I do not mean a committe for writing a simple declaration.
I mean a committee to discuss events that could be held on the occcasion of our 30th anniversary. We could have a LoSS Week in all our nations, and maybe even Festivals, or even we could set up a webpage with things pertinent to the 30th year of the League.
Maybe we can do more than just say congratulations... Just an idea.
In my opinion, such a declaration should be issued from the office of the Secretary-General, and is a great honor to do so.
What is the purpose of a Committee in this case? Unless such a committee will be convened to discuss how the LoSS ought to celebrate in this year of our 30th anniversary?
And a committee is, again in my opinion, not "a faster tool". I've never seen legislation or ideas get more bogged down except when in such a committee.
