Ten local and multinational companies contributed 46.40 per cent of
total value added tax generated during the 2004-2005 fiscal year,
sources in the National Board of Revenue have told.

The ten companies together paid VAT amounting to Tk 4,918 crore. The
NBR earned about Tk 10,600 crore in VAT during the fiscal.

Tobacco companies remained a leader in VAT generation, with British
American Tobacco, a leading multinational tobacco company,
contributing the highest Tk 1,852 crore, and Dhaka Tobacco, a local
company owned by the Akij Group, paying the third-highest Tk 712
crore in VAT.

Together the two companies contributed Tk 2,564 crore to the newly
introduced large VAT payers' unit of the NBR that started functioning
in September 2004.

Two mobile telephone operators — GrameenPhone and AKTel — were also
included in ten top 10 list as they paid Tk 345 crore and Tk 110
crore respectively. GrameenPhone held the fifth spot while AKTel came
eighth.

The other companies in the top ten were Bangladesh Gas Field Limited
at Tk 788 crore, Habiganj Gas Field at Tk 545 crore, Eatern Refinery
at Tk 220 crore, Rashidpur Gas Field at Tk 169 crore, Kailaspur Gas
Field at Tk 109 crore and Chittagong Port Authority at Tk 68 crore.

Sources in the NBR said they would soon sit with other big companies
included in the VAT LTU to increase their contribution following
pressure from the International Monetary Fund.

The IMF recently asked the NBR to make all out efforts to increase
the VAT amount from the entities enlisted with the VAT LTU, the
sources said.

The GrameenPhone Limited, country's biggest cellphone operator, earned 57 per cent more gross revenues in 2004 than a year before. According to the company's annual report, its operating revenue totalled about Tk 1,970.07 crore in the year 2004, up from Tk 1,257.72 crore in 2003.

The company's net earnings amounted to Tk 618.35 crore, which was Tk 386.49 crore in 2003. The annual report said in the year 2004, the company paid around Tk 11.53 billion to the government as direct and indirect taxes. The company invested about $196 million in 2004 for the expansion and improvement of its countrywide network through doubling the number of base stations to 1,400 at the end of 2004, adding more 720 new sites.

During the period, the company added nearly 1.4 million new subscribers to reach the 4 million mark by September this year and command 62 per cent share in the country's mobile phone market.

Opera Software ASA is now giving away its Web browser and removing
ads in an effort to broaden its user base and capture revenues by
referring traffic to search engines and e-commerce sites.

Before the availability of Opera version 8.5 this week, users who
downloaded the browser had to either pay $39 or view ads while
browsing. Its competitors, including Microsoft Corp.'s Internet
Explorer and Mozilla's Firefox, carried no such requirement.

Christen Krogh, Opera's vice president of engineering, insisted the
move was not prompted by the success of Firefox, whose rapid growth
in usage has threatened to push Internet Explorer's market share
below 90 percent for the first time in years.

In addition to getting revenue from fees and ads, Opera's browser
also had revenue-sharing agreements with other sites, primarily
Google Inc., for directing traffic through the browser's built-in
search box.

By expanding the number of users, Opera can expect to earn more
through such deals, Krogh said. A wider presence on desktops, he
said, also could help Opera get on more mobile devices, where Opera
has an advantage because its underlying code is more compact than its
rivals'.

According to WebSideStory, IE had a 91 percent market share on
Windows computers in April, down from 97 percent in June 2004. Opera
remained steady at about 0.2 percent, while Firefox more than doubled
its share to 7 percent.

The BCS Computer Show 2005 will begin on September 22 with the theme —
  ICT for future excellence.

The show feature stalls of companies from home and abroad. Bangladesh
Computer Samity will hold the six-day show at the Bashundhara City on
Panthapath.

The computer show convener, ASM Abdul Fattah, also treasurer of the
Bangladesh Computer Samity, at a briefing on Tuesday said this would
be the 13th computer show from 1993.

The minister for LGRD and cooperatives, Abdul Mannan Bhuiyan, is
expected to open the show as chief guest.

One hundred and four local and foreign companies will join the
exhibition. There will be 130 stalls and 15 pavilions on around
100,000 square feet area.

The organiser said that they would display in the pavilion zone the
evolution of ICT and computer history.

The fair will also feature laser show, gaming competition,
entertainment and a number of seminars.

The convener said the fair would feature use and display of wireless
internet browsing, data sharing, and wireless video and audio access.

Free Internet browsing will introduce video-on-demand, IP TV, gaming,
and radio over the internet.

The entry fee will be Tk 20 and entry will remain free for children.
The sponsors of the computer show are Asus and LG.

The show will remain open for all between 1:30pm and 9:00pn on
September 22 and between 10:00am and 9:00pm during September 23–17.

BCS president SM Iqbal, vice-president Moinul Islam, and general
secretary Ali Ashfaq were present.

GrameenPhone (GP) Ltd has launched an advanced high-speed internet
and data service for its mobile phone subscribers.

With this latest technology service titled 'EDGE' (enhanced data
rates for global evolution), the GP subscribers will enjoy advanced
mobile phone services such as downloading and sending ring tones,
video clips, animations and music, multi-media messaging (MMS). They
will also get high-speed colour internet and e-mail access.

EDGE is an advancement over the present GPRS (general packet radio
service) system and a third generation mobile phone technology.

"It is eight times faster than an ordinary GPRS network," said GP
Managing Director Erik Aas while introducing the service at a press
conference in Dhaka Monday.

Chairman of Bangladesh Telecommunication Regulatory Commission (BTRC)
Omar Faruk inaugurated the service at the function.

Subscribers will need a GPRS or EDGE and MMS enabled handset to enjoy
the services.

GP subscribers will be able to enjoy the EDGE services through two
types of packages, said Kafil HS Muyeed, director (Marketing) of GP.

Both pre-paid and post-paid subscribers can get Package 1 titled 'Pay-
as-you-go' while Package 2 is only for the GP post-paid subscribers,
Muyeed told the press.

In Package 1, where no monthly fee is applicable, browsing charge is
only two paisa per kilobyte. The subscribers will have to pay a fixed
monthly fee of Tk 1,000 for unlimited browsing for a month in Package
2, he added.

Initially GP subscribers of Dhaka and Chittagong metropolitan and the
surrounding areas will be able to enjoy the facility at a competitive
tariff charge, he said.

"We will offer EDGE service free of charge until September 30 and
from October 1 service charges will be applicable," he added.

GP officials hoped that with the introduction of EDGE, Bangladesh ICT
will enter into a new era and mobile phones will become the ultimate
tool to bridge the digital divide, providing people with internet
access from anywhere within the GP coverage.

DHAKA: China's top telecom equipment maker, Huawei Technologies Co Ltd, said it expected its business in Bangladesh to reach $500 ($NZ718.08) million in calendar 2005, up from $300 million in the year ago.

"We have made our Bangladesh business target at $500 million this year," Huawei's chief representative in Bangladesh Zhangshengxing told reporters.

The company achieved $2.47 billion overseas sales in the first half of the current year, maintaining a progressive trend, he said.

Its sales target for the year is $3.68 billion in wireless and $1 billion in CDMA (Code Division Multiple Access) infrastructure, he added.

In April, the company won a $200 million Bangladesh contract for GSM and 3G equipment, telecom officials said.

"In telecom sector Bangladesh has a potential market," Zhangshengxing said while launching Huawei's CDMA Mobile handset in Bangladesh.

Huawei started its operation in Bangladesh in 1998 and at present has business with six telecom companies in the country.

It has 67 per cent market share in CDMA globally.

"Huawei is now the largest vendor in China's telecom market and quickly becoming a leading player in the global telecom market," the company representative said.

"The company's overseas sales till June this year totalled $2.47 billion or more that 2004 whole-year turnover of $2.28 billion," he added.

Dear All,

This is to inform you that a good number of schools and academic institute already incorporated Math Olympiad in their annual programme. We are trying to help them with the exam papers, Math books and others. Meanwhile, we are continuing our effort to spread the MO in different level. Perhaps you already heard that we are trying to arrange MO in union level.

The first union level MO will be held on 30th September 2005 in Sarda union of Charghat Upazilla of Rajshahi district. Local communities are organizing the programme. We are helping them in all respect. Mr Ibrahim Khalilulla Nobi, the coordinating MOVers will conduct a orientation session for the union level organizers in next week.

Hopefully, some of us may join the festival on 30th. The organizers are expecting around 500-600 participants from different schools in the final day. Because of the overwhelming participations, they decided for a test exam to select 500/600 from thousands of intended participants. This is the fisrt time for a MO in our country!

We are also planning to organize 4 more similar MO in next few days--- Mohonpur (Rajsghahi), Gurudaspur (Natore), Sylhet and Satkhira.

Meanwhile, to develop the math skill of the students, we are trying to arrange some math camp all over the country-- At this moment one such activities is going throuh SPSB  at Dhaka. (http://www.spsb-bd.org/sms.htm).  We called this programme Summer Math School. However, to make it over the year programme, we will name it PMS- Parallel Math School.

The sylhet chapter will start their second batch on 23rd September, 2005. The venue of the sylhet PMS will be Sylhet Science College, Noya Sarak, Sylhet.

Students/Teachers in the different parts of the country are now organizing their own math club. Besides Demra, we now have Bogra, Jadab Chkrabory, Chittagong, Pabna math club. Some may be formed in coming month.

This year, if possible, we may extend our Divisional MO in more cities this year, including one for the HillTracts.

We have collected a good number of math related books. And start distributing the copies by PHOTOCOPYING and by Nilkhet Style. The master copy is kept in Abdullah Al Muti Library of SPSB at Dhaka.
Some students are keep themselves busy with the problem posted in the yahoo group, math_club@yahoogroups.com. And also, 5 new problems are publishing every week in Prothom Alo.

Hurricane Katrina’s devastative blow in New Orleans shocked everybody. The situation after the hurricane is still unimaginable for the people; even anti-Americans cannot visualise the misery of Katrina victims of the superpower US. They were suffering almost like refugees from a war-torn country or a disaster struck Third World country. Economists estimate loses for the storm and the rehabilitation expenditures will as much as the two wars in Afghanistan and Iraq.

Estimates of Hurricane Katrina’s toll are supposed to climb to $ 200 billion by the end of this week. The US government has already stretched out hands to bring succour for the victims from other countries. Our country is offering $ one million as support, which the USA has already accepted.

Our country has a long history of tackling natural calamities like flood and cyclone. In the last few decades we had some appreciable success in disaster management during natural calamities despite a few cases of relief embezzlement and corruption in the rehabilitation programmes. Now, had we adopted various ICT tools available, we would have witnessed more success in disaster monitoring and rehabilitation programmes.

The recent Katrina hurricane in the US coastal region is increasing the urgency in chasing all kind of disaster with ICT gadgets. The victims are looking for separated children and siblings through the Net. There are online albums for missing children. Relatives are hosting photos with particulars in the website to locate their beloved persons. You will be able to see many data banks on Katrina-affected people whenever you click on search engines.

In the era of e-technology, finding and communicating with a person is quite easy. Storm-scattered family’s members can know the whereabouts of their beloved ones if all have e-mail addresses. They will be able to write from the computers of the rehabilitation centres to the siblings. Like cell phones, now Internet communication is possible with wireless cyber communication system. Online data base system can play a role in distributing relief among the victims. Significantly, it will boost monitoring of the distribution process by the elected people’s representatives and consequently, misuse of funds and relief goods will be reduced remarkably.

Many network volunteers have been sent with handheld gadgets to help the victims of the coastal region. Rescue volunteers need high power mobile phones. Therefore, some mobile phone and telecom companies like Motorola and T-mobile are providing handheld devices to volunteers as well as the victims to ensure rescue and rehabilitation works are done smoothly. Even T-Mobile and Cingular Wireless is allowing the victims to phone without payment from their retail stores.

IT and telecommunication experts of the United States could maximise the blessing of hi-tech, if their country concentrated on computerisation of disaster management. Indeed, there is no country whose ICT skills and development can be compared with the efficiency of the USA. But this superpower country has developed ICT sector for commercial use and making war technology, after 9/11 they have been developing gadgets and cyber monitoring merely for bringing down terrorists; not to deal with calamities via e-technology.

Now digital mapping is a feature of every modern city. If a country possessed uptodate mapping of a region, a rescue worker would be able to locate a victim by simply using a palmtop. Last year there was a news item about our Dhaka city being brought under digital mapping process for locating criminal hideouts, which is also a part of e-policing. Generally, digital mapping is extremely useful in finding out criminals from crime prone zones. Whenever a mishap takes place, police can identify the place of occurrence by clicking on a handheld device. Digital mapping is useful too in the search for scatted people after a disaster like a cyclone or hurricane and flood.

Remote sensing recently has taken a new turn with the installation of satellite equipment, which allows observation from a distant location and the photographing of images. The images are taken from the surface of the Earth and the photos are projected on computer monitors for analysing. You can analyse and be able to predict with reasonable accuracy when a hurricane like Katrina will hit your region.

Still we are far off from the latest remote sensing. Our remote sensing organisation, SPARRSO, does not have any satellite or special aerial survey plane. However, it is associated with some satellite establishments of other countries. They are taking images from those satellites to carry out remote sensing analysis.

The US is the one of the most advanced countries in the arena of remote sensing. They have enough hi-tech devices to forecast the appropriate time of hurricane attacks, which is what happened this time about Katrina. They made a precise prediction. That is why it is beyond our understanding why though many days were passing, they failed to locate where people were starving or dead bodies were decaying. It is reported that the fact most victims were blacks and mixed races, led to this gross negligence. Whatever that be, satellite technology can even pass on photos to computers so the condition of even a tiny home can be analysed with almost pin-point accuracy.

A country, whether rich or not, needs donation and help from all over the world during a natural calamity. Other governments and international organisations can send donation for the victims, but general people normally face a hassle in donating money from other parts of the world, there is even limitations in some particular countries about sending money instantly and directly. This needs to be streamlined. Many US charity organisations are taking online grants from general people for Katrina victims. If we were familiar with the credit card system; then such charitable transactions over online would have multiplied public participation. In such scenario, our charity organisations will be able to collect donations from the general people, provided online money transfer options are introduced in our country.

The controller aims to be just like a TV remote
Nintendo has unveiled the controller for its new Revolution game console.

In a demonstration at the Tokyo Game Show, Nintendo boss Satoru Iwata showed off a wireless controller that closely resembled a TV remote control.

Motion sensors on the controller translate its movements into game action, allowing it to be used as a virtual sword, baseball bat or racket.

Although the Revolution's controllers are public, Nintendo has yet to reveal details about the console's hardware.

 

Wider appeal

Mr Iwata said the controller resembled a remote control because that device was familiar to so many people.

"Its intuitive form allows both experienced and new gamers to stand on the same starting line," he said during his keynote address at the show.

Mr Iwata said the Revolution controller and console was aimed at converting new users to gaming who were scared off by the fast pace of existing games.

"If we can't do that, we might as well stand back and watch the market die off," he said.

The wireless sensor-studded controller is a break with the past because before now most game consoles have used a two-handed device studded with buttons.

The Revolution's controller can be used to fight with on-screen weapons such as swords or control vehicles and characters but was also capable of representing quite delicate movements, said Mr Iwata.

During the demonstration during Mr Iwata's speech, the controller was seen being used by players to conduct an on-screen orchestra, play a virtual musical instrument and even use an in-game dentists' drill.

Nintendo's Revolution console will be released in 2006 but it is likely to appear after launches by rivals Microsoft and Sony.

Earlier this week Microsoft announced that its Xbox 360 will launch in the US on 22 November, with Europe and Japan following at the start of December.

Yahoo is giving its Web-based mail service the biggest makeover since
it launched in 1997, switching to a format that looks more like
Microsoft Outlook and other desktop computer mail programs.

A trial version with many new features was rolled out for a limited
group of users on Wednesday. All members are expected to get the
updated service within a few months.

The new Yahoo Mail mimics offline mail programs by letting you drag
and drop messages throughout the program -- into other folders, for
example -- and offering a preview pane, which allows you to read a
message in a window below the inbox listing without opening the
message. Also new is a tab function that allows more than one message
to be open at a time; clicking on tabs lets you move between open
folders and messages.

"It's a really fast experience moving through your e-mail," said
Ethan Diamond, product director for Yahoo Mail. "While you are
composing one message, you can click on the 'inbox' tab and go into
your inbox to read another message."

People who keep thousands of messages stashed online so they can
access them from different computers will appreciate the speedy
response, thanks to an advanced programming language. The software
mostly came from Diamond's former e-mail company, Oddpost, which
Yahoo bought in July 2004. The new Yahoo Mail requires no special
downloads and works with Microsoft's Internet Explorer and the
Firefox browser (for PCs and Macintoshes).

It also features more automation, checking for new messages every 10
minutes, for example. In a nod to Microsoft, Yahoo Mail allows users
to right-click from within any message and choose from a menu of
functions similar to Microsoft's Outlook program.

Yahoo is the most heavily used Web mail service in the United States,
with more than 60 million users, according to ComScore Networks. It
is accepting applications at http://whatsnew.mail.yahoo.com/ to try
out its new program.

The board of directors for the International Corporation for Assigned
Names and Numbers (ICANN) departed from the norm with its approval of
the .cat domain extension, officials announced Thursday evening.

The board also deferred a decision on the highly controversial sex
domain, .xxx, stating concerns over draft compliance and process
terms.

The establishment of the .cat sponsored top-level domain (sTLD) is a
departure for ICANN. The TLDs approved thus far fall largely under
commercial, professional or nationalistic organizations
like .com, .uk, .jobs or .biz.

.Cat, on the other hand, is a domain space reserved for members of
the Catalan ethnic group. According to Fundacio puntCAT, the authors
of the .cat bid, those identifying with the Catalan language and
culture want their own domain on the Internet.

"We believe, for example, that if cooperatives, the aeronautical
industry or museums have been recognized as communities with their
domain on the Internet, the Catalan language and culture have a very
important basis for having a .cat domain," the organization's Web
site states.

The Catalan language is understood by as many as 12 million people
located in portions of Spain, France, Andorra and Italy, according to
Wikipedia.

As policy makers for .cat, Associacio puntCAT can determine who and
what goes on their domain extension. That's different than policies
created for generic TLDs (gTLD) like .com or .net, which are overseen
by ICANN.

Ross Rader, director of research and innovation at registrar Tucows,
said that by approving .cat for Catalans, ICANN has just excluded any
other group of people who would want to use .cat -- cat lovers and
Caterpillar (Quote, Chart), the heavy machinery company, are just a
few examples, he said.

"I find the whole notion of sponsored TLDs to be completely contrary
to everything that ICANN stands for," he said. "These sponsored TLDs
are all about exclusion and they really have no place in today's open
Internet."

Meanwhile, final ratification of the controversial .xxx sTLD is
bogged down. The ICANN board of directors announced in June they
would begin technical and commercial negotiations with ICM Registry
to launch the domain extension.

The decision was immediately met with an outcry from conservatives in
the U.S. and abroad concerned about an Internet red-light district.

Michael Gallagher, Assistant Secretary for Communications and
Information at the U.S. Department of Commerce (DoC), sent an open
letter to Vint Cerf, ICANN chairman, urging the organization to delay
final approval of .xxx.

"The [DOC] has received nearly 6,000 letters and emails from
individuals expressing concern about the impact of pornography on
families and children and opposing the creation of a new top-level
domain devoted to adult content," his letter stated.

"Given the extent of the negative reaction, I request that the Board
will provide a proper process and adequate additional time for these
concerns to be voiced and addressed before any additional action
takes place on this issue."

ICANN, originally scheduled to become a self-regulating Internet
organization , falls under DOC authority.

So perhaps it shouldn't come as much of a surprise that ICANN
directors decided to delay the final approval of .xxx at a board
meeting Thursday.

"The board directed ICANN staff to negotiate additional contractual
provisions requiring development and implementation of policies
consistent with ICM Registry's application," an ICANN statement
read. "The Board will consider the outcome of these negotiations at
some future date."

It's already an alarming situation, when there should be strict
measures taken against internet pornography in the country, if not
worldwide. A key presentation made by Shah Mostafa Khaled, a fourth
year computer science and engineering student, showed at least 12
percent of the websites are pornographic that carry more than 372
million pages.

Furthermore, his study revealed, 25 percent of the daily hits on
search engines are pornographic requests that lead to 35 percent of a
day's total downloads.


Against this backdrop, Youth for Rights and Justice (YRJ) and Center
for Women and Children Studies (CWCS) jointly organised a roundtable
on Thursday at the CWCS conference room. Discussants from various
fields discussed points to bring this concerned issue under a
prohibition or restriction.


Prof Ishrat Shamim of Dhaka University's (DU) sociology department
made several studies ahead of the roundtable, enough to realise the
extremism and impact of pornography on teenagers.


Moreover, internet with all the advantages has also succeeded in
disseminating pornographic websites under one tag 'world wide web'.


Curiosity of the young generation reveals an addiction towards
pornographic websites, pictures and movies from the age as early as
11, the presentation said.


Lack of knowledge leaves the parents unaware of internet pornography
and its impact on their children.


The discussants presented several solutions to this increasing
problem from different aspects.

Among them, Dr M Haider Ali, associate professor of CSE department,
DU, proposed websites can be blocked locally through machine
intelligence. Number of images, percentage of colour can be
considered in this regard.


Very recently the root server of internet has included .xxx domain
which could directly be blocked from the ISP.


Parents should freely speak to their children, explaining the impact
of pornography and pornographic materials so that they keep away from
these.


Barrister Fatema Anwar recommended government initiatives to prevent
internet obscenity, implementing machine intelligence and executing
legal punishment under the proposed acts now undergoing evaluation.


"If we can't discuss a social truth like pornographic culture, it
cannot be brought down by any means. We should also focus on better
purposes of internet that could change its concept instead of only
going for legal measures," said Prof Geeti Ara Nasreen of Department
of Mass Communication and Journalism, DU.


Awareness is a must to prevent pornography and to restrict children
from going into it. Parents should teach their children at their
early age the impact of pornography, Nafid Imran Ahmed, in-charge of
StarTech, The Daily Star, told the roundtable.

The Government will distribute 1.10 lakh more Teletalk SIMs among the new
subscribers during the current financial (2005-06) year in addition to 1.40 lakh
already distributed.

Post and Telecommunication Minister Barrister Aminul Haq said this yesterday
while replying to a question in Parliament.

"The government owned cell phone company the Teletalk, has already distributed a
total of 1.40 lakh SIMs and has a plan to distribute more 1.10 SIMs soon," he
said responding to question raised by ruling BNP lawmaker M Nurul Islam.

Responding to another question regarding reduction of cell phone call charge by
other mobile operators at par with the Teletalk, the Minister said the
Government has already taken up steps in this regard.

"The proposals of signing new contacts with different operators are under way,"
he said.

In reply to another question, the Minister also said the Government has a plan
to improvise the facilities so that all users could make call to different
countries across the world using a single code number 012 while call charge
would remain cheap.

To other questions, Barrister Aminul also informed the House that the total
number of Telephone subscribers in Dhaka city is 4,31,65 while it is 21,943 in
Narayanganj district, 3,353 in Kushtia district and 2,604 in Netrakona district.

In spite of the approval given by the government to open up the Voice
over Internet Protocol (VoIP) facility two years ago, there has not
been much progress in the implementation of the decision.

"The government has to make up its mind with regard to VoIP. After
opening up of the VoIP, revenue may fall instantly, but at one stage
it will start rising," said Internet service provider (ISP)
association president Akhtaruzzaman Monju.

"If the Internet Service Providers are given the opportunity they
would cooperate with the government in identifying the illegal users
of VoIP," he added.

He also referred to the 5.5 million Bangladeshi migrants who were
eager to remain in touch with their families. "If 25 per cent of them
spend US$ 10, the government will earn Tk 100 billion in revenue
within three years of the VoIP implementation", he added.

The VoIP or Internet telephony, one of the cheapest means of
telecommunications, is a contentious issue in the country as the
internet service providers have been pursuing the government for long
to open up the sector, but the latter is maintaining an official
moratorium on its use.

Besides, through tele-conference, video conference, call centre, the
country will be benefited and foreign investment will increase, he
added.

He also stressed on ISPs accessibility to server and monitoring of
the switches to thwart illegal use of VoIP.

Lack of regulatory framework is the main reason for non-
implementation of VoIP, said T I M Nurul Kabir, acting president of
Bangladesh Association of Software and Information Services (BASIS).

He feared that due to lack of easy and cheaper telecommunication
system investment was being hampered and the government deprived of a
huge amount of remittance.

Bangladesh Telegraph and Telephone Board (BTTB) has already started
introducing a new technology as a substitute for VoIP. "This has
reduced the economic potentiality of VoIP, said BTTB official
preferring anonymity.

He also alleged that the government had approved VoIP without framing
a clear policy of implementation. This has given some dishonest
individuals scope to run VoIP from their own V-SAT and deprive the
government of revenue.

Concerned authority is trying to delay the VoIP implementation citing
the laying of submarine cable network within the next few months,
BTTB source said.

"We have prepared all the licenses and relevant documents and we are
just waiting for the governments' permission for implement of VoIP, a
BTRC official said.

The VoIP decision was finalised at the cabinet meeting chaired by the
Prime Minister Khaleda Zia on November 10, 2003.

But the decision of VoIP is yet to be implemented and its huge range
of illegal use is depriving the government of huge amount of money in
revenue.

The Internet service providers were demanding both the call
origination and call termination facilities to run the VoIP business.

Hi,

Thanks for the information. I installed it successfully but failed to
access gmail drive and i got the message- "an error occurred:log in
failed. system error message: logon failure: unknown user name and bad
password". I am sure that my user name and password is correct because
I can access my gmail account using those. Any help will be
appreciated.

Absolutely. You cannot use SMS to sack a person. You must have the courage with proper reasons to sack someone. Let us not take SMS to such alarming heights. Let us follow the time tested pencil and paper approach. It seems to me that the Principal ( if he had at all sent the messsage), did not have the right reasons to face up to him ( the lecturer); therefore, he reverted to breaking the news through SMS. We need to see more professionalism in Bangladesh. It is indeed painful see such gross negligence in Human resource management in the seats of higher learning.

According to reports, Microsoft plans to release the next version of
its Windows Vista (previously codenamed Longhorn) in 7 different
editions.

The forthcoming version of Windows Vista will come in 2 categories
i.e. Home and Business. Under the Home category, Microsoft will
release 4 product editions; Windows Vista Ultimate Edition, Windows
Vista Home Premium Edition, Windows Vista Home Basic Edition and
Windows Vista Starter Edition.

In the Business category, the company plans the release of 3 product
editions; Windows Vista Enterprise Edition, Windows Vista
Professional Edition and Windows Vista Small Business Edition.

Each of the 7 product versions are aimed at different market
segments. The Windows Vista Starter Edition is for beginners who can
afford only a low cost PC and is limited to 3 applications. This
edition will be available in a 32-bit version in emerging markets.
The other editions in the Home category have enhanced security
features and multimedia capabilities.

The Windows Vista Professional Edition in the Business category will
feature Tablet PC functionality, Encrypted File System (EFS), IIS Web
server, Remote Desktop, compatibility with non-Microsoft networking
protocols such as SNMP, Netware etc and domain and management
functionality. The Windows Vista Pro is more or less similar to XP
Pro.

The Windows Vista Enterprise Edition meant for enterprises, includes
unique features such as Secure Startup/full volume encryption
security technologies i.e. Cornerstone, multi-language user interface
(MUI) and Virtual PC.

Microsoft maintains that the Windows Vista Ultimate Edition is the
best operating system ever offered for a personal PC. The Ultimate
Edition targeted at high-end PC users, is a combination of the
Windows Vista Home Premium Edition and the Windows Vista Professional
Edition and incorporates other benefits like on-line services.

In a parallel development, Microsoft has released its preliminary
Windows Vista user interface guidelines. A set of 12 rules; the
guidelines advocate usage of the new system font "Segoe", built-in
controls, Aero Wizards instead of Wizards 97, new icons and dialog
APIs, new search features, Explorer style interfaces etc.

The top rule figures as the usage of the new Windows Vista font
called "Segoe UI" in Vista applications. These interface guidelines
are meant for software developers to create Windows Vista software,
that has a consistent look and feel about it.

The Bangladesh Telecommunications Regulatory Commission (BTRC) has
appointed PricewaterhouseCoopers (PwC), a United States-based
multinational consultants firm to conduct a study on determining the
actual call cost of the mobile phone operators in the country.

`The study will determine the actual call cost of a mobile phone
operator to enable the commission regulate call rates as well as help
formulate a tariff guideline for the mobile operators,' said an
official of the telecom regulatory commission.

Commission officials said that the consultants firm will begin its
work at the end of the current month and complete the study by ten
months at a fee of $1.5 lakh.

According to the official, the study, financed by the World Bank,
would suggest an `allowable level of profit' on top of the break-
even plateau.

`Once the study is done, the commission will be able put its fingers
on the precise operating cost of each call and hence determine the
reasonable tariff,' said an official of the commission.

The official said that the commission had been working on tariff
reforms in the interest of the consumers as there `is allegation that
mobile operators have been charging much higher rate compared to
other regional markets, including India and Pakistan'.

The commission officials, however, said that the commission believed
in an open-market philosophy and encouraged competition so that the
rates were both business- and consumer- friendly.

`The market will determine the call charge,' said a top commission
official. According to the private mobile phone operators, intense
competition has already brought down the call charge to around 35 per
cent over the years.

Currently, there are over 60 lakh mobile subscriptions, provided by
five operators, namely, GrameenPhone, Aktel, CityCell, Banglalink and
the state owned operator Teletalk.

Internet Entrepreneurs Draw a Crowd in China

HANGZHOU, China, Sept. 10 - Even before China's annual "Internet summit" got under way here, Charles Zhang, the stylish founder of the Web portal Sohu.com, was holding court in the lobby of the Hyatt Hotel, standing before a crush of reporters and television cameras.

Soon after, two other Chinese Internet superstars, William Ding, the 34-year-old chief executive of Netease.com, and Ma Huateng, also 34, the founder of Tencent.com, made their way toward the hotel's grand ballroom, pursued like a pair of rock stars.

Jack Ma, the founder of Alibaba.com and the host of this one-day conference, said that the night before he had turned 40. His dinner guests that evening were Jerry Yang, the co-founder of Yahoo, and Bill Clinton, who was scheduled to address the Internet forum.

In a country where Internet use is exploding and another Bill - Bill Gates - is widely admired, about 600 people packed a Hyatt ballroom on a Saturday afternoon to listen to some of the nation's young Internet millionaires talk about the future.

"These are the Internet legends of China," said Ho Ben, 28, a participant at the conference and the general manager of a toy company that sources online goods through Alibaba.com, China's largest business-to-business Web site. "I'm a great admirer of these guys, not only because they've made our lives different but because they've made our business much easier."

Mr. Ma - the architect of China's biggest Internet deal this year, a partnership with Yahoo - convened this annual gathering of some of China's largest Internet companies to discuss the state of the business.

This year, it seems, China's small cadre of Internet moguls has many reasons to celebrate. America's largest Internet companies and venture capital firms are now flocking to invest here.

The biggest deal came early last month, when Yahoo agreed to invest $1 billion in the six-year-old Alibaba.com. As part of the deal, Yahoo even agreed to hand over its Yahoo China operations to Mr. Ma, who is considered one of China's Internet pioneers.

Last month also brought the spectacular Nasdaq debut of Baidu.com, China's biggest search engine company. Its shares soared on their first day of trading in one of the most successful initial public stock offerings since the end of the Internet bubble in 2000 and 2001.

EBay has also made big moves, acquiring China's biggest online auction company, Eachnet.com, and promising to invest $100 million in China this year.

Much of the excitement has been ignited by reports that there are now more than 100 million Internet users here, ranking China second only to the United States.

And with Internet use growing at a phenomenal pace, up from about two million users in 1998, venture capital firms are descending upon China, hoping to find the next Yahoo, Google or eBay.

This year's summit, however, was partly overshadowed by reports last week that Yahoo had provided information that helped authorities in China sentence a Chinese journalist to 10 years in prison for leaking "state secrets" to a foreign Web site.

Mr. Yang, Yahoo's co-founder, declined to discuss details of the case, in which the 37-year-old journalist sent anonymous e-mail messages to a Web site based in America, according to court documents. But Mr. Yang said that Yahoo had no alternative other than to comply with Chinese law.

"I don't like the outcomes of what happens with these things, but we have to comply with the law," he said during the conference.

Concerns persist about whether the major Western Internet companies help Chinese authorities monitor and censor content on their Web sites, and even whether they help the authorities crack down on dissent or imprison political opponents.

But the conference did little to shed light on that issue. Attendees were more interested in talking about new profit strategies and even some social issues, like whether Chinese youths were becoming addicted to online games.

Several participants, including Mr. Ding, once listed as China's richest man, said they were cooperating with the government to combat online game addiction.

In the spirit of a conference that had questioners often referring to the speakers as "Internet heroes," one woman also had a more personal question for Mr. Ding: "When are you going to get married?"

While most of the big Internet players in China showed up for the summit, including Wang Yan, the head of Sina.com, one of the major portals, the absence of executives from eBay and Baidu was conspicuous but hardly surprising.

EBay is facing stiff competition in China from Taobao.com, a subsidiary of Alibaba. Baidu, in which Google has a small stake, is considered a strong challenger to the new Alibaba-Yahoo partnership. And Microsoft is now battling Google in a Washington court, accusing one of its former Chinese executives of violating a noncompete clause by joining rival Google earlier this year.

Still, Mr. Ma said all the major players had been invited to attend his summit in the spirit of "peaceful" discussion.

The flamboyant Mr. Ma, who stands just over 5 feet, is one of China's oldest Internet moguls. He is also one of the richest. After his deal with Yahoo, privately held Alibaba.com is now valued at about $4.2 billion, making it China's most valuable Internet company. Mr. Ma, a former English teacher, is also skilled at attracting publicity for Alibaba, which is based in Hangzhou.

The event, held in the beautiful West Lake area, attracted widespread press coverage in China, besides scores of bankers, deal makers, movie producers and Internet bandwagon followers. During the intermission, cameramen and eager fans raced after speakers, several of whom chose to scamper into the bathroom for cover.

But onstage, China's Internet entrepreneurs acknowledged that they were facing plenty of hurdles in making their companies profitable and successful.

They said that competition was intense and that online payments systems were problematic. But they also said their companies had matured during the last few years, when fierce rivalries had evolved into heated accusations and even legal battles over intellectual property.

"Four years ago, we were naïve. There was fierce fighting," said Mr. Ma of Alibaba. "Now all of us are survivors. We are more calm-minded."
