T-Mobile is appealing the Zoning Administrator¹s determination to deny their
application to construct a 50' monopalm on the Eagle Rock Blvd. side of this
Verdugo Road location. The ZA took the community's concerns into account
and sited the projects incompatibility with the Community Design Overlay,
Streetscape Plan, and the General Plan. T-Mobile offered no design
alternatives, co-location opportunities, or landscape plans. This
particular location would be out of scale with surrounding structures and
its visual presence would hinder efforts to improve this unsightly area
along Eagle Rock Blvd.

This is one the City got right. But T-Mobile is not only appealing the
decision, there's grumbling that they will continue their fight if the
EALAPC denies their appeal. It¹s very important that the community show up
for
this hearing. But if you can't attend, please write a couple comments in
support of the determination and email to Katherine Hennigan
katherine.hennigan@... <mailto:katherine.hennigan%40lacity.org> as
soon as possible.

Testimonies Two - Contemporary Ex-Votos

Curated by Raoul De la Sota

Gomez, Yolanda Gonzalez, Mark Steven Greenfield, Lucy Hagopian, Cidne Hart,
Wayne Healy, Heriberto Luna, Dorothy Magallon, Rafael Matias, Susanna
Meiers/Peter Liashkov, Andreas E. Montoya, Toti O, Brien, Suzanne Siegel,
Richard Turner

Artists' reception -- Saturday evening, December 12,, 2009 from 7 to 10 p.m.

The Avenue 50 Studio is proud to present Testimonies Two - Contemporary Ex
Votos. Curator Raoul De la Sota has assembled a group of artists for a special
exhibit focusing on the Mexican-rooted art form of the ex-voto.

Ex-votos historically were devotional visual offerings to the Church for a
miraculous cure or for some intervention by a specific religious figure that
prevented harm or death. In 16th century Spain they were painted directly onto
the interior church walls as murals depicting the miracle. The paintings
themselves were called Milagros or miracles. In 18th and 19th century Mexico
they became the source of income for itinerant artists who depicted in their
paintings some sort of miracle. These artists, often academically untrained,
created their works at the request of families, painting with inexpensive oils
on whatever small scraps of material was convenient and cheap, most often tin or
wood. The works ranged from the charmingly rustic to the aesthetically
profound. The works were then in turn donated by the family to a nearby church
as gratitude for its intervention. In the 20th century the craft continued but
with less religiosity and more pleas
for financial help or for material goods. In all cases there was always a
narrative text painted onto the surface that described the event and the stated
gratitude of the donor. Frida Kahlo was a modern artist who admired and
patterned some of her work after these forms.

The present-day work by these diverse artists involves personal stories,
narratives of gratitude and portrayals of visual histories. Some are graphic
representations of difficult times while others are simple tokens of thanks for
life's pleasures. In form they are sculptures, assemblages, collages,
photographs and paintings. They are no longer directed to a religious
institution but rather are personal messages directed to a contemporary
audience.

The exhibit opens with an artists’ reception on Saturday evening, December
12,, 2009 from 7 to 10 p.m. and closes with an artists’ panel discussion on
Sunday, January 24, 2010.

Hi Scott and the rest of NELA folks....

I agree, this album is amazing. Fun thing is that it's not just for
kids, it's for everybody else too.

The musicianship is perfect (has anybody else heard I See Hawks in

I'm glad nobody's watching me right now because I'm having a heck of a
foot-tapping time listening to a brand new album of music for children,
and I'm listening to it the second time around today.

This is rock and bluegrass and even the Italian song about Pizza that
threatens to sound a little like rap is more like bluegrass. This album
has unbelievable talent and entertainment, and maybe a few lessons,
packed into every song.

Produced, performed, and mostly written by our own Shawn and Sherri
Nourse (and their son Nolan) of Montecito Heights, this collection of
songs is the brightest, healthiest, happiest I've listened to in a long
time.

Even listening to the samples offered on their Earthworm Ensemble web
site will have you whistling and boom-shackalackalackling the rest of
the day, or you might just call your mother, because she loves you.

Do listen to it now, and buy it for a kid.

Thank you for today's smile, Shawn and Sherri.

Northeast Weekly Updates

Councilmember Huizar Acts to Protect Northeast Communities from 710
Extension

Councilmember Huizar introduced legislation through the City’s
Information Technology and Government Affairs Committee Tuesday
seeking to protect Northeast Los Angeles communities from any undue
burden from a proposed extension of the North Long Beach 710 Freeway.

The resolution, which was co-sponsored by Councilmember Huizar, along
with Council President Eric Garcetti and Councilmember Ed Reyes, asks
the City to officially oppose the extension of the freeway through
Zones 1 and 2, which would run through a significant portion of
Northeast Los Angeles. The resolution also seeks to protect the
community of El Sereno by stating that if a tunnel of any kind is
proposed, the portal must begin and end south of Valley Boulevard.

In October, Governor Arnold Schwarzenneger vetoed a bill that would
have banned any above-ground freeway option for the proposed
extension of the northbound 710 Freeway to the 134/210 Freeways. The
Councilmember’s resolution is expected to be heard in Council next week.

Councilmember Huizar Convinces Department of Transportation (DOT) to
Lower Rates during Holidays

After hearing concerns from constituents, business owners and the
Eagle Rock and Highland Park Chambers of Commerce regarding increased
rates at City Parking lots, Councilmember Huizar was successful in
getting the City's Department of Transportation to lower rates at two
key locations for the holiday season.

Starting in November, parking rates were reduced from $1 per hour to
50 cents per hour and all-day parking rate were reduced from $4 to
$2.50 in the following lots:

Lot #668 at 5058 Meridian St.
Lot #686 at 5063 Caspar Ave.

Important Announcements
New Citywide Special Events Policy

SPECIAL EVENTS PROCESSING PROCEDURE
CHANGE GOES INTO EFFECT AS OF MONDAY, OCTOBER 26, 2009

A recently adopted City ordinance has amended the Los Angeles
Municipal Code that establishes limited funding for supporting events
that promote a public purpose and provides residents a public
benefit. The Bureau of Street Services' Investigation and
Enforcement Division (IED) is designated as the City’s “One Stop”
Special Event Permit processing location.”

Under the new ordinance, the IED now will process all public purpose
events, including block parties, farmers markets, etc. “The new
ordinance also is designed to ensure that limited City funds and
resources to support such special events are used in the most prudent
and equitable manner. L.A.P.D will continue to issue
permits for parades and public assemblies.

Event sponsors may call the Bureau’s public counter at (213)
847-6000, or apply for a special permit on line at: www://
bsspermits.lacity.org/spevents. Once received, the IED will route
the special event application to each Department and Bureau affected
and work closely with sponsor to determine event related costs.

"...the greatest change we need to make is from consumption to production, even
if on a small scale, in our own gardens. If only 10% of us do this, there is
enough for everyone.
Hence the futility of revolutionaries who have no gardens, who depend on the
very system they attack, and who produce words and bullets, not food and
shelter."

Beginning this Second Saturday Eagle Rock Plaza will be featuring
selected artists in our Community Room. The Community Room is located
on the Upper Level just beyond the Target Entrance. (It is painted
blue you can't miss it!) For our Community Room Opening we will be
featuring artists from the women's organization Gabnet.
Gabnet promotes women's rights internationally as well as an Anti-
Human Trafficking Campaign. On display will be shoes representing the
struggle of women who have been trafficked, the theme is "A Mile in
Her Shoes".

The artists will be on hand to answer questions about their work
and discuss the theme.

We hope to see you there 7-9pm! For more information on Gabnet,
please visit Gabnet.org or the art display call Gina at 323-256-8763.
