We need to all stick together if we want to keep our constitutional
right to keep and bear arms or others will try to take it away. We must
forever be diligent on this. Organizations like SAS help to keep it in
the for-front of our daily activities. We need more active members to

According to the majority opinion of the DC District Court, "[T]he
phrase 'the right of the people,' when read intratextually and in
light of Supreme Court precedent, leads us to conclude that the right
in question is individual." The majority opinion sums up its holding
on this point as follows:

To summarize, we conclude that the Second Amendment protects an
individual right to keep and bear arms. That right existed prior to
the formation of the new government under the Constitution and was
premised on the private use of arms for activities such as hunting
and self-defense, the latter being understood as resistance to either
private lawlessness or the depredations of a tyrannical government
(or a threat from abroad). In addition, the right to keep and bear
arms had the important and salutary civic purpose of helping to
preserve the citizen militia. The civic purpose was also a political
expedient for the Federalists in the First Congress as it served, in
part, to placate their Antifederalist opponents. The individual right
facilitated militia service by ensuring that citizens would not be
barred from keeping the arms they would need when called forth for
militia duty. Despite the importance of the Second Amendment's civic
purpose, however, the activities it protects are not limited to
militia service, nor is an individual's enjoyment of the right
contingent upon his or her continued or intermittent enrollment in
the militia.

The majority opinion also rejects the argument that the Second
Amendment does not apply to the District of Columbia because it is
not a State. And the majority opinion concludes, "Section 7-2507.02,
like the bar on carrying a pistol within the home, amounts to a
complete prohibition on the lawful use of handguns for self-defense.
As such, we hold it unconstitutional."

Representative Opsommer to Introduce Ban on so-called "Safety
Inspections" Bipartisan effort will have support in both the House
and Senate

State Rep. Paul Opsommer (R-93) announced today that he is putting
the finishing touches on bills that will remove the need for so-
called firearm "safety inspections". Long derided by firearm owners,
these post-purchase "safety inspections" are a misnomer as no real
inspection takes place and are nothing more than a bureaucratic
hassle.

"When first time handgun purchasers take time off work to make the
extra trip for their mandatory 'safety inspections', they are
surprised when they find out that no real inspection takes place,"
said Opsommer. "The firearm is not test fired or mechanically
inspected in any manner. I heard of one case where the inspector
never actually touched the pistol, they just had the owner hold it up
to the glass so they could see it. This unnecessary step is being
forced onto legal gun-owners who have already gone through background
checks and have purchased their firearms through proper channels."

The measure will have support in both chambers and with both parties.
Rep. Joel Sheltrown (D-103) supports the measure, stating that "These
appear to be nothing more than visual in most cases, and probably
have no beneficial value to gun safety." Sen. Randy Richardville (R-
17) will run with the legislation on the Senate side. "The Michigan
Constitution is very clear on the rights of our citizens when it
comes to the 2nd Amendment and the only purpose this law serves is as
a backdoor registration scheme," said [MCRGO Director] Senator
Richardville.

We will be having a Second Amendment Sisters table at the Hunter's Expo
(like a gun show plus more) tomorrow in Sturgis, MI at the Doyle Center
on Franks Ave (off of US 12). The show is open 9am - 4pm, and admission
is $3.

We have some merchandise to sell, including T-shirts, cookbooks, hats,
etc. hoping to raise some money. Hope to see you all there!

SENATE VERSION OF NATIONAL RIGHT-TO-CARRY BILL INTRODUCED

U.S. Senator John Thune (R-S.D.) recently introduced S. 388--the Senate
version of H.R. 226, a national Right-to-Carry reciprocity bill that
would provide national reciprocity for state carry licensees. This
legislation would allow any person with a valid carry permit or license
issued by a state to carry a concealed firearm in any other state if
they meet certain criteria. The bill would not create a federal
licensing system; it would simply require the states to recognize each
other's carry permits, just as they recognize drivers' licenses.

Congress Shafts Second Amendment ... Again
Well, they certainly didn't wait long, did they?

Alan Korwin, author of "Gun Laws of America" ( www.gunlaws.com ),
recently alerted us to some ominous activity taking place in
Congress. Less than three weeks after the 110th Congress convened,
the Democrats have already proposed four -- yes, FOUR -- new gun laws!

"The Child Gun Safety and Gun Access Prevention Act of 2007," H.R.256
( http://tinyurl.com/3brx43 ) would raise the minimum age for the
ownership of a semi-automatic rifle from 18 to 21. In addition,
children under 18 attending a gun show must be accompanied by an
adult at all times. Worse, it calls for fines and jailtime if a child
gets a hold of your firearm and uses it to cause death or serious
bodily injury, if you "recklessly disregarded the risk" that a child
could access your firearm.

More ludricrous is H.R. 428 ( http://tinyurl.com/38k7mk ),
entitled "To require the Consumer Product Safety Commission to ban
toys which in size, shape, or overall appearance resemble real
handguns." Yes, you read that right. The Democrats are pushing the
banning of _toy_ guns, if they resemble real guns in size, shape OR
overall appearance.

There's also "The NICS Improvement Act," H.R. 297 (
http://tinyurl.com/2q88lf ). NICS, of course, is the national
firearms background checks for the public required by the Brady law.
We'd like to tell you more about the bill, but weirdly, no
information on it has been posted on the Thomas Locator site for
Congressional legislation.

The most Draconian bill thus far, though, is "The Gun Show Loophole
Closing Act of 2007," H.R. 96 ( http://tinyurl.com/2m8vmr ). This
misleadingly-named bill -- a gun-hater's dream come true --
systematically destroys not just the Second Amendment but a number of
your other rights as well.

Says Alan Korwin of HR 96:

"Under the original draft, currently legal gun shows are outlawed
without prior federal permission. Gun show promoters must agree to
warrantless searches in order to operate, and may be arrested if
private citizens talk at the show about gun sales they wish to
complete away from the show. The right to assemble peaceably at a gun
show or even plan for one, carries stiff prison terms unless federal
licenses are issued in advance. I am not making this up.

"Massive new bureaucracy is created because all shows and their
exhibitors must be registered 30 days before the show, then again 72
hours before the show, and again five days after the show. That's in
addition to registering anyone who walks in, plus "any other
information" the Secretary of the Treasury decides, by regulation, is
necessary on vendors, attendees, and the show itself."

This is just the beginning, folks. And we're in this alone. You may
recall that President Bush has declared his willingness to sign
any "assault weapons" bill that comes across his desk, so we probably
shouldn't expect too much opposition to legislation of this type.

All of these laws, of course, will be enforced by our "friends" at
the BATFE. This begs the question: How many wake-up calls, and how
many knocks at the door do we need? IF YOU HAVEN'T SUPPORTED THE
MAKING OF OUR FILM _THE GANG_, WHAT ARE YOU WAITING FOR?

focuses on the arbitrary, capricious, and yes, malicious activities
of the BATFE. Our goal is not to "reform" or "reprimand" the BATFE:
we want them OUT OF BUSINESS. We want to abolish ALL federal control
and regulations of firearms. _The Gang_ will help us do that ... but
we need you to help _The Gang_.

Please consider donating to this worthy cause. The Democrats in
Congress are not going to stop their assault on our Second Amendment
rights, and the Republicans don't appear to be able or willing to
fight them.

Looks Section 220 was voted on and has been removed.  This was a major
victory for First Amendment rights. Last night, the Senate voted to
remove Section 220 from the lobby reform bill. [Please note both our
MI Senators voted "NO" though.... Stabenow and Levin were on
the "bad" side.]

displeasure on Section 220 of Senate Bill S1. The whole bill is NOT
bad, but some sections.

You can go to www.senate.gov and look up S1 to read it for yourself. If
you need the phone number to call them, its in the posting
below "Urgent, call your senators" or on the website. You could alos
write or e-mail them too.

Ladies and Gents,

First of all, I'd like to wish each of you a Happy New Year. Hope the
Christmas season was good to you and your families.

But now we need to get down to business. It seems that since the new
congress has taken over we are going to have an uphill fight to keep
our rights as we know them. I have been hearing from many of the
other State Coordinators and the bills already being proposed by
their "new" congress-criters, and it ain't good. In PA they are going
to "try" to reinstate the asault gun bans, impose a 1-gun a month
program, ban certain guns in Philadelphia, and a score of other
horrific gun laws. Other states are facing similar "plans" equally
dangerous to our rights, including talk by one congress-critter who
wants to "repeal the Second Amendment" all together! The First
Amendment is coming under attack as well as the Second.

We have to stay vigalent or we are going to find ourselves in serious
trouble ahead. Please keep abreast of issues and help me post to this
and other sites to get the word out. We need to contact our
representatives and senatore to voice our opinion. There is things we
can do. We have to get FIRED UP!

I'm finding renewed energy. We will tray again to get SAS and the
Michigan Chapter active again. But I can't do it alone. I need help
from you all. Let me know what you want us to do. Let me know where
you can help. It is in times like this we need to get out the word
and move our agenda forward.

As you read this, the Senate is debating legislation that will
silence many grassroots organizations.

Please take immediate action to stop this from happening.

S 1, the Legislative Transparency and Accountability Act of 2007, by
Senator Harry Reid (D-NV), Senator Mitch McConnell (R-KY), and 16
other cosponsors, has a major Trojan Horse.

Section 220 of this bill requires grassroots communications to be
subject to onerous registration and reporting requirements that
actually exceed what is required of the big Washington, D.C.
lobbyists.

For this reason, Section 220 of S 1 is strongly opposed by such
conservative leaders as Dr. Jim Dobson, Rev. Lou Sheldon, Rev. Don
Wildmon, and many others.

Please take a minute right now and contact both of your U.S. Senators.

They can be reached through their local office near you or through
the Capitol Switchboard, (202) 224-3121.

Please ask them to do everything in their power to get Section 220,
regulating grassroots communications, removed from S 1.

When calling each Senator, ask to speak to the person of the staff
who is responsible for S 1, the Legislative Transparency and
Accountability Act of 2007.

This matter is extremely urgent because it could come to a vote on
the Senate floor in the next few days--or even the next few hours.

Accordingly, please call both of your Senators right now. And please

1) Governor Signs Michigan's Emergency Powers Protection Act Into Law.

Jan 4th, 2007 -- Governor Jennifer Granholm signed into law a two-bill
package, backed by the National Rifle Association (NRA), making the
"Emergency Powers Protection Act" the law of the land in Michigan (HB
6363 and HB 6364). The new laws prevent local governments from
confiscating lawfully owned firearms during declared states of
emergency.

In the first year since Hurricane Katrina, state legislatures in
Alaska, Idaho, Florida, Kentucky, Mississippi, New Hampshire,
Oklahoma, South Carolina, Virginia and Louisiana passed measures that
echo the spirit of Michigan's "Emergency Powers Protection Act" --

Legislation to eliminate needless steps in the license renewal
process to carry a concealed pistol was signed into law Wednesday,
announced the bill's sponsor, state Rep. Fulton Sheen.

Currently, in order to receive a license to carry a concealed pistol
(CPL), applicants undergo a thorough background check by providing
fingerprints every time they renew a license. Public Act 456
eliminates the requirement to submit a new fingerprint every time a
CPL is renewed. Fingerprints will be stored electronically by the
Michigan State Police's new Automated Fingerprint Identification
System (AFIS), which means that the next time an applicant renews
will be the last time that they are required to submit fingerprints.

"I am very pleased we were able to work to put into law this common
sense legislation that will use new technology to save time and
resources for Michigan citizens as well as law enforcement agents,"
said Sheen, R-Plainwell. "PA 456 allows law enforcement agencies to
fully utilize emerging AFIS technology while still maintaining the
same degree of scrutiny, only now more efficiently. This law was
requested by the state police, who are working diligently to store
all fingerprints digitally."

Sheen said because of the new technology of the AFIS system, MSP can
immediately identify when a CPL holder commits a crime due to instant
electronic fingerprint comparison. To ensure the safety and
reliability of the system, those with a CPL must still reapply for
the permit every five years, though under PA 456, they will not have
to resubmit fingerprints. MSP will also be able to use the renewal
fees to maintain and update their new equipment, rather than pay the
cost of physically obtaining the fingerprints.

It's "funny" -- I so want to vote Libertarian but, as usual, feel I would just being wasting my vote.  The Dems and Reps have the country "locked up".  But in the end, "we" let it happen and there's no "grass-roots" swell to change anything but the Dem or the Rep in office.  All my shooting friends have something to say about it, who to vote for, but don't do much else.  I've started to ask them "what did you do to make a change?" -- generally they don't tale about it much more, nobody mentioned anything about the last election day results.  At least in Waco, at least so far, we have a "B" Representative in Chet Edwards and two Senators who are Pro-Gun, Pro Second-Amendment.
 
FOLLOWING IS ANY INTERESTING BILL FROM ARIZONA MANY YEARS AGO -- IT COULD BE THE BASIS FOR A "GRASS-ROOTS" BEGINNING IN THE REST OF THE COUNTRY.  I don't know the result of Arizona but I'd love each State to start something like it!!!  Except for the slavery issue, maybe the "Confederate States Of The United States" had it right

Whereas, on July 4, 1776, our founding fathers proclaimed that the people had the right to alter or abolish their government and declared thirteen British colonies to be free and independent, or sovereign, states; and
Whereas, on March 1, 1781, the thirteen states formed a central government they called the United States of America under a charter known as the Articles of Confederation and Perpetual Union, which stated that "each state retains its sovereignty, freedom and independence"; and
Whereas, on September 17, 1787, the leaders of the Continental Congress signed the present Constitution of the United States, which was then transmitted to the thirteen states for ratification and the formation of a new central government; and
Whereas, several of the states delayed ratification of the Constitution and three states made clear their position regarding sovereignty by stating that "the powers of government may be resumed by the people whensoever it shall become necessary to their happiness"; and
Whereas, eventually all thirteen of the independent states ratified the Constitution of the United States and joined the new Union, while retaining their sovereignty as states. The states made the new central government sovereign only to the extent that the states delegated to it limited and specific powers; and
Whereas, the Constitution of the United States is merely a treaty among sovereigns, and under treaty law when one party violates the treaty the other parties are automatically released from further adherence to it unless they wish to continue; and
Whereas, the fifty current principals, or signatories, to the treaty have done well in honoring and obeying it, yet the federal agent has, for decades, violated it in both word and spirit. The many violations of the Constitution of the United States by the federal government include disposing of federal property without the approval of Congress, usurping jurisdiction from the states in such matters as abortion and firearms rights and seeking control of public lands within state borders; and
Whereas, under Article V, Constitution of the United States, three-fourths of the states may abolish the federal government. In the alternative, if the states choose to exercise their inherent right as sovereigns, fewer than thirty-eight states may lawfully choose to ignore Article V, Constitution of the United States, and establish a new federal government for themselves by following the precedent established by Article VII, Constitution of the United States, in which nine of the existing thirteen states dissolved the existing Union under the Articles of Confederation and automatically superceded the Articles.
Therefore
Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. That when or if the President of the United States, the Congress of the United States or any other federal agent or agency declares the Constitution of the United States to be suspended or abolished, if the President or any other federal entity attempts to institute martial law or its equivalent without an official declaration in one or more of the
states without the consent of that state
or if any federal order attempts to make it unlawful for individual Americans to own firearms or to confiscate firearms, the State of Arizona, when joined by thirty-four of the other fifty states, declares as follows: that the states resume all state powers delegated by the Constitution of the United States and assume total sovereignty;
that the states re-ratify and re-establish the present Constitution of the United States as the charter for the formation of a new federal government,
judiciaryto be followed by the election of a new Congress and President and the reorganization of a new , similarly following the precedent and procedures of the founding fathers;
that individual members of the military return to their respective states and report to the Governor until a new President is elected;
that each state assume a negotiated, prorated share of the national debt; that all land within the borders of a state belongs to the state until sold or ceded to the central government by the state's Legislature and Governor; and that once thirty-five states have agreed to form a new government, each of the remaining fifteen be permitted to join the new confederation on application.
2. That the Secretary of State of the State of Arizona transmit copies of this Resolution to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives and each Member of Congress from the State of Arizona.

A Bitter Pill: Reflections on the Elections

Tuesday was a bad day for Republicans. It was a bad day for gun rights. Some of the Democrats that will move into committee chairmanships are among the most radical gun-prohibitionists in the Congress. The Senate Judiciary Committee is going to be a particular thorn in the flesh for gun owners going forward. The new Speaker and the new Senate majority leader are enemies of the Constitution and gun rights. It is encouraging that several of the “new Democrats” who unseated Republican incumbents are pro-Second Amendment, such as Casey in Pennsylvania, Tester in Montana, McCaskill in Missouri and Webb in Virginia. I find a bit of comfort in that, but not a lot. The leadership of the party remains determined to deny our civil rights, and I doubt the conciliatory noises they are making.

Much has been made of the fact that Democrats seem to have arrived at the view that gun control is “radioactive” for elections, and many went out of their way to affirm their support for the Second Amendment. Despite the pathetic and dishonest prattle from the Brady Campaign, gun control was not an issue in this election, and very few candidates were willing to make supportive statements for the gun prohibitionist agenda. I have to consider this progress, but I also know how the rhetoric of elections can be quickly forgotten once power is achieved. Color me skeptical.

As for the Republicans, I can’t help but see the wounds as largely self-inflicted: the war in Iraq, the corruption scandals, the assaults on our 4th Amendment rights through the Patriot Act and related legislation, The Military Commissions Act of 2006, deficit spending, and a wholesale departure from traditional conservative principles have all played a role. There is a real distinction between traditional conservatism and the “neo-conservatism” that has developed in the Republican Party in recent years, but it seems that the party leadership lost sight of that which makes conservatives conservatives. They have paid a terrible price, and I doubt that the current political situation will be quickly reversed. Put another way, I think this is an inflexion point in American political sentiment, and we will move more toward the liberal end of the political spectrum for the next few years.

What does this mean for gun rights? First of all, it means that we will be operating in a more hostile environment. Strong friends we had in the congress are gone now. Long-time enemies are ascending to positions of power. The assault weapons ban will no doubt be resurrected. I expect to see renewed efforts to shut down the gun shows. The concealed carry movement has reached its apogee, and further progress will be scarce and incremental. There will probably be attempts to ban all auto-loading firearms in some states such a Maryland. More state-level bans on .50 caliber rifles and “assault weapons” will probably be put in place.

We may need to return to the “cold war” footing we had under the Clinton administration, meaning increased vigilance about legislation, more aggressive and proactive advocacy for gun rights issues, and better organization. You may not like everything that NRA, GOA and SAF do, but there is strength in numbers. Join one (or two or three) of these organizations. Write your congress critters (they really do read letters). Recruit and train new shooters. Buy some guns and shoot them a lot.

The 67-year-old heads Switzerland 's powerful ProTELL gun lobby and says his firearms are all locked away in a steel cupboard at home, just as Swiss law requires. But they might not be there for much longer if women fighting to overturn an ancient Swiss tradition have their way.

There are about two million firearms in the homes of this peaceful nation. The reason is that all men in the Swiss army reserve are required to keep their semi-automatic guns at home.

Now, Switzerland's biggest women's magazine is leading a campaign to tighten what they see as the country's archaic gun laws. They want lawmakers to create a national gun register and ban loaded weapons being kept in the home.

A petition to the Swiss parliament contained the signatures of 17,400 Swiss women who support the reform campaign

"There are more and more homicides in the home and more and more of the victims are women," says Lisa Feldmann, editor-in-chief of Annabelle. As well as having one of the highest gun-suicide rates in Europe, Switzerland has more women shot dead than almost anywhere in the Western world, many of them after arguments with men.

The wake-up call for Swiss women came with the killing of alpine skier Corinne Rey-Bellet earlier this year. She was shot dead by her army reservist husband 10 days after leaving him. Gerold Stadler, who also killed Rey-Bellet's brother before committing suicide, used his service pistol.

But Switzerland remains a deeply traditional country and the campaign has outraged many Swiss men.

"This really is the worst form of feminism," says ProTELL's Willy Pfund. "If a woman feels threatened by her husband or boyfriend keeping a gun at home, then she should be asking herself whether her relationship is in order, not blaming it on her partner having a gun."

Well, we had 10 women attend our Ladies Only Handgun shoot on Sat Sept
30, in St. Joe COunty, MI. A total of 16 had signed up but several had
sick kids and could not go. But we had a good day. We had as young as
17 and as old as in their late 60's. We started with the safety
presentation, then went to the range. Shot .22 caliber first then went
up the scale for those that wanted to shoot something bigger.

Of cource we had snacks (including some fudgy chocolate mini-cupcake-
things brought by one the the women). It only rained on us once,
briefly, during the afternoon. It was supposed to end about 5pm, but I
have 4 stay until about 6! The 17-year old did not want to go! She was
there with her grandmother who also shot.

Took in some money for SAS, but not too much though. But I may get some
new members and they ALL want to come back and do this again.

And that's my report for now. If you didn't go you missed a GOOD time!

The St. Joe Valley Limbhangers Chapter of the NWTF in St. Joseph
County, MI, conducted a Women-In-The-Outdoors (WITO) event on
Saturday, September 16 from 8:00am to 5:00pm. The event was held at
the Willow Lake Sportsman's Club.  There were a total of 12 women
participants at this year's gathering. After a foggy start to the
morning, the day turned out great – sunny and 80 degrees! The women
enjoyed a variety of events including archery, wild game cooking,
gardening for wildlife, basic shotgun, sporting clays, handgun,
nature walk & birding, and turkey calling, plus a Mossberg .22-
caliber rifle was raffled & a silent auction was held. Lunch was
catered. Several of the ladies spent Friday night at Willow Lake
enjoying an evening fire in the fireplace and story swapping to set
the mood for the next day. A great time was had by all!

If you ever get a chance to attend one of these events, you should
go. They are fun and worth the time spent. (You don't have to be a
hunter or even interested in hunting either. They hold ALL kinds
of "outdoor" activities1)

GROUP PROPOSES ANTI-GUN AGENDA AT STATE & LOCAL LEVELS
As if we needed any reminder that state and local elections are just as important as those for federal office, the anti-gun lawyers' group, Legal Community Against Violence (LCAV), has released a lengthy paper premised on the view, "In the absence of comprehensive federal [gun control] regulation . . . the future of the gun violence prevention [sic] movement depends on building grassroots strength to achieve reform at the state and local levels so that, ultimately, nationwide solutions will be more easily achievable." Toward that end, LCAV urges passage of a variety of state and local laws, and coaches activists on how to write the necessary legislation.  In 2004, LCAV published a similar paper proposing state and local "assault weapon" bans more restrictive than the federal ban that expired in September of that year.

LCAV's new state and local agenda includes bans on "assault weapons," "large capacity ammunition magazines," handguns, and .50 caliber rifles; increased restrictions on "non-powder guns," such as BB and pellet guns; new and more restrictive minimum age requirements for purchasing and possessing guns and ammunition; strict requirements for gun dealer licensing and operation; background checks on private gun sales; gun owner licensing; gun registration; requiring "personalized" or so-called "smart" features on guns; imposing (presumably unachievable) gun manufacturing standards; requiring ballistic imaging of ammunition shot through privately purchased guns; waiting periods; restrictions on "multiple" gun purchases; and restricting the carrying of guns.
The Joyce Foundation, which provided funding for LCAV's paper, got its money's worth, because foolish and false anti-gun verbiage abounds throughout the screed. As an example, it refers to "assault weapons" as, oxymoronically, facilitating "accurate spray firing." And despite a federally-funded study finding otherwise, it claims that semi-automatics that use detachable magazines
possess more "lethality" than revolvers. LCAV notes approvingly that many kinds of guns use detachable magazines with more than 10 rounds capacity, and suggests that a restriction not exempt magazines already owned.  No anti-gun paper would be complete without a wild statistical exaggeration, and LCAV's is no exception. It claims that, according to the CDC, there are
"nearly 100,000 victims each year [of] gun violence," when in fact there are only about 14,000 firearm-related murders, non-negligent manslaughters, and self-defense fatal shootings by private citizens and the police. According to the CDC, however, "gun violence" includes fatal and non-fatal injuries due to criminal assaults, suicides and self-woundings, acts of self-defense by
private citizens and law enforcement officers, with firearms, BB guns, pellet guns and various non-lethal guns. There are fewer than 80,000 such injuries annually, and LCAV simply rounded the number up to "nearly 100,000".
