The sources Dee was using (like the Arbatel) use the Chaldean ordering
of Planets - which is the same one you usually see on the Tree of Life:

Saturn, Jupter, Mars, Sol, Venus, Mercury, Luna

Meanwhile, if you look at Dee's table of the 49 Heptarchia Angels:

we find a different ordering of the Planets- which is the same
ordering that Dee was later told to apply to the Seven Ensigns of
Creation:

Venus, Sol, Mars, Jupiter, Mercury, Saturn, Luna

Dee's system is not entirely clear on this point. Obviously, we have
the above concerning the Heptarchia and the Ensigns of Creation- which
would seem to settle the matter. BUT- if you look at the Seal of Truth:

you'll find that the Names on the "outer Heptagon" (ZllRHia, etc) are
extracted from a table composed of the names of the Seven Sephirothic
Archangels- as they appear in Agrippa, and in *Chaldean* order.

Then there are the names of the "Family of Light" Angels (Ave, Madimi,
etc). They are extracted from a table composed of the names of the
Seven Planetary Angels (Sabbathiel, Zedekiel, etc)- also written in
*Chaldean* order.

Where it comes to Annael- as I mentioned above- the sources Dee was
using typically followed the Chaldean ordering. The seven Planetary
Archangels (Annael and his brothers Cassiel, Sachiel, etc) appear in
classical grimories in Chaldean order.

Also- IIRC (it's been a while since I did the math)- if one were to
follow the pattern outlined in the Arbatel, it would actually have the
Angel of Venus ruling in Dee's lifetime. If so, that is further
evidence that Dee was applying the Chaldean ordering (and the
time-span of 490 years) to Annael and co.

So there are damned good arguments for both sides. I kind of lean
toward the Chaldean myself- as that would have Annael/Venus of the
previous age giving way to Raphael/Mercury in our time (the
Information Age). Sol just doesn't make as much sense.
