CORRECTION.... the exit for meeting is number 136... not 135.... so to go to
meeting get off Exit 136 and turn towards the mountains to go to the Holiday
Inn for SILC meeting... coming from Atlanta, turn to left after exiting 136,
drive over bridge going over expressway, at traffic light which is at end of
bridge go right at the 2nd road (the 1st road is a NO-GO because is for
vehicles coming off I -75)... so you will turn onto Holiday Drive and up a
small incline and on your right just past the Texaco station is the Holiday
Inn...

This book is printed on acid-free paper.
"Hearing children with deaf parents (codas) live half their life in the
Deaf World and half in the Hearing World. They often wonder whether
they are hearing or deaf. This identity conflict is not unusual for
those
raised in a bilingual and bicultural family, for those who grow up
"hearing" in the Deaf World. In fact, it is typical of people who are
raised with two or more cultures. This experience is expressed in a
variety of ways: "I felt like I visited two homes but had no place for
myself"; "I'm caught in between"; "I'm neither one nor the other."
Identity development is impossible without a sense of community.
Deaf and hard of hearing people know this. As adults, some of us
hearing children of deaf parents are finding an identity that helps us
know our place in the world. This identity comes from a community
of those like us. This community is CODA, Children of Deaf Adults.
I am hearing-deaf-coda, always on the edge of Deaf Culture."

Full-time Salaried Interpreter Job
Message sent by Pat Ford…(forwarded by Cynthia Frey)
Please spread the word. This is from Kathy Keeter who deserves a
dedicated professional interpreter...
"If you know of anybody who is looking for a full time salaried
interpreter job, have them contact Dr. Kelly Haynes at (334) 844-2096
Voice.
As far as I know the requirements for the job is that the interpreters
must have proper credentials and an Alabama business license to
interpret. I don't know how much is the salary is, but I understand
they
pay well. It is full time and all the assignments are limited within
the
University. They are especially interested in those who have the
ability
to maintain college level vocabulary into sign language without much of
a
problem."

“Jackie” Needs YOUR Help!
Message from Jackie Lighfoot…..
Hello all,
Jackie Lightfoot here. Many of you already know me - some of you may
not.
I'll give you a quick overview for those who don't - I am an
Australian, came
to Atlanta in 1994 and attended Georgia Perimeter (DeKalb) College
through to
June 1996, when I graduated with high honors from the ITP. I received
my QA
in interpreting and in transliterating 2 months later and my CT a year
ago.
Now I'm half way through a Masters in Interpreting. Several companies
in
Georgia have been trying to hire me, as an interpreter, for the past
two
years. There has been a huge problem - the Department of Immigration
and
Naturalization Services (INS) does not recognize sign language
interpreting
as a valid category for a work visa, nor do they recognize state or
national
credentials. INS thinks interpreters need a high school diploma -
period.
No training, no education, no credentials - nothing. They DO recognize
spoken languages. However. And INS also recognizes that there is a huge
shortage of qualified sign language interpreters in the nation - but
they
still don't have a category!
The worst thing is that I am not the only person in this position -
there are
at least two other people who went through the ITP, and attempted to
get work
visas, but were denied. Congress is passing laws requiring access,
including
interpreting services, but hasn't realized there are just not enough
qualified people in the country to perform all the work. And people
from
other countries, like myself, are not allowed to return. It's been
incredibly frustrating and disappointing.
I have written to Senators Cleland and Coverdell, asking them to submit
a
private bill on my behalf - it means the Senate can request that INS
give me
a green card, basically. However, the senators do not know much about
deafness, sign language, or interpreting. I am asking that each of you
on
the list send email to the senators - every day, if you can! - and ask
that
they sponsor a private bill for me. Tell them your views on
interpreting
services; tell them why you think interpreting services are important.
Ask
them to examine why sign language is not recognized when spoken
languages
are. Ask them anything!
Really, I don't know if this will work - but it has a good chance if
the
senators think a lot of Georgia citizens support sign language
interpreting.
They measure that partly by how many emails/faxes/calls/letters they
get on a
subject.
People, I REALLY want to come back to Atlanta. I'll be attending the
RID
conference on Boston, then coming down for a couple of weeks...I'd just
LOVE
to be able to stay. I'm hoping you won't mind helping me out.
Thanks
Jackie Lightfoot

>An
ADA Victory in the Supreme Court
>
>Atlanta GA: ADAPT of Georgia declared a victory for community
integration
>for Americans today as the Supreme Court announced it's decision 6 to
3 in
>the Georgia based lawsuit Olmstead v. L.C. & E.W.
>This ruling
dramatically affects how the civil rights law, the Americans
>with Disabilities Act (ADA), can be used to assure that people with
>disabilities and their families have the right to choose where they
live and
>receive support services. The ruling upholds a key civil rights
provision in
>the ADA, known as the "integration mandate", which
maintains that
>individuals with disabilities must be offered services in the "
most
>integrated setting.
> Atlanta ADAPT organizer Leonard Roscoe quipped, " If it was
wrong to
>segregate people like me for my skin color, why does Georgia insist
on
>segregating me because of my disability, then call it preferential
>treatment?" He was trapped 24 years in Brook Run, but now lives
on his own.
>Georgia had argued that "disabled people where given
preferential
>treatment"- a false claim often used against Affirmative Action
or
>integrated settings.
>The high
court reinforced the fundamental intent of the ADA, which is to
>prevent discrimination and promote the integration of people with
>disabilities into our communities. Specifically, the Supreme Court
ruling
>supports lower courts that Georgia's Department of Human Resources
(DHR) may
>not segregate two women with mental disabilities in a state
psychiatric
>hospital long after the agency's own treatment professionals had
recommended
>their transfer to community care. The Court further declared
Georgia's
>segregation of people with disabilities to institutions
"constitutes a form
>of discrimination based on disability prohibited by Title
II".
>Georgia's appeal to the Supreme Court mobilized disability advocates,
who
>compared the lawsuit to Brown v. Board of Education. Today's
New York Times
>proclaimed:" More than half the states originally lined up to
support
>Georgia.but came under political pressure (by people with
disabilities) to
>support, instead, the concept of maximizing community placement. By
the time
>the case was argued in April, only seven states remained in Georgia's
>corner: Colorado, Hawaii, Montana, Nevada, Tennessee, Texas, and
Wyoming".
>Although disability representatives from Georgia meet with Governor
Barnes,
>he refused to drop the case because of "states rights
issues". One ADAPTer
>retorted that governor would be seen as George Wallace. A
National Boycott
>has been called against the 8 segregationist states.
>Last month over 800 ADAPTers organized and traveled to Washington,
D.C. and
>joined 4,000 people in unified march to the Supreme Court for the ADA
>integration mandate.
>While the
high court clearly reinforced what Congress intended when it
>passed the ADA nearly a decade ago, some of the Court's ADA decisions
upset
>disability rights activists. We recognize that Congress needs to
ensure that
>community integration is in the public policy of this country.
ADAPT has
>drafted the Medicaid Community Attendant Services and Supports Act
(MiCASSA)
>which will focus our public policy on community services.
>Adapt's
legislation, MiCASSA, will change federally funded Medicaid which
>currently only requires states to provide services in segregated
>institutions and spends 80% of its long term care funds on these
segregated
>services. ADAPT vows to change this, declaring Integration NOT
Segregation.

STATE OF GEORGIA
OFFICE OF THE GOVERNOR
ATLANTA 30334-0900
BARNES ANNOUNCES NEW DHR COMMISSIONER
Governor Roy Barnes announced today that he will recommend that Audrey
Horne be appointed to replace Tommy Olmstead as Commissioner of the
Department of Human Resources. Olmstead plans to leave the department
on July 15, 1999 to begin a campaign for Chairman of the Bibb County
Commission. "Tommy has done a wonderful job managing the Department
of Human Resources and consolidating state health services. I am sure it
was often a thankless task-having to make tough decisions involving the
lives of Georgia's ill and disabled," Barnes said. "I wish him the best of
luck
as he plans his future in Macon."
Audrey Horne comes to the position after working in health care
administration for eighteen years, including positions at Egleston
Children's Hospital and the Georgia Department of Medical
Assistance. The department board will meet later in the
month to vote on her appointment.

RESEARCH SUBJECTS NEEDED!!!
Have you been having problems due to a past traumatic life event? Research is
being conducted with deaf people using Eye Movement Desensitization and
Reprocessing (EMDR). EMDR is an innovative brief treatment that has
successfully helped some people who have survived traumas such as sexual
abuse, rape, domestic violence, combat, crime, etc. who may now be suffering
from a number of complaints including depression, addictions, phobias, and a
variety of self esteem issues as a result. All potential subjects will be
required to fill out a few questionnaires which will take less than 1 hour.
Those who qualify to participate in the study will receive up to 6 EMDR
sessions at NO CHARGE.
INFORMATION WILL BE KEPT CONFIDENTIAL!!!
To be considered deaf, subjects must have a dB loss of 70 or greater.
Subjects must be at least 18 years of age.
EMDR sessions will be presented in sign language by a person trained in both
the EMDR technique and sign.
If you are interested in participating in this study, please contact the
researcher, Jennifer Gans, at (404) 892-2952 (voice or TTY) or by e-mail at:

Sent by a dear GSD Alumni member.....
(copied from DEAFDIGEST BLUE - JUNE 6, 1999
Volume 3 Number 44 BLUE)
. . . . . . .
DIVIDING UP THE OLD SCHOOL BUILDING
In the early nineties the DEAFDIGEST editor visited Cave
Spring, GA, the site of the Georgia School for the Deaf (GSD)
There were three things about Cave Spring that made quite
an impression, namely:
* only one traffic light in downtown
* a very drinkable water as scooped out by hands from the
downtown water stream (better than the Evians we drink)
* the GSD campus, pretty much left abandoned when
the school moved to a new campus on one side of the town.
For years no one would agree what to do with the
abandoned campus so it continued as abandoned as ever.
Then slowly it took shape - the city purchased the campus, and
made the following distributions:
* GSD Alumni Association occupying the old principal's office
as a museum
* Mayor's office and other city offices occupying the old
superintendent's office
* Town civic center occupying the old auditorium
* talk of renting out the old girls' dorm into assistive
living quarters for deaf senior citizens continues
* the GSD football team, which won two Silent News Team of the
Year honors in the past decade, has continued to use the old
campus football field and facilities.
* The gym is still used by GSD

Hi! It has been a year since I have been working as the Senior
Supervisor for TTY Service; Center for Disease Control National AIDS
Hotline (CDC NAH) 1-(800)-AIDS-TTY (1-800-243-7889). It is important
that those of us within the Deaf community work together to educate
each other about this devastating epidemic. To this end, there are
numerous things that I need to accomplish in order to increase
awareness about the NAH TTY Service. I am hoping that we could get
connected and work together to pursue the goal of educating our
community.
Given that we are a federal contract and a non-profit organization,
paid advertisements in any newspapers, magazine, publication, and so
forth is a challenge for us. CDC NAH is a free Hotline service that
is provided to English speaking, Spanish speaking and TTY service
callers. The TTY Service includes English, Spanish, and ASL
dialogues. Please consider contributing to the fight against AIDS by
including the advertisement in your next edition.
Thank you for your time by reading this letter. Please don't hesitate
to contact me by TTY 919/361-8454; FAX 919/361-8455; or E-Mail me at
chalud@....
Sincerely Yours,
Chad A. Ludwig, BSW

Hi everyone!
If you travel to the West and wish to see a movie in a theatre that has Rear
Window Captioning (RWC)...
FYI: There are only 4 theaters with RWC in America! Three of them are in
California and Washington State! You all know that the fourth theatre is in
Atlanta, Georgia! It is: Parkway Pointe on 3101 Cobb Parkway Suite 201 in
Atlanta (Hwy 41 off I-285)
California (1): Sherman Oaks 1-2 on 4500 Van Nuys Blvd in Sherman Oaks
Washington State (2): Cinerma on 2100 4th Avenue and Pacific Place on 600 Pine
Street, Suite 400 in Seattle
Within the next few weeks these General Cinema theaters (below) should have RWC!
They are: Yorktown in Lombard, Illinois; Clifton Commons in Clifton, New
Jersey; Plymouth Meeting in Plymouth Meeting, Pennsylvania; and Owings Mills in
Owings Mills in Owing Mills, Maryland.
