The National Campus and Community Radio Association (NCRA/ANREC)
http://www.ncra.ca/ is a not-for-profit national association of
organizations and individuals committed to volunteer-based,
community-oriented radio broadcasting.

The NCRA/ANREC seeks a National Coordinator to manage operations, and to
support and foster the growth and development of this dynamic association
and its diverse stakeholders. This position requires strong leadership,
excellent communication skills, and the ability to work strategically to
achieve the association’s goals. The ideal National Coordinator is a highly
organized self-starter who has worked or volunteered in the campus/community
radio sector, has experience in not-for-profit management, fundraising,
membership services and outreach in a not-for-profit context, and is
enthusiastic about joining an association which unites and serves
community-access radio broadcasters throughout Canada.

The National Coordinator, who will be based in Ottawa, will report to the
NCRA board of directors. This position carries an initial term of 6 months,
with possible renewal.

The successful candidate’s responsibilities will include, but are not
limited to:

- In consultation with the Board of Directors, seeking new and sustainable
funding streams for the association, including exploring all possible
fundraising methods, sourcing and writing proposals for applicable grants
and implementing an individual donor plan.

- Fostering member recruitment and retention by maintaining regular station
contact, providing assistance, and overseeing and developing member services
and resources.

- Encouraging collaboration within the association by linking members for
the purposes of mentorship, information-sharing, and regional development.

- Liaising and developing relationships and partnerships with other
organizations, government agencies, and regulatory bodies, such as ARC du
Canada, ARC-Q, CRTC, Industry Canada, Heritage Canada, CAB, and AMARC.

- Working collaboratively with the Treasurer to ensure the sound financial
management and fiscal stewardship of the association, including bookkeeping,
preparing annual budgets, and providing regular financial reports to the
Board of Directors.

- Working in conjunction with the Board of Directors to define the
association’s strategic direction, review and developing goals and
objectives, plan and execute programs and services, and measure the impact
of the association’s activities.

- Preparing for and attending meetings of the Board of Directors (and
Committees as required) and supporting them in carrying out their work.

- Developing and maintaining the accuracy and relevance of the association’s
communication tools including email listserves, website, newsletter,
membership kits, press releases and annual report.

- Along with members of the Board of Directors, acting as spokesperson and
point of contact to stakeholders, including government, regulatory bodies,
other organizations, funders, media, and community members.

- Keeping abreast of relevant sector developments such as emerging broadcast
technologies, new media, regulatory issues, and copyright tariffs.

- Representing the association as an ex officio member of Community Radio
Fund of Canada’s Board of Directors, and supporting the fund in carrying out
its work.

- Undertaking the recruitment, selection, training, and management of staff
and volunteers, and assisting the Board of Directors in maintaining
appropriate human resources and volunteer management policies and practices.

- Carrying out a variety of administrative tasks to keep the national office
running smoothly.

- Other duties as assigned by the board


*Qualifications*

- Previous experience:

- working collaboratively and strategically to effect organizational growth
and development.

- working or volunteering at one or more campus or community radio
station(s)

- conducting community outreach, public education, and advocacy

- working in the not-for-profit voluntary sector with a volunteer Board of
Directors in a management and administration capacity (at least three years)

Strong skills in:

- communication, including written, oral, and interpersonal (ability to work
effectively in both English and French is an asset)

- conflict resolution and diplomacy

- financial management, planning and reporting

- Microsoft Office and accounting applications

Demonstrated ability to:

- write successful grant applications and administer grant-funded programs

- build and maintain sound relationships with colleagues, community members,
media, existing or potential stakeholders, and a wide variety of
personalities and interests spread across the country.

- be highly productive and organized while working alone with minimal
supervision.

Also required:

- thorough knowledge of the relevant issues affecting the c/c radio sector

- Diploma or university degree in a relevant field, or an equivalent
combination of training and experience.

Compensation: range of $32,000 to $38,000 per annum, commensurate with
experience

A Bulawayo based community radio initiative, Radio Dialogue has released a
press statement saying it is losing patience with government over its
failure to provide a broadcasting licence.

Speaking at a press conference held after the handover of the Radio
Dialogue constitutional report activities to the parliamentary select
committee(COPAC) on Saturday at Bulawayo Rainbow hotel, chairperson of the
Radio Dialogue Trust, Peter Zwide Khumalo said the inclusive government
has failed to liberate the media.

Khumalo said failure to provide radio licences is testimony that the
government cannot fulfill the Global Political Agreement.

“For five years now Radio Dialogue has been meeting with government on the
issue of community radio licensing,” Khumalo told the conference, “The GPA
brought great hope that, at last, licences would be issued. For sixteen
months now the people of Bulawayo have been waiting the Inclusive
Government to fulfil its promises. But this has been in vain.”

Khumalo was reiterating the words of the executive director of Radio
Dialogue Nigel Johnson who said the GPA is not working.

“Article 19 makes it clear that all licences , all applications will be
processed immediately,” Johnson said, “This was signed by Robert Mugabe,
Morgan Tsvangirai and Arthur Mutambara. They all signed that they will
process applications immediately but it hasn’t happened.”

Khumalo also criticised the ministry of media, information and publicity
for its failure to constitute a legitimate broadcasting authority.He said
the ministry is in a state of confusion.

“The Minister unilaterally appointed members to BAZ,” he said, “These
appointments were immediately rejected by the Deputy Minister and
subsequently by the Prime Minister.”

The Voice of the East Kimberley now faces an uncertain future.

A lightning storm recently knocked out one of the four modules on the
5-kilowatt transmitter of Kununurra's 6WR Waringarri Radio in Western
Australia's northern Kimberley region.

But it didn't faze the station's manager Colin Cameron, a jack of all
trades in the radio business, who walked the 500m down the road to fix it
himself.

The storm was not enough to take "The Voice of the East Kimberley",
Western Australia's oldest indigenous radio station, off the air. But it
brought back memories for Mr Cameron, 73, of when the station's board had
called him in February 2002 when lighting had taken out the transmitter
completely and 6WR had been off the air for 47 days.

The veteran radio broadcaster, manager and station owner quickly got the
station up and running again and the board soon asked him if he would like
to stay permanently.

"The station was in survival mode when I arrived, it needed tender loving
care," Mr Cameron said. More than eight years later and with the help of
dedicated presenters and local volunteers, 6WR continues to broadcast to
towns and remote communities in a 300km radius around Kununurra, including
Oombulgurri to the northwest, El Questro station to the south, and over
the border to Timber Creek in the Northern Territory.

There are also FM translators at the Argyle mine, Wyndham, Warmun and
Kalumburu.

Established in 1987, 6WR was the first Aboriginal-owned community radio
station in the Kimberley and continues to be the only station with its
studios and administration in Kununurra.

Antenna Foundation, in partnership with local FM stations, is helping rural
people in Nepal's hilly terrain access to information and opportunity to
participate in the political process. Under the Doko Radio initiative
community people are provided radio receivers as well as training for
carrying out on-location recording.

A project of the Antenna Foundation, an NGO that is dedicated to public
service broadcasting in Nepal, Doko Radio aims to take democracy to the
doorsteps of local people living in remote areas across a difficult terrain.

In Nepal, the word doko refers to the baskets that women use to carry water,
firewood etc. Madhu Acharya, the head of Antenna Foundation, describes Doko
as a mobile radio station that brings information to areas that might
otherwise not have access to it. "It's a backpack radio station," he says.

Doko staff travel across Nepal, stopping at locations for a few days where
they create and broadcast local programming that residents can tune in to on
their existing transmitters. In radio-shadow region, which have no
transmitters at all, Antenna Foundation distributes cheap devices, allowing
the local population to tune into their programming.

While Doko first started off as a mobile initiative that focused entirely on
creating and broadcasting its own programming in a region for a few days
before moving on, it didn't take long for the organisation to realise that
it wasn't having a lasting impact. Further consideration led the staff to
conclude that their best shot at enhancing Doko's impact would to partner
with local radio stations.

While the organisation has curbed traveling this year, as of last year, it
had traveled to 25 locations, and partnered with existing FM stations in
most of these. "We provide then with training and technology so they can do
on-location recording," explains Acharya. "Before this, the broadcasts were
limited to studios. Stations weren't collecting voices from the grassroots."
He explains that this is a far more sustainable approach: one that maximises
ROI.

Among the major issues that Doko aims to tackle is how to create consensus
in a region that is as politically complex as Nepal. According to Acharya,
once the Doko team explained their objectives, they ran into little
resistance from Maoists, and it was only in one or two regions that they
faced significant difficulties.

Looking towards the future, Acharya says that Doko's role could be

initiative's biggest priority is to develop an effective partnership with
local media stations.

"Over time when every district has its own radio station, the tool we
provide might be outdated. But any lasting outcome we have will be from
encouraging local stations to interact with the grassroots."

Doko Radio won an award in the community broadcasting category of the
Manthan awards, which recognise best e-content practices in South Asia.

NEW DELHI: The government is working to ensure that at least 4000
Community Radio stations are operational in the next three years,
Information and Broadcasting minister Ambika Soni said on Friday,
reiterating that community radio reaches people at the macro level to
understand and resolve their problems.

She also announced that the government was in the process of finalising
the FM Radio Phase III policy soon. She said this was being done “with a
view to incentivise the introduction of FM radio services in the North
Eastern States, Jammu and Kashmir, and island territories, and to further
liberalise the regulatory framework to provide for greater diversity of
content and bring down operational costs”.

Inaugurating the annual BES Expo 2010 organized by the Broadcast Engineers
Society (India), she said broadcast engineers must play a crucial role in
guiding the best possible options in the carriage of the content to the
public, acknowledging that technology is clearly a growth driver for many
an innovation in Broadcast sector. She also urged broadcasters to ensure
that fruits of new technology actually reach the consumer.

The theme of 16th International Conference and Exhibition on Terrestrial
and Satellite Broadcasting is ‘Broadcasters and new Media Technologies’
and it will conclude on 31 January.

Referring to the role of the Government, she said the endeavour of her
ministry is to ensure that policy framework and business models are in
sync to cater to the consumer interest. “We are guided by the thought that
technology neutral approach to policies is the appropriate way.
Convergence in technology has to fast become a reality.”

The minister also announced that serious thought was being given to devise
suitable policies for mobile television. She emphasised that the
government was committed to technological improvement/digitalisation of
the DD network to improve the viewing experience.

As the official broadcaster for telecast of the Commonwealth Games 2010,
it would ensure High Definition Television is in place. She added that
digitalisation of the Broadcasting Services of Doordarshan/All India Radio
and Cable Services is one of the key thrust areas identified by the
Ministry because of the “advantages digital mode offers in terms of
efficient utilization of available spectrum, better quality of picture and
services, various interactive and niche services and transparency above
all.”

She noted that the trend worldwide has been to fix sunset dates for
complete switch off of analogue

Community radio broadcasters are mobilising worldwide in response to the
earthquake that struck Haiti on 12 January. In an unprecedented global
response in solidarity with the Haitian people, community radio broadcasters
have organised appeals for emergency and humanitarian relief and have
offered equipment and technical expertise to support Haiti's community radio
stations.



An AMARC volunteer team arrived in Port-au-Prince on Sunday carrying
equipment for SAKS (Society for the Animation of Social Communication), a
community media production and support centre in Port-au-Prince, whose
offices were destroyed when the earthquake struck. Sony Esteus, Director of
SAKS and AMARC Vice President, will accompany the international team as they
travel to Leogane, Grand Goave, Jacmel and other locations that are among
the worst hit areas outside of the Haitian capital.



Radio Saka, the local community radio of Grand Goave, was reported back on
the air, but at reduced power, and helping to mobilise local relief efforts.
AMARC estimates around 12 community radios are in areas directly affected by
the earthquake. The AMARC-SAKS mission will assess the impact of the
earthquake on the community radio sector, provide basic repairs and support
to community media workers, and assist community radio to contribute to the
humanitarian relief operation.



In the capital, most neighbourhoods have been heavily impacted. Many hundred
thousand people have been left homeless and there are thousands of temporary
camps. Everything happens in the streets. "The streets are the 'salon' of
the people" says an old Haitian proverb. This has become a reality, even for
those whose homes have not been damaged or destroyed, with people preferring
to sleep in the open rather than risk staying in a building that might
collapse with the next aftershock. Even the radio stations are broadcasting
on the streets, with journalists afraid to work in their studios



Major international media support organisations are on the ground working to
help restore Haiti's damaged communications infratructure:

AMARC, International Media Support, Internews, Reporters Without Borders,
are among the organisations collaborating in Haiti to avoid duplication and
to assure an effective response to the disaster and the challenges of
providing immediate relief.



AMARC has called on community radio broadcasters worldwide to support the
Haiti relief effort, not only by broadcasting humanitarian appeals, but also
be providing equipment, technical support and other resources to enable
community radio in Haiti to play a central role in assuring access to
information and enabling the populations affected to communicate their needs
and concerns.

Signal FM is the only Haitian radio station to continuously broadcast
during and after the powerful 7.0-magnitude earthquake that ravaged the
capital, Port-au-Prince, and surrounding areas on January 12. Signal’s
online news service kept operating as well. The station’s equipment,
located in Petionville (east of Port-au-Prince) remained in service,
withstanding, remarkably, tremors to the building and broadcasting
aerials. But the true credit goes to the station’s staff members, who made
extraordinary efforts and great sacrifices to inform the public during a
period of chaos, the station’s managing director, Mario Viau, told CPJ.

Haiti’s culture and communications minister, Marie-Laurence
Jocelyn-Lassègue, has given her support for the Media Operations Centre
installed in Port-au-Prince by Reporters Without Borders and Quebecor.
Their representatives are to meet with her in the capital this morning (at
9 a.m. local time) to discuss the way the centre will function and the
choice of journalists to run it.

The centre’s mandate is to:
1- make the equipment that Haitian journalists need to work available to them
2- act as a place where they can meet their international colleagues
3- offer the various organisations that defend journalists in Haiti a
place where they can operate
4- act as a news centre for the various government authorities and NGOs
that want to address as many media as possible
5- advise and assist the government and its partners as regards
relaunching news media that were hit by the 12 January earthquake, both in
the capital and provinces, especially in the towns of Petit-Goâve,
Grand-Goâve and Léogâne, which were very badly affected.

Located on Cheriez Street in the Port-au-Prince neighbourhood of
Canapé-Vert, the centre has room for up to 20 journalists to work at any
one time, a news conference room that can hold 40 people and a terrace
that can hold 60 people. It will have broadband Internet, telephone lines,
an audio and video conference system, a satellite TV link and printers, as
well as facilities for journalists in distress.

Canada’s governor-general, Mickaëlle Jean, plans to address a message in
Creole to the Haitian people via the centre tomorrow. We invite Haitian
President René Préval to hold a meeting with the press in the centre and
we hope that the presidents, prime ministers and foreign ministers of the
countries with particularly close ties with Haiti will also chose this way
to make a concrete commitment to the reconstruction of the Haitian media.

According to Mark Harvey, leading the European response for Internews, an
international media development organization which has been designated by
UNOCHA to coordinate all international media assistance efforts to Haiti,
“Local journalists in Port-au-Prince are the vital link between the
humanitarian relief and the Haitian population who is desperate for
information. Haitian media professionals are struggling to get back to
their vital work, and the importance of the work of Reporters Without
Borders in helping to do this cannot be underestimated.”

This centre belongs to Haiti’s journalists. Its ability to continue
operating in the medium term will depend on the technical and financial
assistance it receives from other NGOs, international bodies and foreign
media.

Reporters Without Borders and Quebecor would finally like to pay tribute
to four journalists who died in the earthquake: Wanel Fils of Radio
Galaxie in Port-au-Prince, Franklin Laurent and Leiva Jasmin (disappeared)
of Radio Koha, and Bazelais Volcy of Radio Echo 2000 in Petit-Goâve.

     The earthquake has caused extensive damage to communication systems
and other vital services. Among the many people directly affected are
community media workers and their families.

     AMARC is conducting an urgent assessment of the status of community
broadcasting in the areas affected and is working to mobilize

     AMARC is calling on community broadcasters to support the

     Even before this catastrophic disaster, Haiti faced enormous problems
of transport and communications infrastructure, access to electricity
and high rates of illiteracy. Community radio has developed, since
1992, as an essential part of Haiti's communications landscape,

delivering training to volunteers in key journalistic skills and
establishing a volunteer Editorial Group to create speech output for
Wythenshawe FM. You will have experience of radio journalism, strong radio
production skills and a positive and motivating approach to working with
volunteers, particularly those from disadvantaged backgrounds. An
understanding of the issues that affect disadvantaged areas is also
required.

Internews sends team of specialists, technicians to restore local
broadcasting

With radio and television news outlets crippled by the 7.0-magnitude
earthquake that struck Haiti last week, Internews, an international media
development organization, announced Wednesday that it was sending a team
to the impoverished island nation to help get broadcasters back up and
running. The team began to arrive on Friday, and over the weekend I sent a
list of questions to Jeanne Bourgault, Chief Operating Officer of
Internews, asking about the group’s progress. Communications with the team
have been more sporadic than anticipated, but Bourgault offered her
assessment of the situation as of Sunday evening.

have a responsibility to support those in pain with our actions and
intentions.

AMARC, the World Association of Community Radio Broadcasters, calls on
community radio broadcasters worldwide to rally in support of the people
of Haiti, following the massive earthquake that has killed thousands of
people and destroyed essential infrastructure.

It is estimated one third of the country's 9 million population have
been affected, tens of thousands have died and many more are injured and
without adequate medical support. The earthquake has caused extensive
damage to communication systems and other vital services. Among the many
people directly affected are community media workers and their families.

AMARC is conducting an urgent assessment of the status of community
broadcasting in the areas affected and is working to mobilize resources
and technical assistance. AMARC estimates that at least 12 community
radio stations are located within the zones that have suffered the most
severe earthquake destruction. The full extent of the impact is not yet
known.

AMARC is calling on community broadcasters to support the international
relief effort by organizing airtime appeals and other activities, and to
provide direct assistance to community broadcasters affected by the
earthquake, including equipment donations and financial support.

Even before this catastrophic disaster, Haiti faced enormous problems of
transport and communications infrastructure, access to electricity and
high rates of illiteracy. Community radio has developed, since 1992, as
an essential part of Haiti's communications landscape, reaching the
poorest communities and enabling their participation in development.

Community media have a vital role to play in times of emergency and
disaster. The restoration of communications infrastructure will be an
essential priority of the humanitarian emergency response effort. AMARC
will be working, in partnership with local community radio organizations
in Haiti, to support the reconstruction of community broadcasting services.

I've been able to listen to Radio Signal FM (which I believe is the only radio
station still transmitting in Port au Prince) through radiosoleil.com (NYC
based), with Soleil jumping in with their own programming from time to time. Far
more illuminating than anything on CNN or any other of the American press.

In the time I've been listening they had a Haitian Senator who was in Parliament
during the earthquake. He said the Senate was in session and Senators Jacques
Wilbert (Centre) and Michelet Louis (Artibonite) were killed. Senate President
Kely Bastien and Joseph Lambert were among the injured, with Lambert pulled out
yesterday out of the ruins. House of Deputies was not in session when the
earthquake occurred.

Prime Minister Jean Max Bellerive is supposed to have a press conference early
this afternoon.
