Perhaps they both are: Treebeard being the eldest of created beings of Arda (as
opposed to the pre-Arda created beings such as the Ainur), since we know that
the Ents were created by Yvanna and Tom Bombadil is the Eldest, i.e., the oldest
living being in Middle-earth even though he is most likely a maia of Valinor
who, like Melian, decided not to retire to the Undying Lands. And who knows? He
may still reside in some hidden Wood of Middle-earth with his fair Goldenberry.

I disagree, Although Treebeard claims the title of eldest as well as Tom
Bombadil the Dwarves were made by Aule then Yavanna pleaded with Illuvatar
because the dwarves would cut down all the tress they were then put to rest till
the elves came, so is it possible that the 7 fathers are eldes. I personally
think Tom Bombadil is something else entirely made at approximately the same
time as the Valar but only in spirit, after all Illutavatar could have made
something before the ainur.

Ents are biological entities, ceated after the Dwarves
Tom is a sprite that existed with the Arda and is a
part of it, and was there before the Valar came.

Though the Dwarves may have been first, I do not think they claim the title
of "Eldest". I tend to assume that something must have actually "lived" for
that long to count as Eldest, and I do not recall the Dwarves being
immortal.
But this list really isn't the place for a discussion like this.
