An apology if you have read this before . . . .


1. Please do not send HTML, rich text, or stylized email, or messages in
"quoted-printable" format. Not all email programs of list members will recognize
such formats and they make for files much larger than the minimum. Send messages
in ASCII.

2. Don't over-quote. Include only the specific information you're responding to,
and chop out the rest. Check it before sending. You may be able to alter your
Email settings to disable automatic quoting of message you reply to.

3. Be courteous to other list members. If you disagree with them, fine, just
don't resort to personal insults.

4. Use common sense when posting. Be aware that you always have two options:

I was watching BBC News tonight and I heard the story that there are higly paid people in places like Lambeth and Tower Hamlets whilst they are making cutbacks to services for disabled people. The report will be published tomorrow at: http://www.taxpayersalliance.com/news/individual_blog.php?post_id=486 I would like to know what the high pay is for?

sadly taxpayersalliance is a right wing group campaigning for local
tax cuts and these tax cuts equals cuts in services for disabled people.

tax payers alliance is connected with:

Adam Smith Institute, Andrew Sullivan, Burning Our Money
Civitas, Global Growth, Globalisation Institute
Peter Hitchens, Political Betting, Madsen Pirie
Marginal Revolution, Melanie Phillips, Stephen Pollard

None of the people and groups have a positive attitude to disabled
people or disability rights.

Even so, Keith, there may be a way to hoist them on their own petard.  Might be something advocates can use in the report to our advantage.  Turn the enemy into a follower even he isn't.  This is the sort of tactic that gets fighters out of bed on a dark day!

P.S. Am sending a link to your transit review bumpf to our Transport Minister for review to assist him in planning proper transit services for people with disabilities.  Don't be surprised if you hear from his office.  They're currently collecting data so it's a good time to inundate them with good ideas.  As the great unwashed poet Bukowski used to say, Mockingbird Wish Me Luck.

Keith it does not matter what the group stands for as they have raised a key point. I am not a big fan of theirs but it is still worth using them as a resource as they do publish some good material even if the outlook is wrong.

Last week as I was going down York Road (near County Hall - stolen
from Londoners by M Thatcher) I saw a shop titled "bus souvenirs"
Although I live in London, I would very much like a model accessible
London Transport bus. Imagine my horror when I discovered all of the
buses (including images on the staff's uniform) represent the
inaccessible Routemaster bus which could only be considered 'public
transport' if you exclude all wheelchair users and other people with
impairments.  Sadly the inaccessible Routemaster service  still
operates in London on the no. 15 route, However, now the vast majority
of buses have been desegregated, visitors to London are still denied
the ability to buy souvenirs of accessible London in the 21st century.

Maybe nobody asks for the buses. I use the No.15 all the time and I have not seen any of the old buses (I might have but I don't pay much attention to the bus).

A blind couple who featured in a controversial television documentary
believe they are victims of a hate campaign after more attacks on
their home.

Three more incidents prompted father-of-six Paul Craig, of Leach Road,
Bicester, to plead yesterday for help in catching the culprits.

Vandals lobbed stones at his house, threw a car battery leaking acid
over his fence and glued the locks of his house while his family were
asleep inside.

The incidents are the latest in a string of attacks against the
family's home.

Last month, vandals thew paint bombs at the house and over Christmas
their locks were glued twice in a week.

Mr Craig, 39, lives with his pregnant wife Amanda, 37, and their six
children - Louise, 13, Jenny, 10, Daniel, seven, Matthew, four,
Richard, two, and Nigel, one.

He said: "We had the fire brigade out who dealt with the car battery
for us and took it away.

"Our locks were glued for the third time - the front door and the back
door.

"We were inside and we were able to get out, but then I noticed it
when I came back home. I went to unlock the door and I couldn't get
the key in the lock."

Mr Craig added staff from Charter Community Housing, which owns the
property, came out to change the locks.

He said: "It's distressing considering Amanda is 16 weeks pregnant. We
had stones thrown at the house the other weekend. The battery was
thrown over while Amanda and the kids were at home.
"It's distressing considering Amanda is 16 weeks pregnant. We had

Last month, the family featured on a Channel 4 documentary called Aged
12, and Looking After the Family, which sparked dozens of complaints
to social services.

The programme showed Mr and Mrs Craig smoking and drinking beer while
their children did the housework.

At the time, Mr Craig called the documentary "biased" and warned it
could lead to increased attacks against his family.

But this week, he said he thought the attacks could be prompted by
people resentful he had been given a four-bedroom house.

Mr Craig: "I don't think it's anything to do with the documentary, I
just think people have got it in for us.

"I thought they had just given up, but obviously not.

"The question is what is going to be next?"

Police spokesman Victoria Bartlett said: "Offenders have returned to
this address and glued the locks again and we are keeping an open mind
as to the reasons behind this.

"The potential danger these thoughtless actions could have caused is
of great concern, as it may have prevented a rapid escape in the case
of fire which could have led to loss of life."

She added: "Officers have visited the address and the details have
also been passed on to the neighbourhood team for their information."

Hello Jose and welcome!
 
Glad to have more people to talk with/share ideas with all the time.  How are things in beautiful, hard-working Mexico these days?  What's it like where you are?  What are you up to?  Do you do any advocacy work for people with disabilities where you are?  This group has plenty of ideas and concerns that are wonderfully applicable worldwide.  And we all seem to enjoy battles with government for improved services. What I've learned here the last three years or so from e-pals rivals any encyclopoedia.

Madrid - Spanish police pulled over a man in a electric wheelchair who
was riding along on an expressway after he got lost while looking for
a brothel, police and local media said Wednesday.

The 42-year-old man, who is tetraplegic, drove the specially-designed
wheelchair which keeps him in a stretched position with the use of his
chin and mouth, regional newspaper El Ideal Callego reported.

He was stopped by police while travelling "at considerable speed"
overnight on Friday on the highway linking Ferrol with As Pontes in
the north-western Spanish region of Galicia, it said.

A police officer in the town of Naron in Galicia told AFP the man was
not driving at excessive velocity, "but he nonetheless posed an
obvious danger to traffic and to himself".

I'm Anca, I'm from Romania and I'm interested in knowing more about the disability field. I'm also a disabled person (Little's disease). Please if anyone wants to share materials on disability (research papers, studies, surveys, interviews, any other related papers) do not hesitate to contact me. I'm especially interested in knowing more about the severe disabled people. Is here anyone a social worker or a psychologist?

You can try to search http://www.intute.ac.uk as well as the www.officefordisability.gov.uk and http://dmoz.org/Regional/Europe/United_Kingdom/Society_and_Culture/Disability/. One of the best sources for information is www.disabilitynow.org.uk. There is also the University of Leeds at http://www.leeds.ac.uk/disability-studies/. I hope you find some of those helpful. I have been trying to write a report on disability but I am not sure where to begin. If you need any help please post on the group and I will try my best.

I've got some links to a few of the best books and authors recommended to me by people at this chat:  http://www.bcdisabilities.com/bcdisforum/viewtopic.php?t=62&sid=91c80ba454e488f6caaab1ab03ae7d92 under Disability Protocols and Disability Worldwide: http://www.bcdisabilities.com/bcdisforum/viewforum.php?f=8.  The Berkeley University links are especially effective though the UK has MUCH better consumer advocacy than either U.S. or Canada.  Quaere whether New Zealand might be pretty good, too.. 
 
Free idea for research:  The latest blip with Chronic Fatigue Syndrome (CFS/ME) in cases that are especially virulent and unresponsive to current treatments (still very basic, unfortunately) is a new diagnosis of Lyme Disease, of all things.  Apparently, symptoms at the outset are quite similar in each instance but here's the kicker - late-stage Lyme is barely even treatable.  Atlanta is still wringing their hands over what to do.  Worst of all, late-stage Lyme sufferers have a HELL of a time accessing long term disability benefits because of the confusion over diagnosis - so sufferers pay three times.  The diagnosis has come too late to effect a cure, too late to be sufficiently persuasive to get LTD benefits and sufferers are way too sick to work. Despite an obvious lack of expertise, labor boards continue to resolve cases against legitimate claimants.  Any ideas?  Anything at all?  This is a tough one.

Thank you for repling to my request.
I'm not very familliar with the Lyme Disease. But as you said in your message it looks hard enough for the people in this "category". I could say that in Romania-Bucharest (Europe) the people confronting with this kind of disability are almost entirely "invisible".
 
My main interest is on people, especially young, with (severe) physical disabilities and what alternatives they have after their parents will not be able to take care of them. I'm willing to know more about studies or research on this particular issue.

Conceptual Models and Classification Systems

Ecological Perspective

The ecological perspective arose in the 1970s, but became more prevalent in
the mid-1990s in response to criticism of the impairment and functional
limitations perspectives. Like the latter perspective, the ecological
perspective rests on three distinct disability concepts: pathology (or
abnormality), impairment and disability. However, it sees disability as
resulting from the interaction of impairment, activity limitations and
participation restrictions in a specific social or physical environment such

as work, home or school.

The Quebec disability production process model (processus de la production
du handicap) was developed by a team at Université Laval in Quebec, led by
social scientist Patrick Fougeyrollas. The Quebec model, which contributed
greatly to the review and eventual improvement of the ICIDH, rejects the
linear cause-and-effect explanation of disability. This model presents
disability as the interaction of three kinds of factors: personal factors
(age, sex and cultural identity), environmental factors (the social context
in which the person lives) and life habits (the person's daily activities).
The Quebec model shifts the focus from a fixed impairment that is part of a
person's organic system to other, more changeable factors that affect that
person's participation in society. In the Quebec model, disability depends
on the environment in which a person lives and carries out daily activities.

If the environment is adapted to the person, the disability can change or
even disappear.

There are many variations of the social model, but all portray disability as

a social construct created by ability-oriented and ability-dominated
environments. The social model rejects the linear causality. According to
the social model, even though impairment has an objective reality that is
attached to the body or mind, disability has more to do with society's
failure to account for the needs of persons with disabilities.

The human rights model is a distinct subgroup of the social model. It
understands disability as a social construct. The model is primarily
concerned with the individual's inherent dignity as a human being (and
sometimes, if at all, with the individual's medical characteristics).

In response to criticism leveled at the ICIDH classification system, the WHO

revised it, releasing the latest revision in May 2001 under a new name, the
International Classification of Functioning, Disability and Health (ICF).
The ICF illustrated a clear shift: from describing disability, impairment
and handicap in terms of diminishment to describing body structure,
functioning, activities and participation in an objective way.

The general term functioning refers to all body functions, activities and
participation while the term disability, is understood to encompass the
interaction between impairments and externally imposed activity limitations
or participation restrictions.

One of the ICF's main objectives is to establish a common language for
coding a wide range of information on health and health-related conditions,
including disability. This standardized language makes it easier to compare
conditions across nations, disciplines and sciences. Although the ICF is
still relatively new, it has become accepted worldwide as a substantial
improvement over the ICIDH. Many disability organizations and persons with
disabilities participated in the development of the ICF.

Your English, like most Romanians I know, is excellent - in keeping with the high value Eastern Europe places on education - evidenced esp in a documentary about child paint sniffers living in Bucharest metro stations who somehow made it to a school once a week.  It is also much better than my Romanian!

P.S. Canadian Council on Disabilities (CCD) based in Winnipeg, Manitoba probably has the best links to programs and alternatives in Canada, but we also legislate in this area provincially.  In B.C., the outfit who knows the most about your topic is the B.C. Coalition for People with Disabilities, a top-drawer organization operated by people with disabilities. Unfortunately, they've been so successful for their clients that the province now regularly challenges their tribunal wins in the far more onerous and expensive court system.
