Working towards uniting, reproduced are writings which are under discussion in
Delhi, are pertinent & the theme herein can be used by others with same
objectives:

   Scattered initiatives don't have a lasting impact and will not make
politicians or bureaucrats sit up and listen and act to address our grievances.
If we are to succeed in curtailing what appears to be an increasing dosage of
governance lapses, to make elected representatives accountable for not making
the governance machinery work in public interest, to make public servants
perform in public interest, it is time for working on same issue activists to
come together. It is time for them to say with one voice 'enough is enough' we
demand a better governed India.  How to achieve this?

   There are numerous activists and numerous shades of activism across India
today. Some are there because it provides a vocation, and not necessarily
because they are espoused to a cause. The cause could well be simply be
providing daily bread. There are doubtless many who are devoted crusaders. Some
work selflessly towards a cause in public interest, constantly giving but not
expecting any personal return. Others, doing serious and useful work but perhaps
driven more by the satisfaction of a personal ego or for a personal agenda. 
Initiatives of all types are scattered initiatives, dissipating precious energy
and resources, until they unite for success.

   Fundamentally all activism, if serious, results due to some failure in the
functioning of the governance machinery from the manner that we expect it to
function for our common good.

   We elect our representatives into government in the expectation that they will
make the administrative machinery work as desired by us. It is for this reason
that we are constantly reminded to exercise our right of franchise and to do it
with care, so that we elect representatives who will work in our interest, and
who can be held accountable to us, the voters. In the present political process
candidates chosen by political parties are imposed on the electorate, so the
choice for the voter is between parties and not between 'suitable' candidates.
Ergo the accountability of those elected is to party bosses and not those who
cast their votes at the ballot box, with much hope for a better tomorrow. It is
this process of electorate hoodwinking that leads to the apathy of the
governance machinery. This in turn is the cause of some spirited individuals
take up the cudgels to fight for the right of the common man. The fight being to
enforce accountability of those elected by us, and of the bureaucracy appointed
to work in public interest. To enforce delivery of programs promised and set in
motion by elected representatives. To enforce fundamental rights of the citizen.

   Is it possible to win such battles through scattered initiatives which are
like pin pricks in the side of an elephant?  In our state of governance,
accountability cannot be enforced if we are divided in the pursuit of our goals,
if we are unclear in our objectives and if we fail to voice our demands in
unison. Nothing will work unless accountability is enforced, and accountability
cannot be enforced by scattered initiatives.

   Most people recognise the good in uniting. So where is the problem? Scattered
initiatives result when those in the lead have personal agendas and thus unable
to work with others, are driven more by personal ego then the desire to work for
the common good or because they seek personal glory.

   Our firm belief is that if you are working for the common good then you have
to give your time and effort without expecting any kind of self gain at the end
of the day. Any public rewards, if important to persons in the lead, will come
spontaneously from those whose life has improved as a result of our selfless
efforts. The hapless will always thank you for your help. This has been the case
with all leaders (past and present) who are revered today as having truly
sacrificed for the common good - Mahatma Gandhi, Martin Luther King, Mother
Theresa.....and contemporaries such as Baba Amte, Anna Hazare.

   So if you are serious about the success of your efforts and those of the group
you helped create, there are a few simple leadership style changes you can start
with:

   Ø      Do not insist that all communication go out in your name, simply
because you are the leader of the bunch.

   Ø      Do not insist that you and you alone interact with media, because you
feel that only you can handle the press interviews best - insist on any and
everyone fielding questions by rotation having first discussed and agreed common
objectives.

    Next how do you achieve unification? Here are some thoughts.

   Ø      Coin a unifying name  ---  Lets call it, Mumbai - Delhi Sudhar Andolan
(MSA - DSA) for the purpose of this note.

   Ø      Let this then be the umbrella group under whom all activists unite.

   Ø      MSA - DSA should have a committee of at least one leader from all
groups, with no chairperson. All public statements to go out with all signatures
each time.

   Ø      Have different persons as spokesperson for different topics - this
person will be the acknowledged centre of expertise on a topic.

   Ø      MSA - DSA should not attend any TV show as no one person can possibly
attend. On a subject the subject basis, acknowledged experts alone should be
eligible to attend. Print media off course should have a unified statement.

   Ø      In any dealing with politicians all representatives should be present
as a unified group with no single spoke person. This gives the perception of
unity as well as strength of numbers.

   Ø      In internal meetings, one person needs to act as a secretary to bring
together an agenda, to regulate the meeting. This secretary should be by
rotation changing every two months.

   By adopting these principles, the unification is one in principle for a common
objectives set for MSA  - DSA. In all other respects it will be a loose coupling
of like minded activists coming together with a common set of objectives and not
interfering the other activities of the group members, but being supportive
where there is synergy in objectives.

   Lets us try to work together!

Introduction

Looking at the present global scenario, when global warning is a much
discussed and debated issue, carbon revenue has become an innovative
funding mechanism for NGOs, Corporate and Public Sector Units. In
this context, development agencies can make interventions that would
help them earn carbon funds. For this appropriate projects have to be
conceptualized, developed and implemented. This involves learning of
tools, techniques and information required within the existing
development interventions currently run or likely to be run in future
viz. related to Natural Resource Management and Energy.

Objectives of the Training:

how it can generate funds

This session is designed to provide hands-on experience to the
participants on developing the necessary documentation for carbon
financing. They will be provided all the background information and
they will themselves will be using the tools and techniques to
estimate the emission reductions, the potential funds that can be
secured, the relevant time frames etc.

Site Visits to Project securing CARBON Finance: VSBK, Datia

This session will expose the participants to one of the projects in
the vicinity actually earning carbon finances. Here the participants
will be demonstrated the real-time mechanisms of generation of carbon
credits, the necessary documentation and the other measures required
for carbon financing.

Course Eligibility

Professionals working in NGOs or other agencies and who possess an
interest in Energy and NRM related projects and its relation to
carbon revenue.

Resource Persons

Mr. Udit Mathur

Mr. Udit Mathur, Programme Manager, Development Alternatives is an
economist from the Delhi School of Economics, New Delhi. He has 5
years of experience in the field of designing, developing and
facilitating projects for earning carbon revenues. These projects
range from energy conservation and efficiency in large hotels and
small brick kilns to renewable energy generation through hydro power
plants and biomass and biogas based systems. He has also been
extensively involved in training and capacity building of various
stakeholders such as the government officials, industry personnel,
NGOs and consultants on these issues. He is abreast with the
technical, financial and procedural issues related to carbon
financing and has been applying his knowledge to develop and
facilitate projects that lead to livelihood generation and overall
sustainable development.

Dr. Anish Chatterjee

Anish has done a doctorate in Agriculture and Climate Change from the
premier Indian Agriculture Research Institute, New Delhi. He has
worked with Development Alternatives and GTZ in their programmes on
climate change and has been closely associated with project
development and facilitation on securing carbon revenues. He has
extensive experience in the documentation and regulatory arena of
carbon financing. He has also organized several training and capacity
building workshops on carbon financing and has trained personnel from
different sectors.

Also we will be arranging a guest lecture in between the training
program. The lecturer will be sharing his/her experiences and funding
opportunities in the area of Carbon Revenue.

Dear Members,
 
I live in a Housing Society in Mumbai.  An election was held for the Managing Committee and members were elected.  They selected mong themselves President, Secretry and Tresurer.  Then certain residents of the society, politically powerful, did not allow the committee to function.  Those who got defeated at the elections also joined these powerful forces.  The duly elected committee members were threatened, the staff were man handled,  notice boards were broken and terror was created.  One by one, the elected members started resigning.  Then the Managing Committee coopted some other residents into the committee.  Over period more resignations of elected members followed, more copted members came in and even President and Secretary were coopted.  And today, there is none on the Managing committee who is an elected member.  The committee today consists of President and Secretary not elected by the general body and Treasurer who was defeated at the Elections.  The other members of the committee are also coopted ones.
 
In this situatiion, whether this Managing Committee is legal?  
Whether the decisions taken by this committee would be legal? 
What are the rights of the residents in this situation? 
Which authority should be approached for settiing the situation right?
 
I request Members of Karmayog to please guide.

Report on the Karmayog Friday Meeting of 29th Aug., on Cancer

11 persons attended the Karmayog Friday Meeting on Cancer

The various problems relating to cancer were discussed under the following broad categories:

 

1. Awareness and periodic check-ups

2. After detection - information

3. Treatment - place, type, cost

4. Post - treatment


5. Alternative treatment / therapies

6. Misc. / Others

Problems / Issues


Several persons who were interested in the topic of cancer, and who could not attend, had filled in the 'Take Action Forms' and submitted the same. The issues / problems raised by them were also listed for discussion at the meeting.
 

  1. Financial assistance

  2. Support systems (emotional, nutritional, caregivers, etc.)

  3. Steps / time / types of treatment

  4. Children suffering from cancer

  5. Awareness of cancer  - amongst all groups

  6. Behaviour of hospital staff

  7. Statistics / trends (e.g.: 850-1000 patients register every day at the Tata Memorial Cancer Hospital)

  8. Medical insurance

  9. Lifestyle changes (Habits, lack of exercise, lack of hygiene)

  10. Lack of research on alternative therapies

  11. Availability of prosthetic products 

  12. Population (numbers involved are so large, that it is difficult to find solutions)

As many of the organisations and individuals who attended the meeting were working in the area of creating ‘Awareness on Cancer’, a detailed discussion on taking ‘Action Steps’ for creating awareness on cancer followed. The following points were discussed:

 

Action Steps for creating ‘Awareness on Cancer’

1. Involving media
- Contacting people who write about cancer , cancer related articles
- creating mass awareness through media (print, TV, radio, etc.)
- publicity of causes and symptoms

2. Legal / Procedural issues

- enforcing smoke free laws
- ban on chewing of tobacco

- production of tobacco and cigarettes to be stopped

- rules regarding public service messages for private channels and movie theatres(encouraging this as a CSR activity)

 

3. Awareness for youth and community
- programmes in schools and colleges
- involving mandals and community groups – distributing leaflets, awareness talks

4. Developing content for awareness

- organizing competitions for songs, street plays, posters on cancer
- film makers and sponsors needed for creating awareness films

 

5. Reaching rural areas / underprivileged groups

- working with gram panchayats to spread awareness
- sponsor of films in regional languages on TV especially for rural areas
- display of posters in public places such as bus stops

 

6. Making cancer a national issue (such as HIV / AIDS)

- using the Bloomberg Philanthropies sponsored global programme to reduce tobacco use in low- and middle-income countries as a means to achieve this

Coordinator needed to implement the Action Steps for ‘Creating Awareness on Cancer

It was agreed that a coordinator would be needed to take ahead the Action Points listed for ‘creating awareness on cancer’. V-Care Foundation agreed to help identify a suitable person for this, and Karmayog agreed to help with the funding for the co-coordinator’s salary.

Financial support for medical treatment

Underprivileged patients diagnosed with cancer find it difficult to raise the money required for their treatment.


Sarika from the Rangoonwala Foundation, that runs a Medical Assistance Programme, offered to prepare and circulate a note on how the procedures such patients should follow to avail of grants and donations from trusts and other sources.

 

The Rangoonwala Foundation is also soon publishing a directory of 250 + organizations that offer medical assistance.

Other Points raised:

 

Some other points were also raised, for which more information is needed. These are:

 

1. Medical insurance:
- cancer treatment aspects with insurance policies
- group insurance for underprivileged groups

 

2. Moral responsibility of agencies who conduct cancer detection camps
- NGOs and other agencies that conduct cancer detection camps also further help those detected with cancer, to get in touch with doctors, specialized agencies, etc. as required, especially in the case of underprivileged groups

3. Guidance through telephone
- e.g.: V-Care Foundation has a Cancer Helpline: 1-800-2091101

 

4. Financial Support Systems
 - for families of the patients (where earning member may be affected with cancer)

 

5. Co-ordinating body for cancer related NGOs in India
 - Cancer Care India, based in New Delhi

 

6. Family history of cancer

- whether family history of cancer creates a chance of greater risk

Kudos to Jyoti Punwani for her report “Beyond Religion”(STOI 31 Aug). It was a
whiff of fresh air in otherwise suffocated media hype by highlighting 
individual cases of those  Muslim celebrities who are reported to have been
discriminated because of their religion, while Hindu activists  accused them of
fabrication  .Let the people of all religions know that following the icons or
worshipping a diety is beyond one's religious allegiance .There are umpteen
Sheelas, Parmars , Roheras and other Hindus who faithfully visit /follow Haji
Ali, Haji Peer  or Rafiq Shah Baba . There are many Muslims also who equally
worship Lord Ganesh , especially during Ganeshostav. Sai Baba is worshipped by
all communities.

If a few   Muslim celebrities did find it difficult to get accommodation in
Mumbai in a particular society, they should better have introspection for the
likely reasons  other than their religion .  I am a part of  an Housing society
which has  30% Muslims  and rest 70% consist of Hindus and other  communities.
Here we must also accept a difference in fundamentalists. While the Muslim
fundamentalists immediately issue fatwa or boycott of those who worship any
Hindu idol , as it is “Butparasti”; no such boycott is heard  from Hindu
fundamentalists if some one is found worshipping Haji Ali, Haji Peer or Rafiq
Shah or Ajmer Sharif . Now to create positive vibes Jyoti or someone of her ilk,
should point out names of non-Hindus ,if there are any ,who regularly visit
temples. If there are such cases, then please highlight . My appeal to media or
celebrities will be to always encourage   positive and not negative  feedback. .

When i reached patna jn yesetrday at 3.45 pm. I saw so many couple with their children are on plateform. A small girl (8-10 years) was asking with their father : papa ho, aehi tham rahaba, katto jan pahchan nae chhou tora ke patna me (Dad, where are we going to stay? We don't know anyone in Patna?)?

I stopped for a while and realise the pain of these family.
I went BGVS office bcz, 5 families of my frinds are staying there. Jaise hi pahuch, laga unko ki koi mera hamdard aa gaya. 2 minute ki shanti aur aankho me aanshu par jajwat par kabja karne ki koshish.  hal chal me malum hua ki sab kuchh chala gaya. Jab shankarpur (Where we used to measure malnutrition grades of chidlren) , murliganj, kumarkhand, singheswar blocks ke nam aaye to mere liye bhi mushkil tha dukh chhipa pana kyoki, hamne apne samajik jeevan ka pahala path inhi area me pada tha 1993 mein.

Maine puchha kaha hai mere bindeshwari mandal, rekhaji, bhimji, anita ji, savitaji, vibhaji and a dozen frinds? them told traceless!! kisi ko koi pata nahi ki kaun kaha gaya?
Leelawati ek sarpanch hai aur meri achchhi dost hai, apne sas, bhawaj, 4 chhote ladake etc ke sath thahari hai, in bindu par kuchh nahi bol payi, sirf yahi kahi ki aha (you) aa geliyai, hamara khusi bhel.
Mahanad who is cook of BGVs said, dharmendar bhaijiho, hame yaha chhiyai aa hamar patni khurda (a village) me phasal chhai, ki kariyai.
Suresh shashi has come with his wife and 3 children sai, Bhaiji, hamara ke ette kam dilayi da, ham madhepura ja ki ki karbai.
5-6 bachche, jo sirf tukur-tukur hame dekh rahe the.
Aage dusare dera par jab gaya to kafi rush. Mai samjha ki tij (a woman' festival) ka rush hai, par jab najdik gaya to dekha ek 10x12 ke kamare men 27 log hai aur wo sab flood area se aaye hai.
Aisa marmik scene jab patna ka hai to udhar kya hoga, yahi sochate mai apna dera aa gaya.
 
Actually I was far from these area and only on phone contact and news contact. When i had asked to our frind to go there, they stopped me and told what benefit of your coming. They advised me to keep patience. when i told i am coming with relief they gave a lot of ideas. We have also collected some cloths. now we are going with a planned way.
Yesterday we have finished a meeting with Umeshji, manoj sunil, bir bahadur (all youth from patna) and sanjayji, ganeshji (on phone). then our previous plan vanished. We had decieded to organise 5-6 camps for 3 dist and distribute, polythene for shelter, food packets, medicine and cloths. But in new situation on yesterday meeting we decieded to provide food packets only on first time and also for 2 dist first. Sanjat told it will be inhuman if we organise camp in beldaur (Khagari) because Madhepura is more effected and food packets are needed there. Sanjay belongs to khagaria but he preffed to go Madhepura first. In Kharagia relief was more satisfactory also, but in Madhepura in above said blocks are routless.
We decieded as below:

  • Tonight Umeshji, Manoj,  Sunil and i will start from Patna with materials. Today we are going to purchase materials.
  • Tommorrow we shall prepare packets and the next day we shall march in any one block of Madhepura. it is known that there is no way to reach in these blocks except motorboat. so our local friend are arranging boats for 4 sept, otherwise we shall take on hire.
  • We decieded for 1000 people.
  • A package will be 4 kg.
  • 2 kg. chura, @ Rs. 15/-, 1/2 kg. chana @ Rs. 49/-,  in 1/5 kg, there will be salt, match box, Candle 5 pc. etc. so its cost will be Rs 100/-  It will be purchased at Khagaria and will be packeted at there.
  • We are going to purchase 300-500 sari, dhoti, gamchha, torches. it cost may be 175-225/- per packets.
  • We are going to purchase biscuits, lemonchus, dalmot etc. for children.
 
In other hand a meeting is going to held at Saharsa on 3 sept and they will decide how can we help them. In particular Saharsa HQ fooding camps are regular by administration and less need for food. so supplementary food may need . Water purification, medicines etc needed here.
Finally it will be decieded on the spot. So I will in better position after 7th sept (after returning) what can help needed and where we can do somthing.
Because it is not matter of relief one time. Yah vinash leela to varso tak pichha karegi. Pani kamega, to logo ko health ka mamla, sal bhar khane ka mamla, unke ghar ka mamla, unki jivika ka mamla, unke survival ka mamala aur in sabke pichhe jo ek badi aapas ki ladai nazar aa rahi hai, usme hamsab kya kar payenge aur unki ladai ko kai jine ki ladai me badlenge, ek chunauti hai. Kyoki, isbat tatbandh tut kar naye ilake me tabahi machayi par sach to yah hai ki Koshi ultimately Bihar ka shok hai hi.

organizing various programmes to make a large number of population   highly
aware of the March's   main theme, such as :


Friendly meetings of Religious Leaders, Spiritual Leaders and/or Gurus;
Debates among various Political Leaders; Discourses by Masters on differents
themes & subjects; Community Feasts, Harmony Festivals,
Dance/Drama/Orchestra/Documentaries with non-violence, harmony, peace and
world without war etc., themes. Road shows, Village Marches, Run for Peace &
Harmony; Get-together of eminent personalities from the field of Arts &
Literature along with Leaders of various positive ongoing struggles and
other campaigns could be arranged.   We can also think of bringing in to the
limelight many many silent 'Leaders' who are working towards betterment of
the population in various fields by various means in faraway places or nooks
and corners of the country. Campus activities can also be organized with a
view to influence the young leadership of  tomorrows.

To facilitate and implement the above - it is suggested that we create a
'National Co-ordination Committee'. And once again -  you are invited to
join this Committee - by self-proposing your Name. We also seek inputs from
you like ideas, opinions and suggestions on the above; from the point of
view on an  implementation level.

It is irrelevant what is your present status, level or placement now.
Participation would be irrespective of any consideration. The only criteria
and qualification needed is your strong commitment to work for the proposed
march.

Let us make this march a grand success; as we can create a strong impact by
this which will help us in our future activities and beyond 2010.while Silo
will speak again with a new proposal and message to the World !

I am having EPIC issued in my old Bangalore address in my name,wife's and daughter's as below for 89 uttarhalli assembly constituency (issued on 18th march 2004). captain johann MBQ6689616 shirley johann MBQ6689624 Minal johann MBQ6689632 i SUBMITTED FORM 6 with new address proof.But the photo identity card issue camp conducted by IBLUR Revenue officer in our location(suncity apartments) on 17th august will not take my or my family members photo as they were ordered to take photo of only of those persons whose name is ALREADY IN THE VOTERS LIST OF THAT CONSTITUENCY.I requested the officer present to take the photogrphs or Reject the appication if proof is not sufficient under rule 17/20/26. But the electoral registration officer will not accept or reject my application.He will merely say i have to wait for my name to be included in the electoral roll FIRST which may take another 6 to 9 months. The electoral office could not be contacted by phone for clarification nor they will accept email as the website doesnot have an email complaint booking form and also acknoledgement form. Is not egovernance should give priority for EXERCISING THE VOTE OF GENUINE VOTERS WHO CHANGE RESIDEnCE? I am retired central government servant and i can understand the plight of poor

This is Sushant Padoor, Project Coordinator of the National Association of
Disabled's Enterprises,

We have our Workshop at Vikhroli, Mumbai (www.nade-india.org), where we provide
training / employment / self-employment opportunities for the disabled , women
in distress, aged people and slow learners.

We wish to set up a Wax Candle Project (the first of its kind in the country)
for the above mentioned people. The cost of the project comes to around Rs. 21
Lakhs. We also want to set up a Handicraft Project costing around Rs. 5 Lakhs.
The names of the donor who would be sponsoring the project would appear on a
name plaque which would be put up at the site of the project.

In my opinion, This is really a very dangerous situation.Hope the
Managing Committee Members are owner-members / associate members of
the society.Please confirm with exact dates of occurrences.

Please also advise number of members in the society & How many are in
favour & also against, to enable us to guide you accordingly with
remedies possible in this situation.

Q-1] whether this Managing Committee is legal?
   Ans: No if challenged within the time limits of assuming office.

Q-2] Whether the decisions taken by this committee would be legal?
   Ans: No but any decision taken, if owner-members then they are
liable for Omissions as well as commissions of their Criminal Acts only.

Q-3] What are the rights of the residents in this situation?
   Ans: Please challenge it either before The Dy.Registrar if there is
a Mis-Management of Funds /Assets of the society & you hold majority
to do so as required per byelaws.

Q-4] Which authority should be approached for setting the situation right?
   Ans: Only best option feasible, is to move the Jurisdictional-
Cooperative Court & follow the directions set out by it.
