A new Funding Opportunity Announcement (FOA) for community-based organizations (CBOs) has been  made by the CDC.

The purpose of the new program announcement for CBOs is to:

1) Support effective community-based HIV prevention programs that reflect local prevention priorities and best serve persons at high risk for acquiring or transmitting HIV;

2) Promote collaboration and coordination of efforts among CBOs, health departments, and private agencies;

3) Build the capacity of CBOs delivering selected interventions to persons at high risk for acquiring or transmitting HIV;

4) Improve the performance of CBOs delivering particular behavioral interventions by monitoring outcomes, as well as assessing the fidelity of the implementation of the selected intervention.

The Division of HIV/AIDS Prevention will have opportunities for applicants to access technical assistance in developing their responsive proposals. Technical Assistance (TA) will include conference calls, and webcasts, and workshops are planned to take place in Atlanta, Chicago, Philadelphia, and Oakland. Dates for the workshops will be shared with partners and grantees when they have been finalized.

We urge you to encourage CBOs that you know are providing exemplary HIV prevention services to apply for funding.  Should you have questions or concerns, please forward them to the CBOFOA@... .

Subject: Please vote by absentee ballot in the 2008 presidential election
greg_bautista@...
Send Email Send Email

The deadline to register to vote in the 2008 presidential election is October 6, 2008 -- just a few short days from now!

If you are already registered to vote (or if you know someone who is registered to vote) please take a moment to learn about the absentee ballot option.

Absolutely NO special reason is required in order to request an absentee ballot in Georgia.  You do not need to be disabled, in the hospital or on vacation.  Just "no reason" is sufficient.

To download an application to vote by mail (absentee voting), please visit www.EsLaHora.com/early/

Why is absentee voting so crucial?

Most of us remember the utter chaos that occured in Florida during the 2004 presidential election.  Some voters waited in line -- outside in the sun -- for what seemed like an excruciating 1 or 2 hours.  Some voters sat in traffic pulling their hair out as they drove around looking for parking.  Still, others arrived to vote with no long lines only to learn they were not at the correct voting location.  All of these headaches (and others) can be avoided completly if we just take a moment to vote by absentee ballot.

It is also true that you can vote during the week before the election  (Monday-Friday).  You must go in person to your county's Elections Office during normal office hours and complete the necessary forms.  You will not have to give a reason for voting early.  Note: The headquarters of your county elections department is not the same location as your voting precinct.  These are two different places.

The National Center for Health Marketing's Global Health Odyssey and the Office of Workforce and Career Development are pleased to offer the 2008 CDC Disease Detective Camp (DDC). DDC is an academic day camp at CDC Headquarters in Atlanta, Georgia for students who will be high school juniors and seniors during the 2008-2009 school year.   Over the course of a week, campers will take on the roles of disease detectives and learn how CDC safeguards the nation’s health. Activities vary by day and may include short lectures by CDC experts, a mock press conference in the CDC press room, work in a CDC training lab, a look behind the scenes of CDC, and other hands-on activities.  Campers will learn the methodologies used to track diseases in populations, basic lab procedures used in an infectious disease lab, and how public health research is applied at CDC.  The CDC Disease Detective Camp will be offered twice during the summer of 2008: July 7-11 and July 21-25.  Both sessions  will offer the same activities and will last from 9:00AM-4:00PM.  There is no cost associated with attending the camp, but each camper is responsible for bringing or buying his/her lunch.  The deadline for applications is April 25, 2008.  For more information on the camp and the application process, please visit http://www.cdc.gov/gcc/exhibit/camp.htm.

Subject: Economic Stimulus Payments: How Organizations Can Help
greg_bautista@...
Send Email Send Email

The IRS is encouraging charities, churches and governmental organizations to assist in efforts to reach out to those Americans who may be eligible for the 2008 economic stimulus payment but who normally have no requirement to file a tax return. People who receive certain Social Security, Veterans Affairs, Railroad Retirement or wages from earned income or combat pay may be eligible and not know it.

The IRS has created a special Web page for interested organization:

Economic Stimulus Payments: Marketing Products for Partners

http://www.irs.gov/newsroom/article/0,,id=179735,00.html

This page contains one-page flyers that you can copy, the Package 1040A-3 (a 10-page booklet that contains everything certain people need to file a return today), Radio PSAs, Logos, etc. This page is part of the Economic Stimulus Payments Information Center on IRS.gov, which provides information on eligibility and other requirements. The IRS appreciates any assistance you can provide.

Did you receive Social Security Benefits Last Year?
Even if you are not otherwise required to file a tax return, you may still be entitled to an economic stimulus payment from the federal government.

WHAT YOU COULD GET: You could receive a payment of $300 for individuals or $600 if you are married and file a joint tax return with your spouse. Eligible taxpayers who qualify for a payment may receive an additional $300 for each qualifying child. To qualify a child must be under age 17 as of December 31, 2007.

WHAT YOU NEED TO DO:
All you have to do to get the stimulus payment is file a 2007 IRS Form 1040 or Form 1040A and report at least $3,000 in qualifying income on the form. You can include the amount of your SSA benefits to qualify for the stimulus payment.

QUALIFYING INCOME:
Add the amount of your Social Security benefits to other qualifying income, such as wage earnings or certain benefits paid by the Department of Veterans Affairs, to reach the $3,000 requirement. However, Supplemental Security Income (SSI) does not count as qualifying income for the stimulus payment.

WHAT YOU FILL OUT:
You will enter your name, address, Social Security Number, and filing status on the form. Then just enter the amount of benefits reported to you in January on Form 1099-SSA on Line 14a of Form 1040A or Line 20a of Form 1040. If you don’t have Form 1099-SSA, you can estimate your Social Security benefits by taking the monthly amount you received last year and multiplying it by the number of months you received a check. If you need to include wage earnings to reach the $3,000 qualifying level, enter that amount on Line 7 of Form 1040A or 1040.  In addition, you should write the words “Stimulus Payment” at the top of the 1040A or 1040.

IS THE STIMULUS PAYMENT TAXABLE NEXT YEAR?
No!

WILL THIS PAYMENT AFFECT THE AMOUNT OF SSA BENEFITS YOU RECEIVE?
No!

WHEN WILL I RECEIVE MY PAYMENT?
The IRS will begin mailing checks in early May.

FOR MORE INFORMATION:
In late March 2008, the IRS will mail a packet of information to recipients of Social Security benefits who did not file a tax return last year. The packet will contain guidance to help you claim the stimulus payment. If you need information in the interim, you can visit the IRS web site at www.IRS.gov.

USCIS TO OFFER FREE COPIES OF THE CIVICS AND CITIZENSHIP TOOLKIT TO
ORGANIZATIONS THAT SERVE IMMIGRANTS

WASHINGTON - U.S. Citizenship and Immigration Services, (USCIS) announced
today that it is offering free copies of the Civics and Citizenship Toolkit
to organizations that serve, or that are interested in serving, immigrants.
The Toolkit includes immigration and civics publications, handbooks,
multimedia tools and guidance on how to use these products to help legal
permanent residents integrate into their local communities and American
society.

Adult educators and volunteers who work with immigrants may use the
publications, videos and curriculum in the Toolkit to teach American
history, civics and citizenship in a classroom setting.  Immigrants may also
use the Toolkit as a self-study resource to learn more about the United
States and prepare for the naturalization process.

More than 4,000 public libraries have already added the Toolkit to their
collections.  Recognizing that the Toolkit can be equally useful to other
community and faith-based organizations, local government agencies,
community colleges, schools and other groups that work with immigrants,
USCIS has expanded registration to all immigrant-serving organizations in
the United States.

Because there are limited copies, organizations must reserve their copy on a
first-come, first served basis through the web at:
http://www.citizenshiptoolkit.gov.  Registration for the free copy is
limited to organizations that serve or plan to serve immigrants only.
Additional copies are available for purchase through the Government Printing
Office at http://bookstore.gpo.gov or by calling 1-866-512-1800.

Products and publications included in the Toolkit include:
  .Welcome to the United States: A Guide for New Immigrants - contains basic
information to help immigrants settle into everyday life in the United
States;
  .Civics Flash Cards - features sample U.S. history and government
questions and answers;
  .Learn About the United States: Quick Civics Lessons - study booklet with
an audio CD that includes short lessons based on the sample U.S. history and
civics questions on the current naturalization test;
  .The Citizen's Almanac - includes information on the history behind many
of America's most patriotic anthems and symbols and the creation of our most
important founding documents;
  .Pocket size version of the Declaration of Independence and Constitution
of the United States;
  .A Promise of Freedom: An Introduction to U.S. History and Civics for
Immigrants DVD; and
  Becoming a U.S. Citizen: An Overview of the Naturalization Process FlashR
presentation.

The Toolkit is an initiative of the Task Force on New Americans, a federal
partnership created to strengthen the efforts of federal, state, and local
agencies in providing immigrants the information they need to embrace the
common core of American civic culture, learn English, and fully become
American.

Subject: Leadership Hall County: African-Americans, Latinos Encouraged to Apply
greg_bautista@...
Send Email Send Email

Hispanic Committee Strongly Encourages African-Americans and Latinos to Apply for Leadership Hall County Program
March 15 deadline for nominations is fast approaching

Within the next few short weeks, the Greater Hall Chamber of Commerce is expected to begin accepting nominations for candidates in the 2008-2009 Class of Leadership Hall County.  Each year, the formal deadline for nominations is March 15th.  The Hispanic Committee of Gainesville / Hall County is encouraging qualified rising Latino and African-American leaders to apply to participate in the program.

Between 1997 and 2001, less than 4 Latinos and African-Americans were admitted to the Leadership Hall County program out of a total of more than 100 participants during that 5-year period.  This was 3 percent of the total enrollment despite the fact that Latinos and African-Americans combined account for more than 50% of the population of the City of Gainesville, according to the 2000 Census.

Thanks to the work of the Hispanic Committee and dozens of local residents and business owners, current enrollment in this prestigious program is much more reflective of the actual population of Gainesville/ Hall County.  The 2008 class of Leadership Hall County makred a truly historic moment for our local Latino community because a total of FIVE Latinos were chosen to participate in the program, along with 31 other highly-qualified community leaders.  All five of these excellent Latino community leaders are directly connected to the board of directors of the Hispanic Committee, Inc., including current board members Haydee de la Fuente Anderson, Elida Lopez, Johnnie Mejia and Yahnia Rodriguez in addition to Sonia Magana, a past board member and officer.

Last year, the Hispanic Committee conducted a massive outreach campaign among Latinos and African-Americans to encourage qualified candidates to apply for the program.  Members consider the campaign to be a success, but not enough.  Today, Latinos and African-Americans account for a bigger-than-ever percentage of program participants, but the Hispanic Committee doesn't want to stop there.

According to the Greater Hall Chamber of Commerce, the purpose of Leadership Hall County is “to develop leadership skills and knowledge of the community through a series of one-day sessions, September through May.  Topics covered include arts and education, health, city and state governments, social services and economic/leadership development.”  The program is action-packed, extremely interesting and very informative.  Participants develop useful contacts with other rising community leaders.

In the past the program has included hands-on biological testing of water samples drawn by boat on Lake Lanier, a tour of the city and county school systems, a behind-the-scenes tour of a poultry processing plant, a tour of the wastewater treatment facility at Flat Creek and Buford Dam, the Elachee Nature Science Center, a close look at the needs of local nonprofit agencies, the judicial system (including a tour of the Hall County jail and the courthouse), a hands-on introduction to local city and county government, plus a trip to the State Capitol during the legislative session for an orientation to our state’s law-making system and a photo with the Governor.

The Leadership Hall County program provides a learning experience for existing and emerging leaders of the Greater Hall area.  Participants include a cross-section of individuals, primarily between the ages of 25 and 40. Participants must be at least 25 years old and a resident of Hall County.

Tuition fees for the program do apply but financial aid is often be available.  Fees are used to provide honorariums for speakers, transportation, meals, social activities and administrative costs.  Because scholarships are usually available, interested candidates should NOT be deterred from applying due to financial limitations.

Individuals must be nominated by March 15th for the 2008-2009 program.  Once nominated, the individual will be asked to complete a detailed application.  All applicants are reviewed by a selection committee and final participants are selected from all applicants submitted.

To make a nomination for Leadership Hall County, complete the information requested below and fax or mail that information by March 15, 2008 to the Greater Hall Chamber of Commerce.

World AIDS Day 2007 will take place on Saturday, December 1st. In observance of this event, AIDGwinnett is hosting a free public screening of an extraordinary new documentary film about the impact of HIV/AIDS in Atlanta's African-American community. In The AIDS Chronicles: Here to Represent, director Bailey Barash offers a moving and poignant look at the reality of HIV in one of America's hardest-hit cities.

Through a series of individual stories produced from material gathered over the last four years, The AIDS Chronicles opens a window into the lives of Atlanta's African American community and reveals how the thoughts and actions of African Americans are affected by the presence of AIDS.

AIDGwinnett is collaborating with several organizations in hosting this screening including:

  • Hopewell Missionary Baptist Church
  • The East Metro Health District
  • The Georgia Campaign for Adolescent Pregnancy Prevention (G-CAPP)
  • Georgia Parents for Responsible Health Education (GPRHE)

Last week, the Centers for Disease Control and Prevention (CDC) announced that rates of Chlamydia, gonorrhea and syphilis are increasing in the US. (2006 Annual National STD Surveillance Report, 11/13/07).

Two days later, the Washington Blade reported that the CDC will soon issue updated new statistics of the total number of annual HIV infections, based on interviews with confidential, unnamed sources at the CDC. According to the Washington Blade, these new statistics are expected to show "that up to 50% more Americans are being infected with HIV annually than the government previously reported."

"According to AIDS advocacy groups familiar with the CDC, middle level officials at the disease prevention agency have quietly confided in colleagues in professional and scientific circles that the number of new HIV infections now appears to be as high as 58,000 to 63,000 cases in the most recent 12-month period," a dramatic and alarming increase in contrast with the current annual estimate of 40,000 new infections.

The free public screening of The AIDS Chronicles will begin at 4:30 pm with a brief reception which is open to the general public. The reception will be followed by a press conference including comments from each organization and highlights of the most recent HIV/AIDS epidemiological data for the State of Georgia and the East Metro Health District.

"Georgia currently ranks eighth in the United States for AIDS cases and number one for cases of syphilis infection," explained Larry Lehman, Executive Director of AIDGwinnett. "It is unacceptable that young adults and African-Americans account for a disproportionately high percentage of these new infections. AIDGwinnett is pleased to collaborate with such caring organizations and we hope to continue working together to promote greater awareness of this epidemic and of the importance of comprehensive health education at all levels."

Sue Briss, Executive Director of Georgia Parents for Responsible Health Education, also spoke recently about the urgency of promoting greater prevention and awareness among Georgia's young adults. "GPRHE supports the instruction of comprehensive sexuality education in our schools. This model is supported by pediatricians, school nurses, public health professionals and is medically accurate and age appropriate. Properly trained teachers of comprehensive sex education discuss with our teens the importance of delaying sex and instruct them in the use of birth control and the correct and consistent use of latex condoms as a method of reducing the risk of HIV/AIDS, other STDs and unintended pregnancies."

This free public screening will take place Saturday, December 1, 2007, at 4:30 pm at Hopewell Missionary Baptist Church in the Miracle Hall building, 182 Hunter Street, Norcross, GA. For more information please contact Greg Bautista (AIDGwinnett Outreach Manager) at 678-990-6421.

Funding for the production of this film and for free public screenings is provided by grants from the City of Atlanta, DeKalb County, Alternate ROOTS and Johnson and Johnson/The Society for the Arts in Healthcare.

AIDGwinnett was founded in 1990 and provides HIV prevention education, client services, volunteer programs and advocacy to Gwinnett, Rockdale and Newton Counties. For more information about AIDGwinnett please visit our web site at www.AIDGwinnett.org or call 770-962-8396.

NATIONAL LATINO AIDS AWARENESS DAY
National Latino AIDS Awareness Day will take place on Monday, October 15, 2007, at the end of Hispanic Heritage Month.
In observance of this event, volunteers from AIDGwinnett and Unidos por Un Deseo will be collaborating to conduct HIV
testing outreach at three local gay Latin nightclubs to promote the importance of HIV testing and to educate clients about
safer sex options including risk reduction and correct condom usage. Outreach will take place Thursday, October 11
through Saturday, October 13 at a different location every night. See flyer attached for more complete details.

In addition, on the day of this national observance (Monday, October 15, 2007) AIDGwinnett will provide free HIV testing
for the general public at its offices on Breckinridge Boulevard in Duluth. For more information please contact Greg Bautista
at 678-990-6421 or visit www.aidgwinnett.org

BACKGROUND INFORMATION
For over 25 years, Latino communities throughout the U.S. have struggled to overcome the spread of HIV from destroying
the livelihood of our culture. Currently, Latinos comprise 14% of the U.S. population, including Puerto Rico and the Virgin
Islands but, account for 20% (78,901) of all those living with AIDS. According to the Centers for Disease Control and
Prevention (CDC), as of 2005, 77,125 Hispanic/Latinos have died of AIDS. AIDS continues to challenge the extended
Hispanic/Latino family and the spirituality of our communities to fight for our rights and needs in order to effectively
confront difficult issues that work against us and facilitate the spread of HIV. The need to find new reservoirs of
compassion, to increase our political voices and to confront many difficult issues that have been deemed unmentionable for
generations, such as drug use and sexuality, is amplified.

October 15th culminates the celebration of Hispanic Heritage Month and marks the first day of what has become an annual

Southern REACH: Building Community-Based Capacity to Address HIV/AIDS in the South

National AIDS Fund Request for Proposals
September 2007

The National AIDS Fund, with support from the Ford Foundation and the Elton John AIDS Foundation, is pleased to announce a new grantmaking initiative entitled Southern REACH (Regional Expansion of Access and Capacity to Address HIV/AIDS). In its first year, Southern REACH will provide over $1.3 million in grant resources to community-based organizations (CBOs) in nine southern states to broaden and strengthen community capacity to address HIV/AIDS among marginalized, at-risk, and underserved populations. This will be achieved through investments in the operations and programming of strategically positioned CBOs that have the demonstrated ability to reach priority populations with HIV prevention and care services or to lead policy and advocacy efforts that will impact priority populations. CBOs in Alabama, Arkansas, Northern Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee will be eligible in this first grant round.
