IMO your best bet is to dissamble and grind in both the swivel base and the vice body. Provided your friend has a good grinder. You can also do the same thing...

Chuck something up in the spindle and try wiggling it. If you feel play side to side or up and down with the spindle locked then they need to snugged them up...

Of course Randy you can do that but if the bearing aren,t to loose but a little then you won't see any movement. You have to have some pressure of some kind...
