In the past few days I have seen a few emails go by discussing a recent search
in Pennsylvania. I have also seen the story in local papers, and heard it on
NPR. By history great advances have been made in who does SAR and who is
trusted, this was how Virginia and West Virginia moved forward. How were
these advances made, by bad and good outcomes in searches occurring in these
respective states.
This is the time that the leadership and BOD of PSARC needs to step up. I
don’t know what PEMA is going to do. I would hope that they would look to
the leadership of PSARC, operational teams, and the highly trained and
certified individuals in these teams for the answer. I beg the leadership to
take an active role this week and contact PEMA. I fear if this is not done
PSARC will lose any credibility that we have. Please don’t let PSARC die.

We are responsible for introducing and distributing OziExplorer GPS Mapping
software in Canada. Myself, Terry Bennett of Quinsam radio and SAR Campbell
River are responsible for introducing OziExplorer to the SAR groups and the RCMP
in B.C.
We have produced in collaboration with Des Newman of OziExplorer, a
vehicle/personnel tracking program called OziFleet. The program is based on
OziExplorer and has many of the features.
The program uses Kenwood and ICOM vhf/uhf radios and the latest version will use
ICOM IDAS radios(digital).
It is presently being used by Whistler, Campbell River, Golden, Vernon, and Kent
Harrison SAR.

The ISCGM Global Map is a group of global geographic data sets of known and verified quality, with consistent specifications which is open to the public as FREE downloads. Global Map is considered a common asset of mankind, and will be distributed worldwide.
The ISCGM Global Mapping Project supports development of global scale geographic information through international cooperation. Registration is required before data downloading. Global map thematic data sets will provide coverage of the whole land area on earth at 1 km resolution in a consistent manner. Each thematic data set is released to the public in a digital format for easy handling by computer and its content is equivalent to conventional maps at scales of 1 : 1,000,000.
The Global Potential Evapo-Transpiration (Global-PET) and Global Aridity Index (Global-Aridity) datasets provide FREE high-resolution global raster climate data related to evapo-transpiration processes and rainfall deficit for potential vegetative growth.
FREE DATA DOWNLOAD: The Global-PET dataset consists of the following data layers:
Monthly Mean PET (monthly averages over the period 1950-200) (i.e for each month)
Mean Annual PET (annual average over the period 1950-2000)
The Global-Aridity data layer: Mean Annual Aridity (annual average over the period of 1950-2000)

Hi,
Interesting discussion on computers in SAR so I thought I would sign up.
I've worked in Canadian National Parks for 20 years in various capacities:
interpreter, park warden, and the last decade as a GIS specialist. I am
also a volunteer firefighter with our local rural department and a Search
Team Leader within the mutual aid district.
Watching mylar overlays and planning the traditional way and all the forms
with ICS I've always been convinced that there has to be a more efficient
way, but years of experience have also shown me that just because there is
an easier way, in an emergency people will almost always revert to what
they know and trust implicitly.
I am keen to see what is out there and learn more.

Greetings,
Welcome to the Computers in Search and Rescue (CSAR) discussion list.
While not required, I encourage you to take a few moments to post a brief
note to the list introducing yourself. Examples of things that we'd be
interested in knowing hearing about would be: your SAR affliation, any
CSAR applications that you think are particularly useful, CSAR
applications that you may be working on and your "wish list" for CSAR.
To post a message, you can either login to the CSAR group at
http://www.onelist.com, reply to this Welcome message, or send email
to csar@onelist.com at your convenience.
Please also take a moment to review the information below, and perhaps
save it off, so you will know how to (heaven forbid <grin>) unsubscribe
from
the list:
To unsubscribe from the CSAR list, go to the ONElist web site, at
www.onelist.com, and select the User Center link from the menu bar
on the left. This menu will also let you change your subscription
between digest and normal mode.
Thanks,

In a single electronic platform, the World Health Organization’s (WHO) Communicable Disease Global Atlas is bringing together for analysis and comparison standardized data and statistics for infectious diseases at country, regional, and global levels. The analysis and interpretation of data are further supported through information on demography, socioeconomic conditions, and environmental factors. In so doing, the Atlas specifically acknowledges the broad range of determinants that influence patterns of infectious disease transmission.
This allows users to browse, view, query, search the contents of the WHO’s Communicable Disease global database and output data in reports, charts and maps.

Gridded Population of the World, version 3 (GPW v3) is the third edition of a FREE large-scale data product that demonstrates the spatial distribution of human population across the globe.
This includes a major update to the underlying population and spatial data, and in its wake, additional updates have been made, for example, to the Africa accessibility model. Similarly, in collaboration with the Food and Agriculture Organization of the United Nations (FAO), CIESIN and CIAT have constructed a gridded population projection to 2015...
Actually...Soil maps could be very applicable to SAR. I have been
working on processes in GIS that could utilize information such as
soil maps and other remote sensing data to predict vegetation density
(normalized difference vegetation index- NDVI). From vegetation
density one could possible (I hope) predict an effective sweep width
(ESW). The predicted ESW could be used predetermine team size and
search rates in order to obtain a prescribed segment Coverage and
Probability of Detection (POD).

Greetings to you all,
For some 40 years, ISRIC – World Soil Information has been providing significant support to the international science community by collecting and archiving regional, national and global-scale maps of soils and land resources.
Beyond data rescue, the archive is expected to develop into a common platform for storing soil maps from around the world and making the information readily accessible. Organizations that maintain soil map archives in paper form, and wishing to conserve this information by transferring it into digital form, are invited to join the EuDASM program....

Open J-Gate is also a database of journal literature, indexed from 4,751 open access journals, with links to full text at Publisher sites. It aims to promote models that ensure free and unrestricted access to scholarly & research journals.
Features and Benefits:
1. Portal with the largest number of e-journals : Open J-Gate indexes articles from 4751 academic, research and industry journals. In that 2587 of them are peer-reviewed scholarly journals
2. Links to one million+ open access articles: This number is growing with 300,000+ new articles added every year. Full-text links are regularly validated
3. Constant updating: The Open J-Gate site is updated every day
This is an evolving drought monitoring tool, which, in its present form is based entirely on remote sensing data. It aims to supply timely information on drought onset, progression and areal extent. This near-real-time drought monitoring and reporting system currently covers Afghanistan, Pakistan and western parts of India. The system is based on drought-related indices derived from high resolution remote-sensing data (MODIS).…
This excellent online Directory contains free, full text, quality controlled scientific and scholarly journals. There are now 3,833 journals in the directory. Currently 1,365 journals are searchable at article level. As of today 2,52,055 articles are included in the Directory of Open Access Journals service.

Exactly what "non-standard Lat/Long" coordinates are being provided? Could you please give an example? Thanks!

Our Cell phone providers give us coordinates in a non-standard Lat/Long, I have found this application on NOAA site that will convert it to something more friendly, Hopefully this may help someone on here. We don’t have phase2 service for cell phone calls to Public safety answering points, I’m told it’s has to be done by summer, I’m not holding my breath.
