E.g.: tourist spots, outside railway stations, schools, religious institutions, etc.

E.g.: cleared by traffic police, sufficiently broad roads and pavements, etc. no objection from residents / users of that are (?)
- What kinds of spaces can become a hawking zone?
Roads, footpaths, open spaces, plazas, Government land, etc.?
- What are the regulations of operations in a hawking zone?
Fixed number of hawkers, fixed size of pitch, semi-permanent structures ?, built structures ?, limited tenure of operation (monthly, yearly, etc), hygiene, fire safety, etc.
- What kinds of hawking are permitted? (in hawking zones, and in general)
All kinds, food / non-food, pirated goods, luxury items, electronic items, etc.?
Are there any specifically prohibited items ?
- Who can operate in a hawking zone?
Licensed hawkers (meaning original, old numbers), registered hawkers (meaning any / all), lottery winners (meaning monthly / yearly chosen hawkers), ?
- Who will manage and regulate a hawking zone and how?
BMC, through collection of a daily (?) charge, private contractors, Police, etc
- Who will regulate non-hawking zones and how?
BMC, Police (?), private contractors (like tow-trucks?)
- What happens to mobile vendors like head loaders and push-carts? Where can they move and where can they stand to sell their wares?
In hawking zones only, in non-hawking zones, in all areas, with residents associations' permission ?
- What happens to those hawkers who do not get accommodated within the hawking zones?
After lottery, etc, some are still left out, and are not mobile – are they allowed to operate?
- What are the possible roles of citizens groups?
Decide hawking zones, decide non-hawking zones, assist in regulating hawking zones, assist in monitoring non-hawking zones, suggest changes as required, etc (?)
