PM. The route is unchanged, from the Saint Louis/Chaminade
Campus to Koko Head Dreive. I need about 6-8 operators on campus to get the
parade organized and up to me at the start line. I would like so have
several more along the route to watch for parade incidents.
Parade assembly ntime is geerally at 5:00 PM, and I plan to be there between
4:00 and 4:30.
Please let me know of your availability to get this fun event on it's way.
We should be completely through at the Campus by 6:30, and everyone off the
street by 7:00 PM.
