You should look in the database section of the forum (link at the left of the

Hi guys,

So I heard some FUD about RCMP reports getting lost in-transit. Multiple
reliable sources told me they had to do RCMP reports 2 or 3 times,
**especially** in all-cases where they carried it out using Client-ID,
before Buffalo issued a File Number.

I'll prolly re-do my RCMP soon, and if you did yours before you got a file #
from Buffalo, you might want to, as well. Unfortunately, I have no "proof"
of any kind, but seeing as it takes 30 mins of your time, $10, and has the
potential to save over 6 months' processing-wait times, I'd rather just be
done with it and move on ...

And yes - it still takes 120-150 days for results to reach Buffalo ... :(

Hello Folks,

The time has come to say Goodbye to the group and move on. For many
of us, our immigration journey toward a bright future in Quebec has
now reached a different milestone which is more than the immigration
process and into the settling, establishing and exploring
opportunities in our land of hope and belief..

A new generation of CSQ seekers have begun their journey on this
group and I wish everyone good luck and godspeed.

This is a good group of people who are focused on the common
objective and always ready to help each other out..I hope this
commonality continues for future CSQ seekers as well.

well i applied for CSQ recently on june 22...i received a letter from NY on july
20 i guess...which read that they have received my application and will be be
contacting in next 3 months...and also gave me my file number....well it was in
french so i understood only that much from my 50 hours of french class...i guess
it was nothing else....

Hi guys,

I have one strange question.....after getting CSQ and after applying sending
application to Federal suppose i get married to some girl who stays with me in
Canada on a visit visa , is it necessary to notify federal about my marriage?
well the reason i dont want to notify is bcoz i dont want my PR process to get
delayed for any reason....i want to sponsor her after i get my PR...

It doesn't matter if you are planning to sponsor her later or not.
If you get married, you must report the change in marital status to
Immig Canada and I also believe to the Quebec immig services as your
CSQ does not reflect your current marital status and also coz
everyone planning to settle in Quebec must have a CSQ. Failure to
report this will be an offence under the immigration act. And if you
are granted PR status, it will be revoked once they find out that you
failed to disclose such info and you may not be able to apply again
for a very long time.
They will find out about this when you try to sponsor ur wife and
they ask to see the marriage certificate.

You can also wait to get ur PR and then get married.
Please be careful with this as it is very serious.

I was concerned about this, but at this rate any document could get
lost. I actually have an e-mail from RCMP saying that the police
certificate has been delivered, so unless Buffalo just tosses away
police clearances for the heck of it...

The guys who told me that BUF claimed they never received the RCMP reports
were actually notified by RCMP HQ / Ottawa that the report was sent out.

The fingerprints woman at IFS even said today that BUF would track via file
# or via client-id just fine. Seeing as everything is computerized, even I
don't understand why BUF might lose RCMP reports? Search me ...

BTW, to update my first post, it costs $25 CAD in mtl, not $10.

So I had my interview at SIQ NY in Montreal and got my CSQ yesterday!
Hippie! The kind interviewer told me to send my documents to Buffalo,
but I checked and was told that I could alternatively send them to
Singapore (of which I am a citizen although I live temporarily in
Montreal).

Any advice? Buffalo or Singapore? The latter is very efficient but
the former seems to be ok too given that we are CSQ applicants.

Keeping to the relevance of this thread, I think I will proceed and
get my finger prints/RCMP reports within a couple of days even though
the CSQ letter says to not request a report until asked to do so.

There's also programme special! Wonder what those numbers mean. But
the interviewer told me that since I am branded a francophone (F), I
will not be allowed to attend the free french classes for new
immigrants.

John, sending documents to Buffalo you should consider following:

- you should maintain canadian (or US) address for the whole time of
application processing ( you said you in Montreal temporarely );
- you should be able to enter US if interveiw required ( consider the
fact that US does not give the visa gladly when the sole purpose of
obtaining such visa is immigration interview in canadian consulate)

Thanks for the information! I am actually a student in Montreal. Have
been here for 4 years and will be here for at least 1 more year (with
1 more year of extension when I convert my student visa into a
worker's visa). As a Singapore citizen I enjoy Visa Waiver status in
the USA. I was just wondering if Singapore would process it quicker,
given that I would require police certicates from Singapore.

Hi John,

Congrats on getting the CSQ. You should check with Singapore CSQ
applicants to check how long it's taking for them to receive PR or
better call the consulate and ask. Buffalo seems to get it done in 6
months for CSQ applicants (this may vary in the future).

Regarding RCMP fingerprinting, first you need to know the visa
office where the fingerprint needs to be sent. Second since you
don't have a file number yet, you're going to use your client ID,
I'm not sure if Buffalo or Singapore will be able to locate you file
with client ID later when they receive your fingerprint results
(theoretically they should).

I can think of few suggestions.
1) You can wait for the file number to arrive before doing the RCMP
thing--drawback is you will waste 1-2 months before you receive file
no.

2) If you still want to go ahead and do the RCMP check without file
no. then take two sets of fingerprints and you can have result of
one fingerprint sent to your home address and one to the processing
office, so in case they say they didn't receive your results
directly from RCMP, you can send the results you received to your
home address. I guess they should be fine with them (I have heard of
RCMP mistakenly sending fingerprints to home address instead of
processing office, and CIC has accepted them when forwarded by the
applicant).


Give some thought and decide about the choice of processing office

On my CSQ, there's also #16 Programme Special and thereafter a number
XX. Don't you guys have something like that on your CSQ? It's to the
right side of #15 CSQ Anterieur.

Yes that's what I am going to do probably later today. Singapore
Police requires fingerprints from an "official source" so I am hoping
that the local police station would do it for me, based on the
request letter given along with the CSQ. Or else there's also a
fingerprinting service at Guy-Favreau, but I am not sure if they
would be deemed "official".

Actually, thinking of it now, it may seem that Singapore may work
faster but they may be more fussy with the documents!

Yes, IFS Canada at Guy-Favreau are "official". Robert Lefebvre, the chief
officer who oversees fingerprinting and actually signs each piece of fprint
report leaving their Office is an ex-cop. IFS guarantees that some ex-cop
specializing in fprinting skills will oversee your fprints and the RCMP
therefore recognizes IFS as an "official" standards-maintaining body.

This is why you pay the premium of $25 for a set of prints.

I am not sure if your local police station can/will do fprints etc.

And they may not, either. You are treading a thin line, here. I know for a
fact that CSQ applicants through New Delhi, India go through very short
processing times. If I were you, I'd get someone in SG to badger the CHC for
some info on procesing times, and also scour the web, and m.i.c. before I
decide one way or the other.

It may work well to your advantage to go via CHC SG rather than Buffalo (and
it may not, either) but be warned that Buffalo is currently experiencing
_serious_ backlogs. In the past year, they've never had over a month's
backlog for file creation, and right now, they're _still_ creating files and
sending out AoRs for apps sent in May 2004 ... also note that CHC SG might
require you to be physically present in SG to get a PR visa (different
consulates have different standards) and you might wanna investigate this
before you send the app ...

It is important that you wait the extra week or month to send out a
*Complete app* so that your app is recvd complete **at the time of file
creation** rather than in pieces (according to AM, m.i.c.) and I somewhat
agree with that school of thought.

Make sure you attach PCC from Singapore before mailing app to BUF/SG.

The caveat emptor is this: There's thousands of people who are eligible to
apply via BUF (and indeed do so). These include non-americans, including
foreign citizens residing in USA and Canada. By applying to SG (where only
SG citizens and foreign residents (my guess, a smaller number than that in
USA+Canada put together) can apply) you will likely have a much shorter
wait-time. Also, many times, going via the home consulate has proven to be
more advantageous, as seen in m.i.c.

there's no entry there. Probably some internal code or something, I

No, you would just need the prints made at an official agency here in
Canada, then have the originals sent to your local police agency
along with your request for the CNCC.

Indian PCC doesn't require fingerprinting and can be obtained
through a local Indian embassy. You need to check with the nearest
Indian embassy on this. There should be seperate threads on this

To be frank, I would not worry about it because the 2 addresses just
refer to two different entrances leading to the same building. The
SIQ NY office has not been relocated. They changed the address so
that interviewees will now enter through the back door, next to which
they have recently built a holding room. In the past you used to go
straight up to the 5th or 4th floor to wait your turn but now
everybody has to wait at the RC until your number flashes on the
board. Then you are allowed to leave the holding room and take the
lift up. Coincidentally, unlike in the past now only one lift takes
you up to Quebec Immigration's floors and it is operated by a guard.
