The internet in general has been plagued lately by viruses, and other things that have created log jams and such, some of them malicious attacks on specific sites, most of it being just a case of general internet pestilence. I'm sure you've noticed how yahoogroups.com has been effected recently. In that case, it was probably more a function of the greatly increased conversation traffic on its various groups. It's been quite a bit better in the past week or so.
When something doesn't go through, before resubmitting it, you might wait a day or so first to see if it arrives. If you are not getting any messages from the list, it is most likely down temporarily. If the list is operational, but your message doesn't go through, when you resend something, you might indicate it is a duplicate in case the other comes through in the mean time.
IN THE CASE OF AN EMERGENCY
If you have a matter of utmost urgency which ought to go to the list, and yahoogroups is down or is being sluggish, send it to me privately. If I do not response by email right away, give me a phone call to let me know it is coming 435-283-6340. Or you can call Susan Carter (435-835-4835 voice and fax), my mother-in-law, who will know how to reach me.
I can then send it to the members of the list via their individual email accounts (having access to the database of subscribers). If my computer is down, I can probably find one nearby to use.
If I'm away somewhere, Susan also has moderator status on the list and can access the list of e-mail addresses, and can send the emergency message out individually (e.g. in Bcc so the recipient identity is shielded from other recipients).
We might think about also establishing a calling tree or even pony express delivery method for those interested, in the case of an overwhelming state, national, international crisis, where the information is not able to be conveyed, or is being censored by sinister powers that be.
