I  am not sure about the froglet/toadlet (I saw similar tiny, dark amphibian tadpoles in a very shallow pool at Claude Moore Park, which I was told are toads. When I last saw them, approx. 2 weeks ago, they were at a similar size/stage to the tadpole in your photo (maybe a little smaller). But I am not sure how to tell if your tadpole is the same species.)
 
I am wondering if the "fungus" in your photo, growing by the base of the tree, is some kind of parasitic plant, like beechdrops - The little "balls" on the plant look like little buds with emerging flower parts?

Hi Beth I believe it's a wood frog tadpole based on the size and the fact that it has back legs formed already. The Gray tree frogs haven't gotten that far ...
