Ashok Nagar/Ratlam, Feb 18: Promising action against those guilty of
burying bones of children at a hospital in Ratlam, Madhya Pradesh Health
Minister Ajay Vishnoi today said initial reports indicate at foeticide
or infanticide.

"It is not right to compare the incident with the one in Nithari where
bones of missing children aged between one to 14 years were found.
Moreover, the Uttar Pradesh police were aware of their missing status,"
he told reporters after dedicating to public a hospital here.

The bones and skulls recovered at Ratlam Christian Hospital were of
foetuses or very small children, he said adding an in-depth probe could
lead to a conclusion, but initial reports indicate at foeticide or
infanticide.

The hospital was registered for sonography tests and has been submitting
quarterly reports of the machine within stipulated time, Vishnoi said.
The police were probing the matter and all documents were being
examined, he said.

More skeletal remains of infants were found wrapped in polythene today
during excavation in a missionary hospital's premises in this district
headquarters. After 391 bones were found yesterday, the administration
ordered excavation with a JCB machine.

Two persons were detained in connection with the recovery of remains of
newborns and foetuses from a pit at a missionary hospital where more
bones were found on Sunday, police said.

A sweeper of the hospital and a doctor were held for questioning and a
FIR was filed regarding the concealment of birth by secret disposal of
bodies under section 318 of IPC, police said.

Acting on inputs from sweeper Jagram, heavy machines were used to dig
the area near the pit behind the operation theatre of Ratlam Christian
Hospital, where 390 pieces of skull and bones of three to four newborns
and foetuses were found on Saturday.

As Bajrang Dal activists shouted slogans outside the hospital and
demanded the arrest of those responsible, hospital gynaecologist Venu
Gopalan was detained and taken to an undisclosed location for
interrogation, they said.

While the digging near the pit was in progress, hospital records were
seized.

Members of a committee comprising three doctors and two environment
experts, which was formed by the district collector, chalked out methods
for a probe into the incident.

Police were deployed in strength at the hospital to avert any untoward
incident.

Meanwhile, the police took into custody two female doctors P William and
Gopalan -- employed at the Ratlam Christian Hospital -- for questioning.
A probe of hospital records, by DIG Varun Kapoor, revealed that abortion
was carried out there recently.

A case was lodged against the management of the hospital set up in 1903.
''The hospital was not properly disposing biomedical waste. A probe team
is being formed including the civil surgeon,'' Collector J L Malpani
told mediapersons at the site. Dr William, who is the sole permanent
physician employed at the hospital, denied that prenatal diagnostic
tests and abortion were carried out there. All other doctors are
employed on adhoc basis. A local children's hospital incharge Dr R G
Kaushal confirmed that the bones were of infants.

Bhopal - Two people - one of them a hospital superintendent - were
detained on Sunday, a day after police found 390 pieces of bones of
newly born babies or foetuses in central India, officials said.

The grisly recovery was made on Saturday from a pit near a Christian
missionary hospital, said JL Malpani, a local administrator of Ratlam
district.

Ratlam police chief Satish Saxena said police conducted the search after
a tip-off about illegal abortions being carried out at the hospital and
the subsequent dumping of foetuses near it.

"The skulls and bones have been sent for forensic tests," said Saxena.

Police were probing whether this was a case of possible female
foeticide, infanticide or illegal abortions, he added.

Despite laws banning sex determination tests, the killing of female
foetuses is still common in India where there is a strong preference for
boys.

"Though the skeletons are not intact, they appear to be of newborns or
of aborted foetuses. It is difficult to ascertain their numbers or
ages," Saxena said.
