THE YOUTH PEACE FORUM
REPACTED: Forum for Behavior Change
Rapid Effective Participatory Action in Community Theatre Education and
Development The mission of REPACTED is to define ourselves, shape our
experiences, identify our strengths, tackle our challenges and celebrate
our successes as young Kenyans.
REPACTED is a community-based youth-to-youth organization fully
registered with the Department of Culture under the Ministry of Gender,
Sports, Culture, and Social Services.
REPACTED is composed of highly qualified youth and community volunteers
who form a multi-disciplinary team encompassing the field of behaviour
change communication including theatre for development, HIV/AIDS,
reproductive health, sexuality, gender issues, drugs and substance
abuse. The team (currently 25 members) contains strong field experience
and profound knowledge of the local community and their cultural behaviors.
REPACTED was formed in 2001 by youth theatre artists from the Nakuru
Players Theatre Club within the Impact Project of Family Health
International (FHI) under the technical assistance of the Programme for
Appropriate Technology in Health-Kenya (PATH-Kenya). The youth thespians
formed the organization with an aim of improving their community by
encouraging young people to make informed decisions around issues
affecting them and to involve them in community development. They
achieve this by volunteering their theatrical skills and talents in
participatory theatre methodologies, awareness campaigns and peer
education and counseling.
REPACTED seeks to address a range of youth development issues directly
associated with HIV/AIDS: sexuality, abstinence, negotiation skills,
gender issues, relationships, reproductive health, safer sexual
practices and methods of protection against pregnancy and sexually
transmitted infections. Activities that improve knowledge attitude,
skills, and behaviours are organized in a range of settings: from
learning institutions to communities and special circumstance
institutions. REPACTED programs target youth between the ages of 15 – 24
as partners, allies, and agents of change and supports youth-adult
partnership.

Statement of the Problem
In Kenya, ethnic and boundary clashes among the neighboring communities
is very common occurrence and can historical be traced from the
migration and settlement of different communities, the early Christian
church and introduction Islam, the colonial government and
administration( the white farmers) and the first black government up to
date. Politically a lot of events have occurred since independence in
1963 that have shaped the politics in the country, with particular
reference to the length on the changes that have been experienced since
1992. With repeal of Section 2(a) of the constitution of Kenya in 1991
the country entered into a new era of multiparty democracy. The changes
however have not been blessing to Kenyans as expected as it heralded a
new phase in Kenya politics characterized by ethnic clashes and
animosities among communities. As the agitation for multipartyism and
democracy was raising those who were in power then saw themselves as
being threatened. The result was the suppression of pro-multiparty
activists. In places where multypartyism was opposed, people started to
fight those supporting changes. This made worse by politicians who
incited the locals to clash, leaving scores of people dead, property
destroyed and many others displaced from their farms. With this problems
unresolved to date, several other similar clashes have been experienced
as communities live in perpetual hatred and mistrust. These have been
experienced in particular just before and after subsequent elections,
for instance in 1997, 1998, 2004, 2005, 2006, and 2007. Apart from the
boundary there are some issues like poverty, illiteracy, language,
culture, unemployment, lack of resource and skills among young people in
both rural and urban areas. Therefore economically, as displacement from
farms was being experienced, the economy of those places suffered Issues
like land and settlement are core factors that should be taken seriously
because it is the back a great blow especially the agricultural sector.
Farms lacked personnel to work on them or as well people didn’t want to
cultivate their farms in the fear that they could be attacked and their
crops destroyed thus ending up in losses. drop and the source of all
tribal fights. On social-cultural and economic part an increase in the
number of problems associated with the land/ethnic clashes, and due to
the displacement experienced, people continually camped in nearby
centers in the hope that they would return to their farms sooner than
later. Here they experienced a lot of problems, ranging from lack of
food and even good environments to recuperate from the trauma suffered
in experiencing the clashes. As a result most people in those areas have
developed some defiant kind of behaviors while other shave suffered
psychological distortion as a result of trauma. Disillusionment is also
common in these places as many of the displaced persons continue loosing
hope of ever going to their farms.
The youth in ethnic clashes
It is clear that most election violence was and is perpetrated by the
youth who normally are used by the politicians to cause violence. The
youth are used to fight because most young people lack economic
activities yet the government youth enterprise funds is so limited,
selective, bureaucratic and academically defined. Such criteria’s tend
to demobilize the youth hence exposing them to political and tribal
tools of violence.
In Kenya provincial administrative boundaries are tribal and ethnic
based this as greatly contributed to the interethnic conflicts among the
locals fueled by political following. Historically the areas that have
been badly affected include Molo, Kuresoi, Mt Elgon, Nakuru, Mombasa
(coast) and most parts of the rift valley province. As energy of the
youthful population is directed to ethnic cleansing children and women
fall victims of the skirmishes. Dividing Kenya into tribal based ethnic
boundaries as caused the nation an endless bitter scourge that is hard
to swallow. Maybe the biblical explanation of the origin of the language
in the book of Genesis 11:1-9 best explains the power of one language as
a symbol of unity. The colonial government and the first African
government have got a lot of explanation to make to the present
generation concerning the current problem affecting Kenya, because of
selfishness, individualism, and political power some few individuals
grabbed big junks of land and benefited themselves at the expense a the
community. The tribal unrest is usually frozen only to be heated up by
the political tension towards general elections; eventually one
community takes advantage of the political situation by practicing
serious ethnic cleansing.
REPACTED peace initiative seeks to address a range of youth development
issues directly associated with the youth; Poverty, illiteracy,
language, culture, unemployment, lack of resource and skills development
among young people in both rural and urban areas. A holistic approach to
the above issues will be put in place to ensure equal participation of
community members, the government, the church, and other stake holders.
REPACTED will make effective use of the already existing community based
network. Community Theatrical, sports and skill development activities
that improve knowledge, skills and behaviors will be organized at
grassroots levels in several settings from learning institution to
communities targeting youth between the ages of 15 – 35 according to the
Kenyan constitution as partners, allied and agents of change. The
fundamental specific objective behind Magnet Theatre is to create a
democratic process in the dialogue and experience sharing during the
Magnet Theatre Process. Dialogue during magnet theatre is not an end to
the problems but a means to the solutions. To ensure proper
participation of the community members the following participatory
methodologies will be put in place.
Magnet Theatre Outreaches
Development and /or adoption, dissemination and distribution of
appropriate communication materials.
Recruitment and training of the youth on appropriate technologies based
on their ideology, talent and creativity.
Sporting activities and youth peace rallies and community youth forums.
The organizations will also hold youth community based peace building
workshops at the community level. Mobilize and net work with the local
figureheads during mobilizations of community members for peace youth
rallies and mobilization of local peace initiatives, ideas, human
resources, and economic resources.
The implementation of the above activities will take place in five
community pilot sites; Kuresoi, Molo, Elbogon, Nakuru, and Rongai, and
learning institutions for a period of 3 months.
To ensure continuity of the project we will train the target population
on income generating activities that will ensure self reliance of the
project after the funding period.
Project goal
To empower the youth to be able to make informed decision, embrace
peace, love, and unity as an effective tool of peace building, conflict
resolution and liberation.
Project objectives
* Increase knowledge and skills in mobilization, utilization and
management of locally available resources among young people.
* Increase availability, accessibility and utilization of integrated
quality services to the youth.
* Increase the level of involvement and participation of the youth in
decision making on the issues affecting them.
* Reduce youth engagement in volatile political activities by creating
awareness on the dangers of such activities.
Evaluation
Evaluation will take place at 3 points: Baseline, midline and end line.
Comprehensive regular review meetings will be informed by regular
progress reports produced after activities. Daily, monthly and quarterly
reports will be available to all stake holders’ web site and BlogSpot.
The following indicators will be reflected in the report:
* Increase in the proportion of youths who have trained on different
aspects of development activities.
* Increase in the proportion of youths who are able to organize
themselves and come up with creative poverty reduction ideology and
technology.
* Increase in the portion of youth who are aware of their constitutional
rights and respect the rule of law.
* Increase in the proportion of youth peace crusaders at the grassroots
level.
* Convert vigilante youth groups into constructive, responsible and
creative population.
* At the end of three months will have reached out to 15000 youths
directly and 30000 indirectly with messages through consolidated
theatrical activities.
