Thanks, Alan, for submitting this list of 'maxims in law.'  It is definitely something to consider as we engage in the exercise of coming up with less than 100 laws/principles that cover every situation, and which might very well be the civil rule in Zion, when we finally 'get it right.'
 
I'm linking to this from http://www.patriotsaints.com/LawsinZion/ and will seek to begin incorporating some of the excellent principles into the list.  Perhaps you could facilitate this by going through your list of 'maxims in law' and selecting/compiling those laws that might fit into the above classification.

Unjust is State power where the law is either uncertain or unknown.

The judge who decides a case without hearing both parties, though his decision be just, is himself unjust.

The safety of the people is the supreme law.

The safety of the people cannot be judged but by the safety of every individual.

The State should be subject to the law, for the law creates the State.

Courts of justice are for the common people to command the power of the State.

The burden of proof lies on him who asserts the fact, not on him who denies it, as from the nature of things a negative is no proof.

No one should be believed in court except upon his oath.

Courts should not believe water runs upward of its own accord nor that impossibilities exist.

The certainty of a thing arises only from making the thing certain.

Each should use his own powers and property so as not to unjustly injure others.

Liberty to all but preference to none.

Every man's house is his castle; though the winds of heaven blow through it, officers of the State cannot enter it.

No one should be required to betray himself, i.e., no one should be made to testify against himself.

Everyone should be presumed innocent until his guilt is established beyond a reasonable doubt.

No one should be twice harassed for the same offense.

Title is the right to enjoy possession of that which is our own.

He who slices the pie should be last to take a piece.

Words should be considered only as intended and not with a meaning others construe to their own purpose.

Words should be interpreted most strongly against him who uses them.

He who acts in pure defense of his own life or limb is justified.

Crimes are more effectually prevented by the certainty than by the severity of punishment. The perjured informer should suffer punishment for perjury and for the crime that was falsely accused.

There is nothing more sacred, more inviolate, than the house of every citizen.

In courts where equity rules, a man should not be prejudiced by his mispleading or defect of form but according to the truth of the matter; for a just decision will be made according to conscience and not according to the strict rigors of law.

No one should obtain advantage by his own wrong.

Where there is a legal right there is a legal remedy.

He who is first in time is first in law.

He who comes to equity must come with clean hands.

Entry on lands without the owner's leave or authority is trespass.

No man shall be deprived of his property but according to the custom of our predecessors and by the judgment of his peers.

Just laws derived from equity are founded on the consent of those whose obedience they require.

Just fathers correct with kindness not cruelty.

He who does a thing by another does it himself.

A thing similar is not exactly the same!
