I'd guess most people probably do prounounce it that way, assuming there's an intended alliteration in the title. But Barth is saying it should be pronounced 'Jiles' presumably regardless of where you're from.

Kathy Acker died from breast cancer way back in 1997.

It had never occurred to me to pronounce Giles with a hard G. It's always pronounced 'Jiles' around these parts (Australia).

Aram Avakian — a highly respected editor who occasionally directed — collaborated on the screenplay with his longtime friend Terry Southern, who was at the time a very hot screenwriter (“Dr. Strangelove,” “The Cincinnati Kid,” “Candy,” “The Loved One”). The cast included Stacy Keach, James Earl Jones, Harris Yulin, M. Emmet Walsh and Graham Jarvis — none of whom had been in more than one or two prior films. Just as significantly, it was the first cinematographer credit for Gordon Willis (“Manhattan,” “The Godfather”).

It seems to me that the "inquiry" in TFO is perhaps related to Prousts "In
search of lost time"? Not that I've read ISOLT, but only know if it from various
others, especially Alain de Botton.
