Thats a great idea!  There are several open space portions of the Fowler Creek park that are set aside for Phase II of that park's development (swimming pool, community center etc). In light of the City's current fiscal crunch these improvements probably won't be funded for many years (if ever).  However, installing a simple (and fairly inexpensive) four foot tall chain link fence with some gates and signage at one of these locations would provide a great place for neighborhood dog owners to let their dogs socialize off-leash until the Phase II improvements can be funded.
