CIRCLE and the Center for Democracy and Citizenship released a new
survey
today that contains a lot of data about young people--their civic and
political behavior and attitudes, and specifically their reaction to the
ways political campaigns are using the Internet.

Campaigns are effectively using the Internet to reach young people, and
will
continue to do so. But is this because young people are computer-savvy
and
demand Internet based campaigns? Or is it because campaigns see
advantages
to a cheap medium that can reach and expand their base (more
cost-effectively than broadcasts and mass mailings)? Overall, our data
show
that young people are not particularly favorable toward new, online
campaigns techniques. They favor some approaches but oppose others.

Despite a general lack of enthusiasm for many online campaign
techniques,
however, there are some pools of young voters who do like the new
technologies. For example, those college students and college graduates
who
are liberal and concerned about the War in Iraq are overwhelmingly
aware of
blogs and favor their use in campaigns by 68%-32%. This group also likes
"banner adds"and weekly email updates, which are unpopular among youth
in
general.

These findings put the Dean phenomenon in context. The demographic group
that most likes his campaign themes is also most favorable toward
electronic
campaigning. It is not at all clear that blogs and Meetup events would
work
nearly as well for other candidates. Given that strong partisans and
well-educated youth are most enthusiastic about the use of the new
technologies in politics, the Internet looks like a means to organize
core
voters, not a way to expand the franchise.

The manager of the community radio station, Robert Gibbons, doesn't
want the station to be overrun by politics.

The Nunavut election is scheduled for Feb. 16.

Gibbons says if one person starts talking about a candidate the debate
will take over the airwaves.

He says people won't be allowed to say negative things about a
candidate on air. And they won't be allowed to promote anyone either.
If they do, they will be cut off.

   The station's policy has been criticized by Jack Anawak, the former
MLA for Rankin Inlet North, who thinks the policy has gone too far.

He says people should be allowed to promote a candidate as long as they
don't overdo it.

"Anybody saying slanderous or libellous statements should be cut off,"
Anawak agrees. "But at the same time I think there's got to be some
room for discussion of what the election is all about, and what support
there might be out there for people who might be thinking of running."

Gibbons says the radio station in Arviat isn't muzzling candidates.

He says each candidate will be given a chance to talk about their
political platform on community radio. Each will be given an equal time
slot.

IQALUIT - It takes hours of training and stiff competition to represent
Nunanvut at the Arctic Winter Games in most sports.

But it will be a free ride for the athletes on three teams. A lack of
interest in Dene games, curling and dog-sledding means Nunavut will be
represented in the Fort McMurray games, by people who didn't have to
compete in a territorial trial.

Arctic Bay was the only community that registered contestants in the
Dene games.

Thomas Levi is exited to be on the team, but he wishes there had been
some competition.

"I would have preferred that different communities registered for these
Dene games," he agreed. "We're only practicing among ourselves now
because we don't have any competitors to do these events."

The only curling team going to the games is from Iqaluit.

Two dog-sled teams will be going to Alberta. One is from Arctic Bay and
the other is from Arviat. They were the only teams to register.

Coach Sandy Okatsiak of Arviat will be coaching his sister at the
games. He speculates in some communities young people may find
dog-sledding too slow.  He says they're more interested in fast paced
things like snowmobiles.

Both Levi and Okatsiak hope this year's games will generate more
interest in their events.

They say they'd be happy to have a little more competition for the 2006
Arctic Winter Games.

UNICEF and OneWorld have launched their second annual search for the
best radio produced by, for and with children.

We are looking for radio that gives children a central role - grants
them an opportunity to express their view of the world and grabs the
attention of listeners.

Last year we had a fabulous array of entries and we look forward to
receiving many more this year. We know there is tremendous talent out
there and we love listening to your work - so show us what you can do!

Winning entries will be rewarded with new radio equipment and a
commemorative plaque.

Competition rules

Categories
UNICEF and OneWorld Radio will award prizes for the following two
categories:

a.. programme - for example interview, magazine segment, feature,
newscast - up to 5 minutes long
b.. PSA or radio spot - up to 60 seconds long

How to enter
Send us your entries by:

a.. email to radio@...
b.. post, on a CD-ROM (see below for postal address)
c.. upload ( upload audio) - note: you need to be a member to do this (
join OneWorld Radio)

Please include the names (and ages if under 20) of all the people who
produced each entry, and contact details for at least one person.

Criteria
We are looking for:

a.. Participation: Are children genuinely involved in the content and
production of a programme? Child presenters are one thing, but do
children have a say in what goes into a programme or series? Does the
programme allow them to express their views, set the agenda, tell their
story? How inclusive is the participation? Is the programme only really
accessible to a 'youth elite' or is there an effort made to involve
children from all parts of society?

b.. Content: Does the programme tackle serious issues in a
child-friendly way? Do programmes contain some kind of rights-based
educational material that's relevant to children's everyday lives and
concerns.

c.. Cultural concerns: Does the programme reflect the culture and
reality of children in the country where it is broadcast - wherever
that may be? Does the programme reflect the cultural diversity of a
potential audience and give a voice to children from minority
communities?

d.. Children as protagonists: Is the pro-active role children can play
in society illustrated by the programme? Are they shown as agents of
positive change?

Who can enter?
Anyone can enter, but we encourage you to involve children and young
people (up to 20 years old) in all aspects of the production.

Deadline
Please send your entries by 28 February 2004.

Announcement of winners
Winners will be announced in April 2004. Finalists will be contacted
directly and a press release will appear on the UNICEF and OneWorld
Radio websites. Prizes will be awarded in the winner's home country.

The prize
Winners will receive radio equipment, for example a tape-recorder and
tapes/headphones. All finalists will receive a commemorative plaque.

The best 30 entries to the competition will be distributed on a
multimedia CD-ROM.

We will also explore the possibility of getting coverage of the
winning production team by a major international radio broadcaster.


Judging panel
A panel nominated by UNICEF and OneWorld Radio will judge the entries.

Are corporations responsible and productive members of
society? Or are they ruthless psychopaths, stopping at
nothing to maximize profits? Is profit for real -- or are the
costs being hidden? Are poverty, war and the destruction
of the environment being needlessly advanced by corporate
influence?

Most importantly, does it have to be that way?

Beginning this Friday, January 16, "The Corporation" is
screening in Toronto, Vancouver and Ottawa. It is being
hailed by some as "the next Bowling for Columbine".
Perhaps even more so than Michael Moore's remarkable
film, The Corporation tackles root causes of what is wrong
with society today -- a society that is quickly destroying
the planet and everything on it.

Many of us work for corporations, big or small. There are
many good, well-meaning people in corporations, both staff
and management. But this film argues that the legal and
economic structure of the corporation itself - despite the
best efforts of the people who work for them - is inherently
destructive. And unnecessary.

Anyone who wants a healthy life, meaningful work and
a saner world will be interested in this film. Why do
things always seem to sink to the lowest common
denominator -- pointless work, seedy consumerism,
senseless violence? How can we reconnect with our
values and needs? This film helps shed some light
on these questions. It might even inspire us to do
something about it.

Below you will find screening times for the film and brief
but important volunteer opportunities at each screening.

We have also created an online discussion, where you
can post your thoughts, questions and announcements
related to the film and the issues it raises.

The film may be great, but what can you do about it?
Will people go to the movie, feel concerned and motivated
to do something -- but not know where to start?

People- & Planet-Friendly is seeking volunteers to hand
out leaflets in front of the Bloor and Canada Square
Cinemas. We need:

(1) Volunteers to hand out flyers before each screening.
(Volunteer for one screening or more). This involves
about 45 minutes work, starting half an hour before
the screening. If you care about these issues, this can be
a lot of fun. It's an opportunity to empower cinema goers
-- who are already interested -- by connnecting them to
information, activities, organizations and resources.

(2) Somebody in downtown Toronto to do photocopying
before 4 p.m. this Friday, January 16.

(3) A donation to cover photocopying costs -- or a
photocopier that we could use in central Toronto.

“For with Thee is the fountain of life: in Thy light shall we see
light.” Psalm 36:9

When we hear the word fountain we think of a source of water.

The first thing which comes to my mind is the water fountain found in
schools. If you are thirsty, you press the button and you can drink
from the fountain. You won’t drink so much that the fountain will run
dry. It’s there for you day after day. There is an abundant source of
water at your disposal.

Without water, you cannot expect to live. Your body has a large
percentage of water in it and, to survive, it needs to have that level
of water maintained. Water needs to be replenished as it is lost.

Without God, you cannot expect to live--eternally, that is.
Created into the fabric of every human-being is what we call a soul.
You can’t see it by looking at an x-ray. You can’t identify just where
it is found in a person. But it’s there!

It’s also different than any other part of a person.

The body cries for food and water; the heart cries for comfort, love,
and companionship. But the soul cries, actually, craves one thing: to
have a relationship with its Creator.

Every man has a natural body which brings natural needs. Every man also
has a soul which is crying out to God for release.

Where does this release come from?
It comes from drinking from the source of Living Water.

Just as your natural body needs to be replenished by water every day,
your soul needs to drink from God’s fountain.
The stronger your relationship with God, the healthier and more
satisfied your soul becomes.
The farther you wander from God’s plan for your life, the more
unsatisfied and restless your soul becomes.

Drinking from God’s fountain is what gives us life- quality of life, on
earth, and eternal life, when our time on earth is over.

Unlike a school’s water source, which can’t quench the thirst of the
world, God’s fountain is one of abundance. There is plenty of Living
Water for everyone.

When we are walking with God, we recognize darkness. While our human
nature may want to linger in the darkness, our soul desires to flee.

By living for God, we see what “light” really is.

“Light” is helping the poor, not lining your own pockets.

“Light” is exercising patience instead of irritation.

“Light” is dwelling on the positive instead of the negative.

“Light” is holding a friend’s hand instead of walking away.

“Light” is forgiving others instead of holding grudges.

“Light” is finding more blessing in the act of giving than receiving.

“Light” is being compassionate rather than insensitive.

God is the Author of Light. He wants us to imitate the example He has
set before us.

IQALUIT -The company that made the award-winning film Atanarjuat, the
fast runner in Nunavut says funding from the government will make life
easier for film makers.

The territorial government announced this week it is providing $500,000
this year for seven film projects.

Three independent film professionals Mark Hill from Whitehorse, David
Craig from Toronto, and Carole Vivier from Winnipeg were part of an
independent panel who reviewed the film proposals.

Igloolik Isuma productions is getting the largest share, $200,000.

Isuma's Zacharias Kunuk says the money will help the company make its
next full-length feature.

"When we made our first film, and we needed funds, there was small
grants available from them for i.e. the cultural or language grants,and
it was tough without their help. But, we managed by scraping together,"
he says. "But, it's like we're home now since they made the funds
available."

Kunuk says Isuma's second film will be based on the journals Of Knud
Rasmussen about an Igloolik-area man called "Ava".

Four other Iqaluit companies are on the list, along with one individual:

This Friday on CONTACT, we tackle the serious mental health issue of
suicide. With already staggering statistics across the country for
Aboriginal suicide, Nunavut has the highest rate of all: 7 times the
national average. This week, we'll search for ways to help prevent more
Aboriginal young people from taking their own lives.

Joining us in studio, poet, former youth worker, and attempted suicide

IRAQ: Rubbish dump gives IDPs economic means

TAJI, 13 January (IRIN) - Every day around 1 p.m. it’s like the Muslim
festival of Eid and the Christian festival of Christmas rolled into one
big present for the children who live next to the main Baghdad city
dump in the district of Taji.

That’s when a green garbage truck usually shows up with trash from a US
civilian and military compound known as the “green zone” in downtown
Baghdad.

The truck disgorges colourful, American magazines and unopened food
packets; stale, half-eaten cans of Pringles and worn-out tennis shoes -
a sharp contrast to the meagre orange peels and plastic bottles that
make up most Iraqi trash.

“I look for sweets and pictures in magazines,” Delal Hanlar, a
10-year-old told IRIN as she scavenged from the lucrative piles of
black plastic trash bags, an embroidered black headscarf covering her
hair. “My family sell the magazines,” she added. For these IDP
children, the dump has meant they can contribute to feeding themselves
and their families.

Teenager Ahmed Mohammed hands a grimy but unopened chocolate energy bar
to his brother Haidar, who gleefully rips open the shiny, gold wrapper
with his teeth. It’s Mohammed's job along with the other children from
families who live near the dump to poke through the bags to find
valuable things to sell.

But many of the children play with the new garbage, finding some edible
cheese spread and vegetable crackers from a US military
meal-ready-to-eat (MRE) package, and  orange crackers with peanut
butter that turns to crumbs when the plastic package is opened.

In thrifty Iraq, trash has always been sold to shepherds who use the
vegetable parings and stale bread to feed their goats, sheep and cows.
The new loads go for up to 15 times the price, however, about US $15
paid directly to the driver.

"Shepherds trust in God to keep the animals from eating anything that’s
not good for them, including the numerous plastic bags," Jema Zair
Hassan, who owns an assortment of animals that eats the rubbish, told
IRIN.

“This is very rich as food for animals, that’s the most important
thing,” Hassan said, explaining why he pays for the load being dumped
in front of cows and sheep being tended by his children and neighbours.
“But sometimes we find other things like shoes and electrical cords
that we can sell,” he added.

Before US-led troops rolled into Iraq in April, the rubbish pickers
used to look for garbage trucks from the wealthy neighbourhoods of
Mansour and Jermuk. Those trash bags are all but forgotten now.

“American garbage is better than Iraqi garbage, because everything is
available to them,” rubbish hauler, Raid Hekmat, told IRIN. “Even the
Iraqi Army had much less.”

Rubbish haulers estimated they bring 10 trucks per day, each carrying
one and a half mt, to the dump. Once the children have gone through the
rubbish piles, families set them on fire, sending up a toxic stench.
Smouldering trash piles are less likely to spread disease, and rodents
won’t move into them, Hassan said.

Many of the families said they moved to the garbage dump because they
had no food or water for their animals. Ironically enough, there’s no
water or sanitation facilities at the dump either - women carry jugs of
water on their heads from a water tap at a fuel station across the busy
highway.

Hassan, the shepherd, brought his family from Missan district east of
Baghdad just five months ago, complaining that he had no land on which
to graze his animals, and his neighbours had told him to move.

Sadoun Ali, aged 40, who moved his wife and six children to the dump is
more bitter about his precarious situation. The former prisoner of war
during the Iraq-Iran war cannot believe he now lives in a mud hut on
the side of the dump. “We live like we’re in the Middle Ages here.
Nothing is available to us - not even kerosene, which keeps on going up
in price, or water. Our country is rich in oil, so why are we here?”

Another man told IRIN that the rubbish left by the US civil and
military officials gave everyone a chance to make money pointing to a
late-model sedan parked nearby and explaining that his neighbour bought
it with profits from selling shoes and other things found in the refuse.

A family putting together a shelter of metal girders and canvas
believed they would continue to survive with a monthly food ration card
and money made from collecting valuable garbage. Like every Iraqi,
Hassush Ghali continues to receive a food ration that feeds his family
almost for the whole month under the former United Nations Oil-for-Food
Programme. Like many others who have recently set up shop near the
dump, Ghali decided to move to the outskirts of Baghdad after the fall
of Saddam Hussein, just because he was not previously allowed to do so.

“I have to find a way to make a living. If I had money would I live
here?” Ghali asked. “But I have three hens and a rooster. We'll be able
to use the garbage to live, so we’ll be OK.”

World Summit on the Information Society

   The World Summit on Information Society (WSIS) aims at ensuring
everyone access to the latest information and communication
technologies. To achieve this, it is expected to come up with a Plan of
Action and a Declaration of principles. The summit is run in two
phases, the first from 10-12 December 2003 in Geneva, the second from
16-18 November 2005 in Tunis.

Background

   The World Summit on the Information Society (WSIS) aims "to develop a
common vision and understanding of the Information Society and to draw
up a strategic plan of action for concerted development towards
realising this vision". To achieve this, the summit wishes to bring
together all the different interests at stake: governments, industry
leaders, non-governmental organisations, United Nations agencies, media
representatives and civil society in a single high-level event.

Issues
Respect of basic rights on the Internet, including freedom of
expression and press, participation for all, democracy, and acceptance
of the rule of law.
Internet Governance: Should the Internet be governed by a semi-private
body (as it is now) or by a regulatory body of the UN?
Funding to developing countries: Should developing countries receive
specific funding to help them bridge the digital divide?

Other issues that have been identified as key by Commissioner Liikanen
include human rights, intellectual property protection, network and
information security, internet governance, the role of the media and
financing.

NASA has blasted into the new year by not only landing a robotic vehicle
(the Rover Spirit) on the surface of Mars, but also by transmitting the
best
photographs ever captured of the red planet. With that, Spirit is now
preparing to meander about the surface of Mars and collect specimens of
rock
and soil -- the return of which is anxiously awaited by scientists
worldwide. Spirit landed and made its first transmissions to earth
earlier
this week. And, as was planned by NASA researchers, Sprit had landed
almost
directly in what looks to be an impact crater, now nicknamed Sleepy
Hollow.
Researchers are excited to explore that area and the many other craters
and
rock debris located there. While the planet appears to be quite
desolate,
Spirit will soon be joined by its twin, Opportunity. Opportunity is
expected
to land next week on another part of the planet before beginning its own
exploration.

The first site takes visitors to NASA's official Mars exploration site.
Located here is all sorts of information on the mission's purpose, a
timeline of events, updated photographs sent by Spirit, press releases,
and
resources for teachers and students. The two news sites offer reviews
of the
mission. The first is a detailed site from NPR.org and provides visitors
with several stories that have been dedicated to the mission. The
second of
these is a review of the photos of Mars sent from Spirit. The fourth
site is
dedicated to the geology of Mars. This site, from Albert T. Hsui at
University of Illinois, Urbana-Champaign, is a great reference for
delving
into the details of Mars geology (as was known pre-January 2004). The
next
site is from the Denver Museum of Nature and Science and provides a
great
description of the search for water (or the past presence of it) on
Mars.
Discoveryschool.com offers the next site which provides a great
collection
of teaching resources for educators wishing to bring Mars into the their
classrooms. The final site, from BBCi, totes itself as containing
"everything you need to know about Mars exploration." And, it lives up
to
its claim pretty well. This site offers a different perspective from the
NASA mission by offering a look into the European Space Agency's Express
Mission and the subsequent landing of the ESA version of the Spirit and
Opportunity, the Beagle II.

Information for Applicants

   Purpose of funding

   The Corporation provides loans for the purposes of business start-up,
business expansion and business acquisition. Eligible projects must be
commercially viable, Nunavut based, and create some benefits for Inuit
such as jobs, training or improvements to social situations.

Limits to funding provided

   Applicants are eligible to have more than one loan.

Atuqtuarvik Corporation has been created to improve the access of
eligible businesses to various sources of commercial finance. As a
result, if Atuqtuarvik financing is necessary, proponents will also be
expected to maximize opportunities to secure commercial financing from
other sources.

    Amounts provided

    The Corporation will consider loan requests from a minimum of
$100,000.00 to a maximum of 10% of Atuqtuarvik Corporation’s available
capital.

Applicants must also be capable of providing their own equity.

   Atuqtuarvik Corporation loan amounts will be based on the percentage
of Inuit ownership.

Terms and Rates

In general, the Corporation will lend for periods between four and ten
years. Rates charged will be based on the Bank of Rate and will reflect
overall project risks.

    Evaluation Criteria

Four criteria form the basis of the evaluation of individual
            applications for funding.

   The project must be financially viable.

    The degree of Inuit ownership and participation in managment.

    The project must benefit the Inuit of Nunavut as a whole. The
specific benefits against which projects will be assessed are in the
areas of: Jobs; Ownership; Health and Education; Housing; and, Language
and Culture. It is not expected that the benefits of individual
projects will include all areas, however, sufficient overall benefits
must be provided to qualify for funding.

    In general, the project must have utilized reasonably available
financial resources from other sources (e.g. banks).

   Note: There are no specific industry or sector restrictions on
projects that will be considered.

    Documentation Required
   The following documentation will normally be required in order for
applications to be accepted for analysis and a funding decision.

   Information about the applicant, including nature of current business,
financial history and projections, where appropriate.

Proposed ownership structure of project.

   An overview of key aspects of the project and the role that
Atuqtuarvik Corporation is being asked to play.

Business plan

Description of proposed business activity; investment requested from
the Corporation; ownership and management; analysis of market and
clientele server, or to be served by the business; financial
projections; details of proposed financing from all sources; detailed
strategic and project implementation plans; letters of intent or
documents indicating regulatory approvals required; identification of
anticipated benefits of the project to the Inuit of Nunavut; any
applicable environmental assessments.

    Please note: The applicant must also provide the Corporation with
written permission to verify information provided in the application
through direct contact with the applicant’s bankers, accountants,
creditors, employers, credit bureaus, etc.

   The Board of Directors meets quarterly to evaluate projects.
Applications must be submitted and judged complete six weeks before the
meeting to allow for sufficient time for preliminary analysis and a
decision on whether to proceed to a more in-depth analysis. If a
positive decision is taken, an analysis and final decision will be
undertaken as quickly as possible. Times will vary depending on the
complexity of the project.
