Sorry if you got this twice .... there IS a correction!
Hi All,
Any ideas for the LOST (line of sight team) expedition for 4-7-99? If no one
has anything better, I was thinking of the Scotts Mill County Park since quite a
few of the participants live east of Kalamazoo. If we can't get in the park
proper, there's plenty of space on the south side of the park for us to set up.
Oh yeah, all this is weather permitting. Heh heh ....

The Grand Rapids National Weather Service has issued a Winter Storm WARNING for the south-half of the lower peninsula of Michigan through Saturday morning. They are requesting your help by calling their toll-free number(800-647-3836) for reports of un-traveled roads, blowing and drifting amounts, snow falling at rates of one inch per hour and any icing. A storm system is pumping moisture into lower Michigan today and tonight. Lower Michigan is in the colder air mass which is favoring snow development.
Those traveling within lower Michigan today, tonight and Saturday morning CAN EXPECT worsening roads conditions and flight delays/cancellations from Grand Rapids through Detroit, as we get closer towards Saturday.
Lower Michigan has been cold the last few days which has kept the ground/roads from thawing. Most snow development WILL NOT melt, so please plan accordingly.
ALL DISTRICT COORDINATORS AND COUNTY E.C.'S/DELEGATES ARE ASKED TO FORWARD THIS NOTE TO AS MANY PEOPLE POSSIBLE!
Thanks for your support!
Phillip Carino, AG8U GRR/NWS District Emergency Coordinator
ALL HAMS IN ALL AREAS Please consider using the following means for snow fall reports. There will be special editions of these nets. If you are from White Lake, Grand Rapids, or Gaylord, you are welcome to send your report via the nets below and the amounts will be distributed to your correct NWS.
3.1st net QMN 3.663 at 6:30 for their usual snow fall report net CW
4.Emergency net will be taking place at 10:00 PM on QMN 3.663 CW
5. 10:30 will be a special emergency edition of the ARPSC net on 3.932 VOICE
Please check in early to this net as procedures for reporting snow fall have changed since our last net. Jim Wades WB8SIW will be running the net and taking your reports and explaining reporting procedures.
6. 8:00 am CW on 3.663 and 8:30 am phone 3.932
7. 12:00 Noon CW on 3.663 and 12:30 Phone 3.932
IF you are not in the GRR NWS area please and will be sending your reports via phone please remember to send your snow fall reports to your appropriate NWS. White Lake Hams should go to White Lake, Gaylord NWS Hams to Gaylord etc. Please use your appropriate 1-800 numbers for your snowfall reports to your appropriate NWS.
Again, I do apologize for the lousy weather and the timing on the class but we must continue on for those who have driven such a long ways and are already in Lansing awaiting our arrival. PLEASE remember to drive safely!
Any questions on the above I will be available until 5:00 at 517-892-5501 and after 5:30 at 517-892-1212. PLEASE check your email in the morning before leaving just in case something were to happen! If you do not find anything before 6:00 AM I'll see you in Lansing.

>>The FCC has shut down for 120 days the K7IJ repeater facility on
>>Grizzly Peak in the San Francisco Bay area. The FCC also told the

Subject: GRR/NWS SKYWARN UPDATE
>Hello to all. I hope everyone's life is going well. Below are the latest
>updates to GRR/NWS Skywarn:
>
>-I am moving my WeatherWarn(tm) product from my home to the NWS in the
>near future. I will be modifying the interface to accept another weather
>alert monitor that tones-out from the NWS's other transmitting site. This
>way, those who have the pagers will be notified for more counties within
>their jurisdiction.. Again, it is still displaying 33333 for any watch,
>warning or event anywhere in their jurisdiction. Unfortunately, the
>latest LDAD system WON'T be installed until the end of this year. That
>means that Weatherwarn(tm) paging of alphanumeric data(counties, events,
>duration) won't happen until next year. I will keep you all updated.
>
>- Officially, my Skywarn team's severe weather season starts on March 1
>and ends on October 31 of this year. Any operations(OP's) will be on the
>Lowell group's 145.270 repeater with GRARA'S 147.260 system as backup.
>Please tell you friends, etc. of this changed since we NO LONGER am using
>147.160.
>
>- I have ordered the first wave of NEW equipment for the NWS using
>Steelcase's grant money. I will work with "SAM" to have it installed. The
>second "wave" will be ordered soon.
>
>- The State police contacted me and stated that the other grant request
>of $30,000 will be submitted to FEMA by March 1, 1999. What I am hearing
>is that we have an excellent chance of getting this money since we've
>made to this level. I will let you know the decision ASAP.
>
>- Now is a good time to insure you have a plan to deal with severe
>weather in regards to batteries, protecting yourself and your antenna's,
>proper grounding design, etc. I always check my antenna grounds after
>winter when my roof is snow-free and dry. Check to insure your grounding
>system uses stranded wire, or better yet, copper tape. Lighting is
>composed of static(DC) and dynamic(alternating) frequencies or RF. Higher
>frequencies travel on the outside of a conductor. So, the more surface
>area you have the less the resistance or reactance(opposing the flow of
>alternating current). The ONLY problem with copper tape is the cost. I
>use copper tape for my equipment grounds which is bonded to my water pipe
>that comes out of my basement floor. I ground my antennas using two
>pieces of STRANDED copper wire. Stranded wire has more surface area than
>SOLID wire, hence the less reactance to RF. Also, keep the bending and
>looping of ground wire at a minimum. ALL copper conductors have
>reactance. Adding bends and loops increase the reactance which makes any
>lighting path to ground MORE of a resistance which prevents static
>charges from being drained to ground.

>Our office just received the shipment of new generation Radio Shack SAME
>capable radios from Florida DEM. For months, on various sigs and lists,
>there has been speculation that this model would allow users to select
>which statements/watches/warnings are received as alerts. After quickly
>perusing the manual it appears this is NOT so. The only codes which can
>be eliminated are the "undefined" event codes, just as in version one.
>
>In a quick manual comparison, it appears that some additional codes have
>been defined (such as "HAZARDOUS MATERIAL WATCH"), and some programming
>changes have been made (MULTIPLE-SINGLE is no longer a switch on the
>bottom, but is included in the programming process using the keypad).
>
>After the frequency, alert-voice, backlight, single-multiple, and FIPS
>code choices have been entered, pressing the YES and NO buttons scroll
>through a test of the STATEMENT-WATCH-WARNING lights, and appropriate
>event titles appear in the LCD display. A nice addition!
>
>Otherwise, operation seems very similar to the previous model. There
>are some cosmetic top panel changes...the LCD display panel and the
>three front panel buttons have been moved to the upper right of the top
>panel. The keypad is at the lower right, below the 3 buttons. (The
>door is no longer hinged, but slides off to the right, allowing the
>keypad to be accessible all the time if needed.) It appears that this
>has left room for a slightly larger speaker. Looking at the back, the
>external antenna connection, PROGRAM-OPERATE switch and alarm contacts
>have swapped sides with the AC power cable. On the front, the volume
>control has been moved from right to left, and a tone adjustment has
>been added. The TONE adjustment is actually the volume level of the
>beeps/siren, which used to be located on the bottom of the unit.
>
>One last improvement: on the original model, bumping the ALERT button
>would switch the state of the alert function. If you wanted it on, and
>bumped it, it would go off and might not be noticed. The new ALERT
>button has to be held for a second or so to turn the alert function on
>or off.
>
>Audio quality is subjective, but the new model seems to have slightly
>better audio. It also appears (no measurements have been made) to be a
>bit more sensitive. Placed within 1/2 inch of the original radio, with
>both antennas extended fully, the new model heard the local transmitter
>much better!
>
>The specifications of the two models are electrically identical. The
>new model is slightly larger and weighs about 2 1/2 ounces more that the
>old one. All in all, some nice improvements, the least of which is the
>retail price. As stores get them (the locals don't have them at last
>check!) they'll sell for $69.95, or $10.00 less than the original. Now,
>if they'd just add an external speaker jack so a local external speaker
>and a speaker in another room could be added, and maybe a tape output so
>messages could be recorded and played back later...

>Brass Pounder's League
>
>One of the most prestigious awards in Amateur Radio is the Brass Pounder's
>League, or BPL Award. This month, three dedicated NTS operators qualified
for
>BPL. They are:
>
>KB8ZYY
>K8LJG
>WB8SIW
>
>You will note that your STM (WB8SIW) made it for a change! The reality is
>that this is primarily due to all of the traffic delivered to the National
>Weather Service during those January winter storms….in other words, this
later
>award really belongs to all of those operators who took the time out of
their
>New Years weekend to send snowfall reports to NWS as well as all the QMN
>regulars who consistently file reports with the NWS!
>
>What does it take to qualify for BPL? Simply 100 originations and/or
>deliveries or a traffic count for the month in excess of 500 messages. All
>traffic must be handled in standard ARRL form.
>
>Illness
>
>Two well known voices (and "fists") on our traffic nets have been ill now
for
>several weeks. John, N8TDE had a stroke earlier in the month and is now
>recovering at a rehabilitation center. Also, our immediate past STM, Dale,
>KA9EIZ has been ill as well. Why not take a moment or two to drop both of
>them a message or send them a card wishing a rapid return to good health?
>
>Michigan Net (QMN) Packet System
>
>At a recent meeting of County ARRL Emergency Coordinators (ECs) at the
>National Weather Service (Detroit /White Lake), the Michigan Net (QMN) was
>asked to take over responsibility for coordinating the collection of "Four
>Seasons" weather reports from throughout the NWS-DTX area (SE Michigan).
>Unlike "Skywarn" reports, which are collected through VHF-FM Skywarn Nets,
>Four Season reports consist of such information as Snowfall, heavy rainfall
>data and storm damage reports.
>
>This decision was made based on two facts. First, QMN already operates a
>statewide rain gauge network in support of the NWS and has a thoroughly
tested
>set of Standard Operating Procedures in place. Secondly, QMN maintains an
>extensive packet radio network covering much of SE Michigan. This Network
is
>dedicated solely to ARPSC operations (ARES, RACES, NTS and Skywarn) and
>operates in conjunction with the nightly QMN radiotelegraph nets.
>
>If you know of one or two individuals located in SE Michigan who are
equipped
>with VHF ("two meter") packet radio and who might have a strong interest in
>regularly reporting rain and snowfall data to the NWS, please refer them
to:

>Participants are asked to make a commitment to participate regularly,

>Those that wish to participate will be provided with a complete set of
>instructions on message format, reporting procedures, emergency operations,
>measurement techniques and so forth. Rain Gauges are also available for
those

>commitment of radio amateurs. Our sincere thanks to all who are making the
>effort to attend.
>
>Our question for the month:
>
>Why aren't such classes full of citizens equipped with their personal
cellular
>telephones or Motorola Iridium satellite phones? For that matter, when was
>the last time one saw a Skywarn training class full of "volunteers"
equipped
>with their portable cell phones, all of whom were anxious to assist the
>National Weather Service? Likewise, when was the last time hundreds of

Subject: UHF Radio System
>I will attempt to address some of the questions and comments that have
>come about in the past couple of days.
>
>1:
>NHQ has a UHF radio system. This system is licensed on a nationwide
>basis, but for secondary usage only. The system is for use on Disaster
>Relief Operations ONLY! Personally, I don't see any need for a chapter
>to purchase UHF equipment in anticipation of using these frequencies, as
>they are not authorized to use the license on their own. NHQ already
>has 400 radios that are maintained at Headquarters for use on these
>frequencies, along with several UHF repeaters.
>
>Also, the UHF system is a TEMPORARY USAGE system only. The DR comm team
>will deploy the equipment for the duration of the Disaster Relief
>Operation and then secure the equipment when the DR no longer needs that
>resource. There are no plans to create a "UHF Backbone" system across
>the country, partially because of a lack of a primary nationwide UHF
>frequency pair.
>
>However, chapters are not restricted to 47.42MHz for their radio
>operations. Chapters can get licenses for frequencies in their area
>that they feel would be beneficial to their operations. But keep in
>mind that all National vehicles work on 47.42MHz, and that 47.42MHz is
>the National Disaster frequency, so it would be beneficial for chapters
>to keep some Low Band equipment around and not "junk" it out in favor of
>UHF or NexTel or some other program/frequencies.
>
>2:
>47MHz Repeaters. We are currently working on a plan to install a "47MHz
>Backbone" of repeaters across the country. The first one will be
>installed in the Metro DC area so we can test it. Macon, GA already has
>their own 47MHz repeater and have had it for a while now. Since all
>47.42MHz licenses are held by NHQ, any chapter plans to create their own
>47.42MHz repeater MUST be cleared by NHQ.
>
>3:
>Iridium. My personal observance while working with the Iridium phone we
>are testing is that it does not work in a building. Like all other
>satellite units, it must have a clear view of the sky to work. It does
>not work well in downtown areas where there are tall buildings around
>blocking a large percentage of the sky. Also, since most buildings
>these days have coated glass in the windows, it does not work real well
>inside of these types of buildings. As a matter of fact, in Puerto Rico
>we had to roll down the vehicle window and angle the antenna out the
>window to place a call on it.
>
>For a Damage Assessment team in the field it might work, but if you are
>indoors, it is hard to use. Personally I prefer the AMSC units that have
>remotable handsets. That way I can set the antenna outside and run the
>handset onto a table in the building.
>
>
>
>Hope this answers more questions than it generates.

>Just my own observations.

>>SB QST ARL ARLB008
>>ARLB008 Hams Respond As Killer Tornadoes Rake South
>>
>>Hams in Tennessee and Arkansas responded as unusual tornadoes
>>threatened, then struck, this week. A call went out January 22 for
>>additional ham radio volunteers to assist emergency operations in
>>Tennessee in the storms' wake.
>>
>>Tornadoes in the Jackson, Tennessee, area January 17 killed eight
>>people. Another eight died when tornadoes struck in the vicinity of
>>Little Rock and White County, Arkansas, January 21. The National
>>Weather Service called it ''an unprecedented outbreak of tornadoes
>>for January.''
>>
>>Arkansas Section Manager Roger Gray, N5QS, in Searcy, reports he was
>>up all night and observed four or five funnel clouds, but he
>>estimated that at least 30 tornadoes swept through the area. Gray
>>has been actively managing the ARES operation. ''We have had an
>>incredible response from the amateur community,'' he said. He
>>estimated that up to 60 hams were active on VHF and HF nets. ''We
>>have been running nets almost continuously since 4 o'clock yesterday
>>afternoon and no end in sight,'' he added.
>>
>>Amateur Radio was filling the gap as long-distance telephone
>>circuits have become overloaded. ''That's why we're handling as much
>>traffic as we are.'' Damage was primarily confined to four areas, and
>>he expected ham radio involvement to conclude within 24 hours.
>>
>>''Another wild night in Arkansas,'' said ARRL Vice President Joel
>>Harrison, W5ZN, in Judsonia, who reported ''lots of damage'' in his
>>area. ''I have to tell you, in my 41 years of living here, I have
>>never seen storms like we had last night,'' he said. Harrison said
>>the first line came through around 5 PM, ''then another, and another,
>>and another for what seemed like every half hour till about 10:30
>>PM.''
>>
>>''The damage in a 10 mile radius around my home is horrible.''
>>Harrison said. Arkansas State University in Beebe--where his son,
>>Mark, attends school--had extensive damage. ''There is considerable
>>damage in Little Rock, even to the Governor's Mansion,'' he added.
>>
>>Mark Harrison, KC5YNE, said most of the town of Beebe was damaged or
>>destroyed, and eight tornadoes hit White County alone. He reports
>>the family spent an anxious night. ''It was a relief when the storms
>>finally quit, and everything was fine here,'' he said.
>>
>>Meanwhile, Delta Division Vice Director Henry Leggette, WD4Q, in
>>Memphis, Tennessee, reports considerable ham radio activity in the
>>Jackson area, where tornadoes hit last weekend, as well as in
>>Clarksville, where twisters struck early on the morning of January
>>21. Leggette said he planned to visit the Jackson area over the
>>weekend to assist.
>>
>>Tennessee SEC Jim Jarvis, WD4JJ, in Bristol, relayed a request for
>>amateurs with mobile units to assist at the Clarksville/Montgomery
>>County Emergency Operations Center. Hams willing to volunteer may
>>contact the EOC directly on the 147.39 MHz repeater, he said. ''The
>>police department and city hall have been completely demolished, and
>>the downtown area is a complete wreck.'' Jarvis also reports damage
>>in Humphreys County, as well as in McEwen, Waverly, and Camden
>>counties. He estimated that up to three dozen hams active in
>>providing emergency communication in the Clarksville/Montgomery
>>County area.
>>
>>In the aftermath of the earlier storms, Jarvis reports that EC Kenny
>>Johns, AB4EG, in Jackson was rounding up volunteers to assist the
>>Red Cross with damage assessment in the seven counties hit last
>>weekend. Johns said a SKYWARN net was activated last Sunday
>>afternoon, but the tornadoes were unexpected. After the storms
>>struck, more than two dozen ARES members handled health-and-welfare
>>traffic at the EOC for 22 hours.
>>
>>SKYWARN nets remain on the alert for additional severe weather this
>>weekend in the Tennessee-Arkansas-Louisiana region.

>>SB QST ARL ARLB007
>>ARLB007 FCC issues 5-MHz Experimental License to ARRL
>>
>>The FCC has issued an Experimental Radio Service license to the ARRL
>>to permit two-way tests in the vicinity of 5 MHz, the most likely
>>site of the next amateur HF band. The license, bearing the call sign
>>WA2XSY, was issued January 8. A group of 15 current amateurs in
>>various parts of the US and the Caribbean will conduct experimental,
>>two-way RTTY and SSB transmissions within the band 5.100 to 5.450
>>MHz. To avoid interfering with existing services, the participants
>>will confine their operations to the least-populated 50-kHz segment.
>>
>>''The idea is to show that an amateur allocation there will improve
>>our emergency communication capabilities by filling the gap between
>>the 3.5 and 7.0 MHz bands,'' said ARRL Executive Vice President David
>>Sumner, K1ZZ. Sumner pointed out that several of the participants
>>are phone net members in the Caribbean and Gulf area who frequently
>>handle hurricane-related traffic and now must alternate between 75
>>meters and 40 meters. Other participants are members of a nationwide
>>digital data-forwarding network.
>>
>>The Experimental license is good for two years. Two studies by the
>>National Telecommunications and Information Administration (NTIA)
>>include an allocation at 5 MHz among the future spectrum needs for
>>the Amateur Service. The subject is not likely to show up on the
>>agenda of a World Radiocommunication Conference for several years,
>>however.
>>
>>Participants in the WA2XSY experiment may run up to 200 W effective
>>radiated power. Similar multiband trap dipoles capable of operation
>>on 80 and 40 meters as well as at 5 MHz will be employed at each
>>station location. Operation by participants will consist of short
>>transmissions to determine propagation characteristics.
>>
>>Participating stations are located in New Hampshire, Tennessee,
>>Ohio, Florida, Mississippi, Wisconsin, Indiana, California, Utah,
>>New York, Texas, the US Virgin Islands, and Maryland.
