The North Central Florida Local Emergency Planning Committee (District 3 LEPC)
last met on November 19, 2009 at the SiVance LLC, a Section 302 chemical company
located in Gainesville. A presentation was given on a hazardous materials fire
that shut down I-75 for eight hours. Items discussed included the ongoing
reorganization of the North Central Florida Regional Hazardous Materials
Response Team, hazmat training, selecting a planning project, and beginning the
planning for the LEPC biennial exercise.
Gainesville Fire Rescue Special Operations Chief Donald Sessions and Hazmat
Captain Dan Smith gave an overview of the regional response to a September 8,
2009 hazardous material release/fire on I-75 in Hamilton County near the Georgia
border. Six Fire Departments from four counties responded to the incident. An
overturned cargo tractor trailer shipped from Orlando was involved in a chemical
fire. The fire burned intensely for over two hours before the arrival of the
Gainesville Hazmat Team. Identified products included:
1,320 fifty five pound pails of Calcium Hypochlorite
Two ton-containers of Chlorine
Thirty 150lb Chlorine cylinders
Four 55 gallon drums of Xylene
Many other chemicals including Sodium Nitrate
Pictures were shown of two plumes being released during the fire. A white,
fog-like cloud stayed near the ground, while a red cloud was rising from the
burning trailer. Incident command was established, an incident action plan
developed along with a site safety plan. Air monitoring was conducted by the 18
hazmat technicians that responded as part of the North Central Florida Regional
Hazardous Materials Response Team.
Various departments were assigned different operational sectors. Hamilton
County Emergency Management served as Incident Commander. Other state and local
agencies responded, as well as representatives for the shipper Brentag Mid
South.
Overall the response was considered a big success and no one was hurt. The LEPC
decided to conduct an After Action Report on this incident as part of its
biennial exercise. The LEPC also accepted an offer from Columbia County to
participate in a Table Top exercise based upon this scenario.
Five operations level classes have been held during the past fiscal year. These
are in preparation for an anticipated offering of the IAFF Hazardous Materials
Technician class which the LEPC wants to start during the first quarter of 2010.
One additional operations level class was requested at the meeting to farther
improve regional response planning.
The reorganization of the North Central Florida Regional Hazardous Materials
Response Team continues to be a priority for the LEPC. Alachua County Fire
Rescue and the City of Starke have ceased operating as hazmat response teams.
Bradford County Emergency Medical Services have also decided to give the
Decontamination Trailer to another local government Team member. Suwannee
County Fire Rescue has been formally invited to join the team. The goal is to
make maximum use of equipment acquired through competitive grants previously
awarded by the Division of Emergency Management.
The LEPC discussed the upcoming availability of online Tier 2 submissions for
EPCRA regulated facilities. Section 302 Outreach was selected as the HMEP
planning project. This will allow the LEPC to begin assisting hazmat sites with
using the new system, as well as conducting 50 site visits to encourage
participation in this and other LEPC projects. These site visits have already
been started.
Staff activities include providing administrative support to the LEPC,
scheduling and teaching hazmat classes, and using CAMEO to update hazards
analyses for seven counties. Staff continues to provide administrative support
for the North Central Florida Regional Hazardous Materials Response Team.
Staff helped LEPC Region 7 teach an HSEEP class in Haines City on November
23-25, 2009. Staff also taught CAMEO, ALOHA and E-Plan classes in White Springs
(September 1st and October 6th) and in Gainesville (September 22nd). Staff
attended the Division of Emergency Management Area 3 meeting held in MacClenny
at the new Baker County Emergency Operations Center. Staff is helping evaluate
the Operation Radar Exercise being held at Camp Blanding in January and the
Jumping Jax Flash Bioterrorism Table Top Exercise being held in December in
Tallahassee and Jacksonville via Video Teleconference.
The next LEPC meeting is tentatively scheduled for 10:00 a.m., Friday, February
19, 2009, at the Suwannee River Water Management District in Live Oak.
The next LEPC meeting is scheduled for 10:00 a.m., Thursday, November 19, 2009, at the SiVance (formerly) Clariant chemical company in Gainesville. The Regional Hazmat Team meeting will follow at 1:00 pm. Additional information is available to download at www.ncflepc.org.

The North Central Florida Local Emergency Planning Committee (District 3 LEPC) last met at the new DixieCountyEmergencyOperationsCenter in CrossCity on August 20, 2009.A presentation was held on gas pipeline safety.Items discussed included hazardous materials training, reorganizing the Regional Hazmat Team, Hazards Analyses and E-Plan, and beginning planning for the next LEPC exercise.
John Long from the Florida Gas Transmission Company gave a presentation on natural gas pipeline safety.Topics included how to recognize a leak, the locations of the up to 36 inch in diameter pipelines, and emergency response procedures.Mr. Long also advised calling 811 two days prior to digging near any underground utilities.
The LEPC reviewed the preliminary HMEP training results.The LEPC discussed the two Hazmat IQ classes recently held in Gainesville and Bell.A total of 48 students attended the two classes.Three Operations level classes have been held during this fiscal year and two more are planned before October 2009.These are in preparation for an anticipated offering of the IAFF Hazardous Materials Technician class which the LEPC wants to start during the first quarter of 2010.Since October 1, 2008, the LEPC has conducted 16 classes with 254 students attending over 1600 hours.
The reorganization of the North Central Florida Regional Hazardous Materials Response Team was discussed.It appears that Alachua County Fire Rescue will disband its hazmat team effective October 1st as a cost cutting measure.The desired level of participation of a couple of other members is also being determined.On the positive side, Suwannee County Fire Rescue has decided to join the team and is strategically located if the Team decides to redeploy response assets.
Hazards analysis updates have been completed for the fiscal year.The LEPC is compiling a CD-ROM containing all of the countyHazards Analyses and E-Plan downloads for the LEPC district.The LEPC discussed that this information is currently underutilized and that additional training is needed. Two classes were scheduled, one in White Springs and a second in Gainesville. An idea was suggested for the LEPC biennial exercise to focus on making hazmat response decision making using E-Plan data, Hazards Analyses in CAMEO, and the Hazmat IQ charts.The First Responders subcommittee of the LEPC was assigned the task of beginning the planning of the exercise.
Long time LEPC member Doug White, Florida Department of Environmental Protection, announced that he would be retiring from the LEPC due to a change in job responsibilities.

Mass Casualty Decontamination - Duration: 24 hours
WMD 01 – WMD Detection Technologies
WMD 01 – This 4-hour section offers the jurisdiction an overview of WMD threats and available technologies currently being utilized across the nation, along with their capabilities and limitations.
DEC02 – WMD Mass Casualty Personnel Decontamination – Principles and Procedures
DEC 02 -- This 12-hour section begins with a history of terrorist activity and includes an exercise in developing a simulated terrorist action. This is followed by an in-depth study of the principles and procedures of mass casualty decontamination. Students learn and practice methods of establishing emergency decontamination corridor systems utilizing their normal their normal first in equipment. An example of commercial personnel decontamination equipment will be presented as well as concepts of producing a system of their own. The final portion of this course provides the students with concepts of triage and identification of victims ending with a practical exercise. Through out the course students are provided with hands on activities designed to reinforce learning. The course focuses on the first 20 to 30 minutes of an incident.
DEC03 – WMD Mass Casualty Personnel Decontamination – Practical Application
DEC 03 -- This 8-hour section allows participants to apply the information and concepts gained in DEC02. Students will participate in a Table Top exercise as the first step in preparing for a practical exercise. This is followed by a guided practice session where the students establish a Mass Casualty Personnel Decontamination Corridor utilizing their own first response equipment. During this session students receive assistance in determining their roles according to their professional discipline. Finally, students perform decontamination in three contaminated personnel situations: ambulatory victims, non-ambulatory victims, and pre-transport in a simulated incident. As in all DPETAP hands-on technical assistance training, safety will be stressed throughout the course

CSB to Hold Public Meeting in Jacksonville, Florida, September 15; Board to Consider Final Investigation Report on Fatal Reactive Chemical Accident at T2 Laboratories
Washington, DC, September 1, 2009 – The U.S. Chemical Safety Board (CSB) announced today that it will convene a public meeting on Tuesday, September 15, 2009, in Jacksonville, Florida, at which CSB investigators will present their final report on the causes of the fatal December 2007 explosion at T2 Laboratories Inc., a local chemical manufacturer.
The meeting will begin at 6:00 p.m. at the Marriott Hotel, 4670 Salisbury Road in Jacksonville. The meeting is open to the public. Members of the public, emergency responders, and others who were affected by the explosion are encouraged to attend. There will be a public comment period prior to the Board’s consideration of the final report. The meeting is expected to conclude by approximately 8:00 p.m.
On December 19, 2007, four people were killed and 33 others injured when an explosion occurred at T2 Laboratories during the production of a gasoline additive. The explosion – the result of a runaway chemical reaction – destroyed the facility and caused extensive damage to nearby businesses.
At the meeting CSB investigators will present the results of their investigation. The presentation will include a 3-D computer animation depicting the events that led to the tragedy. The CSB plans to release a complete safety video on the accident, which will be posted on CSB.gov and YouTube, shortly after the final report is approved.
The CSB is an independent federal agency charged with investigating industrial chemical accidents. The agency's board members are appointed by the president and confirmed by the Senate. CSB investigations look into all aspects of chemical accidents, including physical causes such as equipment failure as well as inadequacies in regulations, industry standards, and safety management systems.
The Board does not issue citations or fines but does make safety recommendations to companies, industry organizations, labor groups, and regulatory agencies such as OSHA and EPA. Please visit our website, www.csb.gov.

The Homeland Security Exercise and Evaluation Program (HSEEP) Training Course is a newly developed, intermediate-level training course that incorporates exercise guidance and best practices from the HSEEP Volumes I-V. Throughout the course, participants will learn about topics including exercise program management, design and development, conduct, evaluation, and improvement planning.
The HSEEP Training Course is an interactive course that allows participants to share personal lessons learned while gaining practical experience. In addition to the instructor led presentations, the course includes small group activities, videos, group discussions, and introductions to HSEEP-related initiatives such as technology (e.g., HSEEP Toolkit) and capabilities-based planning (e.g., TCL and UTL). This blended approach will give participants hands-on experience that readily translates to real-world exercise responsibilities. Activities include creating exercise documentation, conducting exercise planning conferences and briefings, and practicing exercise evaluation.
The course has been developed by the U.S. Department of Homeland Security (DHS) using input from federal partners, subject matter experts, and state/local representatives.

A dramatically updated version of MARPLOT is now available for downloading, along with a maintenance upgrade to ALOHA.
MARPLOT 4.0, available as of today, is compatible with Windows XP and Windows Vista. Working in its easy-to-use GIS interface, you can switch quickly between three basemaps: standard map files, high-resolution aerial photos, and topographical maps. You can draw overlay objects on the basemaps, customize your map view by specifying which objects and map layers are shown, and get LandView-like population estimates inside selected areas. You can click on a location of interest to get its elevation and an instant weather forecast, and you can easily display ALOHA threat zones on the map. Included web mapping services enable the latest U.S. Census county maps, and state and national map layers to automatically download as you work in MARPLOT. Download MARPLOT 4.0 from the CAMEO website <http://www.epa.gov/emergencies/content/cameo/marplot.htm>.
If you're a Macintosh user, note that MARPLOT version 4.0 is currently available only for Windows. A Macintosh version is planned for the future. In the meantime, if you have an Intel-based Mac, you can run MARPLOT 4.0 in Windows using Boot Camp or virtualization software that allows you to run Windows on your Macintosh. Otherwise, you can download the previous version of MARPLOT for the Mac <http://www.epa.gov/emergencies/content/cameo/marplot_mac.htm> (version 3.3.3).
Also available as of today is ALOHA 5.4.1.1, which includes an updated chemical library, now with updated DIPPR data and updated toxic levels of concern (AEGLs, ERPGs, and TEELs), and a fix to a bug that prevented users from entering heat of vaporization when adding a new chemical to the library. ALOHA 5.4.1.1 is compatible with Microsoft Windows and with Macintosh OS X. We recommend that all ALOHA users download ALOHA 5.4.1.1 from the CAMEO Website <http://www.epa.gov/emergencies/content/cameo/aloha.htm>.

The North Central Florida Local Emergency Planning Committee (District 3) last met at the ConferenceCenter at PCS Phosphate in White Springs on February 19, 2009.Items discussed included ammonia release reports, opposing additional LEPC membership categories, 2009 and 2010 Hazardous Materials Awareness Weeks, and hazardous materials training goals for the year.
The LEPC said goodbye to longtime member Charles Pults from PCS Phosphate.Mr. Pults has participated in many full-scale exercises, How-to-Comply seminars and Awareness level classes over the past 15 years.He worked with the SERC on the initial start-up of the Risk Management Program and has received a Thomas Yatabe Award.
A main topic was the new requirement regarding reporting to the LEPC of continuous ammonia releases from animal waste. The LEPC discussed the numerous calls received from concentrated animal feeding operations (CAFOs) for chickens and cows. It was decided to hold a workshop to assist chicken growers, feed lot and dairy operators with understanding the revised requirements.
The LEPC continues to oppose the addition of any additional categories by the State Emergency Response Commission because SERC Guidelines as well as EPCRA already allow a member from non-required category to be placed in the Interested Citizens category.The LEPC believes the focus should be on filling mandated categories rather than creating new categories which address the local needs of a few LEPCs.
Public outreach activities for 2009 Hazardous Materials Awareness Week included distributing “Compact Fluorescent Lamp (CFL) Safety/Collection Program” handouts to all facilities that accept CFLs for collection from the public.The flyers were also distributed to many of the larger retail outlets that sell CFLs.A demonstration was held at the Alachua County Hazardous Waste Collection facility on how to safely clean-up a broken CFL. A Regional Hazmat Team media event was cancelled due to below freezing temperatures.
Ideas for the 2010 Hazardous Materials Awareness Week were discussed.The LEPC concluded it should start the project now, so that we can report results rather than announce that a project is being started.The LEPC endorsed the idea of promoting chemistry education in school systems, as was discussed at the last Staff and Chairs meeting.
The primary hazardous materials training goal for this year is to teach an IAFF 160 hour technician class using local instructors, the Hazmat Boot Camp and the Regional Hazmat Team’s training trailer.This has increased interest in scheduling a couple of operations level classes prior to May 2009, the target for starting the technician class.A class on using E-Plan and CAMEO was identified as a training need and will be scheduled.
Staff activities include providing administrative support to the LEPC, scheduling and teaching hazmat classes, and using CAMEO to update hazards analyses for seven counties.Staff continues to provide administrative support for the North Central Florida Regional Hazardous Materials Response Team.Staff helped teach How-to-Comply workshops for the District VI LEPC.Staff is helping to develop a CAMEO Suite Users Exam to allow voluntary certification through NOAA/EPA.
Staff prepared and conducted a Continuity of Operations (COOP) tabletop exercise at the Regional Planning Council.Staff attended the Florida Emergency Preparedness Association annual conference, a DEM Area 3 meeting and is scheduled to teach an HSEEP Overview class at the IntermediateEmergencyManagementAcademy being held at CampBlanding.Staff has participated in LEPC conference calls on continuous release reporting from animal waste.
The next LEPC meeting is tentatively scheduled for 10:00 a.m., Thursday, April 21, 2009, at the Lafayette County EOC in Mayo.
