If the cap has a lever on top, it must be in the up position or the cap will not turn. ... radiator cap off my '99 Century? Is there a trick????????????

How do I take off the radiator cap?
This should be easy. I overhauled my 64 Chevy. So why can't I get a radiator cap off my '99 Century? Is there a trick???????????? Bruce
