Serbian Government Condemns Kosovo Elections
BELGRADE, Oct 29, 2000 -- (Agence France Presse) The new Serbian coalition
government, formed by supporters and opponents of ousted Yugoslav president
Slobodan Milosevic, condemned Saturday's municipal polls in Kosovo, the
state-run Tanjug agency reported, citing an official statement.
The interim government, sworn in Tuesday, said the polls were "mono-ethnic and
in breach of UN Security Council Resolution 1244" which formally ended last
year's war in Kosovo, the agency said.
"There are no basic conditions for the vote to be held because of the security
and
political situation" in the province, the statement said, adding that the
electoral
procedure was "not based on the laws of Serbia."
"There are no conditions for free expression of political will in Kosovo, since
there
is no freedom of movement," it went on.
UN Security Council Resolution 1244, which led to the Yugoslav retreat from
Kosovo, calls for the province's "substantial autonomy" within the Federal
Republic of Yugoslavia, made up of Serbia and Montenegro.
Kosovo's 100,000-strong Serb minority boycotted Saturday's municipal election,
the first in the province since the United Nations took over its administration
in
June 1999.
More than 170,000 Serbs have fled Kosovo during the past 16 months as a result
of threats and reprisals by ethnic Albanians, the UN refugee agency (UNHCR)
estimates.
