Banaire,in Banning,Ca has 10" inner tubes that have an offset valve stem. That is to say the valve stem is not in the center of the tube but, off to the side.

As someone else mentioned there should be a cover over the stem. In most cases it's "solid" wheel with only a slot opening for the stem and a small curved over
