Good morning Brian.  I can sympathize with your point and I’m sorry if
you are disappointed.  Regarding the insignias you mention – these are
part of the World Organization of Scouting and not offered by Scouts
Canada.  You would have to contact the World Bureau directly for
further information on these.
What I should also say to you is:
1 Our leaders have very limited time with the kids, who are there
for the outdoor programming we offer.  Language training during
Scouting time is simply not an option; we also could not possibly
promote it to the kids outside of this time.
2 Further, I could not propose to any of our members that they
purchase books or supplies of any kind, outside of those offered in
our Scout Shops.  Marketing of outside materials is not permitted.
Once again I thank you for your interest in Scouts Canada, and I wish
you the best of luck.

Thank you for your almost lightening-fast response to our serious and
sincere proposal. It seems that you may be missing the point about
Esperanto, i.e. that
>resources to offer any sort of language training to our groups
are really not necessary and that a usable working knowledge of the
language can be acquired in a relatively short time by self-study,
compared to ethnic languages. Many motivated teenagers around the world
(myself included) have managed to learn Esperanto on their own without
any kind of assistance whatsoever. It is very sad that our Canadian
teenagers are being deprived of an opportunity even to inform
themselves about the existence of something which for many has been a
mind-opening and life-changing experience. As B-P himself wrote in 1908
in the first edition of Scouting for Boys:
>Also if you want to use a secret language in your patrol you should
all set to work to learn ”esperanto“. It is not difficult, and is
taught in a little book costing one penny. This language is being used
in all countries so that you would be able to get on it abroad now.
 
We would be interested to learn what precisely the point of these
centennial language insignia is, i.e. whether they are intended to be
awarded only to those fortunate bi- and tr-linguals already speaking
another language at home, or whether the purpose is to encourage
further language learning and more democratically-based communication
among our youth than English-only. The slogan "One world, one promise"
seems perhaps to indicate a desire for a single world language,
something with which we most emphatically do NOT agree (contrary to the
common supposition).
 
The site-metre for the Vancouver Esperanto Society indicates no
Canadian visitors seeking information between 13:58 and 14:28 EDT.
