GENERAL POSITION
DESCRIPTION:
Under the direction of the Project Leader, Trans-Pecos Wildlife Management Area Project, the Fish and Wildlife
Technician is responsible for conducting general maintenance and development
activities on the Black Gap WMA
including buildings, public use facilities, fencing, roads, wildlife/livestock
water developments and developing maintenance schedules. Performs routine
wildlife management and biological survey work. Work involves collection of
biological data and management of wildlife habitat. Assists with public
hunting and public use programs on assigned areas where applicable. Provides
wildlife management information to hunters, land managers, other user groups
and to the general public. Works under general supervision with moderate
latitude for the use of initiative and independent judgement. Performs
additional duties as assigned. Complies with all Agency, Division, Branch
rules, regulations and procedures, considerable latitude for the use of
initiative and independent judgment.
WORKING CONDITIONS:
(1)
Required to work from 8:00 a.m. to 5:00 p.m., Monday
through Friday; (2) Required to work
on holidays, weekends, and hours other than 8:00 a.m. to 5:00 p.m. as
necessary; (3) Required to travel in-state or out-of-state with possible
overnight stays; (4) Required to operate state vehicle; (5) Required to work
outdoors, occasionally in adverse weather conditions; (6) Non-smoking environment
in state buildings and vehicles; (7) Physical ability to conduct maintenance
and assist with management, research and guiding/conducting of public hunts for
extended periods of time (12 hours) in the following conditions: Walk/traverse
rough, rocky, mountainous terrain with backpack weights up to 50 pounds;
ascend/descend 2,000 ft. elevation differences with slopes greater than 50%;
required to work in temperatures ranging form 0 to 120 degrees F; (8) Required
to conduct (without air sickness) low-level aerial surveys with fixed-wing
aircraft or helicopter and ground surveys. * TPW employees are required to
comply with Department aircraft weight restrictions. Weight limit restrictions
prohibit flight with passengers that weigh in excess of 286 pounds to
accomplish annual low-level aerial surveys. * Note: Retention of position
contingent upon employee maintaining weight requirement.
MINIMUM
QUALIFICATIONS:
Education: Graduation from High School or GED.
Experience: FWT
I: (1) None; FWT II: (2)
Two years relevant experience; FWT III:
(3) Two years as a F&W Tech II (no non-Departmental substitution for
experience). Acceptable Substitutions: FWT II: Relevant Bachelor’s degree
from an accredited college or university may substitute for the required experience.
Preferred Experience: Two years actual work experience involving farm or
ranch operations, carpentry, maintenance, vehicle repairs, heavy equipment
operation and using a computer. Note: Experience
may have occurred concurrently.
License/Certifications:
(1) Must possess
or be able to obtain, within 30 days of employment, a valid class
“C” Texas driver’s license; (2) Must possess or be able to obtain
within 120 days of employment, a valid Commercial driver’s license; (3) Must possess or be able to obtain,
within six months of employment, a valid commercial applicator’s license
(with hazardous materials rider) and a commercial applicator’s license
for herbicides/pesticides. Note:
Retention of position contingent upon obtaining and maintaining required
licenses. Preferred License: Current commercial driver’s
license.
SELECTION CRITERIA:
Knowledge, Skills
and Abilities: FWT I-III: (1) Knowledge of wildlife, range, farming and
livestock practices; FWT I-III: (2) Skill in using hand tools, power
tools, and mechanical equipment; (3) Skill in basic carpentry, plumbing, and
electrical repairs; FWT II-III: (4) Skill in operating common
farming and ranching machinery and heavy equipment; (5) Skill in repairing and
maintaining specialized equipment such as mowers, trailers, and small engines; FWT III:
(6) Skill in preparing pre-purchasing/contracting documents; (7) Skill
in the use of personal computers; FWT I-III: (8) Ability to work outdoors in
extreme hot and cold weather conditions; (9) Ability to observe and record
biological data; (10) Ability to meet and deal effectively with the public,
landowners and co-workers; (11) Ability to maintain accurate records and
prepare written correspondence; (12) Ability to assist with
management, research and conduction of public hunts for extended periods of
time; (13) Ability
to work both independently and as a team member; FWT II-III: (14) Ability to work without close supervision and
plan, coordinate and organize assigned work activities; (15) Ability to perform
basic report writing; (16) Ability to maintain and repair vehicles and
equipment; FWT III:
(17) Ability to supervise the work of others.
