The Broken Promise: Welfare Reform Two Years Later

Equal Rights Advocates announces the release of a new
report. Based on focus groups convened with welfare
recipients in Northern, Central and Southern California,
this report gives voice to women's experiences with welfare
reform two years into their time clocks.

The report reveals that women are not getting the
individualized treatment they need to move into jobs
that will enable them to be self-sufficient. Instead they
experience difficulties getting information about available
services, overloaded caseworkers, skeptical employers and
pressure to take temporary, low-wage jobs.

The Broken Promise offers recommendations to the Legislature,
state and county administrators, advocates and the media to
make welfare-to-work "work".

Color of Justice Study First in a Series by New "Building
Blocks for Youth" Initiative

SACRAMENTO/LOS ANGELES, CA - California civil rights leaders
and children's advocates released a new study February 2
that shows that African American, Latino and Asian American
youth are significantly more likely to be transferred to
adult court and sentenced to incarceration than white youths
who commit comparable crimes.

At Sacramento and Los Angeles news conferences Wednesday,
civil rights groups demanded that Governor Gray Davis
investigate the report's findings and take measures to
address racial disparities in juvenile transfers.

"Even at a time of heightened public awareness of racism in
the criminal justice system, it's shocking to find such huge
discrepancies in the way Latino and African American kids
are treated," said Beatriz Lopez-Flores, Vice President of
Community Education and Public Policy for MALDEF. "A justice
system that displays such blatant bias is a system in dire
need of reform. We're calling on Governor Davis to send a
clear message that discrimination is unacceptable in
California's justice system and we hope the Governor will do
whatever it takes to ensure that youth of color receive fair
treatment, whether they are tried as juveniles or adults."

Though past studies have documented that minorities are
overrepresented in the juvenile justice system, this study
by the Justice Policy Institute (JPI), a San Francisco, CA-
and Washington, DC- based think-tank on criminal justice, is
the first to document the cumulative effect of racial bias
when youths are transferred to the adult system.

"The imbalances this study reveals are stark, vast and
deeply disturbing," said Dan Macallair, associate director
of JPI and co-author of The Color of Justice. "Discrimination
against kids of color accumulates at every stage of the
justice system and skyrockets when juveniles are tried as
adults. California has a double standard: throw kids of
color behind bars, but rehabilitate white kids who commit
comparable crimes."

The report focuses primarily on data from Los Angeles
County, which accounts for 40 percent of cases transferred
to adult court in the state. L.A. is also the only county
that keeps a detailed record regarding its transfers.

The study found that:

* After transfer to the adult system, African American youth
offenders are 18.4 times more likely, Asian youth offenders
are 4.5 times more likely, and Latino youth offenders are
7.3 times more likely than white youth offenders to be
sentenced by an adult court to CYA confinement.

* Compared to white youths, minority youths are 2.8 times
more likely to be arrested for a violent crime, 6.2 times
more likely to wind up in adult court, and 7 times more
likely to be sent to prison by adult court.

* Compared to white youths accused of similar crimes,
minority youth offenders are somewhat more likely to be
sentenced to CYA facilities by juvenile courts (minorities
constitute 77.0 percent of violent crime arrestees and 84.5
percent of CYA sentencings). But minority youth are much
more likely to be sentenced to CYA facilities after transfer
to adult courts (77.0 percent of arrests, but 91.1 percent
of CYA sentencings).

JPI researchers conducted the study using data from 1993 to
1999 collected from the Los Angeles County Probation
Department Research Division, Los Angeles County District
Attorney's Office, California Youth Authority Research
Division, California Department of Justice Criminal Justice
Statistics Center, Department of Finance Demographic
Research Division and the U.S. Census Bureau.

"The juvenile justice system was founded 100 years ago with
the idea that youth offenders can be rehabilitated," said
Mark Soler, President of the Youth Law Center, a San
Francisco, CA and Washington, DC- based child advocacy
group. "Yet today, even though youth crime is dropping
steadily, record numbers of juveniles are being transferred
to the adult court and thrown behind bars. As this study
shows, these policies are hitting minority kids the
hardest."

The Color of Justice, co-authored by Macallair and Mike
Males, PhD, a renowned author and researcher on juvenile
justice issues at UC Santa Cruz, is the first of five
reports to be released this year by the national "Building
Blocks for Youth" initiative. The multi-year initiative
works to protect youth of color in the justice system and to
promote rational and effective juvenile justice policies
through a combination of research, analysis of decision
making, direct advocacy, constituency building, and public
education.

Building Blocks partners include the Youth Law Center,
American Bar Association Juvenile Justice Center, Center
on Juvenile and Criminal Justice, Juvenile Law Center,
Minorities in Law Enforcement, National Council on Crime
and Delinquency, and Pretrial Services Resource Center. The
initiative is supported by the federal Office of Juvenile
Justice and Delinquency Prevention, the Annie E. Casey,
Ford, Walter Johnson, John D. and Catherine T. MacArthur,
and Rockefeller Foundations, and the Center on Crime,
Communities and Culture of the Open Society Institute.

a dynamic individual to be our Legislative Researcher-
Legislative Advocate. The environment is fast-paced and

The Legislative Researcher-Legislative Advocate's
responsibilities will include research projects in the

CALIFORNIA DAY OF ACTION TO REVERSE THE
BAN ON AFFIRMATIVE ACTION IN THE UC SYSTEM!
===========================================

ALERT:

To all who support the progress achieved by the civil
rights struggles of the 1950's and 1960's: The gains in
the direction of equality and integration won through the
self-sacrificing, determined struggles of the generation
that preceded us are under attack RIGHT NOW.

THE ATTACK

Since the decision to end affirmative action at the
University of California in the summer of 1995, affirmative
action has been under attack in higher education across
America -- substantial resegregation is threatened. This
assault on the progress achieved by the Civil Rights
Movement has been extended to a nationwide attack on
integration in public schools. Public school desegregation
plans are being attacked and eliminated across the country
now with no real resistance. The movement we're building
can and must organize the resistance to these attacks.

THE STATEWIDE DAY OF ACTION TO REVERSE THE BAN ON
AFFIRMATIVE ACTION

On February 24, 2000, across the country the forces of the
emerging new civil rights movement will rally forces and
gather strength for another step forward. Campuses and
communities around the state of California must rally our
forces to reverse the ban on affirmative action in the UC
System, in connection with the National Day of Action in
Defense of Integration and Affirmative Action. Recent
developments indicate reversal of the ban on affirmative
action in the UC System is within reach. On Jan 28, 2000, UC
Regent William Bagley showed foresight when he announced in
the San Francisco Chronicle that he is gearing up a campaign
to get the other Regents to reverse the ban. On Jan.31 UC
Regent and Lieutenant Governor Cruz Bustamante wrote an
opinion piece to the LA Times calling on the Regents to
reverse the ban, and the San Francisco Chronicle called for
reversal in its Feb. 2 editorial. Reversing the ban on
affirmative action in the UC System, the place where the
attack began, would deal a destructive blow to the national
attack on affirmative action. It would send a loud and clear
message across the country that the attack on affirmative
action and integration is a historic mistake, that it must
not continue, and that it must be reversed.

In California, there has never been a ruling on how Prop.
209 should affect the UC System if at all. In fact, a
California Superior Court Judge has ruled that Prop. 209
does not prohibit affirmative action for the purpose of
equalizing educational opportunities - so the reversal of
the ban on affirmative action could have a direct effect on
stopping the resegregation of the UC System. Long-sighted,
courageous people from coast to coast will organize rallies,
demonstrations, marches, protests, forums, teach-ins and
speakouts on the National Day of Action in Defense of
Integration and Affirmative Action. It will be an
opportunity to advance the new struggle. This day will help
coordinate efforts around the country to defeat the attacks.

On February 24, 2000 California must lead the country
forward toward equality and integration.

THE NEW MOVEMENT

A new movement centered on college campuses has begun to
take shape over the last two years to defend the historic
gains achieved by the Civil Rights Movement starting with
affirmative action. The new movement must rigorously take
up the defense of what has been achieved in the way of
integration in K-12 education.

A series of events around the nation over the last several
weeks indicate that if we stand up and act WE CAN CHANGE
THINGS NOW. The powerful response to the 24-hour Martin
Luther King day sit-in by black Florida state politicians
at Republican governor Jeb Bush's office in protest of his
attempt to eliminate affirmative action in the state and
the 50,000 people who marched in Columbia, South Carolina to
take the flag of the slave system from the top of the state
capitol are both clear indications of the positive shift
taking place in America.

The growth of the new civil rights movement and the
development of a new layer of young militant leaders are
the key to turning these attacks around.  To win, this
new movement must be integrated--it must combine the
social power of broad masses of American society with
the historically leading role of black and other minority
people. With this kind of mass movement we can not only
defeat the resegregationists' attack, we can remake society
in the image of equality and integration.

ACTION YOU CAN TAKE

Join the National Day of Action in Defense of Integration
and Affirmative Action! Organize a march, rally, demonstration,
protest, forum, teach-in or speakout at your school or in
your community.

FCC Authorizes New LPFM Service

FACT SHEET

- On January 20, 2000, the FCC adopted rules creating a new,
low power FM radio (LPFM) service.

- The new LPFM service will consist of two classes of LPFM
radio stations with maximum power levels of 10 watts and
100 watts. The 10 watt stations would reach an area with a
radius of between one and two miles, the 100 watt stations
would reach an area with a radius of approximately three and
a half miles.

- These LPFM stations would operate throughout the FM band.
The stations will be required to protect existing stations
on the same (co-channel) channel, the next (first adjacent
channel) channel, and the channel two channels away (second
adjacent channel). In a change from general practice, the
new stations will not be required to protect stations three
channels away (third adjacent channel). For example, under
rules applicable to existing full power stations where there
is a station on 93.5, there is currently no station in the
same geographic area on 93.7 (the first adjacent channel),
93.9 (the second adjacent channel) or 94.1 (the third
adjacent channel). This new spacing criteria would allow
a new, LPFM station to be licensed on the third adjacent
channel, or 94.1.

- FCC engineers have conducted extensive testing of
these protection standards and found that under these
new standards, every radio tested exceeded FCC interference
criteria. FCC engineers have concluded that these protection
standards will not produce unacceptable levels of
interference with existing FM stations.

- The new LPFM service will be exclusively noncommercial,
there will be no commercial LPFM stations. In addition,
current broadcast licensees or parties with interests in
other media cable or newspapers - will not be eligible for
LPFM stations.

- LPFM stations will be licensed exclusively to local
entities for the first two years of license availability.
Later, however, non-local entities will be eligible for
licenses. Each licensee may own only one station in any
given community, however, eventually a licensee may own
up to ten stations nationwide.

- Licensees will be subject to the same character
qualifications as are currently applied to full power
licensees. Unauthorized broadcasters will be disqualified
unless they certify that they ceased operations when
notified of their violation of FCC rules or by February
26, 1999.

- If mutually exclusive applications are received for
LPFM stations in a given city, mutual exclusivity will be
resolved through the award of points for established local
presence, proposed hours of service, or locally originated
programming. The point system would encourage mutually
exclusive applicants to share their stations with other
applicants.

- APPLICATION FORMS ARE NOT YET AVAILABLE. The Commission
is likely to begin accepting applications in a few months.
The Commission will provide 30 days public notice before
accepting any applications. Application forms and information
on how to file applications for low power radio stations will

Dear Community Radio journalists, striking stringers,
emmasdancers and other alternative radio news workers,

Many people have been discussing setting up alternative
sources that allow cooperative production of alternative
news for community radio using the internet.

Based on a number of discussions, we were asked to come up
with a web site that meets these needs. The software that
operates the site is still under construction and should be
totally complete by Tuesday, (except for minor bug fixes)
but many of the features are already fully functional. There
is an explanation of the site and its features (and features
under construction) on the site.

the Department of Justice (DOJ) and the Federal Trade
Commission (FTC) and let them know that the public wants
guaranteed open access to the Internet through broadband
cable lines, and an investigation of the antitrust issues
raised by the proposed AOL/Time Warner merger.

Dear Chair Kennard, Assistant Attorney General Klein and
Chair Pitofsky:

As the country debates the implications of the proposed
AOL/Time Warner merger, why hasn't the public heard more
from the Federal Communications Commission (FCC), the
Department of Justice (DOJ) or the Federal Trade Commission
(FTC)?  I urge your agencies to conduct an immediate
investigation of how this merger will impact the public
interest, particularly in relation to anti-trust concerns
and the industry's commitment to open access to the Internet
through broadband cable lines.

In a January 2 interview with Time Warner-owned CNN, Time
Warner Chair Gerald Levin said that global media "is fast
becoming the predominant business of the 21st Century."  So
predominant that, according to Levin, the corporate media
are now "more important than government.  It's more
important than educational institutions and non-profits."

Levin argued that given the ever-increasing power and reach
of media conglomerates, "we're going to need to have these
corporations redefined as instruments of public service...
and that may be a more efficient way to deal with society's
problems than bureaucratic governments."

Should the democratic structure of our society really be
scrapped in favor of global corporate governance?  The
question is moot, claims Levin, since "it's going to be
forced anyhow because when you have a system that is
instantly available everywhere in the world immediately,
then the old-fashioned regulatory system has to give way."

Are the FCC, DOJ and FTC going to "give way"?

The AOL/Time Warner merger strongly suggests that the FCC's
stated policy of "regulatory restraint" around open-access
issues has failed to protect the interests of consumers.
Now that it will control Time Warner's extensive cable
network, AOL is likely to abandon its support for
open-access.  The FCC's prediction that "market forces will
compel cable companies to negotiate access agreements with
unaffiliated ISPs, preventing cable companies from keeping
systems closed and proprietary" seems to have been proven
wrong.

Even if AOL decides, out of good will, to continue to
support open-access, the degree of control a combined
AOL/Time Warner will exercise over Internet access and the
development of new media technologies shows that "market
forces" are no guarantor of democratic, competitive media.
The American public should not have to rely on the kindness
of corporate executives to protect its access to the free
flow of information.

Open-access is critical not only to assure the public of
fast, affordable connections to the Internet, but because
without it, the medium will increasingly grow to resemble
cable television, where content is controlled by a handful
of interconnected firms.  High-speed connections will do the
public no good if all they find on the Internet is the same
corporate-dominated, advertising-driven content they get
from traditional media.

An independent, dynamic and diverse media is crucial to a
healthy democracy. As the Internet becomes a more integral
part of the U.S. media, it is vital that democratically
accountable regulatory agencies step up and assure that the
public interest is the overriding factor in the development
of these new technologies.  I urge the FCC to act now to
create rules to guarantee open access.  I urge the DOJ and
the FTC to investigate the antitrust issues involved in the
merger as well.

Whereas:

-- The UC Regents' decision to eliminate affirmative action
at the University of California in the summer of 1995 was
the trigger-point of the attack on affirmative action in
higher education across the country. That attack has grown
into a nationwide attempt to reverse the 1954 Brown v. Board
of Education US Supreme Court decision outlawing segregation
in public schools and to reverse all the progress toward
integration and equality achieved by the civil rights
struggles of the 1950's and 1960's.

-- The Regents' 1995 decision was a grave mistake; it has
dramatically narrowed educational opportunity for black,
Latino and other underrepresented minority students in
California and has helped set in motion a very destructive,
racist political process across America.

-- A California Superior Court Judge has ruled that
Proposition 209 does not prohibit affirmative action for the
purpose of equalizing educational opportunities--so the
reversal of the ban on affirmative action could have a
direct effect on stopping the resegregation of the UC
system.

-- Reversing the ban on affirmative action in the UC system
would send a powerful message across the country that the
attack on affirmative action and integration is a historic
mistake, that it must not continue, and that it must be
reversed.

-- The Regents' ban on affirmative action has hurt the
reputation of the UC system. Increasingly, some of
California's most talented black and Latino students leave
California to enroll in other universities rather than
attend campuses where the Regents have told them they are
not wanted.

-- UC Regent William Bagley is attempting to get the 1995
ban reversed by the regents and is confident this is
possible. But Regent Bagley's effort needs public support
and pressure on Governor Gray Davis and other regents to
stand up now and do the right thing.

U.S. Senate Candidate Calls for Reparations Set-Aside in
Appropriations to Turkey

         Jan Tucker, a candidate for the California Green
Party nomination for United States Senator in the March 7
primary election, is calling for legislation to levy a 10%
surcharge on all American aid to Turkey to pay reparations
to survivors and families of survivors of the World War I
Armenian genocide.  Tucker's proposal is that upon passage
of any budget by the United States Congress, 10% of all
final aid to Turkey would be impounded and distributed by a
commission to be selected from prominent Armenian-American
organizations to holocaust survivors.  The payments would
continue until Turkey publicly acknowledges the Armenian
genocide and begins making its own reparations to its
victims.

         In addition to calling for this set-aside to aid the
victims of Turkish genocide, Tucker has announced a
ten-point foreign policy statement which emphasizes a
reorientation of U.S. relations with Turkey:

1.  COMPLETE CUT-OFF OF MILITARY AID TO TURKEY UNTIL IT (a)
ends its participation in the blockade of Armenia (b) stops
its war against the Kurdish people and grants independence
or autonomy to the Kurds based upon an internationally
supervised plebiscite (c) ceases army and paramilitary
repression of its own people, journalists, and religious
dissidents.

2.  COMPLETE CUT-OFF OF AID TO PERU UNTIL IT (a) Frees
American Journalist Lori Berenson and all domestic political
prisoners held without trial and due process (b) Ceases all
domestic repression.

3.  Cease all military aid to Columbia (third largest aid
recipient after Israel and Egypt) since one of the effects
is to aid and abet drug dealing by the military forces that
are supposed to be combating it, while giving Columbia a
disincentive to bargain in good faith with guerilla forces
who have legitimate grievances against the government

4.  Adopt the Irish government's policy of "activist
neutrality" by supporting peacekeeping missions to keep
combatants at arms - length while protecting civilian
populations under United Nations auspices.

5.  Ban investment in Murma (Myanmar) until democracy
prevails in that nation.

6.  Oppose membership in international organizations,
investment by U.S. firms, and foreign aid for Eastern
European nations that permit persecution of the Roma
(Gypsies) and fail to adopt equal opportunity/affirmative
action policies to remedy past discrimination.

7.  Seek United Nations sponsored commission on World War II
reparations to Roma community, Gays, and other groups
persecuted who have not been compensated for their losses
and suffering.

8.  Wherever possible, engage in policy of constructive
engagement rather than sanctions if human rights aims can be
achieved timely and with lessened chances for armed
conflicts; utilize sanctions where those remedies reduce the
risk of armed conflict in a given situation.

9.  Incorporate European social compact type provisions into
NAFTA and all other United States Trade Agreements.

10.  Ban the export of prison made goods.

In 1994 and 1998, Tucker, who was a founding Vice President
of the Western Region of ARAMAC, the Armenian American
Action Committee, ran for California State Treasurer on a
platform demanding that the State Teacher Retirement System
divest itself of UNOCAL stock to protest that company's
investment in the Azeri Caspian Sea oil fields.

Proposition 21 is yet another example of "zero tolerance"
for our youth. Just as the Decatur School Board chose police
intervention over educational intervention, California
voters are being asked to dismantle the juvenile justice
system and eliminate the current emphasis on rehabilitation.
In addition, the 43 page ballot measure would reduce
judicial discretion and according to the California
Legislative Analyst's Office, would cost the taxpayers
hundreds of millions of dollars annually.

California's laws already are among the toughest in the
country. Right now, the law allows 14 year olds to be tried
for murder and receive an adult sanction. Last year the
California legislature passed its own juvenile crime bill,
SB 334, which holds that any child at least 16 years old,
with a prior felony, automatically goes to adult court.
Judges can, and currently do, send younger kids to adult
court at their discretion.

Prop. 21, if it passes, will send juvenile offenders to
prison with hardened criminals. It is proven that kids who
receive an adult court sanction commit more crimes and
return to prison more often than kids who are sent to
juvenile facilities. Furthermore, Prop. 21 will cost
California billions of dollars. This money shouldn't be
spent on more prisons. It should be spent on prevention.
It should be spent on education. It should be spent on
rehabilitation.

We are increasingly becoming a nation of first class jails
and second-class schools. Most rural and urban schools are
not wired for the Internet, but nearly all of the jails are.
The United States is spending an average $5,500 per year to
educate a youth, and almost $20,000 to lock up a youth.
Right here in Downtown Los Angeles you have a 400 million
dollar "glamor slammer" just waiting for more young
customers while at the same time the Los Angeles Unified
School District is in crisis. These two issues are
inextricably intertwined.

This jail-for profit industry is becoming a source of
international shame and disgrace. Of the two million
Americans in jail, 90 percent are high school dropouts, 92
percent are functionally illiterate, with a 76 percent
recidivist rate. We are often tempted to think of China as
an oppressive country, but we incarcerate 500,000 more
people in this country despite the fact that we have less
than one fourth the population of China. The poor and the
unlearned of this country are becoming fodder for the growth
of the jail/industrial complex. This is not right.

It's hard to avoid the conclusion that the U.S. system of
punishment isn't about crime or justice, but rather is about
social control. We lock up our poor, our uneducated, our
unruly, our unstable and our addicted, where other countries
provide treatment, mental hospitals and care. The financial
costs of maintaining such a system are staggering.
Operating prisons this year will cost about $40 billion.
Our states now spend more on prisons than on universities.

The human costs are incalculable. Young people arrested for
drugs are brutalized once in jail. Prison becomes their
university. Its lessons are not uplifting. The U.S. imposes
the longest sentences in the industrial world, locking
non-violent offenders into the prisons with the worst
conditions that provide the least treatment. The offender is
violated, hardened, and then released into a society with
hope cut off. Not surprisingly, recidivism rates are
staggeringly high. No wonder the stocks of the corporations
now competing to privatize prisons are sky-high: the market
is locked in.

Cowardly politicians play on people's fears and hatreds and
perpetuate the crime of punishment. It isn't hard or clever.
Conservative Republicans became the party of white sanctuary
in the South by using law and order as a code for racial
fears. New Democrats thought it easier to switch than fight.

Three strikes and lifetime jail, two strikes and out,
racially biased laws on crack versus cocaine, mandatory
sentences, macho work camps, even the death penalty - all
became grist for campaign ads to prove they were tough
enough to govern.

Last Friday, Governor Gray Davis announced his support for
Prop. 21. He, like so many politicians, does not have the
courage to tell Californians the truth: the prison system is
a crime against justice; the punishment complex a moral
outrage. Lives are being lost and ruined, billions wasted,
and crimes abetted because we choose to lock people up
rather than help them up. Robbing our youth of the
opportunity for rehabilitation, education and prevention
programs is detrimental to both the individual child and
society as a whole. When Californians go to the polls on
March 7th we should remember that macho posturing by
politicians is not the same as good policy.

Proposition 21 is unnecessary and ineffective and will only
make matters worse for California's youth and for California.

STRIKING PACIFICA RADIO JOURNALISTS LAUNCH FIRST "STRIKE CAST"

NEW YORK -- Pacifica Radio's top free-lance reporters and
contributors, who struck the Pacifica Network News on
January 31st to fight what they say is rampant censorship
throughout the 50-year-old community-radio network, today
launched an alternative news broadcast. The half-hour,
magazine-format program will be made available to the nearly
70 affiliate stations across the country that currently air
the Pacifica Network News (PNN).  The broadcast will be
aired via the Internet on the strikers' web page, and
strikers hope to put up a cast at least once a week with
stories from around the country and around the world.

"Many of Pacifica's best-known reporters are now on strike,"
said Eileen Sutton, one of the strike's organizers.  "And we
don't want this strike action to hurt either the sister
stations or the affiliates in any way, so we felt offering
an alternative to the current PNN cast would be the best
solution for everyone," Sutton added.

The striking reporters are backed by numerous organizations
concerned with civil liberties, including Media Alliance,
Fairness and Accuracy in Reporting, The National Lawyers
Guild (L.A Chapter), the National Writers Union and Project
Censored.  Over a hundred academics and scholars, including
Noam Chomsky and Angela Davis, have also signed a petition
supporting the strike action.  All the signers have agreed
not to give commentary to Pacifica Network News until the
strike issues are resolved.

Since the strike letter was delivered to management, more
stringers have officially joined the action, while many
reporters from around the country and around the world say
they are unofficially honoring the strike line.  One
Pacifica-affiliate station, KCSB in Santa Barbara, has
already stopped running PNN to protest censorship at the
network, while other affiliates are reported to be
considering a boycott of PNN as an act of solidarity with
the striking reporters.

All of the strikers' written materials, demands and actions
have been directed toward Pacifica management.  Except for a
press release whose contact was PNN's current news director,
to date management has not responded directly to the
striking reporters.  Strikers say repeated requests for
written or taped responses from Executive Director Lyn
Chadwick have also been ignored.  They say a phone number
for Chadwick has also been difficult to find.

Pacifica has long been a bastion of free speech--from
broadcasting Allen Ginsberg's "Howl," to defying the HUAC
witch hunts, to airing the com-mentaries of death-row
journalist Mumia Abu Jamal. But in light of censorship at
Pacifica, which the Washington Post recently described as
"cowardly radio" and "Soviet-style journalism," the striking
journalists are demanding that Mary Frances Berry, who
chairs both the U.S. Civil Rights Commission and the
Pacifica Foundation's National Board, publicly renounce
censorship throughout the network, reassert the editorial
independence of Pacifica's local and national-news divisions
and bring back "reassigned" news director Dan Coughlin.

The striking journalists comprise a majority of active
contributors and reporters to Pacifica Network News, a
daily, half-hour news program that airs on some 70 radio
stations nationally. In a recent two-month period, nearly
70% of Pacifica's stories came from its stringers.

"Project Censored fully supports the strikers at Pacifica,
who are striking not for wages, not for benefits, but for
the freedom of information.  That takes a lot of courage,
and we applaud their attempt to make true progressive news
available to the entire nation," said Peter Phillips,
director of Project Censored.

CALIFORNIA ONLINE VOTER GUIDE DEBUTS ON THE NET

Nonpartisan web site serves as election portal

Sacramento -- Today the California Voter Foundation launched
the new California Online Voter Guide, a nonpartisan web
site to help voters prepare for the March 7, 2000 Primary
Election. The guide is available online at:

"The California Online Voter Guide is a trustworthy portal
through which voters can explore the rich and growing
election resources the Internet now offers," said Kim
Alexander, President of the California Voter Foundation and
co-creater of the guide. "People are busy. And they're
confused about elections. It's no surprise, with so many
choices to make," she added, noting that 20 state
propositions will appear on California's March ballot.
"Thanks to the Internet, voters can finally make informed
decisions. There is a lot of great information online, and
CVF's guide helps voters find it."

The California Online Voter Guide is a nonpartisan
clearinghouse of election information and web site links
produced by the nonprofit organization for every statewide
election since 1994. Now in its sixth edition, the 2000
voter guide serves up information on 174 California
contests, including the state propositions, the Presidential
election, congressional races and state legislative
contests. Within the guide voters will find hundreds of
links to official campaign web sites, phone numbers for
campaign offices, and campaign contribution information to
help voters follow the money.

"CVF's online guide pulls together a wide assortment of
information and puts it all in one place that's accessible
to voters 24 hours a day," said Saskia Mills, CVF's Managing
Director and co-creator of the guide. "Voters can rely on
our guide to help them sort through their ballot choices and
make sense of this year's election."

CVF's voter guide is easy to use and navigate, with light
graphics and a clean design. The guide is free to users,
free of advertisements, and funded by donations from
foundations and members. CVF's guide will be frequently
updated throughout the 2000 election season, with new

contributors for and against each state proposition, and an

I am writing about the upcoming Pacifica Foundation board
of directors meeting that will be held in Washington, DC
the last weekend of February 2000. Media Alliance, a San
Francisco-based media advocacy nonprofit, helped organize
delegations of media activists to attend the last two
board meetings. The presence of these delegations sent an
important message to Pacifica board members that listeners,
staff, local advisory board members, and community organizers
throughout the network are going to hold them accountable
for acts of censorship, misuse of funds, anti-democratic
structural changes to the organization, and acts that signal
the Pacifica leadership's willingness to abandon grassroots
reporting and progressive politics.

I ENCOURAGE YOU OR YOUR ORGANIZATION TO ATTEND OR SEND A
REPRESENTATIVE TO THE UPCOMING BOARD MEETING FEBRUARY 25-27
TO COMMUNICATE TO THE PACIFICA BOARD YOUR CONCERNS ABOUT THE
DIRECTION OF THE NETWORK. The board members need to know
what you think about their recent actions which range from
spending half a million dollars on armed guards and P.R.
to close down KPFA radio this past summer to conducting
a campaign of censorship against staff who report on the

Avery Brown of the Pacifica Network News). The board meeting
also presents an opportunity for reformers within the network
to talk to and strategize with each other something that is
incredibly important considering that Pacifica has spent so
many years trying to divide station from station, union
staff from non-union staff, and staff from listeners.

February 2000 board meeting will be the Alliance for
Progressive Radio, based in D.C. You can reach them c/o

are in the works, including a Friday night panel discussion
being planned by the Unitarian Universalists for a Just
Economic Community. The tentative location for the event
will be at the Universalist Church, 1810 16th Street, NW.

day and evening on Saturday. When the dates and times of
these and other events are determined, they will be posted
at <http://www.freewpfw.org>. Within the next few weeks, the
official Pacifica board meeting schedule should be posted at

The communication among organizations and individuals who
are fighting for democratic structural changes and radical
programming at Pacifica has been far from perfect. We don't
all agree on the changes that need to be made and the
methods by which to achieve those changes. But we can
probably agree that most of the board members have made
little effort to seek out our perspective on the issues
and need to hear it loud and clear.

In addition to attending the board meeting, I encourage you
to meet with the national board members from your area and
to get them to propose resolutions that reflect the needs
and interests of your signal area for example, resolutions
regarding censorship, financial transparency, and democracy
at Pacifica. Or, if you think as I do that most of these
board members should resign, please show up to the meeting
and tell them so.

Here's hoping that we can transform Pacifica from the bottom
up into a relevant, politically radical, diverse, independent
radio network.

Mexican Authorities Accused of Mistreating Student
Protesters

Human rights groups are accusing Mexican authorities of
mistreating students arrested earlier this month for their
involvement in a strike that shut down the National
Autonomous University of Mexico for 9 months. 745 student
and teachers were arrested in the crackdown, about 265
remain in jail facing charges from theft to terrorism. Last
week, about 100,000 people marched in Mexico City,
demonstrating for the release of the prisoners. Free Speech
Radio News' David Bacon has just returned from Mexico
City...He tells host Judy Campbell that residents there are
showing overwhelming support for the students strike.

Upset in Zimbabwe

By a slim margin, Zimbabwean voters handed a defeat to their
president, the International Monetary Fund and the World
Bank. Voters turned down a sweeping constitutional revision
giving President Robert Mugabe vast new powers. Patrick Bond
reports from Johannesburg on the issues at stake.

Utah's Anti-Gay Adoption Policies

The state of Utah's Department of Child and Family Services
issued a policy in November allowing state adoptions only to
married couples. Advocacy groups filed suit, saying the
rights of gays, lesbians and unmarried couples are being
violated. Now, the battle has moved to the state
legislature, which is considering bills to make the policy

Dear fellow progressive activists,

We are writing to ask you to support the strike by freelance
reporters of Pacifica Network News (PNN) by signing the
attached statement of support.

Since the crisis at KPFA Radio last spring and summer, when
armed guards were brought in to lock out the KPFA staff,
Pacifica management has repeatedly censored or altered PNN
news stories and public-affairs programming, or prevented
segments of programs or whole programs from being aired. In
November of last year Pacifica news director Dan Coughlin
was "reassigned" after airing a story describing a boycott
by sixteen Pacifica affiliates over the issue of censorship.
More recently, news anchor Verna Avery Brown has left
Pacifica over issues including censorship and a trend away
from progressive coverage in Pacifica's national news.

The strikers' demands are that Coughlin be re-assigned as
news director and that Pacifica renounce censorship of the
news throughout the network. The striking journalists
comprise a majority of active contributors and reporters to
Pacifica Network News, a daily, half-hour news program that
airs on some 70 radio stations nationally. Those committed
to the strike include journalists from ten states and four
continents. Virtually the entire news staff of the network's
flagship Berkeley station, KPFA, and its New York station,
WBAI, are supporting the action. The demands have been sent
to the Pacifica governing board. Since they have not been
met, the reporters have begun a three-month strike. The
reporters' January 24, 2000 letter to Pacifica management,
describing the censorship and their demands for change, can

Since its inception, Pacifica has been a bastion for free
speech. For fifty years Pacifica has been a voice of protest
against repression and injustice, and an invaluable resource
for progressive movements. We cannot afford to lose it.

Pacifica Network News relies on interviews with progressive
activists. One way you can support the journalists' strike
and fight censorship is to refuse to "cross the picket line"
by refusing to provide comments to the reporters of Pacifica
Network News. We urge you to refuse to support PNN in any
way until they have ended their policy of censorship. Note
that the news staff of the five Pacifica stations -- KPFA,
WBAI, KPFK, KPFT, and WPFW -- and the news staff of
Pacifica's _Democracy Now_ show are not on strike: please
continue to provide interviews to them.

Please sign the accompanying petition to affirm your
opposition to censorship of the news by Pacifica management
and to affirm your refusal to be interviewed by PNN
reporters or any other journalists who intend to provide a
news report to PNN. This petition will be sent to Pacifica

INTERFAITH RELIGIOUS LEADERS OPPOSE PROPOSITION 22

THE MASQUERADE OF PROPOSITION 22

In 14 deceptively simple words, Proposition 22, the "Limit
on Marriage" initiative, has the potential to harm people
all over our state - people who are our daughters, sons,
loved ones and neighbors.

That's why our religious faith commands us to stand together
and oppose Proposition 22.

This initiative is not really about marriage.  It is about
discrimination. Its supporters claim they want to define
marriage in California as only between a man and a woman.
However, California law already does that.  In fact, no
state in the nation now recognizes same-sex marriage.
Proposition 22 is both unnecessary and morally wrong.

THE INJUSTICE OF THE INITIATIVE

When similar laws have been enacted in other states, they
have been used to roll back the civil righs of gay and
lesbian families. Proposition 22 is only one of many efforts
across the nation to limi the rights and freedoms of a
sexual minority.

The initiative seeks to deny equal treatment of certain
individuals for what they are.  That is unjust and will only
serve to codify bigotry. Religious people affirm the
centrality of justice and stand together in opposition to
Proposition 22.

NOT THE MANDATE OF RELIGION

It is troubling that so much of the support for Proposition
22 is cast in religious language.  Why is it that so many
cannot remember the basic religious teaching that we - all
of us, straight and gay and lesbian - are children of God,
the Creator of the Universe.

The love that God calls us to, the love that binds two
people together in sincere and devoted commitment, is
accessible to all God's children.  We urge you to remember
the fundamental religious principle that we are all created
in the image of God and discrimination and injustice will
not be tolerated.  You can do that by voting "No" on
Proposition 22.

PROPOSITION 22 DOES NOT FOSTER FAMILY VALUES

How can two loving adults coming together to form a family
harm family values?  We do not believe our families and
marriages and communities are so fragile and shallow that
they are threatened by the love between two adults of the
same sex.

At the same time, Proposition 22 is unconscionably silent on
the real problems facing California's families.  This
initiative will not prevent infidelity, divorce, chaos, and
spousal abuse or teenage parenthood.  Nor will it address
the issues of poverty that shatter so many families.
Instead, it singles out one group - a sexual minorty - and
promotes fear and division within this state.

As people of religious faith, we seek to love our neighbors
as ourselves and call upon all Californians to join us in
voting "No" on Proposition 22.

** Community Development Block Grant:

ANALYSIS OF ADMIN'S PROPOSED BUDGET FOR CDBG & SET-ASIDES -
HUD's proposed "Community Development Block Grant" budget
for FY2001 is $ 4.9 billion - but not all of that money
actually would go for formula allocations.  In recent years,
about 12% of the announced amount for CDBG actually went to
a variety of "set-asides", specific programs for which
jurisdictions or nonprofits must apply. Some set-asides have
been for activities related to the CDBG principle of
improving communities principally for lower income people.
However, in the last few years a growing amount of pork
barrel projects have been larded in. As proposed by HUD,
such pork products would be cut from the budget and only the
more traditional set-asides would get funds, amounting to
8.5 percent of the CDBG budget.  For more information
