GENERAL
DESCRIPTION
Performs
environmental-related water quality work activities. Provides high-level
expertise and technical support for water quality areas of complex environmental
studies for clearance of transportation activities. Work requires considerable
contact with governmental agencies and private entities. Work requires travel.
Employees at this level establish their own work plan and priorities to meet
set objectives. Issues are rarely referred to the supervisor but are handled at
the occurrence.
MINIMUM
REQUIREMENTS
Education
and Experience
Bachelor's degree in
natural, physical or environmental sciences, environmental engineering or a
related environmental science field plus four (4) years progressively
responsible experience in a water quality related area of environmental
studies. Graduate level education in the above fields may be substituted for
experience on a year per year basis. Additional related experience may
substitute for education on a year per year basis. (Experience requirements may
be satisfied by full-time experience or the prorated part-time equivalent.)

ESSENTIAL
DUTIES
Designs, guides, directs,
monitors and completes complex environmental coordination of programs, issues
and mitigation.
Conducts inspections,
field surveys, assessments, project investigations and prepares and reviews
environmental documents to ensure compliance with applicable state and federal
environmental laws, rules, regulations, policies and procedures.
Reviews, evaluates, monitors
and approves consultant work, research programs or special studies.
Provides and approves
guidance on environmental rules, regulations and public involvement procedures.
Monitors work performed
under the scientific services contracts.
Consults and coordinates
with representatives of regulatory agencies, special interest groups, the
public and Department personnel on environmental issues.
Reviews and maintains an
automated project tracking system and database.
Performs environmental
audits for a district's facilities; drives as necessary and travels by other
means to accomplisht duties.
Plans and schedules
complex environmental coordination, projects, issues and mitigation.
Prepares scopes of work
or requests for proposals for environmental studies.
Performs other
job-related duties as assigned.
CONDITIONS
OF EMPLOYMENT
Driver's record check
will be conducted by the Department. Satisfactory driving records are required
for driving state or personal vehicles and motor driven equipment to conduct
agency business.
Must attend work
regularly and observe approved work hours.
External final applicants
for any department position who could potentially be required to drive for the
department must pass a drug test prior to employment and will be subject to reasonable
cause testing during employment.
External final male
applicants who are 18-25 years of age will be required to furnish proof of
registration or exemption from registration with the Selective Service System.
Successful completion of
a post-offer/pre-employment physical exam at the employer's expense is
required.
If hired, employee must
provide document(s) within three (3) days of hire date that establish identity

Department employees or
family members are prohibited from having, directly or indirectly, any monetary
interest in any contract with a department project.

state title is not eligible for a salary increase. An internal applicant who is
selected for a position in their current salary group with a new state title
may receive an increase up to 3.4%.
