In general all the gods are mad at the all Greeks returning from Troy because
of sacrileges committed during the fall of Troy such as the murder of little
Astyanax, the rape of Cassandra and the death of Priam. Agamemnon and Ajax the
Lesser are both killed either at sea or on return. Menelaus has difficulty
returning, as, of course, does Odysseys. Odysseus is in double dutch because
of the blinding of Polyphemous. Zeus is not particularly angry at Odysseus but
must balance the anger of his brother Poseidon against the (usually) rabid
support of Athena for Odyssseus. But note that Athena leaves him to face
danger and deprivation during most of his return - probably because she is a
virgin goddes and is mad about the rape of the virgin Cassandra in front of the
altar of the virgin goddes Artemis. For example, she does little in material
ways to save him from storm and shipwreck and she cannot release him from
Calypso's island until Zeus assents. Zeus assents because it is
now time for Odysseus' fate - which is to return home and find more trouble
there - is ordained to be fulfilled and has been delayed enough.
