Flower sticks move a lot slower. When it comes to learning, flower
sticks are easier on the more effective double-sticking technique of
getting the basics as they're straight, with a devil stick you'll need
to adjust the angles of your handsticks to compensate for the taper if
you use the double-sticking method of learning, which doesn't come
naturally.
Because they move faster, devil sticks are easier to keep a propellor
going with, it's just a question of maintaining momentum rather than
pushing all the way through the trick, and as such (though I'm no devil
stick expert and as such could easily be wrong here) I would expect
devil sticks to work better for pretty much all the more advanced
tricks.
Oh, and if you go for a devil stick, be sure to get silicon coated
handsticks rather than rubber or any other weird substitute. The extra
stickiness of the silicon will make a huge difference.
