Eighteen pay checks then a tombstone.
That's the retired Reservists' and National Guards' fate (as a
community) who qualify for retire pay at age 60, receive an average
of 18 retirement checks, then comes (statistically) death. Pretty
enticing, right?
Granted, many may live to ripe old ages well past 60 on Reservist
pensions. But balanced out against those who die before 60, 18 is
the number of paydays averaged.
The House bill, H.R. 3831, and the Senate version, S. 2250, can
redress this sad fact, making Reserve retirement a reality for more
Reservists and allow a longer season for it to be enjoyed. And as
RAND has indicated, more Reservists will stay for the 20 good years
needed to qualify.
I urge you, therefore, to write to your Senators today. For Senators
are largely ignoring this benefit proposal (S. 2250). Seven have
lined up in favor of S. 2250. I can almost guarantee your Senator
has not yet signed up as a co-sponsor.
Compare this to the more favorable support expressed in the House for
its (identical) version of the bill. (As of 2 July, 123 sponsor and
cosponsors - more needed too! There are 433 members in the House.).
There are a lot of issues that go into "when do I want out"
decisions.
In the war on terrorism (as stop-loss and demobilization of many
reservists come and go), decisions to get out may multiply.
Congress NOW must start showing reservist troops that we intend to
take care of them. Congress NOW needs to start setting up improved
Reservist benefits. Reservists must become as important to
legislators as the Active Duty personnel are. There simply is no
room any more for "Weekend Warrior" stereotype responses by anyone's
them.
For Reserves are of incredible value in preserving the experience and
strength of both regular military personnel (prior service or in-
service recruits) deciding to join the Reserves; and in preserving
past experience of all Reservists.
They provide absolutely necessary capability of expanding America's
military might with "on demand" provision of it.
The Senate and the House need to NOW make the Reserve components and
its personnel a high priority. Otherwise we may well find ourselves
with a "hollowed out" and "not available for duty" force.

Folks,
Following this brief intro - a very informative update from the Air
Force Sergeants Deputy Executive Director on the issue of Reserve
Retirees' age of receipt legislation.
Executive summary: Lowering the age of receipt of retired pay from
60 to 55 is attainable for short run, but this association has long
advocated elimination of the "Grey Area" by having an immediate
annuity upon attaining 20 good years for retirement.
He notes that associations that have not gone gung-ho on the 60-55
reduction now have joined in on this immediate annuity.
My comment: Be very suspicious of those being reluctant to do even
the five year improvement, but suddenly enthusiastic for the
immediate annuity. That same group is anxious for hearings that
would delay any change and open cans of worms on ALL reservist
compensation.
While such hearings may be advisable overall, such hearings should
not hold the train up on what all parties (RAND Corp included) would
be a force strengthener.
While wishing to be fraternal in relations with all working to
strengthen the Reserve military force of the United States, we must
not be blind to others' tactical strategies that may lead to no gain
or strenthening at all.
Now the associations comments (I'm not affiliated with them in any
way but am pleased at their steadfast and clear headed approach to
issues):

Mr. Mitchell - An Update:
H.R. 4676, sponsored by Rep. Joe Wilson, R-SC, was introduced on May
7. For the last four or five years, AFSA has been very vocal on the
Hill that we support elimination of the "grey area." In other words,
Guardsmen and Reservists ought to be able to begin enjoying full
retirement benefits once they satisfy "good year" and other
retirement criteria; H.R. 4676 would do just that, and we believe
that Wilson, with whom we have met several times, introduced the bill
in response to our requests. Of course, the heavy correspondence
generated from the campaign to lower the reserve component (Guard and
Reserve) retirement age was a major player in Wilson's decision.
H.R. 3831/S. 2250 - Lower the Earliest Reserve Component Age from 60
to 55: We have always said that lowering the reserve component
retirement age from 60 to 55 was just a (almost certainly more
attainable, in the short term) first step; H.R. 3831 and S. 2250
would do that. H.R. 3831 now has 115 co-sponsors, along with Rep.
Jim Saxton, R-NJ, who introduced the bill. S. 2250, by Sen. Jon
Corzine, D-NJ, the Senate companion bill which was only recently
introduced, now has 6 co-sponsors. Ironically, those
associations/groups that would not openly support the more-attainable
H.R. 3831, are now coming on board in support of H.R. 4676. While we
welcome their expressions of long-term goals, we need everyone's
support in getting the H.R. 3831 and S. 2250 legislation enacted
first.
Now that H.R. 4676 has been introduced, we have a vehicle to ride
toward the ultimate "finish line." Wilson is a co-sponsor of H.R.
3831, realizing that H.R. 4676 will probably never fly if we can't
get H.R. 3831 enacted. AFSA's goal is to stay close with Wilson on
4676, but press to get Saxton's (H.R. 3831) and Corzine's (S. 2250)
bills passed and signed into law -- a much more attainable target
that will get you tangible results in the near term.
We have been told by many that once the current (Stop Loss, deployment
call-up, etc.) situation is finished, many Guard and Reserve members
may
choose to stop serving. While we hope this is not the case, we can
understand their rationale. DoD opposition is clearly to avoid the
increase in retirement dollar outlays. We strongly feel that passage
of H.R. 3831 (et al) would, in fact, be an extremely beneficial move
for the health of our reserve component forces. We believe it will
enhance retention, provide promotion opportunities, etc. Just wanted
to give you an update on our progress. Thanks for your support on
this important issue.

My father was 1st Sgt Kenneth Roberts, he died May 16, 1985. He was
in the National Guard (spending his summers in Grayling, MI). I was
14 when he died and have no photos of him. I am looking for any
pictures that may be available. My stepmother has pictures of him,
but will not allow his children to have them. If you know who my
father is, please let me know. My son is now 10 and is curious about
his grandfather.
I tried going to the Armory where he was at, in Southfield,
Michigan. Everybody there was extremely generous and went out of
their way to help me, but did not really have anything - and now it
is closed.
I would appreciate any help that I could get. Thanks.
The Air Force Sergeant's Association reports that spontaineous grass
roots support explains Congressional support growing for H.R. 3831,
which now has 72 co-sponsors. It would reduce the age for receipt of
retirement pay for Reservists to 55 from its current 60.
Their comment:
"H.R. 3831, by Rep. Jim Saxton, R-NJ, to lower the reserve retirement
age, now has 72 House co-sponsors. S. 2250, by Sen. Jon Corzine, D-
NJ, is the Senate companion bill. Co-sponsorship is increasing due to
interested citizens taking the time to contact elected officials."
Keep the letters and cards going! On this and other issues of
concern to you. They have an effect. Don't leave the Senators off
your mailing list!
Accelerating progress in lowering age of receipt for Reservists'
retire pay to 55, Senate bill (S 2250) was introduced into the Senate
April 25. The bill introduced by Sen. Jon Corzine, (D-New Jersey)
has no differences with the House bill, H.R. 3831.
Both amend title 10, United States Code, "to reduce the age for
receipt of military retire pay for nonregular service from 60 to 55."
The House bill introduced March 4, has acquired 61 co-sponsors as of
April 29. After 4 days, no co-sponsors have yet joined the Senate
measure. The Senate bill was referred to the Senate Armed Services
Committee.
Co-Sponsorships are used as a way of building support for passage of
any bill in either House of Congress. They come as the result of
either a member of the Senate or House simply supporting the bill on
the face of it, or as a result of constituent interest expressed by
email, faxes or letters of support sent.

and National Guard who have served at least 20 years to begin to draw
their retirement pay, Congressman Jim Saxton announced the
legislation has rapidly gained strong momentum across the country.

gained bipartisan support and done it very quickly. There's a reason
for its acceptance. The age limit for the Reserve components was set

for retirement pay that is based on an individual's participation in

"Lowering the age will help in retention and recruiting Reservists

draw retirement pay after 20 years of service. The nation asks for a
lot from the members of the Guard and Reserve. They are not asking a
lot from us."
In peacetime and in wartime the 1.4 million-member Reserve Component
is often deployed side-by- side with their active-duty counterparts
and has taken on more missions than ever. It is generally accepted
that the active force cannot sustain an adequate readiness posture
without the Guard and Reserve, who both performed extremely well in
the Gulf War, in the Balkans and in the war on terrorism.

The Veterans' march to the State House was
sucessful in drawing public attention to extremist attacks
on Camp Edwards. After observing that we were
getting a lot of media attention on the State House
steps, Governor Cellucci came down to invite us up to
his office where he gave us more than forty minutes

the groundwater situation as a phony issue used to

National Guard is, as always, an excellent custodian of
the environment and the wildlife; therefore the Guard
should remain in control of Camp Edwards. This issue is
critical! Political pressure from extremist groups and
would be profiteers is intense because Cape Cod
properties are so valuable and the population has grown
tremendously since the Guard first arrived in 1935. Find out
