The twelfth annual Duke International Security Conference (DISEC) will be
held 19-21 November 1998 in lovely Durham, NC. DISEC is a truly rewarding
Conference offering unique opportunities including the exploration of
international relations beyond the confines of traditional United Nations
committees. Additional information can be found at

This year's Conference will feature eight exciting committees including
four UN committees, two national Cabinet simulations, and two unique
specialized bodies. The committees will be: Disarmament and International
Security, Special Political, Commission on Human Rights, United Nations
Security Council, The Special Summit of the Heads of State of the League
of Arab States, the United States National Security Council 1962, the
Cabinet of the Republic of India, and the Cabinet of the Republic of
South Africa. A number of prime positions still remain available, a list
of which can be found on the DISEC web-page.

We believe DISEC offers delegates a unique Model UN experience. Our
Conference also features a number of special attractions including
speakers from Duke University, committee dinners, and access to one of
the preeminent research Universities in the country. Conference costs are
$40 per delegate and $30 per school. Quad rooms in the Durham Marriott at
the Civic Center, the location of the Conference, are only $82 per night.
Doubles and singles are $72.

Case Western Reserve Univeristy is pleased to announce the Third Annual
Cleveland National Model UN Conference, one of the premier collegiate MUN
Conferences in the Midwest.   This year's sessions will be held November
20-22, 1998.

CNMUN has several features which make it unique.

-Our simulation of the World Health Assembly is produced in collaboration
with CWRU's Francis Payne Bolton School of Nursing's WHO collaboration center.

-Our UNEP Governing Board simulation will employ the resources of the
UNESCO GENie Project, which is spearheaded out of CWRU's School of Engineering

American Model United Nations (AMUN) International invites all colleges and
universities to our 1998 Conference. This year, our ninth annual event will run
from November 21-24, 1998.

The basic information on our 1998 Conference is as follows:

Queen's University at Kinston, Ontario will be holding it's MUN
conference Nov. 19-22, 1998, at the Ambassador Hotel in Kingston,
Onatrio, Canada.  This years conference will include 8 committees: SC,
NATO, ICJ, UNHCR, UNESCO, WHO, UNICEF, and ECOFIN. Each committee will
have crisis scenarios. This year, we are planning a number of guest
speakers, and a banquet. The conference fee will be $75 per delegate.
The hotel cost will be $100 per room per night for a quad occupancy
room.  There is no delegation fee, and no limit to the size of the
delegation you can send. If you are interested in sending a delegation,

The McGill Model United Nations Assembly 1999 will be held from January
28-31, 1999, in Montreal, Quebec, Canada. McMUN is the coolest (and
coldest) conference on the circut.

McMUN simulates 19 UN committees and specialized agencies, including the
Canadian First Ministers' Conference. Our innovative committees and topics
are one of hte main reasons McMUN has grown to become the largest MUN
conference in Canada.

This is invitation to participate in a student conference on human rights
at the United Nations: 10 December 1998.  To celebrate the 50th anniversary
of the Universal Declaration of Human Rights, the United Nations Department
of Public Information is inviting schools to participate in an
international students conference at UN Headquarters on 10 December 1998.
The conference will include a plenary, where the participants will draft
and adopt their own Declaration, and then, at a formal session, present it
to the United Nations.  Among those invited to attend are President of the
current session of the General Assembly, H.E. Didier Opertti (Uruguay) and
President Nelson Mandela (South Africa).  In order to participate in the
conference, schools must register by 15 October 1998 to be placed on a
roster of participants.  Each school must also hold their own mini-UN
conference on human rights and choose from there, two persons to represent
the school at the UN Conference. In addition, two chaperones/teachers may
also participate as observers. Students of grades 9-12 are eligible to
participate.  The United Nations cannot provide any funds for participation
in the conference. All travel arrangements must be made by the
participating schools.

To register, a school official (principal, homeroom teacher, students
activity coordinator etc.) should send a letter or E-mail with name and
mailing address of the school and responsible teacher addressing your

will take place sometime in March or late February?  My high school club (of
about 70) usually attends Yale, but the date has moved this year.  The

Dear Friends and Colleagues,

Throughout 1998, the international community will commemorate the Fiftieth
Anniversary of the adoption of the Universal Declaration of Human Rights
(UDHR).  This landmark document, adopted on 10 December 1948, set a common
standard of achievement for mankind in the area of human rights and
fostered vigorous development of the international promotion and protection
of these rights.

We would like TO INVITE YOU AND YOUR SCHOOL to join us in observing this
historic occasion.  Educators everywhere have found the Universal
Declaration to be a wonderful tool for teaching today's youth about human
rights and human responsibilities.  By studying the Declaration and
learning what rights each of us possess, students can understand why it is
important to support the protection and promotion of human rights, not just
in their country but everywhere in the world.  They also learn to respect
others and fight against racial prejudices and social stereotypes.

The fiftieth anniversary commemoration will culminate on 10 December 1998,
Human Rights Day, with special meetings at the United Nations.  The
Department of Public Information plans to have a separate meeting at UN
Headquarters involving students and educators from around the world.

In preparation of this meeting, we would like you to encourage your
students to have their own "mini conference" on human rights.  This could
be a meeting involving one class or the entire school focusing either on
the Declaration itself or any aspect(s) of human rights in today's world
that the students are assigned to study.  Participating students will be
expected to prepare a short report (150 words or less) on the outcome of
their meeting, including their recommendations and observations, which
should be forwarded to this office no later than 31 October 1998.  The best
reports will later be compiled and presented at the Students Meeting at UN
Headquarters.  Two representatives from each participating school will be
invited to join this special commemorative meeting.  The representatives
will have to be chosen by the students amongst themselves as to who will be
the two representatives.

In order to participate in this activity, please send a letter noting your
school's intentions to participate.  Send it to the address below.  We
request you to register before 15 October 1998.  Please note that schools
which will participate in this activity will be part of a global roster
which will be posted on the UN website and later issued as a report by DPI.

We know of your commitment to teaching about the United Nations.  In the
past, some of you took part at training workshops on teaching about the UN
and sent your students for Model UN meetings at the UN headquarters.  The
observance of the fiftieth anniversary will help our students to take a
closer look at today's world and examine what they can do to make it a
better place for the future generation.

Since 1986, thousands of secondary school students have been
introduced to the U.N. system and encouraged to think about America's role
in the world organization through UNA-USA's annual nationwide essay
contest, initiated by the 1985 National U.N. Day Chair, Ambassador Peter H.
Dailey. The contest is currently sponsored by UNA-USA, the United Nations
Development Programme, and by The Dailey Family Foundation.

      The 1999 National High School Essay Contest has recently launched with
the topic:  WHO NEEDS WHOM?: WHY THE U.S. NEEDS THE UNITED NATIONS.

"As we approach the next millenium, the U.N. faces its greatest challenge.
Every aspect of the U.S./U.N. relationship is in question, from financial
obligations to the role of the U.N. in peacekeeping, to the continued U.S.
commitment to economic and social development. America's leadership role is
now in question.  There are those who question the relevancy of the
organization to the United States as we move into the next millenium.  Is
there really a need for so many U.N. agencies?  Is it worth the cost?  And
maybe the most fundamental question: Why should the U.S. be a leader in the
U.N. community?"

In light of these pressing questions, students in grades 9-12 nationwide
are invited to write an essay that examines the reasons why the U.N. is
important to not only the U.S. as a country, but more importantly to the
individual citizens of this country.

1998 National High School Essay Contest Awards Banquet

This years Awards Banquet held on July 9, 1998, at the United Nations
Delegates Dinning Room featured many distinguished guests from the
international community which included Mr. Djibril Diallo, Director,
Division of Public Affairs at UNDP; Ms. Felice Gaer, Director, Jacob
Blaustein Institute for the Advancement of Human Rights; Mr. Joe Sills,
Director the United Nations Information Centre in Washington, D.C.; and
many others.  These three distinguished guests were a representation of the
Panel of Experts who were chosen to decide the three finalists who were
recognized on this evening.

The Panel of Experts included Ms. Mary Robinson, U.N. High Commissioner for
Human Rights; Ambassador Bill Richardson, U.S. Permanent Representative to
the U.N.; Marian Wright Edelman, President, Children's Defense Fund;
Ambassador Peter Dailey, Former Ambassador to Ireland, Ms. Felice Gaer,
Director, Jacob Blaustein Institute for the Advancement of Human Rights;
Mr. Joe Sills, Director, United Nations Information Centre in Washington,
D.C.; Reverend Bernice King, Daughter of Reverend Martin Luther King, Jr.;
Congressman Tom Lantos, Co-Chair, Congressional Human Rights Caucus, U.S.
House of Representatives, Mr. William Schultz, Director, Amnesty
International; and Mr. James Gustave Speth, Administrator, U.N. Development
Programme.

The National High School Essay Contest is conducted every year by UNA-USA
with the help and sponsorship of The Dailey Family Foundation and the
United Nations Development Programme (UNDP).  Early in the academic year,
the contest is distributed throughout our local chapters and divisions,
where eventually, through the chapters and divisions selections, ten
finalists are submitted to UNA-USA's National Headquarters.  From a
response of approximately 7,500 essays submitted on the grassroots level,
the Panel of Experts finally narrowed it down to three finalists.  Ms.
Emily Maher, a junior from Kennedy High School in Cedar Rapids, Iowa, was
awarded first place at the dinner for her essay on Freedom of Religion,
Freedom of Mind.  Ms. Tara Fitzgerald, a senior at Birmingham High School
in Van Nuys, California, who plans to attend U.C. Berkeley in the fall, was
awarded second place for her essay entitled Developed Countries Protect
Children's Rights?  And finally, Ms. Kathleen A. Egan, a junior at Tuckahoe
High School in Eastchester, New York, was awarded third place for her essay
which interpreted the Universal Declaration of Human Rights (UDHR).

The evening entailed UNA-USA Educational Coordinator, Fernando Flores as
Master of Ceremonies who introduced and welcomed Ambassador Alvin P. Adams
and Mr. Djibril Diallo. Ambassador Adams, Mr. Diallo, Mr. Joe Sills, and
Ms. Felice Gaer all had the opportunity to address the occasion.  They
congratulated the award recipients and all the participants who contributed
to such a successful program.  The first place recipient Ms. Emily Maher
read her essay aloud as all present at the dinner listened to her
exceptional essay on the Freedom of Religion.  Each of the three winners
were awarded with a monetary award and an all expense paid trip to the 1998
Model U.N. Summit and Leadership Conference at Seton Hall University.

and run by high school students from Fayetteville-Manlius High School.  We

Economic Social Council as well as their plenaries will be simulated.  CNYMUN
will also simulate the Security Council, the North Atlantic Treaty Organization,
and the Association of South East Asian Nations.

The sixth annual Secondary Schools United Nations Symposium (SSUNS)
will be held at Hotel du Parc in Montréal, Québec from November 12-15,
1998. This year we expect over 500 students from across Canada
Sponosred by the United Nations Students' Association, SSUNS is
organized and staffed by the same university students who hold McMUN -
an annual university-level conference deemed to be one of the top 3 of

The Second Annual University of Georgia Model United Nations Conference
(UGAMUNC) will be held 29-31 January 1999 in Athens, GA.  Our first

INTERN FALL 1998 -- Asia Programs, UNA-USA Policy Studies Dept.

Intern will work primarily to facilitate a policy dialogue with Japanese
parliamentarians.

Policy dialogue:  A focus of UNA-USA’s policy dialogue has been on the
annual US-Japan forum on UN affairs.  Topics include US-Japan partnership
in UN reform, international security, regional conflicts, sustainable
development, and humanitarian affairs.  Possibility of extending dialogue
partners to include other nations in the Asia-Pacific region.
Interns’responsibilities range from background research on the UN and
Asia-Pacific regional issues to organization of forums for dialogue in New

NATIONAL CALL-IN WEEK IS 14-18 SEPTEMBER

--CALL YOUR MEMBER OF CONGRESS--

SEPTEMBER WILL BE A CRITICAL TIME FOR THE U.S.-UN RELATIONS - OUR LAST
CHANCE THIS YEAR TO BREAK THE WASHINGTON LOGJAM ON UN FUNDING.

· As the UN General Assembly convenes its 53rd session in September, the US
is closer that it has ever been to losing its vote in this body in early
1999.  This happens automatically when a member state's arrears "equals or
exceeds the amount of the contributions due from it for the preceding two
full years."  The U.S. is at that threshold.

· President Bill Clinton is expected to be the first head of state to
address the opening of the UN General Assembly this fall.  His address is
scheduled for 21 September.  Attention will be focused on U.S.-UN relations.

· Congress needs to pass 13 annual spending bills for the 1999 fiscal year
before 30 September 1998.  At this stage, proposed U.S./UN arrears funding
is stuck in a political quagmire. (We owe over $1.5 billion and hold 60
percent of the debt of all member states.)   And, funds recommended for
current year dues to some fifty international organizations (including the
UN) are below the President's request level.  Thus, new cycles of arrears
will potentially be created.    Will the UN go bankrupt on the watch of the
105th Congress?

LET MEMBERS OF CONGRESS KNOW THAT THE SITUATION OF U.S./UN ARREARS HAS
BECOME A NATIONAL EMBARRASSMENT AND THAT WE NEED TO MEET OUR LEGAL TREATY
OBLIGATIONS IN FULL, ON-TIME, AND WITHOUT UNREALISTIC CONDITIONS.

TELL YOUR SENATORS AND REPRESENTATIVES THAT YOU SUPPORT FULL FUNDING OF OUR
OBLIGATIONS TO INTERNATIONAL ORGANIZATIONS IN FISCAL YEAR 1999
APPROPRIATIONS BILLS AND THAT YOU EXPECT THEM TO RESOLVE THE ARREARS
PROBLEM ONCE-AND-FOR-ALL THIS YEAR, ESPECIALLY IN VIEW OF OUR POSSIBLE LOSS

WFA Issues Director

National educational activist organization seeks individual to lobby
Congress and educate WFA members about a stronger more effective United
Nations and principles of federation at the global level.  Duties
include analyzing trends and opportunities for WFA action; writing grant
proposals for action projects; preparing fact sheets and action alerts
on WFA issues for members, the media and Internet website; organizing
meetings with administration officials and congressional staff;
coordinating with other citizen organizations.  The Issues Director
reports to the Executive Director.

Through its Vision for Global Change, WFA brings an activist agenda to
specific UN empowerment issues.  Current priorities are creating an
International Criminal Court, strengthening UN peace operations,

respond to the problems of globalization with greater transparency and
democracy.

Founded in 1947, the World Federalist Association is
working for universal and democratic world federation capable of and

protecting human rights, and preserving the environment.

As an educational activist organization, WFA seeks to develop and
present to United States citizens and our government the importance of
incorporating federalist concepts into the United Nations and other
institutions of global governance.  Our aim is to create structures of
world law that protect and apply to individuals, and move these global
institutions beyond the insufficient current norms and practice of
international law.  WFA works in collaboration with the international
World Federalist Movement and with like-minded organizations worldwide.

Qualifications

  	 Knowledge of UN system and global problems, especially UN reform and
WFA priority issues
  	 Strong written and oral communication skills
 	 Masters degree in international relations, international law or an

Dear MUN E-News Subscriber:

Once again thank you for your interest and support of UNA-USA's effort to
create connections between the various conferences and participants of this
great activity.

As this is a service of a living community, as such it will have a few
growing pains. We, the members of the MUN and Education Programs department
of UNA-USA welcome your comments and suggestions as to the purpose and
direction of this service.  While we may not be able to act on every
suggestion, we hope to produce a workable network that is both productive
and useful.

Of recent concern was the use of the list-serve as a means to distribute
information regarding individual conferences.  While it is in the interest
of UNA-USA to promote every conference and to encourage full participation
in them, we are sensitive to those that fear an onslaught of messages
regarding these conferences.

With respect to peace and harmony amongst the Model United Nations
aficionados of the world, UNA-USA has decided that the MUN E-News will post
individual conference information.  The fact is that many within our
community have no idea that conferences exist around the world. Only by
sharing this vital information, be it through the Model United Nations
Calendar of Conferences or through this service, will we be able to promote
the idea of greater participation.

In order to limit the effect of wholesale commercialization, the moderators
of the MUN E-news have decided that the following 'rule of procedures' must
be used in order for a conference to be posted.

1) Within the subject line you must state that this is a conference
announcement and for whom (Collegiate or High School or Both) by stating
the obvious:

"Conference Announcement - XX"

In this way anyone that wishes to read the message can and those don't can
erase the message and not be bothered.

2) The message text must be limited to 100 words or less. The hope is that
this will cause for the creative minds to put their best effort forward in
announcing their conference.

As there are only two rules regarding the posting of conference
information, they will be strictly enforced.  Should you receive a
rejection notice please modify the message and we will be happy to send it
along.

It is important to note that the purpose of the list is to begin the
practice of open dialogue on a whole host of issues. From fundraising to
job announcements to new research sources, MUN E-News is meant to be for
MUN'ers, about MUN'ers, by MUN'ers.  Humorous pieces regaling the goings on
at a recent MUN conference will always be welcome.  This will only happen
if you the subscribers participate and contribute. Tell your friends, post

in essence spread the word.  Currently we have over three hundred people
listed, by the end of the year our goal is to have over five thousand
