I can't attend the meeting but it would be great if someone could raise the issue of cyclists' access to the bicycle garage at the station. There are now threatening signs forbidding cyclists to enter without any alternative access being provided except, one supposes, taking our bicycles through the station (often against the flow of commuters, who are entitled not to appreciate) and the two sets of glass doors between the station and the garage. If there is to be a bicycle garage in the main parking garage--and one hopes there are no plans to discontinue this--legitimate access ought to be provided.

Hi all,

I think this covers it.  Yes, the date is the 29th. Sorry for the
slip up.    And yes that is Good Friday and Passover and who know
what else.   So it will be a relatively secular affair this time out.

Now, what are we calling ourselves these days: New Haven Cyclists
United?  I think that was it-though I do have a soft spot for C.J.'s
suggestion that we call ourselves wombats.

Finally,  when we get together let's reinitiate our conversation
about the Green Streets New Haven idea and what this might mean.

On Wednesday, March 6, HB5506 An Act Establishing Pedestrian (and
Bicycle) Safety Construction Programs was raised for a Public Hearing
in the Public Safety Committee.  The facts and personal testimony
presented left little doubt for the committee that ConnDOT's policies
were skewed relative to the risks motorists, bicyclists and
pedestrians face in traffic.

Today, the bill took the second step toward radically changing
ConnDOT's priorites for the expenditure of federal Hazard Elimination
Program Funds.  On Thursday, March 7, HB5506 was passed by the Public
Safety Committee and sent to the Appropriations Committee.

CBC wants to thank all of the people who took the time to call, write
and submit or present testimony.  The fight is far from over.  ConnDOT
submitted written testimony against the bill and will certainly try to
defeat it every step of the way.  The bill must also be reported out
of the Appropriations Committee before April 4 or it will die on the
calendar.

SUPPORT HB 5506: An Act Establishing Pedestrian Safety Construction
Programs

Every year seventy or more bicyclists and pedestrians are killed in
motor-vehicle accidents in Connecticut - 16% of all traffic
fatalities.  Two-thirds are school children and seniors.

But, when the time comes to address hazardous roads - less than 2% of
the Federal money available for safety construction programs reaches
Connecticut's pedestrians and bicyclists.

This money should be directed to cost-effective projects that will
save lives.

CBC, in our report "Deadly by Design", made recommendations that would
lead to safer roads - for everyone.

One proposal was to dedicate 15% of safety construction funds for
pedestrian and bicycle safety projects. The money would be spent
around schools, senior/disabled housing, libraries and civic
facilities.

HB5506 would do exactly that.

The bill has been raised for a public hearing by the Public Safety
Committee of the CT State Legislature.

A cornerstone of the proposed "Canal Dock Project" Greenway is
threatened by ConnDOT's Q bridge.

In an effort to reconnect New Haven and the Sound, the City has
proposed a multi-use trail that would link the Farmington Canal
Greenway and Vision Trail with Savin Rock and West Haven.  Isolated by
I-95 the area has few attractions to serve the public.

One of the attractions to the shore is the freedom sloop Amistad,
which was to be joined by the historic Yale Boathouse.  The boathouse
is in the way of the Q Bridge and must either be moved or torn down.
ConnDOT had made commitments to the City to float the bridge to its
new home at Long Warf, but has withdrawn its support for the project.
This is not only a violation of the negotiated agreement between the
City and ConnDOT, it is also a violation of the CT Environmental
Policy Act (CEPA).

There will be a press conference hosted by Mayor DeStefano and others
to protest this decision tomorrow, February 12, 11:00 AM at the
current boathouse location.  Join us there to show your support for
the Canal Dock Project and New Haven's efforts to bring access and
life back to the waterfront.

Fellow Bicyclists,

I have noticed that some intersections (at least in the New
Haven/Hamden
area) have traffic signals which are triggered to turn green only when
a
car moves over the sensors that are buried in the ground. As a
bicyclist, you have one of 3 bad choices:

1 - wait for a car to come and trip the signal
2 - go through the eternal red light
3 - if there is a walk signal, go up on the sidewalk, push it, wait
for
the walk, and then go through it as though you are a pedestrian.

Are you aware of any initiatives in the state to correct this
situation?

Shelly:

Signalized intersections with loop detectors are a common problem for
bicyclists.

The sensor you speak of is just an oversized metal detector.  The
sensitivity is often set too low for a bicycle to actuate it.  If you
can see the outline of the metal box, try lining the bottom bracket of
your bicycle up over one of it's corners.  If that doesn't work, you
will need to ask that it be adjusted.

You should write a short note to the City Engineer in New Haven and
Hamden asking for the sensitivity to be adjusted at intersections you
have had problems with.  If it is a state route (Rte 5 - State Street,
Rte 10 - Whitney Ave, Etc.) you will have a tougher time as the
appropriate contact is the State Traffic Commission.  Please CC: us
and the Mayor's offices on the correspondence so that we are able to
follow up.

Lastly, there should be a uniform standard for sensitivity which is
applicable to bikes, but there isn't.

Although Connecticut Dept. of Transportation chief James Sullivan will
retire at the end of January, Governor Rowland plans to extend the
search for his replacement, according to the Stamford Advocate.
Recent speculation had pointed to ConnDOT’s Jim Byrnes and the next
transportation commissioner. Byrnes’ position as chief of ConnDOT’s
Bureau of Engineering and Highway Operations has long been seen as a
stepping-stone to the commissionership.

In a break with tradition, Rowland will appoint an interim replacement
while tasking the Transportation Strategy Board, which was created
last summer to study transportation needs, with leading a national
search for a permanent commissioner.

During creation of the strategy board last year, some had urged that
it be formally empowered with appointing the state transportation
commissioner.  That recommendation was a non-starter, but it does now
appear that the governor will give the group a strong role in picking
Sullivan’s successor.

Many Connecticut lawmakers hope the Governor’s move signals new
direction for ConnDOT. During last year’s transportation summit and
the swirl of media attention to deficiencies in Connecticut’s
transportation system, many pointed to the agency’s limited repertoire
as the state’s biggest problem.  which lawmakers have criticized for
not addressing the state's long-term transportation needs.

While caught unaware by this move, CBC welcomes a thoughtful search
for Commissioner candidates.  Given some consideration, it also makes
sense strategically.

In an election year the Governor needs loyal Commissioners who can
augment his fundraising efforts.  The construction and transport
industries are good sources of campaign cash and a fair portion of
that money is controlled by the sitting governor.

With long-time employee, Byrnes, steering the ship in 2002, the
Governor keeps his funders comfortable while, at the same time,
satisfying the desires of the business and transportation advocacy
communities by having the TSB seek a qualified candidate with
long-term vision.

All its guns still firing, the fortress of data on "Safety Benefits of
Bike
Lanes" that Cara Seiderman put up on the Web a few years ago continues
to
cow the doubtful with volleys of references at

It should be recognized that installation of cycle lanes doesn't
necessarily reduce bicycle crashes at a given location, if hardly
anyone
was riding there >before< installation. I was reminded of this on New
Year's Day, when a man who was walking his bicycle along the busy CSX
railroad tracks behind our houses (it's the main east-west line
between Los
Angeles and Jacksonville) explained to my neighbor that he might get
hit if
he rode on the busy 4-lane urban arterial (sans cycle lanes or wide
curb
lanes) that is on the other side of the railroad berm.

This is why safety benefits should be considered in a system-wide
context,
the same is as done for motorists, when evaluating advantages of
roadway
design features for cyclists. In Florida, which had for many years the
highest bicycle fatality rate in the US, before any bicycle lanes were
built, this point has been appreciated for some time.

A piece of research Cara doesn't mention is William Moritz's paper on
"Adult Bicyclists in the United States," in Transportation Research
Record
1636 (1998), which reported that the cyclists surveyed (active
cyclists;
they were LAB members) experienced a lower rate of crashes per mile of
travel on streets with bike lanes than on any other type of facility.

The Pedestrian and Bicycle Information Center operated by the
University of
North Carolina Highway Research Center, in cooperation with APBP,
mentions
cycle lane striping as a potential countermeasure to decrease
wrong-way
riding and sidewalk riding, which are factors in many bicycle crashes.

The PBIC also recommends striping of cycle lanes as a potential
countermeasure for "Motorist right turn into bicyclist" crashes. See

A little surprisingly, PBIC does not list cycle lanes as a potential
countermeasure for the 1.2% of bicycle-motor vehicle crashes of the
"Motorist misjudges passing distance" type (see
http://www.bicyclinginfo.org/matrix/counter1.cfm?num=5d), even though

"Motorists may also exercise poor judgement in trying to squeeze past
a
cyclist when there isn't room and they would have been better staying
behind the cyclist until there was space to pass safely"

Surely the additional space provided by cycle lanes or wide curb lanes
would alleviate this problem. According to the summary in FHWA's
"Bicycle
Crash Types: An Informational Guide," 57% of the crashes of this type
occurred on urban roads.

In his review of the 45 bicyclist fatalities that occurred on
Florida's
state road system in 2000, Theo Petritsch, the State Coordinator,
found
that 6 involved improper motorist passing, and included cycle lanes in
his
list of suggested countermeasures.

Broward County has noticed an interesting trend since it began
installing
wide curb lanes and bicycle lanes in the late 80's. Bicycle injuries,
which
averaged 934 per year in 1990-92, fell to an average of 643 per year
in
1998-2000. Fatalities did not show such a clear-cut trend, although
they
have also declined in the last few years. Unfortunately there is no
exposure data, but Mark Horowitz, Broward County's bicycle coordinator
for
life (he started there in 1987), says it's his impression that bicycle
use

I hope the Friday ride went well and that all of you had ample
opportunity to enjoy the weather on Saturday too.

The CT Bicycle Coalition does not support CM rides that cause friction
with motorists.  Period.

As a marginalized and misunderstood constituency, we must promote
ourselves through good will and education.

It's very important to clarify a misconception of this post.
Whatever one's views on the "ethics" of civil disobedience, these
rides have explicitly not been nor are they intended as exercises in
CD.  Furthermore, being visible does not mean tying up traffic and we
have not tied up traffic in any of the rides thus far. The former, I
claim, is required for us to be taken seriously. I agree that the
latter is certainly counterproductive from our standpoint which is
why we have no intention in doing anything of the kind.

Now, as for today, I will be there at 5 PM and we can discuss this
and other matters large and small briefly before heading out. Hope to
see a few of you enjoying the prolonged indian summer.  (Oops.
Should it be "indigenous people's summer" instead? Let me know.)

While I understand the value of gaining visibility for bicyclists via
Friday rush hour rides, I disagree with it both from ethical and
practical perspectives.  Ethically we would be contributing to the
mess that all of us, bicyclists and auto drivers, want to avoid.
Practically we could end up angering auto drivers instead of winning
their support.  When and if the City or State considers pro-bicycle
legislation the auto drivers would then recall the mass of bikers
which clogged "their" way during rush hour.  They won't be too
sympathetic to our plight!

Jeff:

You are correct, Deduct-a-Ride does not cover walking or bicycling.

Last year Congressman Earl Blumenauer of Oregon introduced legislation
which would have expaned the program.  It did not pass.

We will launch a concerted effort to convince the CT deligation to
pass it this year.

issue. The Deduct-A-Ride program appears to give tax
deductions for those who carpool or use public
transportation as a reward for decreasing auto traffic
and for being environmentally conscious. I find
commuting by bike or foot to be more responsible yet
there are no tax rewards. Can you investigate our
rights as non-auto-dependent commuters?

The Yale Flexible Benefits Plan that I rec'd this AM now includes a
Transportation Expense Plan that helps employees meet the following expenses:
parking, transit pass, van pooling.  There is no mention of bicycling.

Did anyone notice in yesterday's Register that Clinton's former
deputy secretary of state Strobe Talbott rides his bike to his
offices at Yale from his home in the East Rock neighborhood of New
Haven. "I want to walk and bike around here", Talbott said, according
to the Reg.

Today, Monday, 11/12/01, at 1:05 PM, I saw a Yale Facilities Mgt. staff member
pasting stickers to bicycles locked to poles in front of the main entrance to
the Law School.  Up toward York Street--whence the YFM staff member had come--,
near the secondary entrance, the bikes locked to poles were not so plastered.
So the ban on biking seems to be selective, w/in the undefined aura of the main
entrance to the Law School.  Remains to be seen by whose authority.
