GENERAL POSITION DESCRIPTION:  Serves as the point of contact for the Texas Parks & Wildlife Department (TPWD) Wildlife Division, regarding natural resource management issues, projects, and meetings, along the Texas-Mexico border.  Works with TPWD biologists and Mexican counterparts including state, federal, local and non-governmental agencies in recommending conservation strategies to address bi-national natural resource concerns and issues.  Develops, coordinates, and administers partnerships, programs, and activities for the management of game and non-game species and their habitats along the border.  Increases public awareness of shared natural resources and habitats along the Texas-Mexico border.  Performs additional duties as assigned.  Complies with all Agency, Division, and Branch rules, regulations, and procedures.

 

WORKING CONDITIONS:  (1) Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; (2) Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary; (3) Required to travel in-state or out-of-state with possible overnight stays; (4) Required to operate a state vehicle; (5) Non-smoking environment in State buildings and vehicles.

 

MINIMUM QUALIFICATIONS:

Education:  Graduation from an accredited college or university with a bachelor's degree in Wildlife Science, Natural Resource Management, Ecology, Biology or related degrees.  Preferred Education:  MS, MA, or PhD Degree from an accredited college or university in Wildlife Science, Natural Resource Management, Ecology, Biology or related degrees.

Experience:  Four years experience developing and working with multiple work groups in environmental or resource management issues regarding conservation, restoration, or protection of natural resources of wildlife resources, fauna, flora, and their habitats.  Preferred Experience:  Five years in resource management with emphasis and experience working successfully with state, federal and non-governmental work groups.

License/Certifications:  Must possess or be able to obtain, within thirty days of employment, a valid class “C” Texas driver’s license.  NOTE:  Retention of position is contingent on obtaining and maintaining required license.

 

SELECTION CRITERIA:

Knowledge, Skills and Abilities:  (1) Knowledge of concepts and issues of natural resource conservation, wildlife management, restoration of native habitat, and the environment; (2) Knowledge of technical guidance regarding wildlife management to private landowners; (3) Knowledge of Federal laws and regulations regarding Endangered and Threatened Species programs; (4) Skill in developing monitoring plans and/or assessments of wildlife communities including fauna, flora and their habitats wildlife; (5) Skill in developing partnerships with other bi-national organizations of diverse backgrounds and educational levels, and representing state, federal, local and non-governmental resource agencies; (6) Ability to communicate effectively verbally and in writing in both English and Spanish regarding natural resource management issues and wildlife concepts or terminology; (7) Ability to plan, develop, coordinate, and manage a multi-disciplinary, border-wide program with little or no supervision; (8) Ability to manage several projects at one time; (9) Ability to facilitate meetings, conferences, or workshops with participants from diverse backgrounds, management, or field level experience, and of different governmental levels or responsibilities; (10) Ability to follow guidelines for purchasing and maintaining equipment, supplies, and other procedural and accounting responsibilities; (11) Ability to work independently without supervision and as part of a team.
