Very few of these transactions have proved to be genuine, most have been
scams. We have successfully thwarted Nigerian, South African and Russian
Syndicates attempting to defraud our clients.We have been involved in
assisting businesspersons in Africa with doing their transactions, and
ensuring their safety.

These syndicates in Africa have proved to be ruthless. Where victims have
refused to cooperate with the syndicates' demands, they have been kidnapped
and money extorted from business associates, friends and family members. The
syndicates have murdered a number of victims.

The incidences of advance fee fraud (also known as.'419' used mainly by
Nigerians) has declined significantly. Nevertheless, there are still some
people who have continued to fall victim to the solicitations of advance fee
fraudsters.

The advance fee fraud is perpetrated by enticing the victim with a bogus
'business' proposal, which promises millions of US dollars as a reward. The
scam letter usually promises to transfer huge amounts of money, usually in
US dollars, purported to be part proceeds of certain contracts, to the
addressee's bank account. This is to be shared in some proportion between
the parties. A favourable response to the letter is followed by excuses why
the funds cannot be remitted readily and subsequently by demands for
proportionate sharing of payments for various 'taxes' and 'fees' supposedly
to facilitate the processing and remittance of the alleged funds. The use of
'fake' Government, Bank, Petroleum Company, etc. documents is a common
practice.

The fraudsters usually request that the transaction be done under the cover
of confidentiality. Sometimes the 'victims' are invited to Africa, usually
South Africa, Nigeria, Namibia and Zimbabwe where they are given red-carpet
reception and attended to by the fraudsters, posing as Government officials.
Quite often the fraudsters invent bogus Government committees purported to
have cleared the payments. Also, it is not unusual for them to contrive fake
publications in the newspapers evidencing purported approvals to transfer
non-existent funds

To consummate the transaction, the 'victim' would be required to pay
'advance fees' for various purposes: e.g. processing fees, unforeseen taxes,
licence fees, registration fees, signing/legal fees, fees for National
Economic Recovery Fund, TAX, VAT, audit fees, insurance coverage fees, etc.
The collection of these 'advance fees' is actually the real objective of the
scam!

A recent variant of the scam aimed primarily at charitable organisations and
religious bodies overseas involves bogus inheritance under a will. Again the
sole aim is to collect the 'advance fees' already described above. A new
strategy that has also been used to defraud the 'victims' is an offer to use
chemicals to transform ordinary paper into United States dollar bills, which
would be subsequently shared by the parties.

I've been investigating these scams both as a PI and as a police officer
since 1980.

In that time there have been hundreds of arrests and convictions here in
South Africa of the people who perpitrate these scams. Howevever, neither
the civil or criminal Courts have managed to retrieve any money for the
victims.

How do SII propose to do so?

I have dozens of clients every year who would like to use the services you
offer if they are real.

You have a yahoo address and give no identifying info. - I cannot even tell
what country you are in. Let me guess - this is for security reasons.

Many untruthful postings have been allowed to filter through this
group re investX.

Allow me the opportunity to clear the air with a few facts. Both Mr.
Chastain and myself were in regular telephone communication with both
Mr. Press and Kopel, or their associates or clients during the
preceding week. Let it be known that both processes were served by
the requisite deadline.

After speaking with both of these individuals' offices it was agreed
that we would carry out the specified assignments in conjunction with
surveillance cases in the respective locations at times MUTUALLY
AGREEABLE, or if it so happened that we were not on a case in the
particular area, that it would be handled by an associate.

In no instance would we accept payment and then fail to carry out the
assignment by the requisite deadline.

The assumption that our firm absconded with funds and then failed to
perform the service is, in point of fact, a lie. Both assignments
were handled and both parties duly notified. Furthermore we have
maintained the same business address, telephone number, fax number,
and email address for some years. All are in service and have been
continuously. We have maintained a license in good standing, recently
renewed, with no disciplinary action of any kind from the State.
These are FACTS.

Like most agencies of similar size in Florida, Mr. Chastain and
myself primarily work in the field, which is to say we are unable to
respond to routine or non-urgent correspondence, voicemail, etc. on a
daily basis.

We supply our clients with updates from time to time as business
needs require and time permits. We received fax correspondence and
other telephone messages in do course, and made certain that the
required assignments were carried out – as they most definitely were.

Unfortunately, these respective businesses chose to assume that
because their cases were not handled as a priority, before the
deadline, that it was appropriate to post untruthful and defamatory
statements – some 48 hours before the deadline in question.

In closing let me add the following admonition: to my knowledge
neither firm is licensed to conduct business in Florida.
Additionally, false and defamatory statements are actionable, and you
are hereby advised to cease and desist from all such statements or
the matter will be turned over to our attorney for handling.

I have received similar offers in the past from these African nations. Bottom
line of these postings is ... Stay Away! They are bogus. What person in their
right mind would respond to these sought of things anyway. Any person with
any kind of investigative experience or law enforcement as myself could read
through these things in a heart beat. In fact I responded to such offer by
emailing them back which just plainly read..."Fowarded to the F.B. I." !
Guess what, received email back, saying mailer is unknown, not deliverable.

I never said you absconded with any funds. We calld, emailed and faxed your
offices, but no one called us back...

It would have been nice to get any response from you, You had the assignemnt
faxed to your officves on 10/30/02.  Messages were left on 11//04/02,
11/05/02, & 11/06/02, requesteing status and then cancelling the assignment.
Faxes on 11/05 & 11/06/2002, finally cancelling the assignemnt as well. The
assignment was completed after our request to cancel was sent via fax and
voicemail.

Mark you are right we are not licensed in the Strate of Florida, that is why
we requested that your agency handle this assignment for us.  If you feel
that we made any remarks that are "false and defamatory" than you proceed
accordingly.

I am still waiting to hear from someone regarding this assignment.  I am

Hi Tom,

The number of different answers to this question will equal the number of
people you ask. There is no right or wrong answer. The range is $25-$100 or
more, depending upon the circumstances.

My solution to this problem is to ask the person making the request for
service "How much do you normally pay to have this service performed in
other parts of the country?"

When they give you an answer, weigh the money against the time you have
available and see if it fits.  If you are doing nothing and need to flow
cash, take it. If you are already covered over and it will be a major
inconvenience to try to work it in, pass it up.

Either way, you both win.

Another important thing to consider prior to accepting the business is to ask
the potential client some questions pertaining to the service requested.

1. Has the paper been previously attempted? How many times?
2. Is the person to be served aware of the subpoena?
3. Is he/she avoiding service?
4. What is the distance to the area of service? Type of neighborhood? Is
there a possibility of danger? Do you need two persons for the service?
5. Have the local police attempted service before you got the paper?

Ask these questions and you will be able to determine a proper fee. And
remember, no situation is the same every time. Just use common sense and you
will be OK.

A six (6) year old girl was brought by her mother to a Community Hospital
Emergency Room after awaking up that morning with a high fever, numerous
episodes of vomiting, and three red pustular topped bites on her back.  She
also had blood in her urine, appeared jaundiced, and was generally ill.

  The E.R. doctor telephoned a hospital staff pediatrician who, by phone,
diagnosed her with a systematic reaction to a brown recluse spider bite.  (A
systematic reaction means that you have a potentially severely ill child,
including multiple organ failure, who could possibly die.) The E.R. doctor
discussed transferring the girl to a tertiary care center (a hospital with
numerous pediatric specialties).  The clinical and lab results showed that
she had hemolysis, a type of blood and kidney problem related to the spider
toxin.

At this point, the pediatrician told the E.R. Doctor to admit the child under
her care. Despite the directive, the admitting pediatrician admits that
neither she nor any other doctor saw the child at any time during the next
four (4) hours.  The doctor then performed a thirty-five (35) minute exam and
again discussed transfer to a tertiary care center in the event the child got
worse.

  Approximately one (1) hour after the pediatrician left to go home for the
night, the little girl arrested and later died.  She is survived by her
mother, father, and three (3) sisters.

Defense:

1.A six (6) year old girl presents to a small Community Hospital with a high
fever, vomiting, and three small bites on her back.

2. She was promptly cared for by the E.R. doctor.  The E.R. doctor contacted
a local pediatrician who agreed to admit her.  The pediatrician admitted the
child while she was working at her own practice.  Numerous blood cultures
were performed and a cardio monitor, IV fluids, antibiotics, local wound
care, and acetaminophen suppositories were ordered.  The labs were followed
up within four (4) hours.

3.  After seeing her own patients all day, the pediatrician came to see the
patient.  She did a thorough history and physical and the patient was stable.
  The pediatrician did not believe that she was sick enough to transfer to a
tertiary care center.  The patient was watching a Rugrats movie when she
unexpectedly gasped for air and her eyes rolled back.  A code blue was called
and the child passed away one (1) hour later.



4. Defendant's experts will testify that she would have been treated the same
had she been transferred to a tertiary care center.  In fact, the doctor who
would have possibly treated the girl will testify that she would not have
been treated differently.  It is very rare that a patient dies from a brown
recluse spider bite.  The death was totally unforeseeable.

5.  There is no antidote for a brown recluse spider bite; simply, close
monitoring and supportive care.  If she got worse it would have been
appropriate to transfer her.  The actual cause of her death remains unknown.
She would very likely have died even if she was transferred to the tertiary
care center.

6. According to the Defendants' experts, the pediatrician was not below the
standard of care.

Plaintiff's arguments:

The girl had a known rare systematic reaction to the brown recluse spider
bite.  Without proper intervention, she was going to die.  The doctors knew
that she was potentially very ill.  Defendants admit that close monitoring is
critical to continually evaluate her condition and her treatment.  Yet, once
admitted to the hospital, neither the pediatrician, nor any other physicians
saw her for over four (4) hours.  The pediatrician was the Chief of Staff who
twice failed her board exams and was not board certified.  No doctor
monitored her clinically.

Plaintiffs' experts (a pediatric infectious disease doctor at a tertiary care
center) will testify that with a diagnosis of a systemic reaction (high
fever, blood in urine, etc.), if left untreated, a patient will eventually
die.  The Community Hospital was not equipped in any way to treat and react
to this child's condition.  They failed to properly monitor her to
appropriately respond to her potential organ failure.  (Her eventual death
was completely foreseeable and preventable.)  The hospital had no policy or
procedure to determine when to transfer the patient. The pediatrician and
Defendants' expert went to the same school.  The hospital where Defendants'
expert works relies upon the same Community Hospitals for its referrals
within the state.  Defendants' expert will state that the pediatrician and
the hospital was negligent in its care.  If she was transferred she would be
alive today.

It is unfortunate that a PI in this century would say that nothing good can come
out of any deal in Nigeria or with Nigerians. Well, I do not blame him, it is
due to those funy researches clamed to have been performed on Frauds from
Africa. I wonder why such researches did not disclose the facts that in some
frauds originating from Nigeria where Nigerians have being a victim, in some
cases, the money involved were retrieved. If so, why is it not the same with
foreigners?, the reasons could not be isolated from the fact that the foreign
investigators involved tends to treat such cases the way they would do in their
country failing to realise some african factors that may affects their results
of such cases, another reason is the attitude of Law enforcement agencies on
cases involving the whites.

An African musician now deceased used to sing that long time ago, our people do
not carry shit,European men used to carry shit, they now taught us to carry
shit. We are black because the white men call us black. All blacks are not bad
the same way you can not say that all whites are good. We have many good blacks
the same way we have good whites. Attrocities are not parts of our traditional
cultures.

We grow up in Africa and having seen the evolution of African frauds, we are
sure that we would always have a very high chances of success in our
assignments. Our tools are the facts that we understands how the system works -
i .e fraudsters, law enforcement agencies,the law and the societies as a whole -
and we know how to handle such systems.

We are not afraid if any one would want to refer us to the FBI or CIA. We
opperates legally and have not accepted any assignments without performing it
after payments.

MAIL.  THE CASE EXPIRED 11-7 AND TRIAL IS NEXT WEEK???????

This has been an aweful month of process servers serving cases for us from
the group.  Very rare, but the sad part is several are NAPPS members, TOO.

A public forum is NOT the place for personal business, ESPECIALLY when what's
being said is incorrect, but now I feel the need to defend myself.
The papers were recieved on 10/26, a Friday. I opened the mail that night. The
following 2 days were Saturday & Sunday & it was a business serve, so I waited
until Monday 10/28 to make my first attempt. I went there & the address I was
given didn't exist. We squared that away & the serve was completed on Tuesday
10/29, FOUR DAYS after recieving the papers in the mail. The affidavit was faxed
the following day 10/30. It was sent just before or after (can't remember) I
told one of your co-workers on the phone it was (being) sent. There were no
errors indicated on my end. It's NOW 2 weeks later & I'm being told the fax
didn't come through (she knew it was coming through immediately, if not sooner).
The original was mailed on 10/31. When you do get it check the postmark.
I haven't had ANY trouble sending faxes (the machine is brand new), so I would
suggest checking your office. Someone may have picked it up & set it somewhere
else. I lost my copy, so I know it's not impossible to lose one.
I hope you figure out that you had your dates wrong soon, because I'll be
waiting for a public apology.
