announced for San Francisco's Earth Day, which is great! They
just said there's be a ride and announced it on their flier:

attitude from the self-appointed bike-poobah attempting to speak
on behalf of all of Houston's bikers. I've noticed this happen
in city after city after city. These bike-poobahs always get
taken by surprise when a blossoming of velorutionary culture
makes them irrelevant.

Last Friday I met a new Masser named Dan who had just moved from Houston to
Chicago and rode in his first Chicago CM. He said he rode with Houston CM and
Chicago's was a lot bigger. Actually it was a small ride for us, about 150
riders. No doubt the earlier rain discouraged people from riding their bikes to
work that day, plus it was Good Friday Passover/Easter/Spring Break weekend so a
lot of people were out of town.

Vancouver, and he tells me that Houston's CM only draws about 20
people per ride. One would hope they are growing.
Now, if they are doing so well without a CM, why is Houston the most
polluted and most obese city in the U.S.A.?

According to a report in today's New York Times (see below),
senior State Department officials are meeting today with
lobbyists from several energy companies and auto
manufacturers to solicit their advice on whom the Bush
administration should support for the next Chair of the
Intergovernmental Panel on Climate Change (IPCC).
The report notes that the fossil-fuel industry has been
lobbying the administration for the past year to remove
Robert Watson from the position of Chair of the IPCC. In a
letter leaked to the Natural Resources Defense Council, the
senior environmental advisor from ExxonMobil, Arthur Randall
III, wrote to the White House a year ago asking that Watson
be replaced.
As you will recall from yesterday's SSI Update, the US has
thus far failed to nominate Watson for the position of chair
of the IPCC. Today's New York Times article makes it clear
that fossil fuel industry lobbyists are actively encouraging
the US to oppose Watson. SSI has serious concerns that
industry is seeking to undermine the scientific integrity
and credibility of the IPCC process. This comes on the heels
of much publicity regarding the enormous influence of
industry lobbyists in shaping the administration's energy
policy.
It is critically important that the administration hears
quickly from climate scientists on this crucial issue. As
the New York Times notes, several influential climate
experts including Ralph J. Cicerone, chairman of the
National Academy of Sciences panel that assessed the IPCC
report for the US government last year, have weighed in to
support Watson's nomination. Watson is widely regarded as
having done an outstanding job in guiding and maintaining
the scientific focus and integrity of the IPCC.
The New York Times article also notes that the only other
candidate thus far nominated to lead the IPCC is Dr Rajendra
K. Pachauri, an Indian engineer and economist. Pachauri,
currently one of five vice chairmen of the IPCC, is highly
regarded but has no grounding in atmospheric science. SSI is
concerned that should the administration follow industry
advice to endorse Pachauri's nomination, it would signal an
intention to diminish the scientific focus and authority of
the IPCC. As noted in yesterday's SSI Update, several
industrialized country and developing country governments
are asking the US to support Watson, or to consider
supporting Watson and Pachauri as potential co-chairs.

*Watson has done an outstanding job in upholding the
integrity of the IPCC and producing the IPCC Third
Assessment Report (TAR). Influential climate experts,
including Ralph J. Cicerone, have already vouched their
support for Watson's re-nomination as chair.
3. The credibility of the IPCC's findings were strongly
affirmed by a report by the National Academy of Sciences
(NAS) published in response to President Bush's request for
an independent assessment on the state of climate science.
* The NAS report confirms once again the broad scientific
consensus that has emerged over the last decade - that
human-caused climate change is underway and, if ignored,
could have severe impacts on natural and managed ecosystems
and human systems, such as health and water resources.

Dispute Arises Over a Push to Change
Climate Panel

After a year of urging from energy industry lobbyists, the
Bush administration is seeking the ouster of an American
scientist who for nearly six years has directed an
international panel of hundreds of experts assessing global
warming, several government officials have said.
The specialist, Dr. Robert T. Watson, chief scientist of the
World Bank, is highly regarded as an atmospheric chemist by
many climate experts. He has held the unpaid position of
chairman of the Intergovernmental Panel on Climate Change
since the fall of 1996. Now his term is expiring and the
State Department has chosen not to renominate him to head
the panel, which is run under the auspices of the United
Nations and the World Meteorological Organization.
Dr. Watson is an outspoken advocate of the idea that human
actions - mainly burning oil and coal - are contributing to
global warming and must be changed to avert environmental
upheavals.
Last night, a State Department official said the
administration was leaning toward endorsing a scientist from
India, which along with other developing countries has been
eager for a stronger role in the climate assessments.
But many influential climate experts say they have written
to the department supporting Dr. Watson.
One of those letters was sent last month by Dr. Ralph J.
Cicerone, an atmospheric scientist who is chancellor of the
University of California, Irvine, and chairman of a National
Academy of Sciences panel that assessed the international
panel's climate analyses last year at the behest of the
White House.
In an e-mail message sent to the State Department, Dr.
Cicerone urged the administration not to withdraw its
support for Dr. Watson and, if it did, at least to replace
him with another atmospheric scientist.
Otherwise, "such a change would greatly reduce the emphasis
on science in I.P.C.C.," he said, referring to the climate
panel. He also said it would be "very, very difficult to
find anyone better than Watson."
But energy industry lobbyists and some Republican elected
officials have criticized Dr. Watson as biased and focused
on building a scientific argument to justify cutting the use
of coal and oil. In a letter to the White House a year ago,
for example, Dr. Arthur G. Randol III, senior environmental
adviser for ExxonMobil, said Dr. Watson used leaks of drafts
of his panel's climate reports to further his "personal
agenda."
"Can Watson be replaced now at the request of the U.S.?"
read the letter. A copy was given to The New York Times by
the Natural Resources Defense Council, a private
environmental group. Dr. Randol did not respond yesterday to
requests for comment. But White House officials said his
letter had no bearing on decisions about the panel.
The only other significant candidate nominated for panel
chairman is Dr. Rajendra K. Pachauri, an Indian engineer and
economist who is now one of five vice chairmen. He is highly
regarded, but many scientists said his lack of grounding in
atmospheric science made him an unsuitable choice.
Nevertheless several lobbyists for energy companies and auto
manufacturers are scheduled to meet with senior State
Department officials this afternoon, when they are expected
to press the administration to endorse Dr. Pachauri.
One of the lobbyists said that in a two-man race, it was
necessary for industry to make a choice - and that the
choice should not be Dr. Watson.
The panel's assessments of climate change underpinned
negotiations leading to two climate treaties, the latest of
them the Kyoto Protocol, which calls for cuts in emissions
of heat-trapping gases. President Bush rejected it a year
ago.
The panel's findings have been criticized as overly dire by
energy industry officials and a few scientists. But many
other experts have endorsed them, including the panel
convened by the National Academy of Sciences.
Campaigners at private environmental groups yesterday
attacked the efforts to replace Dr. Watson.
Some climate panel scientists said that other countries were
planning to push for Dr. Watson to remain, and that it might
be possible to craft a compromise in which the two
scientists served as co-chairmen.
In an interview, Dr. Watson said the most important thing
was to keep the panel from becoming divided into factions.
"We've always worked well by consensus," he said. "I would
hope it does not come down to a divisive vote."

Excellent! The SUV appears to be taking over the world, as your "ad"
depicts -->which is true.
SUV driving damages are more insidious than 9/11, but are no less harmful
to society and human health. I will share the ad with other
antiautocentrics, as you suggest, in preparing for a critical mass ride
against the SUV on 22 April, Earth Day No. 32, in Madison and hopefully
other cities.
But right now, I need to prepare testimony against our proposed state
government budget cutting measures, that will end energy efficiency
programs for the poor, yet not touch a dime of new transportation
projects funding, including a new 4 lane highway from Middleton to Sauk
City, Wisconsin (a distance of about 20 miles) which will only serve SUV
using urban sprawlers who still prefer to congest our highways and warm

Saturday's Chicago Rat Parade Brigade was a smashing
success!
As St. Patrick rid the Emerald Isle of snakes, we paid
homage to our bastard patron, St. Ratrick, by
exorcising autos from our fair city. To wit:
- As the Rat Patrol approached the parade ground
proper, an ex-oil company executive and current chief
warmonger was seen fleeing the festivities,
undoubtedly fearing our righteous wrath. You'll be
glad to know he took with him a large limousine, as
well as a whole entourage of noisy, polluting
ironboxes-- Good riddance!
- In recognition of the Rat Patrol's many
contributions to Chicago civic life, the kind parade
marshalls twice excused us from participating in the
procession. The constable's second pardoning of the
Patrol was an especially charitable act. He
undoubtedly understood the parched nature of our
palates, allowing us to proceed to Cal's to quench our
arid thirst.
- Rats spread the messsage of the upcoming Critical
Mass ride quicker than the bubonic plague, thanks to
the omnipresent billets.
St. Ratrick must have been proud!

Saturday's Chicago Rat Parade Brigade was a smashing
success!
As St. Patrick rid the Emerald Isle of snakes, we paid
homage to our bastard patron, St. Ratrick, by
exorcising autos from our fair city. To wit:
- As the Rat Patrol approached the parade ground
proper, an ex-oil company executive and current chief
warmonger was seen fleeing the festivities,
undoubtedly fearing our righteous wrath. You'll be
glad to know he took with him a large limousine, as
well as a whole entourage of noisy, polluting
ironboxes-- Good riddance!
- In recognition of the Rat Patrol's many
contributions to Chicago civic life, the kind parade
marshalls twice excused us from participating in the
procession. The constable's second pardoning of the
Patrol was an especially charitable act. He
undoubtedly understood the parched nature of our
palates, allowing us to proceed to Cal's to quench our
arid thirst.
- Rats spread the messsage of the upcoming Critical
Mass ride quicker than the bubonic plague, thanks to
the omnipresent billets.
St. Ratrick must have been proud!

I guess the Wisconsin senators did vote against the truck exemption from
stds. after all. That does not make up for what they did on the other
vote, however.
More bad news on Feingold/Kohl vote on auto/truck efficiency stds. The
voted yes to a Miller (D-GA) amendment that excludes pick-up trucks from
any future agency efforts to raise fuel economy. What's wrong with these
guys anyway. I'm embarrassed to say I voted for both of them.

The Issue:
Yesterday afternoon the US Senate chose to bow to special interests
instead of standing up for energy security and a cleaner environment.
Despite the best efforts of champions such as Senators John Kerry
(D-MA), John McCain (R-AZ) and Fritz Hollings (D- SC) the Senate
voted 62 - 38 to adopt a "do-nothing" fuel economy amendment to the
Senate energy bill. The Levin (D-MI) -Bond (R-MO) amendment was
practically written by the auto industry and stripped a stronger fuel
economy provision from the bill. To add insult to injury, they then
voted 56 to 44 to support a Miller (D-GA) amendment that would
exclude pick-up trucks, 20% of all vehicles sold, from any future
agency efforts to raise fuel economy.

BACKGROUND
Instead of taking meaningful action on fuel economy, the Senate chose
to overwhelmingly support an amendment concocted by Senators. Levin
(D-MI) and Bond (R-MO) that punts the issue to Bush's National
Highway Traffic Safety Administration (NHTSA) and to adds loopholes
that will actually increase oil use. The Levin-Bond amendment
stands in stark contrast to an amendment written by Senators. John
Kerry (D-MA) and John McCain (R-AZ) that proposed to the nation's
fuel economy to 36 mpg by 2015. Due to an extensive lobbying and ad
campaign by the auto industry, the Levin -Bond amendment was able to
capture 62 votes on the Senate floor, effectively killing the
Kerry-McCain proposal. A vote for the Levin-Bond amendment, in
effect, was an endorsement of the status quo, including our dangerous
and growing dependence on oil. NHTSA already has authority to
increase CAFE standards, but has done almost nothing to upgrade
standards since implementing the last Congressionally-mandated
increase in CAFE standards passed in 1975.
The Senate then displayed stunningly convoluted logic by first
passing the decision on fuel economy standards to NHTSA and then
subsequently voting for an amendment that permanently exempts pick-up
trucks from the agency's future rulemakings.
Increasing the fuel economy for cars and trucks is fundamental to
reducing our nation's demand for oil and decreasing the amount of
carbon dioxide polluting the air and fueling global warming. The US
consumes over 8 billion barrels of oil products each year, sending
more than $200,000 overseas every minute and gas-guzzling cars and
light trucks are responsible for 20 percent of the carbon dioxide the
United States pumps into the air each year. Increasing fuel economy
would save would save one million barrels of oil each day. This is
more than 12 times the projected daily yield from the Arctic National
Wildlife Refuge and could save consumers over $20 billion per year at
the gas pump.
Today's passenger cars have to meet average fuel economy standards of
27.5 miles per gallon. Light trucks are only required to average 20.5
mpg. A recent report by the National Academy of Sciences concludes
that US automakers have the technology to improve the fuel economy of
our cars and light truck to nearly 40 mpg over the next 10 to 15
years. In a recent analysis, UCS concludes that a 40 mpg average can
be attained by 2012 while enhancing safety and maintaining
performance.

The Earth Day Festival is on Saturday, April 20, 2002, 9:30
AM - 4:30 PM in the Diversey Yacht Club parking lot, east of
the Peggy Notebaert Nature Museum, 2430 N. Cannon Drive.
This is a great opportunity to connect with people
sympathetic to bicycling. Last year we handed out hundreds
of CM flyers at the festival and the ridership numbers at
the subsequent CM ride swelled.
Two shifts of two people standing just inside the main gate
handing out flyers to the unwashed masses as they walk and
bike in works well. We could use two shifts, 9:30 AM to
1:00 PM and 1:00 PM to 4:30 PM, and a couple extra people
each shift to cover for breaks. I'll volunteer for one of
the early spots, but I may have to leave at noon instead of
1:00 PM. Who else can volunteer?
Hacksaw, can we count on you for a couple thousand 4-up
flyers?

Is this site still active? Is there anybody out there? Anybody
interested in joining in a multi-city critical mass bike ride
extravaganza on Earth Day 2002 to promote biking and walking, as
alternatives to driving and flying, in order to begin to slowing the rate
of global warming?
