There's been a few requests for information and programs lately.
Well, I have one.
Is there any propram available that will accept entries for "name"
"address"  "phone"  "license plate #"  etc.  Naturally that exists.  But
what program will flag those entries so that if one is entered again, it
will alert you.  That may be a very valuable program over the long
term.  It would let you know if you've worked a subject, worked at an
address, or ran a plate before.  How many of us could use a program like
that ? ? ? ? ?

You bet your license we all would. Of cource the only one were all
familiar with is our formerly accessible NCIC.

To have an internet data base for PI use similar to what you describe,
all PIs must become aware of it and second, must make data entries. That
kind of web page internet based would cost some real bucks to set up and
make operational.  I am aware of one company on the web that could
accomplish such a task. Lets get some more input from others and see
where it leads.

Re: The flagging of names/numbers etc.    I know of 1 company which
advertises an asset search which will flag a social security number for a
year and notify you if it enters any of their databases. The Company is

Re:  Final Legislative Up-date

It is safe to allow your family out in the street.  Congress has adjourned.

The Financial Privacy Act of 1998, HR 4321 and S. 2433 was never brought to
the floor of either House for a vote and has died as a result.  We are unaware
of organized opposition to the bill except for that of licensed investigators.
NCISS was successful in causing the bill to stop after it passed out of the
Banking Committee and it was fortunately not lumped in with the massive, last
minute appropriations bills.  An effort was made in the Senate to include the
bill by Unanimous Consent, but that failed.

So what does this mean?  No major unfavorable federal legislation was passed
in this session of Congress which would adversely affect investigators.

What can we expect now?  In the next session of Congress,  it is likely that
the above bill and many others will be re-introduced.  Paramount among them
probably will be Senator Feinstein's Personal Information Privacy Act.   It
will take a concerted effort to modify these bills in 1999 and NCISS will make
every attempt to participate in the formulation of language before it is set
in stone.

What about the Fair Credit Reporting Act?  In spite of the modest victory
reported earlier, we will need to build on our initial efforts to get this Act
amended.  NCISS  will need to seek out allies in the insurance, industrial and
legal ranks who need to be apprised of how the current language affects their
interests.

NCISS needs to increase its membership and raise funds to pay for our lobbying
work in the Capitol.  And most importantly, we need to rally all investigators
and their associations to unite and work together so that well-meaning
lawmakers do not legislate us out of business!

Hello All
My name is Rick Burrows. I am an investigator in the St Louis, Missouri
area and I need some help. I don't have much of a budget so here it is.

  I was contacted by someone to find their mother who they have not seen
since 1945 in St. Louis. Her name was Helen Florence Spicer Murray in
1945. She underwent a major religious conversion and became very
trusting in the Lord. She divorced in St Louis in 1945. She then
remarries a man by the name of Al Herzog in St. Louis in May 1947. She
then has a baby girl by the name of Allene Murray Herzog on 9/14/1947 in
the St Louis area. At the time of the marriage to Al Herzog she is now
going by Mary Helen Herzog. In 1952 she goes from Granite City Illinois
to Minneapolis, Mn to the North Central Bible Institute. She was there
until August of 1953. During this time, Al Herzog has the marriage
annulled stating that it is a marriage in name only.
   I am ble to track Mary Herzog and Allene to Showlow, Arizona in the
Fall of 1953. She is living in an 8 room house that she is trying to get
made into a church. She applied to the Assemblies Of God Arizona Council
for certification as a minister or lay person. The last known contact
with them or the people that knew her in the St Louis area is Feburary
1954 and she is writing from Fairfield Texas.
   If Mary Helen Florence Spicer Murray Herzog is still alive, I have
found NO trace of her or the child Allene.
   Mary Herzog has given several conflicting dates of birth with one
exception. Her birthday according to her birth certificate is 21 May
1910 and she was born in Lancaster County Nebraska. She has listed also
,1911, 1913, and 1914 as to years of her birth.
   Her parents names were Ora Spicer and Florence McLin, both being form
Knox City, Missouri.
   I have been unable to locate ANY reference to her parents, or to
Allene ecept her school record from First Grade in ShowLow Arizona.
   If anyone can help me locate these two individuals I would be
thankful.

Would you please send the following message to all hands.  This is in response
to Ted Swift and others who asked about the NCISS Legislative update that
mentioned a "modest victory" with regard to the Fair Credit Reporting Act.

Senate Bill 2561 authored by Senator Don Nickles, (D-OK) at the request of the
trucking industry and supported by NCISS was passed by unanimous consent and
amends the FCRA.  The relevant parts of the amendment are as follows:

S.2561 strikes a portion of  Section 605 of the Fair Credit Reporting Act
which prohibits the inclusion of certain conviction information in a "consumer
report."  As amended, the law will permit the reporting of conviction
information to clients, even if the issue was disposed of more than seven
years prior to the report.  The bill makes the following relevant changes in
law ( deleted language is shown in  all caps,  new language is underlined. . .
can't get aol to take strikethroughs).

Sec.1681c(USC)...no consumer reporting agency may make any consumer report
containing any of the following items of information:

(2) SUITS AND JUDGMENTS WHICH, Civil suits, civil judgments, and records of
arrest that from date of entry, antedate the report by more than seven years
or until the governing statute of limitations has expired, whichever is the
longer period.

(5) RECORDS OF ARREST, INDICTMENT, OR CONVICTION OF A CRIME WHICH, FROM THE
DATE OF DISPOSITION, RELEASE OR PAROLE, ANTEDATE THE REPORT BY MORE THAN SEVEN
YEARS.

(6) Any other adverse item of information other than records of convictions of
crimes which antedates the report by more than seven years.

pieces at http://www.ancestry.com that might help

The closest match I could find to Helen Florence Spicer Murray was as follows:

It might not be anything but because her birthdate  is somewhere between 1910
and 1914, who knows?

I found a listing for Florence McLin too:

This one seems close to the description you gave but then again, a deeper search
is needed.

Good Morning and Happy Halloween:

It gives me great pleasure and honor to announce that NALI's Region 1
Seminar will be sponsored by NALI and a number of state associations. PA and
NJ are committed co-sponsors and NH, CI, RI, VA, NY, MD, and MA have been

Thanks to all for the warm welcomes. At the request of some, I have included more information about my agency Lookout Investigations of Fresno California.
Lookout Investigations is a recently-licensed PI agency that specializes in pre-employment and pre-martial screenings, criminal defense work, public record and asset searches and locating missing persons or property (that is, skip tracing). While the agency is newly licensed, I have been an full-time investigative, crime reporter in Central California for 15 years.

Hello guys. My name is Robert Boyd. I am out of Oklahoma. I am just starting
training courses for PI but have to go through basic security guard stuff also.
I am writing to list group in hopes that anyone out there would be willing to
share any good advice with a guy with a lot of heart and ambition.
I am particularly interested in tools for skip tracing. I have been given a
"test" case by a friend who had someone skip on a car note. He believes this
person is still in the city. Can anyone tell me if there are FREE skip servers
out there. I have gone to both addresses the individual put on there
application. I have done a few things on foot.
Today, I tried to use "Knoxw". I was charged 50 cents and told that no one with
that last name even existed in my state. I found 4 people just in the phone
book! Can anyone tell me who has the GOOD info on addresses,dmv,cbr's,ect.
It would help if they were free, but cheap works too! The things I'm working on
now, I don't even get paid for unless I can find the car. So.........needless to
say, I'm trying to keep the overhead down.
I appreciate the time you spent to read my plea.

Thanks to everyone for their patience while I was in the "new web site swamp." And apologies to all who had to suffer through repeated and duplicate messages.
