OK, I have set up the People's Power Alliance:

This is intended to be a political lobbying organization for the
purpose of sponsoring ballot initiatives. The tax-deductible sister
organization might be called People's Power Foundation, People's Power
Institute, or something along those lines.
The name deliberately uses terminology that sounds somewhat
socialist/communistic, as a reminder that this proposed system still
falls short of the perfect ideal of libertarianism, which is
anarcho-capitalism. However, DD/DP is substantially better than what
we have now.
Input is needed on the core principles (see link) and in ironing out
the details of how this could work. Ultimately, we need to draft a
state constitutional amendment and introduce it as a ballot
initiative. In Colorado, that would take less than 100,000 valid
signatures. Basically, a philanthropist as wealthy as Peter Lewis
could easily take care of that.
