I will need to make several phone calls to try & track 1) Sam's Club project, 2) Felland Neighborhood Plan, 3) East Washington Ave. Rebuild - should be a ble to do this off of the new East Wash reconstruction site which has been mentioned earlier. If someone else wants to take this on, that is fine. More than willing to share responsibilities.
I have a class monday at 6 - 7:15 pm. Who can attend the 6 pm meeting at the plan commission? This is a big one & we need a good statement from one or several of us in support of the watershed. The development itself seems to offer many advantages to the watershed. We just need to make sure the storm water plan - which has not been ready for review yet, includes maximum infiltration instead of shunting into catch / retention basins. We need that runoff infiltrated as close to the site or origin as possible, not hundreds of feet down the line in some artificial basin.
I also suggest we start suggesting infilling the parking lots around Easte Towne with 5 - 6 story high rise apartments & condos instead of sensitive lands or farm lands - sprawl. I spoke with a couple people somewhat rhetorically about this & all felt it was a good idea. We want to see the parking surfaces retrofitted at the least, might as well move people into these spaces, & they can walk to the mall & chain restaurants! What we need is a good visual proposal from some architect to pitch the possibilities. Replace the surface lots with parking structures, plant trees, shrubs, native grasses, & make it park like for housing infill. Put those units where we already have blacktop instead of on fresh ground or where older buildings would otherwise need to be torn down (Felland, Willy Street, Atwood).

Mike - Thanks for raising the question. I thought I'd share some of my
thoughts for the plan in hopes others will do the same. I hope that the
plan coming from the Friends of Starkweather Basin will extend the bike
paths, but will also protect Starkweather corridor space (separate from
bikes paving) for quiet places, critters and retreat walking next to the
creek. (This was also raised as a concern at our first meeting at United
Way). When you and I got together I think we agreed there are sections of
the creek on one side or the other that lend themselves much more for quiet
space. I'd like to request that especially the west side of the
Starkweather main branch and also the south side of the west branch over to
the Dixon Greenway in particular not be paved. Others might have thoughts
about other areas that lend themselves to quieter use or conversely
specifically for bike transportation. If we can show how to integrate
these needs I think it would be a great contribution. I hope others will
share their ideas as well. Want to bring your ideas to the Earth Day
cleanup on Sat. the 20th at Olbrich by the swings and you can get feedback
and ideas there? We'll be meeting for a picnic at 11:30. Does Bret have
the maps I gave you? I'd like to have people see those when considering

Just to let everyone know, the Parks Commission has been given the
planning materials for Sam's. I believe we may have this on our
agenda for the next meeting (second Tuesday of the month at 7:30 at
Warner Park). Bret made a great statement on behalf of FSWB
at the last Parks Commission meeting. I'll let you know as soon as
I know for sure that it will be a formal agenda item, but it seems likely
given they handed us the materials.

I've been on the city's committee site and that is where I've come across poorly
updated schedules, etc. - alas. Thanks for
the dates of meetings. Any idea of what's up with the Sam's Club issues? -
guess I could just wait for the Isthmus article.
Hope nothing is on the horizon soon. If it is, we need to add it to the
schedules.
I can make the meetings on the April 18th, but definitely not the Plan
Commission meetings on April 15th & May 6. The Plan
Commission is a really important place to have a presence & get a message
across. Who can make those meetings? Both are
on monday evenings. I like the idea of writing a letter to be read or submitted
in lieu of representation in person. Better
to have people there, if possible.
We haven't had time to put together and agree on a more detailed statement than
what had been posted earlier (Mission &
Vision / Goals). That is not to say that there isn't consensus on issues of
linkages, green corridors, etc. I think there
is. Can you post your thoughts / letter with or without help from others and we
could work on it via email? We can make
some generalized statements which would flow from our last organizational
meeting. I have notes from the meeting but have
not put them into a 'minutes' form yet (and do intend to - will try to fish 'em
out this eve & post). There clearly are
principles we all seem to share & view as priorities. One of the main focuses
of the group in the planning process is to
proceed with a more detailed mapping and evaluation of the watershed so that
such statements can more easily be made based on
current conditions / possibilities / needs. This will guide the priorities list
in terms of what is doable. I'll work on
putting together my notes and we can add others comments / concerns and together
probably come up with a workable statement
within these constraints. Any other ideas from other attendees at the previous
meetings?
I want to mention, there has been expressed concern about impermeable surfaces
used for the bike paths. What are the options
for crushed gravel paths or - better yet, boardwalks through the marsh lands or
other permeable surface construction? Also,
it has been mentioned that salt is being used on the bike paths during the
winter. This is a serious issue for the
watershed. What are the alternatives to salt use on these paths? Are the bike
paths designated as multi wheel use paths,
i.e., wheelchair / handicapped accessible & is the salt use required because of
this? I think the watershed group will need
to take a strong stance against salt use - especially within marsh land
corridors. For all I know, that may already be
prohibited - but I don't know for sure.
Also, have you spoken with Margaret Bergamini regarding the bike path along the
Yahara River Parkway in conjunction with the
East Washington reconstruction? I could connect you with her, if not. She
coordinates the Yahara Parkway stewardship group
& has been trying to keep that bike path on the agendas.

P.S. Also agree about groundwater being used for a surface lake body.
Another question is: Are there already sufficient wells to service
this development for drinking water, etc., or will new ones be required
- further stretching the groundwater reserves of the Starkweather Watershed?

I love the art and poetry idea...really any kind of art -- theatre,

By the way, I had a great talk with Gary Werner this morning and he gave
me a bunch of background re. history of Starkweather planning and
potentials. What a resource!!! We should add him to our
e-mail list. He would like to join us. He was key expert in the Ice Age Trail. Wonderful technical expertise and he lives on Lakeland
in our neighborhood. He wanted to come to our earlier meetings but

Dear Parks Commission,
Unfortunately I can not attend your meeting tonight. However, I
wanted to express my opnion on the new Felland neighborhood plan.
Overall, I support the plan, but I have a few concerns.
* Connectivity is a key issue, both within the neighborhood and
between nearby neighborhoods.
I applaud the plan for a creekside trail from Cityview Dr to
the corner of Lien and Reiner Road. To be most useful, this trail
must connect all the way to the commercial property planned at the
Lien-Reiner intersection.
Also, there are many cul-de-sacs in the development which
MUST have pedestrian access at their dead ends and currently do not.
Examples of this are east of Felland and north of Lien, and on the
west side of the lake.
Of more serious concern is the connection of neighborhood
trails to regional trails. Without these connections, the
neighborhood trails lose much of their purpose. Trails are essential
because people who use neighborhood parks and greenspace do not use
them in just one location, but tend to move from one area to another.
Specific concerns are as follows:
1) There needs to be a trail connection under 90-94. The rail
right-of-way is the best alternative, connecting to a path beside
Starkweather Creek at least as far as Thompson-Lien intersection.
There is property zoned Conservation at this location, which could be
parkland, and should be included in the Felland neighborhood plan.
2) From Lien and Reiner there is an opportunity to connect to the
regional Door Creek trail system. While this idea has been discussed,
I don't see any specific mention of it in the Felland neighborhood
plan.
3) A bike trail along the north side of the neighborhood is meant to
be part of a regional Sun Prairoe-Madison trail. However, there is
nom plan in place for how this trail would actually connect to the
park at Congress Ave or to the Nelson neighborhood. This MUST be
resolved before the Felland neighborhood plan should be approved.
* The shore of the new lake should be public park. The current
proposal calls for a pedestrian right of way on private land, with
some pocket parks. This could lead to access problems in the future.
If a lake is going to be built, all must have access, and pedestrian
access circling the entire lake would be best.
* I understand that the developer wants to reduce the size of the
main Lien Road park due to the existance of creekside greenspace and
easements elsewhere in the development. Please do not allow this to
happen. The Lien Road park is currently slated to be just 20 acres.
* I urge the Parks Commission to consider developing a park system
along Starkweather Creek. A proposed Starkweather Creek bike path has
been on the books for many years, and represents the best
bike-pedestrian access from downtown (via the Isthsmus trail) to
rural area east of Madison. Now is the time when this network of
greenspace could still be implemented, if the Parks Commission
supports it. Specifically, I'd like to see the city authorize a study
to fully explore options.

the watershed flow as a result of ground water continuing to be extracted
without adequate infiltration recharge.

Hello,
I'd like to introduce you to a group that has recently formed and of
which you have likely already heard. While we remain in an embryonic
state, I ask you to note our email address and help us to stay informed
on issues of import to our watershed. I believe each of you represent
portions of the Starkweather Basin. While the core group is dominated
by SASYNA members, we intend to reach out to all neighborhoods with in
the basin for membership & support. Most important to us at this time
are any meeting notifications regarding either the Sam's Club proposal
or the Felland Neighborhood Plan.
We already have two cleanup events planned for the watershed. The first
is on Earth Day, April 20th, involving the mouth of the Starkweather
Creeks at Olbrick Park, the second will be on either the 3rd or 4th
saturday in May and be a garbage cleanup from portions of the waterway.
We hope to have a monthly event scheduled around the 4th weekend of
every month through out the year.
Working Mission of Friends of Starkweather Creeks Basin:
The Friends of the Starkweather Creeks Basin are dedicated to
enhancement
of the watershed's environmental quality through direct action
stewardship, community education & advocacy.
Guiding Principles of Visioning / Goals Process:
The Visioning & Goals definition process will be guided by the
watershed's source control (infiltration, ground water recharge, draw
down
of ground water levels by well placement, etc.), stream corridor
protection ( bank stabilization, cleanup, revegetation with natives,
stormwater runoff issues, etc.) and remnant wetlands preservation.

Unfortunately, the storm water reports are not yet completed regarding
this plan. None the less, the plan can move ahead if those on the
committees so approve it. Admittedly, the planning seems right minded &
progressive in terms of protecting & even enhancing the watershed. Two
members of one of the engineering firms who were there & are working on
the Lake issue, claim that evaporation has been considered and that the
goal is to have a net no loss from the watershed. One comment from them
was that evaporation would occur over the drainage basin anyway.
Evaporation form a flat lake surface warmed by summer's sun is
significant. Further more, the lake is near the end of a valley that
sweeps downward toward the west / southwesterly, and will likely have
significant wind patterns, thereby increasing evaporation as that wind
passes over the water surface.
Parks meeting is this wednesday - please see Betty's note. Other
meetings for this plan are scheduled for next monday, wednesday &
thursday before moving on to regional Planning & the Common Council ?
mid May.
I'll try & put together the details on these meetings & get them out to
this list & elsewhere. We've got our work cut out for us on both this
one & Sam's Club. By the way, there are forces on committees & council
who do want to put a stake in the heart of the Sam's Club plan, but they
need our continued verbal presence at every meeting in support of the
Starkweather Basin.
