Hi - How much are students charged to ride public school buses to school in Howard County? Thanks for the info. 

Legislation has been introduced to charge Montgomery County students to pay a bus fee to be transported to magnet, IB or immersion programs. Wondering what the bus fees are like in your county. If Montgomery County can charge, then any county can charge.

As far as I know, there are no magnet or other special programs for which the county allows children to attend school out of district at all.  So in Howard, there is no question about whether to charge for transportation to such programs because they don't exist.

Thanks for the quick responses. Interesting that there are no fees in your county.

Be aware that it will probably take a Constitutional Amendment to allow MCPS to charge bus fees. And there is nothing in the proposal to say that the fees would only be for magnet or other certain type of transportation. If the Constitution is changed, that would impact the whole state.

Students in Howard County are allowed to attend an out of district school to participate in JROTC but must provide their own transportation.  We live on the border of two high school districts.  One of my neighbors chose to enroll her children in the JROTC program "across the border" but her children were forbidden to ride the school bus to the out of district school even though the bus stop was within easy walking distance.

Its a good thing that its free too. If school is going to be mandatory, as it should be, they need to provide free transportation.

Thanks for bringing this story up.  It's very interesting.  I'm no proponent of standardized tests, but it should be pointed out that the 115 students who participated in the study were also trying to get the best grade they could.  The next step would be to get many people to take the test and do bad essays - short and long -  for the express purpose of testing the testers. 

Still, I applaud Milo Beckman.

the maryland court of appeals agrees with you.  
 
attached is the legal reasoning from a recent walking route appeal where, in my dissent from the majority opinion, i address student transportation in "VI. The Safe Transportation of Public School Students is an Integral Part of the Maryland Public Education System" on p. 14.  in that section of my dissent i referenced "McCarthy v. Board of Education of Anne Arundel County," 280 Md. 634 (1977) which held that provisions for providing public school student transportation had been preempted by the education article.

To All,
Please stay vigilant re: BOE actions re: Ethics Policy, Whistleblower Report, BOE Handbook, etc... and please contact the BOE members to indicate your opinions on their actions leading up to the seating of the new Board Members.

It will certainly be easier - and more "ethical" -- id the current Board does not try to implement policies and rules in their lame duck sessions that will become bones of contention in a few weeks time and take valuable time and energy to over-turn, work around or re-evaluate.

Really, I think our existing BOE members are "above" playing these kinds of games --- but there are agenda items and recent events that should raise the electorate's suspicion meter.

Thats good to know. Public transportation for school seems to be something that works fairly well in Howard County. Its one thing that really shouldn't be changed.

I'm not sure about the "self-serving" question.  I do, however, think it is important for all of us to keep in mind that the business of the BOE goes on during this interim period, and that the public should continue to advocate for their goals as important policy questions are still being decided. 

As for the status of the election, the majority of the absentee ballots were counted Thursday and posted Friday - after which my lead for the 4th spot increased to 290 votes.  There will be another count next week to include the remaining provisional and absentee ballots, and then a final tally before the 22nd when the election will be certified.

Whether I ultimately win a seat or not, I continue to be interested in the ethics policy which was passed this week, and the actions which will be taken at the next BOE meeting including action on the Whistleblower Report and the BOE Handbook.  I believe all of us should be.

i don't believe yahoogroups includes the attachments to emails when you receive your messages in digest mode.  if you switch your receive status to "individual emails" you should be able to access the attachments. 
 
also, the microsoft outlook express default configuation prevents opening attachments not created by microsoft office products but you can change the configuratuion to access .pdf and other attachments by opening the "tools" - "options" tab and changing the security configuration to allow you to open attachments.
 
but, for the particular message which you address, the .pdf attachment is a copy of the howard county times editorial that is identified by the clickable URL in the message so you can simply click on the URL link.  http://www.baltimoresun.com/news/maryland/howard/bs-md-ho-dyer-lawsuit-20101029,0,3280358.story

i have been an active supporter of cindy vaillaincourt's 2010 board of education candidacy from the time she announced. 
 
i first met cindy when we were competing candidates in the 2003-2004 election for the board of education and, during that campaign, i learned to appreciation her ideas and support for public education.  i also supported marcelino bedolla, another person i first met as a fellow candidate while competing for a seat on the board of education.  indeed, i consider myself very fortunate to have had the opportunity to met so many interesting and civic minded people during the time i have spent campaigning for public office.
 
cindy has also been a long time, active participant in the howardpubliced list so her positions are well known and available to the public on the howardpubliced archive.
 
cindy and i don't always agree on education issues, but, i always respect her well articulated opinions.  i do think we both believe in a strong role for elected local boards of education and share a respect for process and open discussions of the issues.
 
i believe cindy would make an excellent addition to the howard county board of education.
 
in the interest of full disclosure, cindy has volunteered time and money to some of my board of education campaigns and i have volunteered time to cindy's campaign.  i also volunteered time to leslie kornreich's campaign and brian meshkin's campaign.
 
i believe in the democratic process and i feel privileged to live in a country where i can participate in the creation and operation of the government.  my sincere thanks to those who gave their lives to make this nation.

Actually, we *do* have special, "magnet" programs at the high school level.  For
JROTC, attendance at an otherwise out-of-district school is allowed, but parents
are expected to provide transportation (it *is* possible to get an exception if
the bus line that the student would ride is under-enrolled, I've been told).  We
also have career & technology "academies", in which some of the curriculum is
taught only at the ARL on Route 108, and students in those programs are bused
there & back daily (for half their school day).  Those buses are free to the
students.

By the way, in other places the thinking on school bus transportation is
different; many require students to use public buses and/or pay for their buses.

Running for an office like the Board of Education is a fascinating experience, in no small part because of the relationships one may establish with the other candidates. 

While there is obviously an element of competition, there is significantly more exchange of ideas, relationship building, and sharing of proposals for the future of the school system.
 
I am fortunate to have gotten to know Mr. Aquino and Mr. Dyer during my first run, and worked on their subsequent campaigns, as well as the campaigns of several other former candidates  ( and other candidates during this campaign). 

I am terribly disappointed that the other candidates will not be on the Board. 

All of them brought unique and valuable ideas, perspectives, and skill sets.  I hope they will respond to my call to continue their involvement and help us advance their great ideas and proposals.   

For those who are wondering --- we should have something akin to a final tally at the end of the week.  As I understand it about 10% of the absentee/provisional ballots still need to be counted.  This includes the ballots that were for some reason questionable (like those cast in person by people who had previously requested an absentee ballot) and those post marked by Nov 2, but which had not arrived in time for the first canvas (i think that's the right word).  There may be a couple thousand more votes to count.  If the trend continues, I should increase my lead minimally - time will tell. 

Thank you to all the other candidates for taking the months (even years) of your life to campaign and work for the best possible education system for our community and our children.  I am very proud to call you friend ---- and I will happily help you in your next campaigns!

I just saw in the HCPSS Weekly News email that the proposed 2011/2012 calendar
is up on the website. Other than attending the Board meeting in December during
