Good day to all on NorCalFire. Just wanted to say hi and thanks for
hanging in there during the hibernation on the offseason. I've got
some stuff happening on FireCenter 2000 (soon to be 2001) and will
share/announce once that gets all underway. I will also share a lot
of news with Red Bluff City Fire information and pictures and stuff.
I have been hired on as the department photographer/videographer. So
I am having PLENTY of fun getting ready for that ;) Fun stories to
share etc. pretty soon.

Hope Thanksgiving was good for all and stay safe during these holiday
shopping days. No getting runover in Best Buy's parking lot, slugged
by the old lady who you bumped elbows with in the cashier line,
sprained ankle by out of control shopping carts, or your prized paint
job dinged by an out of control shopping cart, or WORST OF ALL
escorted out the store by a 16yr old security punk because you just
HAD to have your scanner working the security/operations frequencies
while your spouse shopped in the aisle over.
(For you 16yr old security punks out there, no harm intended hehe)

Not much to go by. There is a 3rd Alarm Fire in Novato. Unkown
Address. I can only hear Marin County Fire...46.50Mhz. They are moving

Orange County (CA) Fire Authority is currently working a 30+ acre
brush fire in the Lake Irvine area. SoCal is experiencing Santa Ana
conditions, with temps hovering around 80 degrees, and winds 20-35 MPH
with gusts to 50 and higher in passes and canyons.

We've got a Red Flag warning for Santa Ana winds and low humidities
issued for essentially the entire SoCal area until 1500 Monday.

For most of this week, I've been noticing periods during the day when
single-frequency audible tones ae being transmitted on many CDF
channels. These last about 30 seconds or so, and they rapidly switch
from one channel to another. It sounds as if they are doing testing
of some kind. Has anyone else heard this and if so, could you explain
it to me?

Hi George. What unit are you in? I will listen more closely here in
Tehama and Shasta (151.370 - 151.160) for those tones you mentioned -
upon normal monitoring though I haven't heard them. Merry Christmas!

Ventura County is working a major brush fire between Camarillo and
Santa Paula, possibly along Balcom Canyon road. I don't have enough
info yet, as I just turned on the scanner, and started hearing
traffic.

So far, from what I can gather, there's at least 15 engines on scene
or enroute, lots of orders for strike teams, copters, hand crews,
overhead, and support personnel.

We're under a red flag warning for Santa Ana winds 20-35 MPH with
gusts to 50.

I'll be updating and posting info as I gather it to keep everyone
updated.

Air tankers are on order and enroute with an ETA of 0910

6 handcrew strike teams are on order with only 1 filled out of LAC

Fire conditions are so that crews have had to back out and regroup a
couple of times.

Looks like this one is going to be rather nasty...

Here's a little update on the South Fire:

Acreage as of 1200 local: 100-200 acres

WX: Strong off shore wind predicted to slow this evening.

Incident info: ICP at the Mesa School at Hwy 118 (TBM 493H4)

No structures lost, no current structure threat

Equipment on scene:
  3 Air Tankers
  2 Helicopters
  3 Type 3 strike teams
  3 Type 1 local government strike teams
  4 Hand Crew strike teams
  1 Air Attack

Equipment Ordered:
  3 Hand Crew strike teams
  Overhead personnel (kind and type unknown)

A new incident has broken out in LA County, in the Agua Dulce area,
and the tankers are now gone. One of the tankers is back at Hemet with
a mechanical problem (right engine) and the other 2 have timed-out for
the day. RSS Ops is requesting a divert on the 2 timed-out aircraft to
cover the new fire. The Super Scoopers from Quebec went home the other
day, so that puts RSS down to a total of 4 fixed wing A/C, 2 of which
are down (#1 above, and a second with a blown tire.)

There are several dozers on this incident in addition to the below
equipment. I'm not sure of the exact amount, as there are some CWN
dozers that have been called, and aren't equipped with radios.

We're still under a Red Flag Warning until tomorrow morning for Santa
Ana Winds, so it'll continue to be interesting for a few more hours.

I'm still streaming the audio off the command channel, so just paste
http://216.35.106.10:11454 into the URL box on WinAmp or Windows Media
Player, and you'll be able to hear what's going on, even though
traffic has quieted down a little. I'll be shutting down the stream
about 2000 local, if not earlier, unless the traffic increases. I may
switch over to the main dispatch channel before that.

I'm in Region 4, right on the border of AEU and TCU. I've heard these
signals on the local nets, tac 2 and 8 (same as your local nets) air
red and air blue. Last day I heard these on Wednesday through
Saturday, mid-to-late afternoon. Nothing since Saturday. Have a great
holiday season Jake, and keep doing good things.

I have been monitoring the TCU & AEU nets from San Mateo,northing heard this
week that sounds like your description.My guess is that it is something that
is
locally generated,and not widespread.

Flames Got Dangerously Close To Homes

Firefighters struggled with a stubborn wildfire in Thousand Oaks
Tuesday morning.

The blaze raged dangerously close to several homes, but the Ventura
County Fire Department didn't order any evacuations.

The fire began at 2:45 a.m. PST in the hills near Lake View Canyon
Road, just north of the Ventura (101) Freeway.

Santa Ana winds with gusts of 20 to 30 miles per hour fuelled the
flames.

Fire officials don't know yet the cause of the fire.

An estimated 600 acres burned, but no reports of any injuries or
damage.

Four teenagers under suspicion of setting T.O. fire

Tuesday, December 26, 2000

From staff reports Four local teen-agers were arrested today on
suspicion of starting an early morning wind-whipped fire that scorched
600 acres of brush and threatened multimillion-dollar homes in a gated
Thousand Oaks neighborhood.

No one was injured, no structures were damaged and no one was forced
to evacuate the exclusive North Ranch Country Club, where the fire
started, Ventura County Fire Department spokesman Joe Luna said. The
area is made up of sprawling hillside mansions and is home to
celebrities that include actress Heather Locklear.

The fire was reported at 2:26 a.m. and was 70 percent contained by
9:30 a.m.

Ventura County Fire and Sheriff’s investigators do not know what
caused the fire, but an 18-year-old from Westlake Village, a
17-year-old from Thousand Oaks and two 16-year-olds from Agoura Hills
were arrested, investigators said. Sheriff’s spokesman Timothy Hagel
said the suspects, all of which are male, were seen in the area at the
time of the fire.

Phil Kennon, owner of the firm in charge of security at the Thousand
Oaks Auto Mall, said one of his guards discovered the arson suspects
trying to get into cars at the Chevrolet dealer just before 3 a.m. The
guard, Fausto Rodriguez, originally suspected the teens of vandalism
or trying to steal cars and called for a backup deputy.

''They hid under cars at Mazda,'' said Kennon, who owns Thousand
Oaks-based P & J Professional Security Inc. ''They finally caught up
with them just in front of Bed, Bath and Beyond. One of them had big
crocodile tears and said 'We didn’t mean to start the fire.' ... I
think they were trying to find a car to get out of there.''

The fire broke out in the 4000 block of Lakeview Canyon Road, just
north of the Los Angeles-Ventura county line. Fanned by dry easterly
Santa Ana winds gusting to 50 mph, the fast-moving brushfire
threatened homes on Hunter Valley Lane, Royal Vista Court and Via
Colina Court.

Fire sweeps Somis hills
Wind-swept flames scorch 369 acres

A wind-whipped fire in the mountains between Santa Paula and Somis
devoured more than 350 acres of brush as it lighted up the early
Christmas morning sky with flames.

The fire was started by a downed private power line, said Sandi Wells,
spokeswoman with the Ventura County Fire Protection District. Gusty
Santa Ana winds, at times reaching 65 mph, made it difficult to fight
the blaze.

Officials contained 75 percent of the blaze which had burned 369 acres
by 7 p.m. Monday, Wells said. Firefighters from more than 15 agencies
worked through the night. They hoped to contain the blaze by 8 a.m.
today and have it under control by 6 p.m., said Joe Luna, spokesman.

More than 279 firefighters from three counties were on the scene,
aided by helicopters and three air tankers. Besides the Ventura County
Fire Protection District, the California Department of Forestry and
city departments from Ventura, Oxnard, Santa Paula and Fillmore sent
personnel to squelch the blaze. Fire personnel from Santa Barbara and
Los Angeles counties also assisted.

The fire headed down both sides of South Mountain, eating up grass as
it moved toward the rural enclave of Somis and sage as it drove toward
Santa Paula.

Much of the fire occurred on steep terrain with lots of rocks and
drop-offs, making it difficult to fight, Wells said.

No homes were threatened, but the firefighters' main concern was
keeping the fire from reaching a communications tower, several
outbuildings, 10 ranch houses and some oil facilities on the mountain,
Wells said.

However, there was little chance of it reaching those structures
because a fire in the same area last year burned up most of the grass,
Wells said.

Several oil pipelines also crisscross the area, but the fire did not
pose a threat to them, Wells said.

Firefighters responded at 5:17 a.m. to a 911 call from a local
rancher.

The National Weather Service reported strong Santa Ana winds
throughout Southern California on Monday, with gusts reaching more
than 70 mph in some mountain and pass areas.

High winds are forecast through today, with breezy conditions expected
through Thursday, National Weather Service meteorologist Stuart Seto
said.

Monday's blaze comes a week after a fire burned 530 acres north of
Fillmore in Hopper Canyon. Like Monday's fire, the Hopper Canyon burn
was also fanned by dry Santa Ana winds that carry hot air from the
mountains toward the ocean.

The South Mountain fire also comes a year after the Bradley fire in
the same area on Dec. 5, 1999. That, too, was pumped by 70 mph Santa
Ana winds and burned 3,332 acres of brush and an avocado orchard.

A little more than two weeks later came the Ojai Ranch fire, which
lasted three days, burned 4,300 acres and cost more than $4 million to
fight. Jonathan Barrett, 18, and Brett Schwermer, 19, of Ojai, were
sentenced to 1,000 hours of community service for accidentally
starting the fire by blowing up a mailbox with fireworks.

Monday, firefighters had an edge in beating back the blaze because it
started a few hours before a shift in personnel at 8 a.m., said
Ventura County Fire Protection District Chief Bob Roper. That way, the
county could employ both shifts at once, Roper said.

The fire district put its team on alert Sunday after reports of Santa
Ana winds, Roper said.

"We were prepared to begin our response," Roper said Monday morning at
Mesa School, in Somis. Being Christmas Day, "This fire is tough on
families and firefighters. If this had happened after 8 a.m., it would
have been harder to re-call people."

From what I gathered on the way into work, they're working AT LEAST the
following frequencies/talkgroups - I don't have IDs handy because all I have
are alpha tags ;)

The primary talkgroups are (RCS South) South Command 1, South Tac 1

According to dispatch, "commands and tacs are being assigned by the IC"...
Various strike teams and admin traffic are working on (RCS South) Heartland
Zone, Heartland Admin, Inland Dispatch, Inland Tac 11 and on San Diego 7B
(Admin).

The San Diego Type 3 strike team told San Diego they're working Division D
(near Willows Road) on White 1 - 154.2800.

I would also imagine CDF Local (151.1900), CNF Forest Net
(168.7500/415.4500), and any number of the CDF Commands and Tacs being used.

well as the NIFC tac channels. There's bound to be air attack, so

There were Type 1 and Type 3 strike teams from San Diego, South Bay, and
Inland en-route that I heard. I imagine North County and Rancho would be
sending them too so there should be traffic all over the RCS systems...

It might also be worthwhile to monitor the County Call and County Tacs on
RCS as well as things like LawAir for evacuation and interagency stuff...
Don't forget CHP on Gold 1 (39.6000)...

This thing looks BIG and not much has burned out there in recent memory...

SYNOPSIS DISCUSSION...
The ridge of high pressure over the state will maintain warm daytime
temperatures and low humidities over the region through Thursday.
Offshore
flow associated with the ridge will maintain moderate Santa Ana winds
through Wednesday, with a lighter offshore flow and continued low
humidity
remaining through the weekend.  Long range models show a moderately
strong
trough bringing possible widespread rainfall the first of the week,
with
other storms to follow.

Winds will be northeast to east 20 to 35 mph and gusty, diminishing
tonight, but with still a few spots reaching Red Flag Warning
conditions
tonight, especially from the Beaumont pass south to the Mexican
border.
