Rajesh,

As adviced by most member file a Non Coginzance complain at near by
police station also at the policse station where your parents and near
one relatives stay. Copy of the same you can forward to all near by
woman cell requesting not to take congizance of her complain.

2nd about the notice, you can take one copy by hand take the court
belief or police personal from her local police station and server the
notice on her, also you can keep a copy of the notice to her office
address. In city like delhi they have to accept the notice they can
not manipulate or play much tacticts in accepting the notice,
