Subject: Speed limit through the Lents Town Center. NOW!!

Ever since I moved into the Lents Town Center, I've been trying to push for ways
to make the town center more pedestrian friendly.   One of the first things that
I pushed for was the decoupling of Foster and Woodstock.   I'm not sure how
close we actually came to pulling it off, but with a lot of help from my fellow
residents we gave it our best try.

The effort to decouple was always less about returning Foster and Woodstock to
two directional traffic as it was to try to create a more pedestrian feel in the
area- an area designated as a "town center."    When I've talked about wanting
to see the speed on Foster and Woodstock reduced to 25 MPH- I've had some
interesting responses.   One was that Foster is something like an "arterial"
which for whatever reason people must need to drive 50 MPH on!   Gyikes.

What IS an arterial?   An arterial is an important or major road connecting two
centers.   Interestingly, an "arteriole" is defined as a branch of an artery
leading into capillaries.   Hmmm.   I think there is a connection between the
words.   I think that it is right to call Foster Road an arterial- but what is
it connecting?   I think it should be considered the road that connects Portland
and Lents.  Like an arteriole, however, once it arrives in Lents it's character
should change.   It should slow.   It's speed limit AND its "design speed"
should both change.   Its *character* should change- in such a way that a
different kind of development is encouraged within the town center.

When I was driving home from Aloha this evening, I passed through another town
center- Hillsdale.   As I approached Hillsdale on the arterial known as
Beaverton-Hillsdale Highway (connecting Beaverton and Hillsdale!)  the posted
speed limit was 40 MPH- just like it is on Foster when you approach the Lents
Town Center from the East.   Entering the Hillsdale area (also a designated
"town center") what was the speed reduced to?   35 like it is in Lents?   No!  
25 miles per hour.    Twenty freakin' five.

Is a 25 MPH speed limit in Lents too much to ask for?   I don't think so.   With
a slower speed limit- and hopefully slower designed speeds eventually as well- I
think we could expect a far different kind of development than what we've become
accustomed to here.   I think that we'd have a much better chance of attracting
the kind of development that we've been hoping for.   We need to be active in
trying to create the conditions that will bring the kind of development that we
want to see here.   If we had a better pedestrian environment in Lents the old
library building would probably become a great little restaurant or a neat
retail outlet of some sort- but what did we get?   A pest exterminator!

Lets talk about a 25 MPH speed limit in Lents.   In general- I think it would be
a good idea for traffic speed reductions within  the borders of every area
designated as a "town center" such as on Beaverton-Hillsdale Highway in
Hillsdale, or on 212 in Damaskus, or on the Tualitin Valley Highway in Aloha- or
on Foster Rd in Lents.   Do we *really* want to create town centers- or do we
just want to add the words "Town" and "Center" to the names of places?!!   If
our goal is to create healthy and vibrant centers outside of the core of the
city- I think we're collectively doing a lousy job!   Lets make some changes-
perhaps some philosophical ones (and certainly some policy ones!) that will help
us move quicker towards the Portland envisioned in the 2040 plan.

Police Officer's Report
Officer Jorgensen went over some Lents statistics. People crimes are down this week (rape, assault). Property crimes are up (car theft, burglary). This seems to be the trend across the city. Most crimes are occurring at night and on weekends up and down 82nd.

Questions:
Recent outbreak of armed robberies within the radius of the LTC? A: No answers yet, but looking into the situation.

Are you seeing any impact on inmates getting out early? A: Police do see a lot of repeat crimes, but there are no firm statistics to say there is a direct correlation. Currently, there are lower levels of property crime in Portland, so there is no way to say right now.

LNA thanked the officers for what they do for the neighborhood.

Announcements

Jalene made an announcement about the Education committee and Green Lents activities for 2010. The education committee will be analyzing education and school programs in Lents to get more involved in the future of Lents schools. The committee is newly formed and looking for additional members. Green Lents is a group of concerned neighbors that are interested in celebrating the range of "green" activities in Lents and bringing networking and educational events to us in Lents. Contact Jalene Braun (Jalene@ilovelents.com) if you are interested in helping or would like to give input.

"Strengthening Leaders through Cultural Competency"
If anyone from the general membership would like to attend this workshop on December 5, talk to Damien (Damien@ilovelents.com).

Communications Group
LNA Members are getting together to analyze how we communicate with the neighborhood and work to improve the modes of communication used to disseminate information. Please contact Jess Laventall (jess@ilovelents.com) if interested in helping or would like to give input.

Damien read a letter of support from the LNA for the Concordia Neighborhood Association in a dispute with Portland's Bureau of Development Services regarding infill development in NE Portland.

Citizen Communication

Jeff Rose:
1. Grant application for Beggar's Tick through East Multnomah Soil & Water Conservation District will not be submitted until the next grant cycle. If you are interested in this topic, contact Jeff Rose at jeff@ilovelents.com.

2. Promoted the Foster Indy Mart – I love lents t-shirt's are $10 for an adult t-shirt and $5 for a baby's t-shirt. Located at SE 79th & Foster Road.

Judy Welch: Talked about Movies in the Parks program this summer and asked about interest in participating in this program in 2010. Potentially we should organize a cleanup to pick up litter after the event. Help is needed to have events in Lents. If you are interested in getting involved, contact Judy Welch (judy@ilovelents.com).

Foster-Woodstock improvement money was approved. There will be a table tonight where Ray can offer the materials.

The Transportation sub-committee on the URAC will be meeting to cover priorities with which to focus transportation funding in the Lents Town Center urban renewal area. Contact Jess Laventall (jess@ilovelents.com) to give input on transportation priorities that Jess can bring to the meeting to represent the Lents neighborhood. Sharon White from Portland Bureau of Transportation is in attendance to talk about traffic safety in light of the recent pedestrian collisions near SE 82nd & Foster.

Safety Report
There has been some bicycle theft in the neighborhood that Clint is reporting. Clint is also working on abandoned vehicle reporting.

Commander Krebbs is getting moved to Central Portland and we will be getting a new Commander.

Old Business

Board Retreat
The Board will be meeting in January to define job duties, review bylaws and draft a mission statement.

New Business

Minutes
Ray Hites moved that we pass the October meeting minutes. Cora Potter seconded the motion. Motion approved.

East Lents Floodplain Restoration Project
Joyce Beedle announced an issue that has come up regarding the East Portland Floodplain Restoration Project. Joyce would like to see the LNA oppose condemnation in dealing with the East Portland Floodplain Restoration Project. She gave a short background of the project reaching back to 1997 when the City offered to buy flooding property from willing sellers through the recent when land owners are being told that they need to vacate before Spring 2010, rather than Spring 2011 as was previously understood by landowners. Landowners and business owners would not like to be condemned while negotiating sales agreements. Joyce Beedle read a letter to Portland City Commissioners copying Bureau of Environmental Services opposing condemnation of properties in the East Portland Floodplain Restoration project area.

Neighbors are concerned that the City is forcing families out to finish the project. Neighbors gave public comment about their personal stories with the City.

Questions:
• How many families are involved? A: 8 families.
• How does the Powell Butte reservoir overflow affect this project? A: This is a new project. They can not control the water, they are doing what they can to try to make it better.
• Has anyone contacted Sam Adams? A: The threats have come from BES. Sam has been out of town recently, but landowners have talked with Sam's aide.
• Can Urban Renewal funds be used for this kind of project? A: Cora – this project is not in the budget.
• Do we want to reach out to other neighborhoods? A: Damien will reach out to other neighborhood associations about this issue.

Wes Wolfe moved that the LNA support the letter to the City opposing condemnation. Jeff seconded the motion. In favor of support: 26; 0 opposed; 3 abstaining. Motion approved.

Pedestrian & Transportation Safety
Sharon White from Portland Bureau of Transportation talked about pedestrian safety issues. Sharon previously worked with Lents safety issues. Touched on the recent SE 80th & Foster pedestrian death – there is still an investigation going on. An analysis of the crossing is being finalized to see what improvements might be made to improve safety. A presentation will be brought back to the neighborhood association about all possible improvements, including a pedestrian activated flashing beacon (post) or a Hawk signal (hanging). Information and bumper stickers were made available at a breakout table during the second part of the meeting.

Oregon Crosswalk Law (see City materials for official law): Legally, when a pedestrian "shows intent to cross" – one foot into the crossing, drivers are required to stop. Pedestrians have to leave adequate stopping distance for drivers. Drivers need to leave a buffer in between pedestrians when they are crossing.

Concern for trouble spots can be brought to Sharon at the breakout table tonight or reported to the traffic safety hotline (503.823.SAFE).

East Lents Floodplain Restoration Project
Joyce Beedle announced an issue that has come up regarding the East Portland Floodplain Restoration Project. Joyce would like to see the LNA oppose condemnation in dealing with the East Portland Floodplain Restoration Project. She gave a short background of the project reaching back to 1997 when the City offered to buy flooding property from willing sellers through the recent when land owners are being told that they need to vacate before Spring 2010, rather than Spring 2011 as was previously understood by landowners. Landowners and business owners would not like to be condemned while negotiating sales agreements. Joyce Beedle read a letter to Portland City Commissioners copying Bureau of Environmental Services opposing condemnation of properties in the East Portland Floodplain Restoration project area.

Neighbors are concerned that the City is forcing families out to finish the project. Neighbors gave public comment about their personal stories with the City.

Questions:
• How many families are involved? A: 8 families.
• How does the Powell Butte reservoir overflow affect this project? A: This is a new project. They can not control the water, they are doing what they can to try to make it better.
• Has anyone contacted Sam Adams? A: The threats have come from BES. Sam has been out of town recently, but landowners have talked with Sam's aide.
• Can Urban Renewal funds be used for this kind of project? A: Cora – this project is not in the budget.
• Do we want to reach out to other neighborhoods? A: Damien will reach out to other neighborhood associations about this issue.

Wes Wolfe moved that the LNA support the letter to the City opposing condemnation. Jeff seconded the motion. In favor of support: 26; 0 opposed; 3 abstaining. Motion approved.

Pedestrian & Transportation Safety
Sharon White from Portland Bureau of Transportation talked about pedestrian safety issues. Sharon previously worked with Lents safety issues. Touched on the recent SE 80th & Foster pedestrian death – there is still an investigation going on. An analysis of the crossing is being finalized to see what improvements might be made to improve safety. A presentation will be brought back to the neighborhood association about all possible improvements, including a pedestrian activated flashing beacon (post) or a Hawk signal (hanging). Information and bumper stickers were made available at a breakout table during the second part of the meeting.

Oregon Crosswalk Law (see City materials for official law): Legally, when a pedestrian "shows intent to cross" – one foot into the crossing, drivers are required to stop. Pedestrians have to leave adequate stopping distance for drivers. Drivers need to leave a buffer in between pedestrians when they are crossing.

Concern for trouble spots can be brought to Sharon at the breakout table tonight or reported to the traffic safety hotline (503.823.SAFE).

Police Officer's Report
Officer Jorgensen went over some Lents statistics.  People crimes are down this
week (rape, assault).  Property crimes are up (car theft, burglary).  This seems
to be the trend across the city.  Most crimes are occurring at night and on
weekends up and down 82nd.

Questions:
Recent outbreak of armed robberies within the radius of the LTC?  A:  No answers
yet, but looking into the situation.

If you are looking for fresh, affordable, organic produce, and farm fresh eggs they are here, in Lents. Every week we order cases of fresh fruits and vegetables to be picked up on Tuesday evenings. We often have pineapple, kale, oranges, onions, avocados, satsumas and more. These are all fresh, no seconds.
Every Tuesday we also have farm fresh, organic, pastured eggs delivered from a local farm in Mulino. Bob charges $3.75 a dozen, and sometimes the eggs are so large that the cartons are unable to close all of the way.
This week we have a special deal being offered by my friend Rebecca at Portland Green Parenting. She is extending special deals on Plan Toys, Smart Wool Socks, and cloth diapers.

Here's the challenge- design an A-frame sign that costs about $5 to build- and
create a silkscreen so that we can print about 50 signs that say something like
"Pedestrian Area- please drive slower!"

If anyone has an idea how this could be put together- could we slow traffic a
little in the neighborhood?

Where would we put signs like this?   On Foster, certainly.   On 92nd?   Of
course- what about at the base of the freeway off-ramps?   Woodstock?   Does
Holgate need any?   I'd actually put one of them on my street, some on Ellis,
and maybe a few on Harold.   There are probably other places that need them too.
Any ideas?

Other items I've purchased include cards featuring artwork by students of the
Milwaukie Art Academy. Proceeds from the sales of these cards ($2) go to support
the academy! There is a wide variety available- and I'm told that there will be
even more soon!

There are several vendors at the market now that I would have expected to find
downtown at Portland's Saturday Market. One of these exceptional businesses is
called "Village Baby." It's incredible. The booth includes handmade items from
three generations. It's run by Danielle Killian-Maes, her mother, Rene Wolfe,
and her children who make a number of gift items including stuffed Cyclops…
animals? They're cute. There's lots of creative baby clothes, and some clothes
for adults as well- including pants with sweater arm legs! You'll have to see it
to understand! Trust me- it's pure genius (and very warm!)

Another fabulous vendor is Rebekah Kessluk Peschke of "Hippy in the City" who
makes all kinds of really good quality hand knit items! Some of her goods can be
seen at her website, hippyinthecity.com. Rebekah will also be providing gift
wrapping on Sunday.

One new vendor that I've heard about but haven't yet seen is "Tracyville." What
I've heard about them is nothing but great. They will be at the Indy Mart both
Friday and Saturday and some of their goods can be found at
http://www.tracyville.blogspot.com/.

Some other vendors include a gentleman who repairs watches! If you have a watch
or two laying around that need new batteries- he'll change them for you for $2
apiece. Can you beat that? Another vendor makes and sells silk ties for $3 each
and one sells teacups that have been made into nightlights! There's a soap and
candle maker that is a regular vendor and one that make pet treats!

There's much more- and there's food as well! Johnstone Waayan, a Western
Culinary Grad sells vegetarian California rolls as well as other treats- largely
pacific islandish! "Warmth- a Recession Café" provides coffee and a certain kind
of donut that is known as…. Hoo Doo? Something like that! You'll have to taste
for yourself!

This market is creating opportunities for residents. Residents are being the
given the opportunity to create incomes for themselves through this remarkable
effort by Susan Marcus, the Indy Marts founder. The opportunity for the rest of
us is simply having this market available for us to shop at. Please try to stop
by over the weekend! The market is located at 7916 SE Foster Rd.

Over the weekend, the market will also host a food drive in conjunction with Mt
Scott Presbyterian Church. Bring down your non-perishables to benefit a needy
family or individual!

Once again- after less than a week since my last visit to the Indy Mart, I
stopped by and found that it had again stepped it up a notch!   I'll have to
admit, I've been hoping that this market will eventually morph into the
Eastside's version of Saturday Market.   Well the Indy Mart has actually
attracted one new vendor that is probably out of Saturday Market's league
altogether!   The products that this vendor sells are phenomenal.   Geared
largely towards children- but not altogether- they sell hand made clothing and
other things like purses and... other stuff!

Today at the market, I tried some California rolls, and later on I took Kris
back down there for a voodoo donut!   Both were great.   A couple other
interesting things- one guy was selling silk ties that he had made for $3- and
for $2 you can buy a greeting card that features the artwork (photos of the
artwork) of students from a local art academy!   Guess where I'M getting MY
Christmas cards this year!   There really is a lot more!   On Black Friday (the
day after Thanksgiving) they will be opening up at 9 AM.    Try to make it down.

Lets really help make this market a success!   Please make a point to go by
there occasionally- and make sure that your friends and neighbors know about it
as well!   If we support it- the market will keep improving!   If we don't use
it, some of the great artisans that are working to make this a success will
eventually try to find another venue.   This is a case of "use it or lose it!"
If we can get in the habit of using this place- we are going to have a local
institution that we can all really be proud of!

Oh, by the way- the old library building has been leased out!   Unfortunately to
a pest exterminator.   It's a great building that deserves a little more, but
hell- it's on Foster Rd which isn't the best pedestrian environment so this is
the kind of business we're most likely going to see there!   C'est la vie.   So
much for "the Library Cafe!"

Hmm.. Lessee!

Chess eh?   It would be nice to incorporate some chess boards into our public
space!   We're looking at coming up with a design for Ramona Street in the Lents
Town Center- perhaps we should look at ways to make it a good public space that
encouraged some of the activities that Kristofer would enjoy and that would
encourage the kind of informal activities that he would benefit from.

A chess board or two built in- what about a built in podium with a small seating
area?   Another potential for Ramona Street might be a property PDC is looking
to acquire right by the lightrail station.   The house has a lot of potential.
Supposedly the best uses for the property would generate some economic activity-
ie business incubator!- or it would simply draw people to the town center- or
ideally both!   What I imagine in my pea-brained head is something like a
community center- or more accurately a *community resource center* where there
is space for classes, some space for small start-up businesses which after
establishing themselves could move into larger spaces in the town center- and on
and on!

What uses in this kind of space would benefit Kristofer?   A debate club?   What
about the establishment of a local publication that he could contribute to?   
I'd like to see a paper version of I Love Lents and would love to have our youth
contribute to it!  What kinds of things does he like to write about?   Would he
be interested in writing some fiction?   Howabout a science fiction serial!!  
Aliens invade Lents!!   [laugh]   You guys might not know it, but....   I'll
leave that one alone!

In any case, if PDC has or does acquire the property- it would be great to tie
it into whatever kind of public space we create on Ramona.   If we could create
some sort of institution out of the property I'm talking about that would
benefit Kristofer and other teens, people that would like to start a small
business, people that have different interests that want to start a club or
something, etc- maybe we can really start to create a presence in the town
center that will encourage more businesses!   By the way- the Farah-owned
property next to El Pato has a "for rent" sign in the window!

In any case- lets keep talking about what Kristofer would like to see in the
town center- and find some more people we can accommodate as well!

If he likes dancing, you might consider Tango lessons/practica sessions at Tango Beretin on 63rd and Foster. It's not specifically geared toward teenagers, but the tango community in Portland is pretty welcoming across the board.

To echo Wes, they have many teen groups and things at Mt. Scott. Molly is the teen program coordinator and she can talk to you about upcoming activities. The teen group has classes, hikes, movie nights, cooking nights etc. They also recently had a skating night at the roller rink under the community center.

There are a lot of kids there who may homeschool or do non-mainstream schooling and may not have a natural peer group at school like most teens. My kid won't go because she'd rather be with her friends in N/NE where she attends school. And she is way over-scheduled for activities in North Portland at school. I did coerce her into an MMA class at Mt. Scott which she seemed to enjoy.

The thing is if these programs don't get a lot of traction and participation, they WILL go away. So if you see me forcibly pushing a protesting teenager into the Mt. Scott building, that's why.
