Presevo Valley
The violence in the Ground Safety Zone has diminished in recent days but the
situation still warrants continued vigilance. A combination of factors,
including
Multi-National Brigade East's enhanced security measures, coupled with a
cease-fire, is providing stability to the region.
In the past week, Multi-National Brigade East has apprehended 12 insurgents
suspected of violent activity in the Presevo Valley, and seized two significant
weapons caches. The checkpoint at Dobrosin is closed, except for humanitarian
assistance, and security patrols have been increased.
The cease-fire between the Serbian government and Kosovo Albanian leaders has
contributed toward the apparent cessation of hostilities. All responsible
leaders are
urged to denounce and deter violence by armed insurgents. The fledgling
democracies of both sides risk losing credibility in the eyes of the
international
community. Unprovoked offensive actions by either side will reduce the stability
in
the region. Peaceful negotiation is the only path towards a stable future for
Kosovo.
Flag Day
November 28 is Albanian Flag Day. KFOR recognizes and respects the right of
Kosovo's citizens to peacefully celebrate cultural events. Leaders and citizens
must celebrate wisely.
Last year's Flag Day celebrations were marred by large demonstrations
characterized by intimidation and attacks against other ethnic groups. Such
criminal actions threaten the stability of Kosovo, and retard progress. Lawless
behavior, with the eyes of the world community upon Kosovo, is not in anyone's
best interest. The current armed violence in the Presevo Valley and the
assassinations of key Albanian leaders only reinforces the international
community's view that Kosovo is not yet stable.
KFOR encourages the people of Kosovo to enjoy Flag Day, but in a way
compatible with the aspirations of all forward-thinking people who want a
prosperous, stable future. Celebrate wisely and peacefully. The promotion of law
and order by both the leadership and the peoples of Kosovo will prove that the
province contributes towards the stability and future prosperity in the region.
Incidents During the Past 24 Hours
Multinational Brigade North
Unexploded Ordnance Found
Yesterday afternoon, Multinational Brigade North reported that one 80mm and one
20mm shell had been found in a field south of Mitrovica. KFOR Explosive
Ordnance Disposal experts were sent to the location and safely removed both
shells.
Multinational Brigade Centre
Road Traffic Accident
Yesterday afternoon near Kosovo Polje, a KFOR Norwegian vehicle was involved in
a traffic accident with a civilian car. There were no reports of injuries in the
accident. The civilian car sustained minor damage. The accident remains under
investigation.
Car Searched; Weapon Found
Early this morning, KFOR Multinational Brigade Centre soldiers stopped and
searched a civilian car at a checkpoint in Prishtina / Pristina. During the
search
the soldiers found a pistol. The weapon was confiscated and the driver of the
vehicle handed over to UNMIK Police.

Multinational Brigade East
UCPMB Member Detained
Early yesterday afternoon, KFOR U.S. Task Force 1-36 reported that it had
detained a UCPMB member as he crossed the Boundary into Kosovo. The man
was detained for violation of an exclusion order that had been served on him on
the
25 November 2000 to remain in the FRY. The man was transported to camp
Bondsteel Detention Facility.
